當(dang)前,我市面臨著(zhu)資源型(xing)城市轉型(xing)和(he)經(jing)濟(ji)轉型(xing)升級的雙重(zhong)任務,人(ren)才(cai)需求比以(yi)往任何時(shi)候都(dou)迫切。市第六次黨代會(hui)報告指(zhi)出(chu),深入實(shi)施人(ren)才(cai)強市戰略,實(shi)施更加積極(ji)的創新(xin)人(ren)才(cai)培(pei)(pei)育(yu)和(he)引(yin)進(jin)政策,加快推進(jin)重(zhong)點人(ren)才(cai)工(gong)程,培(pei)(pei)養引(yin)進(jin)一批(pi)高端人(ren)才(cai)。這為(wei)我市人(ren)才(cai)工(gong)作提供了明確指(zhi)引(yin)。
近年(nian)來,我(wo)市認真貫徹(che)中央和省市委人才發(fa)展(zhan)體制(zhi)機制(zhi)改革(ge)有關(guan)要求,大力實施人才強(qiang)市和創新驅(qu)動戰略,統籌推進(jin)各類人才隊伍建設,為推動全市科學(xue)發(fa)展(zhan)新跨越提供了有力的(de)人才引領與(yu)智力支(zhi)撐。
構建大人才工作格局
“人才(cai)引(yin)進與(yu)政(zheng)(zheng)(zheng)府導向、企(qi)(qi)業(ye)家重視和社(she)會環境(jing)(jing)休戚(qi)相關。”4月7日,在全(quan)市人才(cai)開發(fa)(fa)制(zhi)約因素調研座談會上,東營經濟技術開發(fa)(fa)區有關負責同志表示,實(shi)現政(zheng)(zheng)(zheng)企(qi)(qi)聯(lian)動是(shi)一個系統工程,必須實(shi)現政(zheng)(zheng)(zheng)府政(zheng)(zheng)(zheng)策環境(jing)(jing)和企(qi)(qi)業(ye)用人環境(jing)(jing)的(de)呼應,營造政(zheng)(zheng)(zheng)府政(zheng)(zheng)(zheng)策扶持、用人企(qi)(qi)業(ye)以誠相待、全(quan)社(she)會尊重人才(cai)的(de)人才(cai)工作(zuo)環境(jing)(jing)。
如何讓(rang)人才(cai)的活力得到最大程度(du)(du)(du)的釋(shi)放,完善的工(gong)(gong)作(zuo)領導體制是(shi)重要(yao)保證。我(wo)市(shi)(shi)(shi)堅持黨管人才(cai)原則(ze),探索建(jian)立(li)縱橫結合的全方位(wei)人才(cai)工(gong)(gong)作(zuo)網絡,橫向將(jiang)經濟(ji)、社會、執法、群團等6個(ge)(ge)序列89個(ge)(ge)市(shi)(shi)(shi)直(zhi)部門(men)全部納入人才(cai)工(gong)(gong)作(zuo)目標責(ze)任制考核,縱向建(jian)立(li)市(shi)(shi)(shi)縣鎮三(san)級聯動工(gong)(gong)作(zuo)機制,將(jiang)人才(cai)工(gong)(gong)作(zuo)觸角直(zhi)接延伸到基(ji)層一(yi)線。每季(ji)度(du)(du)(du)對89個(ge)(ge)市(shi)(shi)(shi)直(zhi)部門(men)單(dan)位(wei)工(gong)(gong)作(zuo)進展情(qing)況全部進行(xing)通(tong)報,探索建(jian)立(li)市(shi)(shi)(shi)直(zhi)部門(men)人才(cai)工(gong)(gong)作(zuo)職責(ze)清單(dan)制度(du)(du)(du),明確(que)各部門(men)各領域人才(cai)工(gong)(gong)作(zuo)任務,做到人才(cai)工(gong)(gong)作(zuo)無死(si)角。
