聊城企業工資增長基準線今年定為15%

聊城(cheng)市人力資(zi)源和社會保障(zhang)局近日發布(bu)了聊城(cheng)市2013年企(qi)(qi)業(ye)工(gong)資(zi)指導線(xian),確定企(qi)(qi)業(ye)職(zhi)工(gong)貨幣平均(jun)工(gong)資(zi)增長基準線(xian)為(wei)(wei)15%,上線(xian)(預警(jing)線(xian))為(wei)(wei)22%,下線(xian)為(wei)(wei)6%。同時,普通職(zhi)工(gong)工(gong)資(zi)不增長的(de)國有(you)和國有(you)控股企(qi)(qi)業(ye),經營者和管理層也不能增長工(gong)資(zi)。

據悉,聊(liao)城(cheng)市(shi)行政(zheng)區域內的(de)企(qi)業(ye),均應納入工資(zi)指導線(xian)的(de)調控范圍。以2012年全市(shi)企(qi)業(ye)在(zai)崗職(zhi)工平均工資(zi)33565元為基(ji)數。

2013年企(qi)業工(gong)(gong)(gong)資(zi)(zi)指導線(xian)(xian)(xian)由(you)三(san)條(tiao)線(xian)(xian)(xian)構成(cheng),分(fen)別對應今年企(qi)業工(gong)(gong)(gong)資(zi)(zi)增(zeng)長的(de)平均(jun)、最高、最低幅度的(de)指導意見。其中(zhong)基準線(xian)(xian)(xian)為(wei)(wei)15%,線(xian)(xian)(xian)即預(yu)警線(xian)(xian)(xian)為(wei)(wei)22%,下線(xian)(xian)(xian)為(wei)(wei)6%。生產(chan)經(jing)營正常、經(jing)濟效益增(zeng)長的(de)企(qi)業,均(jun)應圍(wei)繞基準線(xian)(xian)(xian)安排職(zhi)工(gong)(gong)(gong)平均(jun)工(gong)(gong)(gong)資(zi)(zi)增(zeng)長。應保證利潤每(mei)增(zeng)長1%,職(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)上漲不少于0.4%。

壟斷行業及國(guo)家財政補貼(tie)的國(guo)有及國(guo)有控股(gu)企業,職工平(ping)均工資增長(chang)(chang)幅(fu)度不得(de)高于基(ji)準線,同時(shi),經(jing)濟效(xiao)益(yi)下(xia)降幅(fu)度較大或(huo)虧損的,職工工資增長(chang)(chang)不得(de)高于下(xia)線。國(guo)有和國(guo)有控股(gu)企業,當年實發人(ren)均工資增長(chang)(chang)不得(de)突(tu)破上(shang)線(預警線)。

生產經(jing)(jing)營一般、經(jing)(jing)濟效益下降的(de)企業(ye),可(ke)(ke)以低于基準線安排工(gong)資增(zeng)長(chang)。生產經(jing)(jing)營較困(kun)難(nan)、預計當年可(ke)(ke)能出現虧損的(de)企業(ye),工(gong)資可(ke)(ke)以零(ling)增(zeng)長(chang)或負增(zeng)長(chang)。各類企業(ye)對提供正常勞動的(de)職工(gong)支付的(de)工(gong)資不得低于聊城市發布的(de)最低工(gong)資標準。

市人力資源和社會保障局(ju)還明確指(zhi)出,企(qi)業應當(dang)消(xiao)除不合理(li)的收入分(fen)配差距,尤其是(shi)隨著7月即將實施(shi)的《勞(lao)動合同法(fa)》修訂(ding)案,一定(ding)要體現同工(gong)同酬。

對于職工(gong)(gong)(gong)平(ping)均工(gong)(gong)(gong)資(zi)(zi)不增(zeng)(zeng)長的,國有(you)(you)和國有(you)(you)控股企業(ye)(ye)(ye)領導人(ren)工(gong)(gong)(gong)資(zi)(zi)不應增(zeng)(zeng)長;企業(ye)(ye)(ye)在崗職工(gong)(gong)(gong)平(ping)均工(gong)(gong)(gong)資(zi)(zi)低(di)于聊城市(shi)在崗職工(gong)(gong)(gong)平(ping)均工(gong)(gong)(gong)資(zi)(zi)的,國有(you)(you)和國有(you)(you)控股企業(ye)(ye)(ye)負責人(ren)收入增(zeng)(zeng)幅不得高于本(ben)(ben)企業(ye)(ye)(ye)職工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)增(zeng)(zeng)幅;一線職工(gong)(gong)(gong)(除(chu)企業(ye)(ye)(ye)中(zhong)層及中(zhong)層以上職工(gong)(gong)(gong))年度工(gong)(gong)(gong)資(zi)(zi)增(zeng)(zeng)長幅度不得低(di)于本(ben)(ben)企業(ye)(ye)(ye)平(ping)均工(gong)(gong)(gong)資(zi)(zi)增(zeng)(zeng)長幅度。
