記者從市(shi)(shi)(shi)人(ren)力(li)資源和社(she)會保障局獲悉,27日上午,日照市(shi)(shi)(shi)組織召開(kai)2013年(nian)度市(shi)(shi)(shi)直公益性崗(gang)位開(kai)發安(an)置部署(shu)推進會議。市(shi)(shi)(shi)人(ren)力(li)資源和社(she)會保障局、市(shi)(shi)(shi)文化市(shi)(shi)(shi)場(chang)綜合(he)執法局等(deng)13個市(shi)(shi)(shi)直部門、單位參(can)加會議。今(jin)年(nian),全市(shi)(shi)(shi)各(ge)級公益性崗(gang)位開(kai)發計劃為300個。
據了(le)解,自2009年(nian)頒布實施《日照市公(gong)益(yi)性(xing)崗位(wei)開(kai)發(fa)管(guan)理(li)暫行辦法》至2012年(nian)底,已開(kai)發(fa)安(an)置公(gong)益(yi)性(xing)崗位(wei)996個(ge)。主要(yao)安(an)置對象為(wei)“4050”人(ren)員、零(ling)就(jiu)(jiu)業(ye)(ye)家(jia)庭(ting)人(ren)員、農村(cun)零(ling)轉移家(jia)庭(ting)、特困(kun)家(jia)庭(ting)高校畢業(ye)(ye)生(sheng)。累計發(fa)放公(gong)益(yi)性(xing)崗位(wei)社(she)會保險(xian)補貼和崗位(wei)補貼808.24萬(wan)元。在工作推(tui)進中建(jian)立了(le)公(gong)益(yi)性(xing)崗位(wei)開(kai)發(fa)目(mu)(mu)標(biao)責(ze)任制。按照“上下配合聯(lian)動、分級管(guan)理(li)負責(ze)”的原則,將開(kai)發(fa)公(gong)益(yi)性(xing)崗位(wei)安(an)置就(jiu)(jiu)業(ye)(ye)困(kun)難人(ren)員作為(wei)簽訂就(jiu)(jiu)業(ye)(ye)目(mu)(mu)標(biao)責(ze)任書和年(nian)度就(jiu)(jiu)業(ye)(ye)目(mu)(mu)標(biao)考(kao)核的重要(yao)內容之一,由各區縣具體實施落(luo)實。
公(gong)(gong)(gong)益(yi)性(xing)崗(gang)(gang)位(wei)主要針對(dui)困(kun)難就業群體,因此市人(ren)(ren)(ren)(ren)(ren)(ren)社(she)部門嚴(yan)(yan)格(ge)(ge)把關,堅持公(gong)(gong)(gong)開、公(gong)(gong)(gong)正、公(gong)(gong)(gong)平原則,對(dui)錄(lu)用(yong)人(ren)(ren)(ren)(ren)(ren)(ren)員(yuan)嚴(yan)(yan)格(ge)(ge)資格(ge)(ge)審查、嚴(yan)(yan)格(ge)(ge)錄(lu)用(yong)程序、嚴(yan)(yan)格(ge)(ge)公(gong)(gong)(gong)示監督,確保人(ren)(ren)(ren)(ren)(ren)(ren)員(yuan)做到符(fu)(fu)合政策規定、符(fu)(fu)合崗(gang)(gang)位(wei)需要。在權益(yi)保障(zhang)方面(mian),用(yong)人(ren)(ren)(ren)(ren)(ren)(ren)單(dan)位(wei)與公(gong)(gong)(gong)益(yi)性(xing)崗(gang)(gang)位(wei)上崗(gang)(gang)人(ren)(ren)(ren)(ren)(ren)(ren)員(yuan)簽訂“公(gong)(gong)(gong)益(yi)性(xing)崗(gang)(gang)位(wei)用(yong)工(gong)合同”,通過人(ren)(ren)(ren)(ren)(ren)(ren)力(li)資源(yuan)外包的形(xing)式為上崗(gang)(gang)人(ren)(ren)(ren)(ren)(ren)(ren)員(yuan)繳納社(she)會保險(xian)費(fei),享(xiang)受(shou)相應的待遇。根據《日照市就業專項資金管(guan)理暫行辦法》,為公(gong)(gong)(gong)益(yi)性(xing)崗(gang)(gang)位(wei)上崗(gang)(gang)人(ren)(ren)(ren)(ren)(ren)(ren)員(yuan)落實(shi)崗(gang)(gang)位(wei)補貼和(he)社(she)保補貼。
根(gen)據(ju)規定,凡具(ju)有本市戶籍(ji),有勞(lao)(lao)動(dong)(dong)能力和(he)就(jiu)(jiu)業(ye)(ye)(ye)愿(yuan)望,持《再就(jiu)(jiu)業(ye)(ye)(ye)優惠證》或者《山東省就(jiu)(jiu)業(ye)(ye)(ye)失業(ye)(ye)(ye)登(deng)記證》的(de)就(jiu)(jiu)業(ye)(ye)(ye)困(kun)難人(ren)員,符(fu)合下列條(tiao)件之一(yi)(yi)的(de),可以(yi)在公益性崗位上安置:男(nan)性年滿50周歲(sui)、女性年滿40周歲(sui)的(de)城(cheng)(cheng)(cheng)鎮(zhen)失業(ye)(ye)(ye)人(ren)員;享受(shou)城(cheng)(cheng)(cheng)市居民最低(di)生活(huo)保障(zhang)且連(lian)續失業(ye)(ye)(ye)一(yi)(yi)年以(yi)上的(de)失業(ye)(ye)(ye)人(ren)員;城(cheng)(cheng)(cheng)鎮(zhen)零就(jiu)(jiu)業(ye)(ye)(ye)家庭(ting)(ting)成員和(he)農村零轉移(yi)就(jiu)(jiu)業(ye)(ye)(ye)貧困(kun)家庭(ting)(ting)成員、殘(can)疾人(ren);撫(fu)養未(wei)成年子女的(de)單親家庭(ting)(ting)、一(yi)(yi)戶兩(liang)代、夫妻雙方(fang)失業(ye)(ye)(ye)人(ren)員;城(cheng)(cheng)(cheng)鎮(zhen)特困(kun)家庭(ting)(ting)失業(ye)(ye)(ye)人(ren)員中的(de)現役軍人(ren)配偶、烈(lie)屬及(ji)其(qi)子女、縣及(ji)縣以(yi)上勞(lao)(lao)動(dong)(dong)模(mo)范;特困(kun)家庭(ting)(ting)未(wei)就(jiu)(jiu)業(ye)(ye)(ye)高校(xiao)畢業(ye)(ye)(ye)生;其(qi)他符(fu)合條(tiao)件的(de)就(jiu)(jiu)業(ye)(ye)(ye)困(kun)難人(ren)員。
公益性(xing)崗(gang)位(wei)(wei)安置就業援助對(dui)象工(gong)資(zi)由用人(ren)單位(wei)(wei)按月發放。用人(ren)單位(wei)(wei)支付的工(gong)資(zi)不得低于本(ben)市(shi)最低工(gong)資(zi)標(biao)準(非全日制公益性(xing)崗(gang)位(wei)(wei)可按小時最低工(gong)資(zi)標(biao)準確(que)定薪酬)。公益性(xing)崗(gang)位(wei)(wei)安置就業援助對(dui)象社會保險費由用人(ren)單位(wei)(wei)按時足(zu)額繳納(na)。
