沿海城市公積金提供率高,四市提供率超三成
根據齊魯人才網數據統計,2020上(shang)半(ban)年山(shan)東招聘市場(chang)16地市企業公(gong)積(ji)金(jin)提供率(lv)排(pai)名第(di)一(yi)的是(shi)威海,公(gong)積(ji)金(jin)提供率(lv)為35.12%,領跑全省;煙臺(tai)排(pai)名第(di)二,其公(gong)積(ji)金(jin)提供率(lv)為33.69%;濟寧和(he)日照(zhao)分列三、四位,其公(gong)積(ji)金(jin)提供率(lv)分別為32.37%和(he)31.82%。

金融業福利待遇更優,公積金提供率高
根據2020上(shang)半年(nian)山(shan)東招(zhao)聘市場(chang)企業(ye)(ye)公(gong)積(ji)金(jin)提(ti)(ti)供(gong)率行業(ye)(ye)排名顯(xian)示(shi),銀(yin)行/證券/基金(jin)/期貨行業(ye)(ye)公(gong)積(ji)金(jin)提(ti)(ti)供(gong)率最高,為(wei)56.91%;信(xin)托/擔(dan)保/拍賣(mai)/典(dian)當行業(ye)(ye)公(gong)積(ji)金(jin)提(ti)(ti)供(gong)率為(wei)55.12%,排名第二;投(tou)資行業(ye)(ye)公(gong)積(ji)金(jin)提(ti)(ti)供(gong)率為(wei)52.33%,排名第三。2020年(nian)山(shan)東招(zhao)聘市場(chang)企業(ye)(ye)公(gong)積(ji)金(jin)提(ti)(ti)供(gong)率排名前(qian)三的行業(ye)(ye)全都屬于金(jin)融(rong)領(ling)域,金(jin)融(rong)業(ye)(ye)制度相對完善,公(gong)積(ji)金(jin)提(ti)(ti)供(gong)率也較(jiao)高。
青島一家證券(quan)公(gong)司負責人(ren)(ren)(ren)表(biao)示(shi):“住(zhu)(zhu)房(fang)公(gong)積(ji)金(jin)是單位及其(qi)在(zai)職(zhi)職(zhi)工繳存的長期住(zhu)(zhu)房(fang)儲金(jin),是住(zhu)(zhu)房(fang)分(fen)配貨幣(bi)化(hua)、社會化(hua)和(he)法(fa)制化(hua)的主要形(xing)式。公(gong)積(ji)金(jin)既是提升員工滿(man)意度和(he)幸福感的重(zhong)要手段(duan),也是行業(ye)引人(ren)(ren)(ren)、留(liu)人(ren)(ren)(ren)的重(zhong)要法(fa)寶,尤其(qi)在(zai)金(jin)融業(ye),從業(ye)人(ren)(ren)(ren)員對(dui)公(gong)積(ji)金(jin)繳納更(geng)加重(zhong)視,因此為了留(liu)住(zhu)(zhu)人(ren)(ren)(ren)才越(yue)來越(yue)多(duo)的企(qi)業(ye)先開始為員工繳納公(gong)積(ji)金(jin)。”
國企制度完善,公積金提供率較高
齊魯人(ren)才網數據(ju)顯示(shi),2020上(shang)半年(nian)山(shan)東招聘市(shi)場(chang)國有(you)(you)企(qi)業(ye)公(gong)積(ji)(ji)金(jin)(jin)提供(gong)率以(yi)70.09%排(pai)名第(di)一,意(yi)味著(zhu)超七成(cheng)國有(you)(you)企(qi)業(ye)員工可以(yi)享受住房公(gong)積(ji)(ji)金(jin)(jin);外資企(qi)業(ye)公(gong)積(ji)(ji)金(jin)(jin)提供(gong)率為61.64%,排(pai)在第(di)二位;上(shang)市(shi)公(gong)司公(gong)積(ji)(ji)金(jin)(jin)提供(gong)率為61.2%,排(pai)名第(di)三;民(min)營企(qi)業(ye)公(gong)積(ji)(ji)金(jin)(jin)提供(gong)率僅為20.51%,排(pai)在末位。
