創立推行長期護理保險制度
為著(zhu)(zhu)力(li)破解青島(dao)市老齡化(hua)程(cheng)度(du)加深帶來(lai)的(de)老年人護理難題,2012年在(zai)全國(guo)率先建立長(chang)期護理保(bao)險制(zhi)度(du),采取“醫(yi)養康護”相結合的(de)辦法,形成醫(yi)院(yuan)、社區、家(jia)庭(ting)多層次的(de)醫(yi)療護理體(ti)系。長(chang)護制(zhi)度(du)填補了我(wo)國(guo)老年醫(yi)療護理制(zhi)度(du)的(de)空白,得(de)到(dao)國(guo)家(jia)認可并在(zai)全國(guo)推廣。今年在(zai)全國(guo)率先試點將重度(du)失智老人納入長(chang)期護理保(bao)險,享(xiang)受(shou)人性(xing)化(hua)照護。截(jie)至目前(qian),共有4.5萬名失能人員享(xiang)受(shou)長(chang)期護理保(bao)險待遇,取得(de)了“個(ge)人家(jia)庭(ting)減(jian)負擔、護理機構得(de)發展(zhan)、基(ji)金(jin)支(zhi)出增績效”的(de)顯著(zhu)(zhu)成效。

圍(wei)繞群眾反映突出(chu)的(de)因病(bing)致貧、因病(bing)返貧問題,2012年在(zai)全國率先探索建(jian)立重大疾(ji)病(bing)和罕見病(bing)醫(yi)(yi)療(liao)(liao)救助(zhu)制(zhi)度,通過完(wan)善(shan)市場化談(tan)判(pan)機(ji)制(zhi),使各類特藥品種的(de)綜合價格降幅(fu)達20%—70%。在(zai)此基礎上,2016年在(zai)全國率先實施補充醫(yi)(yi)療(liao)(liao)保(bao)(bao)(bao)險制(zhi)度,構建(jian)起“基本醫(yi)(yi)療(liao)(liao)保(bao)(bao)(bao)險+大病(bing)醫(yi)(yi)療(liao)(liao)保(bao)(bao)(bao)險+補充醫(yi)(yi)療(liao)(liao)保(bao)(bao)(bao)險”多層次(ci)(ci)保(bao)(bao)(bao)障體系(xi),納入保(bao)(bao)(bao)障范圍(wei)的(de)特殊藥品和耗材由9種提高到(dao)41種,覆(fu)蓋(gai)病(bing)種及保(bao)(bao)(bao)障額度居全國首位(wei),為8.2萬人次(ci)(ci)參保(bao)(bao)(bao)患者(zhe)支付(fu)救助(zhu)基金1.9億元,有(you)效緩解了重特大疾(ji)病(bing)患者(zhe)經濟壓力(li)。

僅2016年(nian)一年(nian),島城(cheng)通過(guo)城(cheng)市推介(jie)(jie)、校(xiao)園(yuan)招聘(pin)(pin)、專(zhuan)場攬(lan)才(cai)(cai)、小分隊直擊等方式,組織(zhi)140余家單(dan)位(wei)赴北京(jing)、上(shang)海(hai)、廣州、廈(sha)門、南京(jing)、哈爾濱、西安、成都(dou)等12個城(cheng)市,舉辦高層次(ci)人才(cai)(cai)招聘(pin)(pin)(推介(jie)(jie))活動(dong),發布(bu)崗(gang)位(wei)需求2000余個,涵蓋機械、電(dian)子(zi)、材料(liao)、能源、生物、醫(yi)藥、海(hai)洋等多個領域(yu)。現場共收取求職簡歷(li)8505份(fen),其中,博士(shi)1220份(fen),碩士(shi)6056份(fen),碩博人才(cai)(cai)占比85.5%,引(yin)才(cai)(cai)成果豐碩。同比2015年(nian),博士(shi)簡歷(li)數增加(jia)460份(fen),增幅(fu)達(da)60.5%,碩博人才(cai)(cai)合計占比提升(sheng)9.6個百分點。
另外,島城(cheng)還(huan)在深化機關(guan)(guan)事業(ye)(ye)(ye)單位(wei)人事制度(du)(du)改(gai)革。為(wei)(wei)拓寬黨(dang)政(zheng)機關(guan)(guan)選人用(yong)人機制,2014年(nian)(nian)(nian)在全(quan)省(sheng)率先出臺聘任制公(gong)(gong)務(wu)(wu)(wu)(wu)員(yuan)管理(li)辦法,先后開(kai)展(zhan)(zhan)4批次(ci)招(zhao)聘工(gong)作,聘任制公(gong)(gong)務(wu)(wu)(wu)(wu)員(yuan)總量(liang)達到16名。為(wei)(wei)打(da)破(po)基(ji)層公(gong)(gong)務(wu)(wu)(wu)(wu)員(yuan)職(zhi)(zhi)務(wu)(wu)(wu)(wu)決定(ding)工(gong)資(zi)待(dai)遇“單通道”等問題(ti)(ti),按照國(guo)(guo)家、省(sheng)部署,2014年(nian)(nian)(nian)啟動縣以下機關(guan)(guan)公(gong)(gong)務(wu)(wu)(wu)(wu)員(yuan)職(zhi)(zhi)務(wu)(wu)(wu)(wu)與職(zhi)(zhi)級并(bing)行制度(du)(du)。今年(nian)(nian)(nian)青島市又成為(wei)(wei)國(guo)(guo)務(wu)(wu)(wu)(wu)院唯一(yi)一(yi)個(ge)在副省(sheng)級城(cheng)市試點公(gong)(gong)務(wu)(wu)(wu)(wu)員(yuan)職(zhi)(zhi)務(wu)(wu)(wu)(wu)與職(zhi)(zhi)級并(bing)行城(cheng)市。圍繞打(da)破(po)事業(ye)(ye)(ye)單位(wei)晉升(sheng)“天花板”,按照中央(yang)、省(sheng)有關(guan)(guan)改(gai)革推(tui)進精神,積極探索功能區職(zhi)(zhi)員(yuan)管理(li)改(gai)革,試點建立功能區招(zhao)人用(yong)人新(xin)機制;開(kai)展(zhan)(zhan)教(jiao)師聘用(yong)制改(gai)革,著力(li)破(po)解教(jiao)師隊伍(wu)編制管理(li)、用(yong)人機制和隊伍(wu)活力(li)等難題(ti)(ti)。為(wei)(wei)完善國(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)收(shou)入分(fen)配制度(du)(du),改(gai)革國(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)薪酬(chou)制度(du)(du),2016年(nian)(nian)(nian)出臺市直國(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)負(fu)責人薪酬(chou)制度(du)(du)改(gai)革辦法,全(quan)面(mian)完成市屬國(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)薪酬(chou)制度(du)(du)改(gai)革任務(wu)(wu)(wu)(wu)。同(tong)時,積極指導區市落實國(guo)(guo)企(qi)(qi)(qi)(qi)薪酬(chou)制度(du)(du)改(gai)革,開(kai)展(zhan)(zhan)全(quan)市薪酬(chou)改(gai)革專項(xiang)督查,確保(bao)薪改(gai)政(zheng)策落地見效。
