近(jin)日,濟南市政(zheng)府(fu)發(fa)布了2017年(nian)企(qi)業工資指導線。記(ji)者(zhe)了解到,2017年(nian)全(quan)市企(qi)業工資指導線原則上(shang)以(yi)2016年(nian)濟南法人單位在(zai)崗職工平均工資63996元為(wei)基(ji)數,基(ji)準線為(wei)增長(chang)7.5%,上(shang)線為(wei)增長(chang)12%,下線為(wei)增長(chang)3%。
企業(ye)工資指導線(xian)由基準線(xian)、上(shang)線(xian)和(he)下線(xian)構成。它是(shi)政府根據當年(nian)經濟(ji)發展(zhan)調控目標,向(xiang)社(she)會發布的年(nian)度(du)工資增長(chang)(chang)水平(ping)的建議(yi),不具有強制(zhi)約束力,但為企業(ye)與(yu)職工開展(zhan)工資集體協商以及企業(ye)自(zi)身合(he)理(li)確定工資增長(chang)(chang)水平(ping)提供(gong)參考(kao)依據。
濟(ji)南明確(que),各類企(qi)業(ye)(ye)應當根據工(gong)(gong)(gong)資(zi)(zi)指(zhi)導線,分析企(qi)業(ye)(ye)經濟(ji)效益、職工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)水(shui)平(ping)、勞(lao)動(dong)生產率(lv)和(he)人工(gong)(gong)(gong)成本等(deng)指(zhi)標(biao),兼(jian)顧企(qi)業(ye)(ye)承受能力(li)、發(fa)展目標(biao)等(deng)因(yin)素,通過工(gong)(gong)(gong)資(zi)(zi)集(ji)體協(xie)商,合(he)理確(que)定職工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)增長幅度。其中,壟斷企(qi)業(ye)(ye)要嚴格控制(zhi)工(gong)(gong)(gong)資(zi)(zi)增長幅度,國有和(he)國有控股企(qi)業(ye)(ye)要合(he)理確(que)定企(qi)業(ye)(ye)職工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)水(shui)平(ping)。各類企(qi)業(ye)(ye)應在政府發(fa)布(bu)工(gong)(gong)(gong)資(zi)(zi)指(zhi)導線30日內,制(zhi)定貫徹工(gong)(gong)(gong)資(zi)(zi)指(zhi)導線實施方案,向同(tong)級人社部門(men)備案。
資(zi)(zi)料(liao)顯示,2013年至(zhi)2016年,濟(ji)南企業工資(zi)(zi)指導(dao)線(xian)的基準(zhun)線(xian)分別(bie)為(wei)增(zeng)長15%、12%、10%、8%,上線(xian)分別(bie)為(wei)增(zeng)長22%、20%、18%、13%。地區(qu)企業工資(zi)(zi)指導(dao)線(xian)下調,說明政(zheng)府指導(dao)的工資(zi)(zi)漲幅(fu)較以往有(you)所減(jian)少(shao),但只要基準(zhun)線(xian)、下線(xian)、上線(xian)三條指導(dao)線(xian)不是負數,意味(wei)著(zhu)政(zheng)府指導(dao)的職(zhi)工工資(zi)(zi)增(zeng)幅(fu)仍是呈(cheng)上漲趨勢。
