大國工匠青島故事:青島高技能人才超21萬

日前從市人社局最(zui)新獲悉,截止去(qu)年底(di),全(quan)市高技(ji)(ji)能(neng)(neng)人才(cai)總量達到21.3萬人,占(zhan)技(ji)(ji)術工(gong)(gong)人的31.5%。高技(ji)(ji)能(neng)(neng)人才(cai)占(zhan)比(bi)(bi)比(bi)(bi)2010年(22.3%)提高9.2個百分點(dian),高于全(quan)國(guo)、全(quan)省(sheng)的水平,其(qi)中,全(quan)國(guo)高技(ji)(ji)能(neng)(neng)人才(cai)占(zhan)技(ji)(ji)術工(gong)(gong)人的比(bi)(bi)例為(wei)27.3%;全(quan)省(sheng)高技(ji)(ji)能(neng)(neng)人才(cai)占(zhan)技(ji)(ji)術工(gong)(gong)人比(bi)(bi)例為(wei)29%左右。

技工院校辦學實力不斷提升

積極推進技(ji)(ji)工院(yuan)(yuan)(yuan)校(xiao)集(ji)團化改革,通過聯合(he)式、兼(jian)并式、股份制等方式,讓(rang)技(ji)(ji)工院(yuan)(yuan)(yuan)校(xiao)主動與(yu)行業企業抱團發(fa)展(zhan),形成(cheng)校(xiao)企優(you)勢(shi)互補、合(he)作共贏的新局面。全市共組建技(ji)(ji)工教育集(ji)團9家,年(nian)培(pei)訓能(neng)(neng)力達到4.5萬(wan)人(ren)。技(ji)(ji)工院(yuan)(yuan)(yuan)校(xiao)是我市技(ji)(ji)能(neng)(neng)人(ren)才培(pei)養的主陣地。

目前(qian)(qian)(qian),青島市技(ji)工院(yuan)校(xiao)(xiao)在(zai)校(xiao)(xiao)生(sheng)(sheng)(sheng)約(yue)2.3萬(wan),每年為社會輸送技(ji)能人才7000-8000人,畢業(ye)(ye)生(sheng)(sheng)(sheng)就(jiu)業(ye)(ye)率保持在(zai)98%以(yi)上。有(you)的(de)技(ji)工院(yuan)校(xiao)(xiao)被稱為“香(xiang)餑(bo)餑(bo)”,特別(bie)是對接產業(ye)(ye)發展(zhan)緊密、就(jiu)業(ye)(ye)前(qian)(qian)(qian)景好(hao)的(de)專業(ye)(ye)工種,成(cheng)為技(ji)工院(yuan)校(xiao)(xiao)招(zhao)生(sheng)(sheng)(sheng)的(de)靚麗名(ming)(ming)片(pian),吸引(yin)了越來越多家長(chang)和學生(sheng)(sheng)(sheng)青睞。今年,青島四方機車車輛技(ji)師學院(yuan)首(shou)次舉行招(zhao)生(sheng)(sheng)(sheng)入學考試,計(ji)劃招(zhao)生(sheng)(sheng)(sheng)1600人,報名(ming)(ming)總人數達到近3000人,錄取比(bi)例近2:1。部分技(ji)工院(yuan)校(xiao)(xiao)已提前(qian)(qian)(qian)完(wan)成(cheng)招(zhao)生(sheng)(sheng)(sheng)計(ji)劃。

