濟南發布2017年企業工資指導線

近日(ri),濟南(nan)市政(zheng)府(fu)發(fa)布了2017年企(qi)業工資指(zhi)導(dao)線(xian)。記者了解到,2017年全(quan)市企(qi)業工資指(zhi)導(dao)線(xian)原則上(shang)以2016年濟南(nan)法人單(dan)位在(zai)崗職工平均工資63996元為(wei)(wei)基(ji)數,基(ji)準線(xian)為(wei)(wei)增長7.5%,上(shang)線(xian)為(wei)(wei)增長12%,下線(xian)為(wei)(wei)增長3%。

企業工資指導線(xian)由基準線(xian)、上線(xian)和下線(xian)構成。它是政府根據當年(nian)經濟發展調控目(mu)標(biao),向社會發布(bu)的(de)年(nian)度工資增長水(shui)平(ping)的(de)建議,不(bu)具有強制約束力,但為企業與(yu)職(zhi)工開展工資集體協(xie)商以及企業自身合理確定工資增長水(shui)平(ping)提(ti)供參考依(yi)據。

濟南(nan)明確,各(ge)類(lei)企(qi)(qi)業應(ying)當(dang)根(gen)據工(gong)資(zi)(zi)指(zhi)(zhi)導(dao)線(xian),分析企(qi)(qi)業經濟效益、職工(gong)工(gong)資(zi)(zi)水平、勞動生產(chan)率和人(ren)工(gong)成本等指(zhi)(zhi)標,兼顧企(qi)(qi)業承(cheng)受(shou)能力(li)、發展(zhan)目標等因素,通(tong)過工(gong)資(zi)(zi)集(ji)體協商,合理確定職工(gong)工(gong)資(zi)(zi)增長幅(fu)(fu)度。其(qi)中,壟斷企(qi)(qi)業要嚴格(ge)控制工(gong)資(zi)(zi)增長幅(fu)(fu)度,國(guo)(guo)有(you)(you)和國(guo)(guo)有(you)(you)控股企(qi)(qi)業要合理確定企(qi)(qi)業職工(gong)工(gong)資(zi)(zi)水平。各(ge)類(lei)企(qi)(qi)業應(ying)在政府發布工(gong)資(zi)(zi)指(zhi)(zhi)導(dao)線(xian)30日內(nei),制定貫(guan)徹工(gong)資(zi)(zi)指(zhi)(zhi)導(dao)線(xian)實(shi)施方案,向同級人(ren)社部門備案。

資料(liao)顯示,2013年(nian)至2016年(nian),濟南企業工(gong)(gong)資指導線(xian)(xian)(xian)的基準線(xian)(xian)(xian)分(fen)別(bie)為增(zeng)長15%、12%、10%、8%,上(shang)線(xian)(xian)(xian)分(fen)別(bie)為增(zeng)長22%、20%、18%、13%。地區企業工(gong)(gong)資指導線(xian)(xian)(xian)下(xia)調,說明政(zheng)(zheng)府指導的工(gong)(gong)資漲幅較以(yi)往有所減少,但只(zhi)要(yao)基準線(xian)(xian)(xian)、下(xia)線(xian)(xian)(xian)、上(shang)線(xian)(xian)(xian)三(san)條指導線(xian)(xian)(xian)不(bu)是負數,意味著政(zheng)(zheng)府指導的職工(gong)(gong)工(gong)(gong)資增(zeng)幅仍是呈上(shang)漲趨勢。
