濰坊企業工資指導線出臺 增幅為15%

6月(yue)6日,記者從山(shan)東(dong)省(sheng)濰坊(fang)市人社(she)局(ju)獲(huo)悉,按照山(shan)東(dong)省(sheng)政(zheng)府有關文件要(yao)求,根(gen)據國(guo)家、山(shan)東(dong)省(sheng)現行收入分(fen)配(pei)政(zheng)策,濰坊(fang)市結合(he)實際情(qing)況,出(chu)臺(tai)了2013年(nian)企業工資指(zhi)導線。

據(ju)山(shan)東省濰坊(fang)市(shi)人社局工(gong)(gong)(gong)(gong)(gong)作(zuo)人員介(jie)紹,根據(ju)濰坊(fang)市(shi)企(qi)業(ye)(ye)工(gong)(gong)(gong)(gong)(gong)資(zi)指導(dao)線(xian)(xian)(xian)方案,濰坊(fang)市(shi)企(qi)業(ye)(ye)可(ke)以2012年全市(shi)企(qi)業(ye)(ye)(城鎮非私營)在崗(gang)職(zhi)工(gong)(gong)(gong)(gong)(gong)平均(jun)工(gong)(gong)(gong)(gong)(gong)資(zi)38543元(yuan)為(wei)基數,也(ye)可(ke)以本企(qi)業(ye)(ye)2012年在崗(gang)職(zhi)工(gong)(gong)(gong)(gong)(gong)平均(jun)工(gong)(gong)(gong)(gong)(gong)資(zi)為(wei)基數,確定2013年企(qi)業(ye)(ye)工(gong)(gong)(gong)(gong)(gong)資(zi)指導(dao)線(xian)(xian)(xian)為(wei):(一)企(qi)業(ye)(ye)職(zhi)工(gong)(gong)(gong)(gong)(gong)貨幣(bi)工(gong)(gong)(gong)(gong)(gong)資(zi)增(zeng)長(chang)基準線(xian)(xian)(xian):15%;(二(er))企(qi)業(ye)(ye)職(zhi)工(gong)(gong)(gong)(gong)(gong)貨幣(bi)工(gong)(gong)(gong)(gong)(gong)資(zi)增(zeng)長(chang)上線(xian)(xian)(xian)(預警線(xian)(xian)(xian)):22%;(三(san))企(qi)業(ye)(ye)職(zhi)工(gong)(gong)(gong)(gong)(gong)貨幣(bi)工(gong)(gong)(gong)(gong)(gong)資(zi)增(zeng)長(chang)下(xia)線(xian)(xian)(xian):6%。

對于競爭性(xing)國有(you)和國有(you)控(kong)股企業(ye)(含國有(you)相(xiang)對控(kong)股企業(ye),下(xia)同),本年度(du)職工工資(zi)(zi)增長不得突破上(shang)線(xian)(預警線(xian))。職工平均(jun)工資(zi)(zi)低于2012年全市企業(ye)(城鎮非私營)在(zai)崗職工平均(jun)工資(zi)(zi)(38543元(yuan))的,在(zai)效(xiao)益等條件(jian)允許的前提下(xia),可按照上(shang)線(xian)增加(jia)職工工資(zi)(zi)。

壟斷企(qi)(qi)業(ye)(ye)及國家財政補(bu)貼的國有(you)和國有(you)控股企(qi)(qi)業(ye)(ye),職工(gong)(gong)(gong)(gong)(gong)(gong)平均(jun)(jun)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)增長幅度(du)不得突破(po)基準線。上年(nian)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)水平高(gao)于(yu)全市企(qi)(qi)業(ye)(ye)在(zai)崗(gang)職工(gong)(gong)(gong)(gong)(gong)(gong)平均(jun)(jun)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)3倍的,職工(gong)(gong)(gong)(gong)(gong)(gong)平均(jun)(jun)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)增長必須在(zai)基準線以(yi)下安排;上年(nian)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)水平高(gao)于(yu)全市企(qi)(qi)業(ye)(ye)在(zai)崗(gang)職工(gong)(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)3倍且經濟效(xiao)益下降幅度(du)較大或虧損的,職工(gong)(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)增長不得突破(po)下線。

職(zhi)工(gong)(gong)工(gong)(gong)資水平(ping)(ping)相對偏(pian)低的企業(ye)(ye)(2012年職(zhi)工(gong)(gong)平(ping)(ping)均(jun)工(gong)(gong)資低于(yu)全市企業(ye)(ye)在崗職(zhi)工(gong)(gong)平(ping)(ping)均(jun)工(gong)(gong)資水平(ping)(ping)或低于(yu)當(dang)年同(tong)行業(ye)(ye)職(zhi)工(gong)(gong)平(ping)(ping)均(jun)工(gong)(gong)資),且連續(xu)2年實現利潤增長(chang)(chang)并贏利,預(yu)計2013年經(jing)濟效(xiao)益有一定增長(chang)(chang)的,職(zhi)工(gong)(gong)工(gong)(gong)資增長(chang)(chang)不應(ying)低于(yu)基準線。

國(guo)有和國(guo)有控股企(qi)(qi)業(ye)工(gong)(gong)資(zi)(zi)增(zeng)(zeng)長達不(bu)到工(gong)(gong)資(zi)(zi)指導線要(yao)求的,要(yao)同比(bi)例扣減企(qi)(qi)業(ye)負責人收入(ru);企(qi)(qi)業(ye)在崗職工(gong)(gong)平均工(gong)(gong)資(zi)(zi)低于濰坊市(shi)在崗職工(gong)(gong)平均工(gong)(gong)資(zi)(zi)的,企(qi)(qi)業(ye)負責人收入(ru)增(zeng)(zeng)幅(fu)(fu)不(bu)得(de)高于本企(qi)(qi)業(ye)職工(gong)(gong)平均工(gong)(gong)資(zi)(zi)增(zeng)(zeng)幅(fu)(fu)。

工作人員表示,工資(zi)指導(dao)線制(zhi)(zhi)度是社會主(zhu)義市(shi)(shi)場經濟(ji)(ji)條件下政府調(diao)控企(qi)業(ye)(ye)工資(zi)分配(pei)、引(yin)導(dao)企(qi)業(ye)(ye)職工工資(zi)合理增(zeng)長的(de)(de)(de)一項(xiang)重(zhong)要(yao)制(zhi)(zhi)度。對于(yu)指導(dao)企(qi)業(ye)(ye)在生產發展(zhan)、經濟(ji)(ji)效益提高(gao)的(de)(de)(de)基礎上(shang),合理確(que)定工資(zi)增(zeng)長水(shui)平,促進企(qi)業(ye)(ye)建立(li)職工工資(zi)收(shou)入(ru)隨(sui)企(qi)業(ye)(ye)經濟(ji)(ji)效益提高(gao)而逐步(bu)提高(gao)的(de)(de)(de)工資(zi)增(zeng)長機制(zhi)(zhi)有(you)非(fei)常(chang)(chang)重(zhong)要(yao)的(de)(de)(de)意義。各類企(qi)業(ye)(ye)對提供正常(chang)(chang)勞(lao)動(dong)的(de)(de)(de)職工支付的(de)(de)(de)工資(zi)不得低于(yu)我(wo)市(shi)(shi)最(zui)低工資(zi)標準。