職業技能大賽蓬勃發展

總(zong)結(jie)25年辦賽(sai)(sai)經(jing)驗,創(chuang)新大賽(sai)(sai)組織模(mo)式,探索(suo)出(chu)“報名不(bu)設限、大師當裁判(pan)、獎勵加落戶、全程設監(jian)督”,積(ji)極鼓(gu)勵各行各業(ye)舉辦職業(ye)技能(neng)競(jing)賽(sai)(sai),競(jing)賽(sai)(sai)工種最多時達131個,參賽(sai)(sai)人員涉及十(shi)幾(ji)個國家和(he)(he)地區,累計參賽(sai)(sai)達50多萬人,帶動(dong)崗位練兵(bing)超200萬人。今年,又聯合(he)10部門(men)出(chu)臺(tai)了(le)(le)《青島市職業(ye)技能(neng)競(jing)賽(sai)(sai)管理辦法》,整合(he)了(le)(le)各部門(men)的(de)優(you)勢(shi)和(he)(he)作用,建(jian)立了(le)(le)保障(zhang)競(jing)賽(sai)(sai)公平公正的(de)過(guo)程控制(zhi)機制(zhi)和(he)(he)多元化投入(ru)保障(zhang)機制(zhi)。

技能人才的待遇水平穩步提升

從最新統計的(de)(de)數(shu)(shu)據看(kan),目前,青島市(shi)平(ping)均(jun)招聘工(gong)(gong)資(zi)為3473元/月,同(tong)比增長(chang)4.33%,其中橡膠(jiao)成型(xing)工(gong)(gong)、加工(gong)(gong)中心操作(zuo)工(gong)(gong)、橡膠(jiao)硫化工(gong)(gong)等職業(ye)(ye)(工(gong)(gong)種(zhong))的(de)(de)工(gong)(gong)資(zi)已經(jing)超過了4000元/月。即使是(shi)剛剛畢(bi)業(ye)(ye)的(de)(de)技校(xiao)畢(bi)業(ye)(ye)生到企業(ye)(ye)就業(ye)(ye),起薪也在3000元左右,一些緊缺的(de)(de)技術(shu)工(gong)(gong)種(zhong),比如焊工(gong)(gong)、模具制作(zuo)、航(hang)海技術(shu)等,在定崗定級后(hou)工(gong)(gong)資(zi)能拿到5000元以上甚至更高,并(bing)且多(duo)數(shu)(shu)用人(ren)單位還以提供免費食宿、提供班車(che)、五險(xian)一金、帶薪旅游(you)休(xiu)假(jia)為條件,吸引技工(gong)(gong)院校(xiao)畢(bi)業(ye)(ye)生。

技能人才缺口仍然較大

目(mu)前,青島(dao)市技(ji)能勞動(dong)者的(de)求人(ren)(ren)倍(bei)率(lv)一直在1.5:1以(yi)(yi)上(shang),高級技(ji)工(gong)(gong)(gong)的(de)求人(ren)(ren)倍(bei)率(lv)甚至(zhi)達(da)到2:1以(yi)(yi)上(shang)的(de)水平,部分行(xing)業企業甚至(zhi)出(chu)現嚴重缺工(gong)(gong)(gong)現象。以(yi)(yi)今年1-6月份市場招聘(pin)情況為例,共有(you)392個技(ji)術操作類工(gong)(gong)(gong)種招聘(pin),合(he)計崗位4.2萬(wan)個次,占17.65%;求職2.9萬(wan)人(ren)(ren)次,占12.68%;供給缺口1.3萬(wan)人(ren)(ren)次,求人(ren)(ren)倍(bei)率(lv)1.48:1,同比(bi)上(shang)升(sheng)0.03。其中,焊工(gong)(gong)(gong)、電氣電子設備(bei)裝(zhuang)配工(gong)(gong)(gong)、車工(gong)(gong)(gong)橡膠硫化(hua)工(gong)(gong)(gong)求人(ren)(ren)倍(bei)率(lv)最(zui)高,分別為3.92、2.96、2.48、2.35,同比(bi)分別上(shang)升(sheng)1.11、0.45、0.73、1.28。

青島在技能人才培養方面的政策優惠大

在企業獎勵層面:

