6月6日,記者(zhe)從山東(dong)省濰(wei)坊市人社局獲(huo)悉,按照(zhao)山東(dong)省政府有(you)關文件要求,根(gen)據國家、山東(dong)省現(xian)行收入分(fen)配政策,濰(wei)坊市結合實際情況,出臺(tai)了2013年(nian)企業工(gong)資(zi)指導(dao)線。
據山東省濰坊市人社(she)局(ju)工(gong)(gong)(gong)(gong)作人員介(jie)紹(shao),根據濰坊市企業(ye)工(gong)(gong)(gong)(gong)資(zi)(zi)指(zhi)導(dao)(dao)線(xian)(xian)(xian)方案,濰坊市企業(ye)可以2012年全市企業(ye)(城鎮非私營(ying))在(zai)崗(gang)職(zhi)工(gong)(gong)(gong)(gong)平均工(gong)(gong)(gong)(gong)資(zi)(zi)38543元為(wei)基數(shu),也可以本企業(ye)2012年在(zai)崗(gang)職(zhi)工(gong)(gong)(gong)(gong)平均工(gong)(gong)(gong)(gong)資(zi)(zi)為(wei)基數(shu),確定(ding)2013年企業(ye)工(gong)(gong)(gong)(gong)資(zi)(zi)指(zhi)導(dao)(dao)線(xian)(xian)(xian)為(wei):(一)企業(ye)職(zhi)工(gong)(gong)(gong)(gong)貨(huo)幣工(gong)(gong)(gong)(gong)資(zi)(zi)增長(chang)基準線(xian)(xian)(xian):15%;(二)企業(ye)職(zhi)工(gong)(gong)(gong)(gong)貨(huo)幣工(gong)(gong)(gong)(gong)資(zi)(zi)增長(chang)上線(xian)(xian)(xian)(預警線(xian)(xian)(xian)):22%;(三(san))企業(ye)職(zhi)工(gong)(gong)(gong)(gong)貨(huo)幣工(gong)(gong)(gong)(gong)資(zi)(zi)增長(chang)下線(xian)(xian)(xian):6%。
對于競爭性國有和國有控(kong)股(gu)企業(ye)(含國有相對控(kong)股(gu)企業(ye),下同),本年度職(zhi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)增長不(bu)得突破上線(xian)(預警(jing)線(xian))。職(zhi)工(gong)(gong)(gong)(gong)平均工(gong)(gong)(gong)(gong)資(zi)低于2012年全市企業(ye)(城鎮非私營(ying))在(zai)崗職(zhi)工(gong)(gong)(gong)(gong)平均工(gong)(gong)(gong)(gong)資(zi)(38543元(yuan))的,在(zai)效益等條(tiao)件(jian)允許的前(qian)提下,可按照上線(xian)增加職(zhi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)。
壟斷(duan)企(qi)業(ye)及國家財政(zheng)補貼的(de)國有和國有控(kong)股(gu)企(qi)業(ye),職(zhi)工(gong)平(ping)均(jun)工(gong)資(zi)增長幅度不得突(tu)破(po)(po)基準線。上(shang)年工(gong)資(zi)水平(ping)高于(yu)(yu)全(quan)市企(qi)業(ye)在(zai)崗職(zhi)工(gong)平(ping)均(jun)工(gong)資(zi)3倍的(de),職(zhi)工(gong)平(ping)均(jun)工(gong)資(zi)增長必須(xu)在(zai)基準線以下安(an)排;上(shang)年工(gong)資(zi)水平(ping)高于(yu)(yu)全(quan)市企(qi)業(ye)在(zai)崗職(zhi)工(gong)工(gong)資(zi)3倍且經濟(ji)效(xiao)益(yi)下降(jiang)幅度較大或(huo)虧損(sun)的(de),職(zhi)工(gong)工(gong)資(zi)增長不得突(tu)破(po)(po)下線。
職(zhi)(zhi)工(gong)工(gong)資(zi)(zi)(zi)水(shui)平(ping)相對(dui)偏低(di)的(de)企業(2012年職(zhi)(zhi)工(gong)平(ping)均(jun)工(gong)資(zi)(zi)(zi)低(di)于(yu)全市企業在崗職(zhi)(zhi)工(gong)平(ping)均(jun)工(gong)資(zi)(zi)(zi)水(shui)平(ping)或低(di)于(yu)當年同行業職(zhi)(zhi)工(gong)平(ping)均(jun)工(gong)資(zi)(zi)(zi)),且連續2年實現利(li)潤增(zeng)長(chang)并(bing)贏利(li),預計2013年經濟效益有(you)一定增(zeng)長(chang)的(de),職(zhi)(zhi)工(gong)工(gong)資(zi)(zi)(zi)增(zeng)長(chang)不應低(di)于(yu)基準(zhun)線。
國有(you)和國有(you)控股企(qi)業(ye)(ye)工(gong)(gong)資(zi)增(zeng)(zeng)長(chang)達不到工(gong)(gong)資(zi)指導線要求的,要同比(bi)例(li)扣減企(qi)業(ye)(ye)負(fu)責人收入;企(qi)業(ye)(ye)在崗職(zhi)工(gong)(gong)平均(jun)工(gong)(gong)資(zi)低于濰(wei)坊市在崗職(zhi)工(gong)(gong)平均(jun)工(gong)(gong)資(zi)的,企(qi)業(ye)(ye)負(fu)責人收入增(zeng)(zeng)幅不得高(gao)于本企(qi)業(ye)(ye)職(zhi)工(gong)(gong)平均(jun)工(gong)(gong)資(zi)增(zeng)(zeng)幅。
工(gong)(gong)作人員表(biao)示(shi),工(gong)(gong)資(zi)(zi)(zi)指導(dao)(dao)線制(zhi)度是社(she)會主義市場經(jing)濟(ji)條件(jian)下政府調(diao)控企(qi)(qi)業(ye)工(gong)(gong)資(zi)(zi)(zi)分配、引導(dao)(dao)企(qi)(qi)業(ye)職(zhi)工(gong)(gong)工(gong)(gong)資(zi)(zi)(zi)合理增長(chang)(chang)的(de)(de)一項(xiang)重(zhong)要(yao)制(zhi)度。對于(yu)指導(dao)(dao)企(qi)(qi)業(ye)在生產發展、經(jing)濟(ji)效益提高(gao)的(de)(de)基礎上,合理確定工(gong)(gong)資(zi)(zi)(zi)增長(chang)(chang)水平,促進(jin)企(qi)(qi)業(ye)建立職(zhi)工(gong)(gong)工(gong)(gong)資(zi)(zi)(zi)收入隨企(qi)(qi)業(ye)經(jing)濟(ji)效益提高(gao)而逐步提高(gao)的(de)(de)工(gong)(gong)資(zi)(zi)(zi)增長(chang)(chang)機(ji)制(zhi)有非常重(zhong)要(yao)的(de)(de)意(yi)義。各類企(qi)(qi)業(ye)對提供正常勞動的(de)(de)職(zhi)工(gong)(gong)支(zhi)付(fu)的(de)(de)工(gong)(gong)資(zi)(zi)(zi)不得(de)低于(yu)我(wo)市最低工(gong)(gong)資(zi)(zi)(zi)標準。