民(min)營企(qi)(qi)業(ye)雖然(ran)作為(wei)經(jing)濟(ji)市(shi)場(chang)的主(zhu)力(li)軍,數(shu)量龐大(da),但企(qi)(qi)業(ye)規模大(da)小不一(yi)(yi),僅少(shao)數(shu)企(qi)(qi)業(ye)成(cheng)為(wei)行業(ye)的領頭羊(yang),大(da)多數(shu)民(min)營企(qi)(qi)業(ye)都(dou)還處在成(cheng)長階段(duan),復雜多變的經(jing)濟(ji)環(huan)境(jing)下(xia)時刻經(jing)受著種種考驗,因此(ci)多數(shu)民(min)營企(qi)(qi)業(ye)的公積(ji)金(jin)提供率較低。濟(ji)南一(yi)(yi)家民(min)營企(qi)(qi)業(ye)的財務經(jing)理(li)劉先生(sheng)說:“為(wei)了(le)減輕(qing)企(qi)(qi)業(ye)壓力(li),今年上半年已經(jing)有(you)政策明確,對于一(yi)(yi)些經(jing)營困難企(qi)(qi)業(ye),可以緩繳(jiao)、降低繳(jiao)納(na)比例、暫(zan)停繳(jiao)納(na)住房公積(ji)金(jin)。就我們公司而言,所繳(jiao)納(na)的五險(xian)比例占到工資總額(e)的40%,另外,還繳(jiao)納(na)7%的住房公積(ji)金(jin),階段(duan)性適當降低住房公積(ji)金(jin)繳(jiao)存(cun)比例,可以很大(da)程(cheng)度減輕(qing)企(qi)(qi)業(ye)負擔。”
企業規模與公積金提供率成正比,企業規模越大福利越好
由上(shang)(shang)圖(tu)可以看(kan)出,規(gui)模(mo)越大的企(qi)(qi)業(ye)(ye),公(gong)積(ji)(ji)金提供(gong)率(lv)越高。2020上(shang)(shang)半年(nian)山東招(zhao)聘市場(chang)1000人(ren)以上(shang)(shang)規(gui)模(mo)企(qi)(qi)業(ye)(ye)公(gong)積(ji)(ji)金提供(gong)率(lv)最高,為51.42%;其次是501-1000人(ren)規(gui)模(mo)企(qi)(qi)業(ye)(ye),公(gong)積(ji)(ji)金提供(gong)率(lv)為45.41%;少于50人(ren)規(gui)模(mo)企(qi)(qi)業(ye)(ye)公(gong)積(ji)(ji)金提供(gong)率(lv)最低,僅15.73%。
很(hen)多(duo)中小(xiao)型企(qi)(qi)(qi)業(ye)(ye)為了企(qi)(qi)(qi)業(ye)(ye)的(de)生存壓(ya)力,會(hui)采用業(ye)(ye)務外包等靈活用工的(de)形式,合(he)法合(he)規降(jiang)低五(wu)險一金(jin)征繳對(dui)企(qi)(qi)(qi)業(ye)(ye)成本(ben)及稅務的(de)開支,這樣(yang)便大(da)大(da)降(jiang)低了中小(xiao)型企(qi)(qi)(qi)業(ye)(ye)的(de)公(gong)(gong)積(ji)金(jin)提供率。一位從一家(jia)(jia)小(xiao)型企(qi)(qi)(qi)業(ye)(ye)做(zuo)銷售工作的(de)陳先生剛剛入職了一家(jia)(jia)大(da)型機(ji)械(xie)設(she)備公(gong)(gong)司,他表示:“原來沒有享(xiang)受過公(gong)(gong)積(ji)金(jin)的(de)繳納福利(li),這次選擇了一家(jia)(jia)大(da)型企(qi)(qi)(qi)業(ye)(ye),面試時說有五(wu)險一金(jin)就毫不猶豫地簽(qian)合(he)同了,畢竟大(da)型企(qi)(qi)(qi)業(ye)(ye)的(de)福利(li)比(bi)小(xiao)企(qi)(qi)(qi)業(ye)(ye)要好很(hen)多(duo)嘛,有了公(gong)(gong)積(ji)金(jin)也能緩解一些買房(fang)的(de)壓(ya)力。”
近四成求職者公積金繳存金額不足500元
以(yi)濟(ji)南為(wei)例,2020年度濟(ji)南住房公(gong)積金最高月(yue)繳(jiao)(jiao)存基(ji)(ji)數為(wei)25149元(yuan)(yuan)(yuan)(yuan),對比(bi)上圖可知,能夠達到(dao)最高月(yue)繳(jiao)(jiao)存基(ji)(ji)數的(de)求(qiu)職者只有(you)(you)0.98%;有(you)(you)半數的(de)求(qiu)職者薪酬(chou)在5-9k元(yuan)(yuan)(yuan)(yuan),如果按照(zhao)員工實際薪酬(chou)繳(jiao)(jiao)納(na)的(de)話,那(nei)么有(you)(you)49.06%的(de)人月(yue)繳(jiao)(jiao)存基(ji)(ji)數在5-9k元(yuan)(yuan)(yuan)(yuan)之間(jian)。按照(zhao)最低繳(jiao)(jiao)存比(bi)例5%計算,有(you)(you)39.32%求(qiu)職者公(gong)積金月(yue)繳(jiao)(jiao)存金額(e)不(bu)足500元(yuan)(yuan)(yuan)(yuan)。(公(gong)積金月(yue)繳(jiao)(jiao)存金額(e)=月(yue)繳(jiao)(jiao)存基(ji)(ji)數*繳(jiao)(jiao)存比(bi)例*2)