一是(shi)(從2006年開始)鼓勵企(qi)業(ye)開展“金(jin)藍領”培(pei)(pei)訓,對培(pei)(pei)訓合(he)格(ge),取得高級(ji)工以(yi)上職業(ye)資(zi)格(ge)證書的,給予(yu)每人1200-1600元培(pei)(pei)訓費補貼。下一步我們還將大幅度提高補貼標準。目前,已累(lei)計為行業(ye)企(qi)業(ye)培(pei)(pei)養技(ji)術(shu)技(ji)能骨干人才近3萬人,同(tong)時帶(dai)動企(qi)業(ye)技(ji)術(shu)工人培(pei)(pei)訓20多萬人。

二(er)是(shi)鼓(gu)勵(li)企業開展(zhan)“師(shi)帶徒(tu)”培訓,從2014年(nian)起,要求獲得(de)市級以(yi)上(shang)技能稱號的(de)名(ming)師(shi)實施帶徒(tu),對帶徒(tu)取得(de)顯著成效的(de)給(gei)予(yu)2000-18000元的(de)獎補。截(jie)止(zhi)目前,全市名(ming)師(shi)帶徒(tu)達(da)到575人,名(ming)師(shi)進(jin)課堂(tang)達(da)到1139人次。

三是(shi)鼓勵企業(ye)開展新型學(xue)徒(tu)制(zhi)培(pei)訓,補(bu)貼(tie)數額按企業(ye)支付(fu)給培(pei)訓機構培(pei)訓費用(yong)的(de)60%確定,中、高級技(ji)術工(gong)人每人每年的(de)培(pei)訓補(bu)貼(tie)標準分(fen)別不(bu)超過(guo)4000元和6000元,補(bu)貼(tie)期限不(bu)超過(guo)2年。目前海灣集團和石化高級技(ji)工(gong)學(xue)校(xiao)入選全省(sheng)首批試點。

四(si)是鼓(gu)勵(li)企業加(jia)強高級(ji)能(neng)人才“培養載(zai)體”建(jian)(jian)設,對(dui)于建(jian)(jian)設市(shi)級(ji)技(ji)(ji)師工(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)站的,給予(yu)10萬(wan)元一次性建(jian)(jian)站獎勵(li)。共建(jian)(jian)成國家級(ji)技(ji)(ji)能(neng)大師工(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)室4個(ge),省級(ji)技(ji)(ji)師工(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)站6個(ge)、市(shi)級(ji)技(ji)(ji)師工(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)站19個(ge),參(can)與(yu)技(ji)(ji)能(neng)人才培養近2萬(wan)人;五(wu)是推進技(ji)(ji)工(gong)(gong)(gong)(gong)(gong)(gong)教育(yu)集(ji)團化發(fa)展(zhan)(zhan)。技(ji)(ji)工(gong)(gong)(gong)(gong)(gong)(gong)教育(yu)集(ji)團化是我市(shi)在全國率先探索高技(ji)(ji)能(neng)人才培養的創新模式(shi),也是我市(shi)重(zhong)構技(ji)(ji)工(gong)(gong)(gong)(gong)(gong)(gong)教育(yu)發(fa)展(zhan)(zhan)優勢(shi)的重(zhong)要舉措。

