從市人社局獲悉,為加強對企業工資分配的宏觀指導,引導企業職工工資合理增長,我市發布2016年企業工資指導線。2016年工資指導線以2015年本企業平均工資為基數,基準線為平均工資增長9%,上線為平均工資增長13%,下線為平均工資增長4%。
按照要求(qiu),企(qi)業(ye)應(ying)在(zai)政(zheng)府(fu)發(fa)布企(qi)業(ye)工(gong)(gong)資指導(dao)線后,制定落實工(gong)(gong)資指導(dao)線實施方案(工(gong)(gong)資集體協(xie)議)編制本(ben)年度薪(xin)酬預算(suan)。
企業(ye)(ye)(ye)應按照(zhao)實施(shi)方(fang)案(an)確定的增(zeng)長水平,發(fa)放職(zhi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資,主動接(jie)受企業(ye)(ye)(ye)工(gong)(gong)(gong)(gong)會及(ji)職(zhi)工(gong)(gong)(gong)(gong)對執(zhi)(zhi)行(xing)情(qing)況(kuang)(kuang)的監(jian)督。企業(ye)(ye)(ye)因生產(chan)(chan)經營困難不能按照(zhao)實施(shi)方(fang)案(an)安排(pai)職(zhi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資增(zeng)長的,應事先征求(qiu)企業(ye)(ye)(ye)工(gong)(gong)(gong)(gong)會或(huo)職(zhi)工(gong)(gong)(gong)(gong)代(dai)表(biao)的意見,經企業(ye)(ye)(ye)職(zhi)工(gong)(gong)(gong)(gong)代(dai)表(biao)大(da)會或(huo)職(zhi)工(gong)(gong)(gong)(gong)大(da)會審議通(tong)過并向全體職(zhi)工(gong)(gong)(gong)(gong)公示后(hou)執(zhi)(zhi)行(xing)。一旦生產(chan)(chan)經營狀況(kuang)(kuang)好轉(zhuan),應安排(pai)職(zhi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資合(he)理增(zeng)長。
企業(ye)(ye)貫徹執行工資(zi)指導線情(qing)況將納入人(ren)力資(zi)源(yuan)社(she)會保(bao)障監(jian)察年檢,對落實(shi)(shi)工資(zi)指導線實(shi)(shi)施方案(工資(zi)集體協議)逾(yu)(yu)期(qi)未備案的企業(ye)(ye),由人(ren)力資(zi)源(yuan)社(she)會保(bao)障部門給(gei)予警(jing)告,責令限(xian)期(qi)改(gai)正;逾(yu)(yu)期(qi)不改(gai)正的,處以(yi)2000元以(yi)上10000元以(yi)下的罰款。