為了(le)保障人(ren)(ren)盡其才(cai)(cai)、才(cai)(cai)盡其用,我市不(bu)斷建立(li)完善(shan)(shan)的(de)政(zheng)策(ce)(ce)體系,推動人(ren)(ren)才(cai)(cai)工(gong)作(zuo)取得新成效。出臺(tai)《東(dong)營市“十三(san)五”人(ren)(ren)才(cai)(cai)發(fa)(fa)展(zhan)(zhan)規劃》,明確(que)我市“十三(san)五”時期人(ren)(ren)才(cai)(cai)發(fa)(fa)展(zhan)(zhan)的(de)指(zhi)導思想、基本原則、發(fa)(fa)展(zhan)(zhan)目標和重點工(gong)程。制定(ding)出臺(tai)《關于完善(shan)(shan)創新人(ren)(ren)才(cai)(cai)工(gong)作(zuo)體制機(ji)制加快實施(shi)人(ren)(ren)才(cai)(cai)優(you)先(xian)發(fa)(fa)展(zhan)(zhan)戰略的(de)意見》,統籌整合23個市直部門單(dan)位的(de)相關人(ren)(ren)才(cai)(cai)政(zheng)策(ce)(ce),將(jiang)人(ren)(ren)才(cai)(cai)專項(xiang)資金規模擴大至5000萬元。指(zhi)導完善(shan)(shan)各領域人(ren)(ren)才(cai)(cai)政(zheng)策(ce)(ce),指(zhi)導有關部門單(dan)位研究出臺(tai)相關領域人(ren)(ren)才(cai)(cai)政(zheng)策(ce)(ce)11項(xiang)。
當(dang)抓(zhua)人(ren)(ren)才(cai)成(cheng)為(wei)一種共識(shi),還要(yao)(yao)有(you)全過(guo)程人(ren)(ren)才(cai)工(gong)作管(guan)(guan)理(li)制度來推進。建立(li)人(ren)(ren)才(cai)工(gong)作全過(guo)程管(guan)(guan)理(li)制度,實(shi)行(xing)人(ren)(ren)才(cai)工(gong)作重(zhong)要(yao)(yao)事項月報(bao)告、季(ji)調度,重(zhong)要(yao)(yao)事項直接督辦,年初印(yin)發人(ren)(ren)才(cai)工(gong)作要(yao)(yao)點,審定各部(bu)(bu)門年度計(ji)劃(hua)和(he)重(zhong)點項目,每季(ji)度通報(bao)市(shi)(shi)(shi)直部(bu)(bu)門單位工(gong)作進展情況。每年我市(shi)(shi)(shi)都開展縣區、市(shi)(shi)(shi)直部(bu)(bu)門黨(dang)委(黨(dang)組(zu))書(shu)記(ji)履行(xing)黨(dang)管(guan)(guan)人(ren)(ren)才(cai)職(zhi)責(ze)述(shu)職(zhi)工(gong)作,年底開展目標責(ze)任(ren)制考核,推動(dong)形成(cheng)齊(qi)抓(zhua)共管(guan)(guan)、齊(qi)頭并進的人(ren)(ren)才(cai)工(gong)作局面(mian)。人(ren)(ren)才(cai)工(gong)作是一項系統工(gong)程,有(you)了好的頂層設(she)計(ji)和(he)整體(ti)(ti)規劃(hua),具(ju)體(ti)(ti)的問題就(jiu)能迎(ying)刃而解。近年來,我市(shi)(shi)(shi)大(da)力實(shi)施人(ren)(ren)才(cai)強市(shi)(shi)(shi)戰略(lve),整合(he)工(gong)作力量,理(li)順管(guan)(guan)理(li)體(ti)(ti)制,形成(cheng)了黨(dang)委統一領導、組(zu)織部(bu)(bu)門牽頭抓(zhua)總、有(you)關部(bu)(bu)門各司其職(zhi)、社會各界密(mi)切配合(he)的人(ren)(ren)才(cai)工(gong)作格(ge)局,為(wei)人(ren)(ren)才(cai)引進和(he)培養提供(gong)了堅(jian)實(shi)保障。
