近日,濟(ji)南(nan)市政府發布了(le)2017年(nian)(nian)企(qi)業工(gong)資(zi)(zi)指(zhi)導線(xian)(xian)。記者了(le)解到,2017年(nian)(nian)全市企(qi)業工(gong)資(zi)(zi)指(zhi)導線(xian)(xian)原則上(shang)以(yi)2016年(nian)(nian)濟(ji)南(nan)法人單位在崗(gang)職工(gong)平均工(gong)資(zi)(zi)63996元(yuan)為(wei)(wei)基數,基準線(xian)(xian)為(wei)(wei)增長7.5%,上(shang)線(xian)(xian)為(wei)(wei)增長12%,下線(xian)(xian)為(wei)(wei)增長3%。
企(qi)業工(gong)資指導線由基準(zhun)線、上線和下線構成。它是政(zheng)府(fu)根據(ju)(ju)當年(nian)(nian)經濟發(fa)展(zhan)調控目標,向社會(hui)發(fa)布的(de)年(nian)(nian)度工(gong)資增(zeng)長水平(ping)的(de)建議,不(bu)具有強制約(yue)束力,但(dan)為企(qi)業與職工(gong)開展(zhan)工(gong)資集(ji)體協商以及(ji)企(qi)業自身合理確定工(gong)資增(zeng)長水平(ping)提供參考依據(ju)(ju)。
濟(ji)南明確(que),各(ge)類企(qi)(qi)(qi)業應當(dang)根據工(gong)(gong)(gong)資(zi)指(zhi)導(dao)線(xian),分析企(qi)(qi)(qi)業經濟(ji)效(xiao)益、職工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)水平(ping)(ping)、勞動生產(chan)率(lv)和(he)人工(gong)(gong)(gong)成本(ben)等指(zhi)標(biao),兼(jian)顧企(qi)(qi)(qi)業承受能力、發(fa)(fa)展(zhan)目標(biao)等因素,通過工(gong)(gong)(gong)資(zi)集體協商(shang),合理確(que)定(ding)職工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)增(zeng)長幅度。其中,壟斷(duan)企(qi)(qi)(qi)業要(yao)嚴格(ge)控(kong)制工(gong)(gong)(gong)資(zi)增(zeng)長幅度,國(guo)有和(he)國(guo)有控(kong)股企(qi)(qi)(qi)業要(yao)合理確(que)定(ding)企(qi)(qi)(qi)業職工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)水平(ping)(ping)。各(ge)類企(qi)(qi)(qi)業應在政府(fu)發(fa)(fa)布工(gong)(gong)(gong)資(zi)指(zhi)導(dao)線(xian)30日內(nei),制定(ding)貫(guan)徹工(gong)(gong)(gong)資(zi)指(zhi)導(dao)線(xian)實(shi)施方案(an)(an),向同級人社(she)部門備案(an)(an)。
資(zi)料顯示(shi),2013年至2016年,濟(ji)南企(qi)業工(gong)資(zi)指導(dao)(dao)線(xian)的(de)基準線(xian)分別(bie)為增長15%、12%、10%、8%,上(shang)(shang)線(xian)分別(bie)為增長22%、20%、18%、13%。地(di)區企(qi)業工(gong)資(zi)指導(dao)(dao)線(xian)下調(diao),說明政(zheng)府指導(dao)(dao)的(de)工(gong)資(zi)漲幅(fu)較以(yi)往有所(suo)減少,但只要基準線(xian)、下線(xian)、上(shang)(shang)線(xian)三條指導(dao)(dao)線(xian)不是負數(shu),意味著政(zheng)府指導(dao)(dao)的(de)職工(gong)工(gong)資(zi)增幅(fu)仍是呈上(shang)(shang)漲趨勢。