為(wei)鼓勵技(ji)工(gong)教(jiao)育集(ji)(ji)團(tuan)化深(shen)度發展(zhan),今年青島市還出(chu)臺了技(ji)工(gong)教(jiao)育集(ji)(ji)團(tuan)化獎(jiang)(jiang)勵文件,主要明確(que)了三(san)方(fang)面獎(jiang)(jiang)補(bu)政(zheng)策:一(yi)是(shi)(shi)獎(jiang)(jiang)結果。對技(ji)工(gong)教(jiao)育集(ji)(ji)團(tuan)培養(yang)的(de)(de)(de)學生,取得(de)中級(ji)工(gong)職業(ye)(ye)資(zi)格(ge)證(zheng)書的(de)(de)(de),按(an)照(zhao)1700元(yuan)(yuan)/人的(de)(de)(de)標(biao)準給(gei)予獎(jiang)(jiang)補(bu);取得(de)高(gao)級(ji)工(gong)職業(ye)(ye)資(zi)格(ge)證(zheng)書的(de)(de)(de),按(an)照(zhao)2000元(yuan)(yuan)/人的(de)(de)(de)標(biao)準給(gei)予獎(jiang)(jiang)補(bu)。二是(shi)(shi)獎(jiang)(jiang)載體(ti)。對技(ji)工(gong)教(jiao)育集(ji)(ji)團(tuan)開發新(xin)專(zhuan)業(ye)(ye)和開展(zhan)實訓基(ji)地建設(she)的(de)(de)(de),按(an)照(zhao)投(tou)資(zi)額的(de)(de)(de)一(yi)定比例給(gei)予每個(ge)項目(mu)不超過100萬元(yuan)(yuan)獎(jiang)(jiang)補(bu)。三(san)是(shi)(shi)獎(jiang)(jiang)師(shi)資(zi)。對于聘請企(qi)(qi)業(ye)(ye)技(ji)能人才(cai)參與教(jiao)學指(zhi)導或企(qi)(qi)業(ye)(ye)接納技(ji)工(gong)院校優秀教(jiao)師(shi)到集(ji)(ji)團(tuan)內企(qi)(qi)業(ye)(ye)學習實踐(jian)的(de)(de)(de),按(an)照(zhao)每人每學年3000元(yuan)(yuan)的(de)(de)(de)標(biao)準給(gei)予獎(jiang)(jiang)補(bu)。

在個人獎勵層面:

一是青(qing)(qing)島(dao)市(shi)(shi)技(ji)(ji)(ji)(ji)術能(neng)(neng)(neng)手,每(mei)人(ren)(ren)獎(jiang)(jiang)勵(li)(li)2000元(yuan);二是青(qing)(qing)島(dao)市(shi)(shi)有突出貢獻技(ji)(ji)(ji)(ji)師(shi),每(mei)人(ren)(ren)獎(jiang)(jiang)勵(li)(li)7200元(yuan);三是享受政府津貼技(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)才,每(mei)人(ren)(ren)獎(jiang)(jiang)勵(li)(li)2萬(wan)元(yuan);四(si)是青(qing)(qing)島(dao)市(shi)(shi)首席技(ji)(ji)(ji)(ji)師(shi)和青(qing)(qing)島(dao)市(shi)(shi)技(ji)(ji)(ji)(ji)能(neng)(neng)(neng)型拔(ba)尖(jian)人(ren)(ren)才,每(mei)人(ren)(ren)獎(jiang)(jiang)勵(li)(li)4.8萬(wan)元(yuan);五是每(mei)兩年(nian)舉(ju)辦一屆全市(shi)(shi)大(da)(da)(da)(da)賽,每(mei)個冠軍獎(jiang)(jiang)勵(li)(li)1萬(wan)元(yuan)。此外(wai),在青(qing)(qing)島(dao)市(shi)(shi)第(di)十三屆職業技(ji)(ji)(ji)(ji)能(neng)(neng)(neng)大(da)(da)(da)(da)賽中(zhong),首次設立(li)(li)10萬(wan)元(yuan)振超技(ji)(ji)(ji)(ji)能(neng)(neng)(neng)大(da)(da)(da)(da)獎(jiang)(jiang),為(wei)廣大(da)(da)(da)(da)技(ji)(ji)(ji)(ji)能(neng)(neng)(neng)高手樹立(li)(li)了新的(de)奮斗目標(biao)。今(jin)年(nian)是十四(si)屆大(da)(da)(da)(da)賽舉(ju)辦年(nian),我們將進一步增加大(da)(da)(da)(da)賽資金(jin)投入,加大(da)(da)(da)(da)對(dui)獲獎(jiang)(jiang)選手獎(jiang)(jiang)勵(li)(li)力度,提高大(da)(da)(da)(da)賽社會影(ying)響力。
