聊城企業工資增長基準線今年定為15%

聊(liao)城(cheng)(cheng)市(shi)人力資源和(he)社會保障(zhang)局近(jin)日(ri)發布了聊(liao)城(cheng)(cheng)市(shi)2013年企(qi)業(ye)工(gong)資指導線(xian)(xian)(xian),確定企(qi)業(ye)職工(gong)貨幣平(ping)均(jun)工(gong)資增長(chang)(chang)基(ji)準線(xian)(xian)(xian)為15%,上線(xian)(xian)(xian)(預警線(xian)(xian)(xian))為22%,下線(xian)(xian)(xian)為6%。同時,普通職工(gong)工(gong)資不增長(chang)(chang)的(de)國有和(he)國有控股企(qi)業(ye),經(jing)營者和(he)管(guan)理層也不能增長(chang)(chang)工(gong)資。

據悉,聊城市行政區域(yu)內的企(qi)(qi)業(ye),均(jun)應納(na)入工(gong)(gong)資指(zhi)導線的調(diao)控范(fan)圍。以2012年全(quan)市企(qi)(qi)業(ye)在崗職(zhi)工(gong)(gong)平均(jun)工(gong)(gong)資33565元為基數。

2013年(nian)企業(ye)工(gong)資指導線由三條線構成,分別對應今(jin)年(nian)企業(ye)工(gong)資增長(chang)的平均(jun)(jun)、最(zui)高(gao)、最(zui)低幅度的指導意(yi)見(jian)。其中基準(zhun)線為15%,線即預警線為22%,下線為6%。生(sheng)產經營正常(chang)、經濟效(xiao)益增長(chang)的企業(ye),均(jun)(jun)應圍繞基準(zhun)線安排職(zhi)工(gong)平均(jun)(jun)工(gong)資增長(chang)。應保(bao)證(zheng)利潤每增長(chang)1%,職(zhi)工(gong)工(gong)資上漲不少于0.4%。

壟斷行業及國家財政補貼的國有及國有控(kong)股(gu)企業,職(zhi)工(gong)平(ping)均工(gong)資(zi)(zi)增長(chang)幅度(du)不(bu)得(de)高(gao)于(yu)基準(zhun)線(xian),同(tong)時,經濟(ji)效益下降幅度(du)較大或虧損(sun)的,職(zhi)工(gong)工(gong)資(zi)(zi)增長(chang)不(bu)得(de)高(gao)于(yu)下線(xian)。國有和國有控(kong)股(gu)企業,當年實發人均工(gong)資(zi)(zi)增長(chang)不(bu)得(de)突破上線(xian)(預(yu)警線(xian))。

生(sheng)產經(jing)(jing)營(ying)一般、經(jing)(jing)濟效益下降的(de)(de)(de)企業(ye),可以(yi)低于(yu)(yu)基準線安排(pai)工(gong)資(zi)增(zeng)長(chang)。生(sheng)產經(jing)(jing)營(ying)較困難、預計當年可能出現虧損(sun)的(de)(de)(de)企業(ye),工(gong)資(zi)可以(yi)零增(zeng)長(chang)或(huo)負增(zeng)長(chang)。各類企業(ye)對提供(gong)正常勞(lao)動的(de)(de)(de)職工(gong)支付的(de)(de)(de)工(gong)資(zi)不得低于(yu)(yu)聊城市發布的(de)(de)(de)最(zui)低工(gong)資(zi)標(biao)準。

市人力(li)資(zi)源和社會保障局還明確(que)指出(chu),企業應(ying)當(dang)消除不合(he)理的收入分配差距,尤其是(shi)隨著7月即將(jiang)實(shi)施的《勞動合(he)同法》修訂(ding)案,一定(ding)要體現(xian)同工同酬。

對于(yu)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)平均(jun)工(gong)(gong)(gong)資(zi)不(bu)增(zeng)(zeng)長(chang)(chang)的(de)(de),國(guo)有(you)(you)和(he)國(guo)有(you)(you)控股企業(ye)領導(dao)人工(gong)(gong)(gong)資(zi)不(bu)應增(zeng)(zeng)長(chang)(chang);企業(ye)在崗(gang)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)平均(jun)工(gong)(gong)(gong)資(zi)低于(yu)聊城市(shi)在崗(gang)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)平均(jun)工(gong)(gong)(gong)資(zi)的(de)(de),國(guo)有(you)(you)和(he)國(guo)有(you)(you)控股企業(ye)負責人收入增(zeng)(zeng)幅不(bu)得高于(yu)本(ben)企業(ye)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)增(zeng)(zeng)幅;一(yi)線(xian)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(除企業(ye)中層及中層以上職(zhi)(zhi)(zhi)工(gong)(gong)(gong))年(nian)度工(gong)(gong)(gong)資(zi)增(zeng)(zeng)長(chang)(chang)幅度不(bu)得低于(yu)本(ben)企業(ye)平均(jun)工(gong)(gong)(gong)資(zi)增(zeng)(zeng)長(chang)(chang)幅度。
