濰坊企業工資指導線出臺 增幅為15%

6月6日(ri),記者從山(shan)東(dong)省(sheng)濰坊(fang)市(shi)人社局(ju)獲悉(xi),按照山(shan)東(dong)省(sheng)政府有關(guan)文件要求,根據國家(jia)、山(shan)東(dong)省(sheng)現(xian)行收入分(fen)配政策(ce),濰坊(fang)市(shi)結合實(shi)際情況,出臺了2013年企業工資指導線(xian)。

據山東省濰(wei)(wei)坊(fang)市(shi)人社局(ju)工(gong)作人員介紹,根據濰(wei)(wei)坊(fang)市(shi)企(qi)(qi)(qi)業(ye)(ye)工(gong)資(zi)指導線(xian)方案,濰(wei)(wei)坊(fang)市(shi)企(qi)(qi)(qi)業(ye)(ye)可以2012年全(quan)市(shi)企(qi)(qi)(qi)業(ye)(ye)(城鎮非私營(ying))在(zai)崗職(zhi)(zhi)(zhi)工(gong)平均工(gong)資(zi)38543元為基數,也可以本企(qi)(qi)(qi)業(ye)(ye)2012年在(zai)崗職(zhi)(zhi)(zhi)工(gong)平均工(gong)資(zi)為基數,確定2013年企(qi)(qi)(qi)業(ye)(ye)工(gong)資(zi)指導線(xian)為:(一)企(qi)(qi)(qi)業(ye)(ye)職(zhi)(zhi)(zhi)工(gong)貨(huo)(huo)幣(bi)工(gong)資(zi)增(zeng)長基準線(xian):15%;(二(er))企(qi)(qi)(qi)業(ye)(ye)職(zhi)(zhi)(zhi)工(gong)貨(huo)(huo)幣(bi)工(gong)資(zi)增(zeng)長上線(xian)(預警線(xian)):22%;(三)企(qi)(qi)(qi)業(ye)(ye)職(zhi)(zhi)(zhi)工(gong)貨(huo)(huo)幣(bi)工(gong)資(zi)增(zeng)長下(xia)線(xian):6%。

對于(yu)競爭性(xing)國有(you)(you)和國有(you)(you)控股(gu)企(qi)業(含國有(you)(you)相對控股(gu)企(qi)業,下(xia)同),本年(nian)度職工(gong)工(gong)資(zi)(zi)增長不(bu)得突破(po)上線(xian)(預警線(xian))。職工(gong)平(ping)均工(gong)資(zi)(zi)低于(yu)2012年(nian)全(quan)市企(qi)業(城鎮非私營)在(zai)崗職工(gong)平(ping)均工(gong)資(zi)(zi)(38543元)的(de),在(zai)效益等(deng)條(tiao)件允許的(de)前提下(xia),可(ke)按照(zhao)上線(xian)增加職工(gong)工(gong)資(zi)(zi)。

壟斷(duan)企(qi)(qi)業(ye)及(ji)國家財政補貼的國有和國有控股企(qi)(qi)業(ye),職(zhi)(zhi)工(gong)(gong)(gong)平(ping)均(jun)(jun)工(gong)(gong)(gong)資(zi)(zi)增長幅度(du)(du)不得突(tu)破基(ji)準線。上年工(gong)(gong)(gong)資(zi)(zi)水(shui)平(ping)高于全市企(qi)(qi)業(ye)在(zai)崗職(zhi)(zhi)工(gong)(gong)(gong)平(ping)均(jun)(jun)工(gong)(gong)(gong)資(zi)(zi)3倍的,職(zhi)(zhi)工(gong)(gong)(gong)平(ping)均(jun)(jun)工(gong)(gong)(gong)資(zi)(zi)增長必須在(zai)基(ji)準線以下安排;上年工(gong)(gong)(gong)資(zi)(zi)水(shui)平(ping)高于全市企(qi)(qi)業(ye)在(zai)崗職(zhi)(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)3倍且經濟效益下降(jiang)幅度(du)(du)較大或(huo)虧(kui)損的,職(zhi)(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)增長不得突(tu)破下線。

職(zhi)工(gong)工(gong)資(zi)(zi)水平(ping)(ping)相(xiang)對偏低的(de)企業(2012年(nian)(nian)職(zhi)工(gong)平(ping)(ping)均(jun)工(gong)資(zi)(zi)低于(yu)(yu)全市企業在崗職(zhi)工(gong)平(ping)(ping)均(jun)工(gong)資(zi)(zi)水平(ping)(ping)或低于(yu)(yu)當(dang)年(nian)(nian)同行業職(zhi)工(gong)平(ping)(ping)均(jun)工(gong)資(zi)(zi)),且連續2年(nian)(nian)實現利潤增(zeng)長(chang)并贏(ying)利,預計2013年(nian)(nian)經濟效益有一定(ding)增(zeng)長(chang)的(de),職(zhi)工(gong)工(gong)資(zi)(zi)增(zeng)長(chang)不應低于(yu)(yu)基準(zhun)線(xian)。

國有(you)和國有(you)控股企(qi)業(ye)工(gong)資(zi)增(zeng)長達(da)不(bu)到工(gong)資(zi)指(zhi)導線要求的(de),要同(tong)比(bi)例扣減(jian)企(qi)業(ye)負(fu)責人收(shou)入(ru);企(qi)業(ye)在崗職工(gong)平(ping)均工(gong)資(zi)低于濰坊市在崗職工(gong)平(ping)均工(gong)資(zi)的(de),企(qi)業(ye)負(fu)責人收(shou)入(ru)增(zeng)幅不(bu)得高(gao)于本企(qi)業(ye)職工(gong)平(ping)均工(gong)資(zi)增(zeng)幅。

工(gong)(gong)作人員表示,工(gong)(gong)資(zi)(zi)指導(dao)線(xian)制(zhi)度是(shi)社會主義市(shi)場經(jing)濟條(tiao)件下(xia)政(zheng)府調(diao)控企(qi)(qi)業(ye)(ye)工(gong)(gong)資(zi)(zi)分配、引導(dao)企(qi)(qi)業(ye)(ye)職(zhi)工(gong)(gong)工(gong)(gong)資(zi)(zi)合理增(zeng)長的(de)(de)一項重(zhong)要制(zhi)度。對于指導(dao)企(qi)(qi)業(ye)(ye)在生產發展、經(jing)濟效(xiao)益提高的(de)(de)基礎(chu)上,合理確定工(gong)(gong)資(zi)(zi)增(zeng)長水平,促進企(qi)(qi)業(ye)(ye)建立職(zhi)工(gong)(gong)工(gong)(gong)資(zi)(zi)收入隨(sui)企(qi)(qi)業(ye)(ye)經(jing)濟效(xiao)益提高而逐(zhu)步提高的(de)(de)工(gong)(gong)資(zi)(zi)增(zeng)長機制(zhi)有非常重(zhong)要的(de)(de)意義。各類(lei)企(qi)(qi)業(ye)(ye)對提供正常勞動的(de)(de)職(zhi)工(gong)(gong)支付的(de)(de)工(gong)(gong)資(zi)(zi)不得低(di)于我市(shi)最低(di)工(gong)(gong)資(zi)(zi)標準。
