“這個月我拿到了(le)1600元的(de)(de)工(gong)資(zi)(zi)(zi),雖然少點,但不擔心以后收入不穩定了(le)。”今(jin)天,在淄博周村(cun)區一(yi)家餐飲(yin)企(qi)業(ye)工(gong)作的(de)(de)小鄭高(gao)興地告訴記者。讓小鄭更高(gao)興的(de)(de)是,明年他的(de)(de)工(gong)資(zi)(zi)(zi)至少會(hui)增長8%。在實行餐飲(yin)行業(ye)工(gong)資(zi)(zi)(zi)集(ji)體協商后,像小鄭一(yi)樣,很(hen)多(duo)餐飲(yin)企(qi)業(ye)職工(gong)的(de)(de)工(gong)資(zi)(zi)(zi)今(jin)后更有保障了(le)。
近日,省財貿金融(rong)工(gong)(gong)會(hui)、省旅游(you)飯店(dian)(dian)協(xie)會(hui)、省烹飪(ren)協(xie)會(hui)聯合制定(ding)了《全省餐(can)飲(yin)行(xing)業(ye)(ye)工(gong)(gong)資(zi)集體(ti)(ti)協(xie)商指導意(yi)見(jian)》(以(yi)(yi)下簡稱《意(yi)見(jian)》),供(gong)開展餐(can)飲(yin)行(xing)業(ye)(ye)集體(ti)(ti)協(xie)商的(de)(de)行(xing)業(ye)(ye)協(xie)會(hui)和行(xing)業(ye)(ye)工(gong)(gong)會(hui),以(yi)(yi)及(ji)開展企(qi)業(ye)(ye)工(gong)(gong)資(zi)集體(ti)(ti)協(xie)商或(huo)調整內(nei)部工(gong)(gong)資(zi)分配(pei)制度的(de)(de)企(qi)業(ye)(ye)和工(gong)(gong)會(hui)參(can)考。涉及(ji)的(de)(de)經營類(lei)型以(yi)(yi)單店(dian)(dian)和連鎖等社會(hui)餐(can)飲(yin)企(qi)業(ye)(ye)為主,酒店(dian)(dian)中的(de)(de)餐(can)飲(yin)部門、個體(ti)(ti)經營戶可以(yi)(yi)參(can)照;適用對象為部門經理以(yi)(yi)下的(de)(de)普通(tong)(tong)員工(gong)(gong)。今后(hou),不僅在周村,在全省范圍(wei)內(nei),加入旅游(you)飯店(dian)(dian)協(xie)會(hui)和烹飪(ren)協(xie)會(hui)的(de)(de)300余家(jia)餐(can)飲(yin)企(qi)業(ye)(ye),更(geng)多普通(tong)(tong)職工(gong)(gong)的(de)(de)勞動經濟(ji)權益將得(de)到切實(shi)維護。
省(sheng)(sheng)財貿金(jin)融工(gong)會(hui)主任李穎介(jie)紹,近年來我省(sheng)(sheng)餐飲(yin)業發展態勢良好(hao)。今年一季度,全省(sheng)(sheng)累(lei)計實現餐飲(yin)收入739.2億元,比上年增(zeng)長(chang)13.1%,高于同期社會(hui)消費(fei)品(pin)零售總額增(zeng)幅3.3個百分點(dian)。同時,也(ye)普(pu)遍面臨員工(gong)流動率高和結構性缺工(gong)問(wen)題(ti),特別是(shi)互聯網派生的餐飲(yin)業用工(gong)繼續增(zeng)長(chang),勞動關系(xi)復雜性增(zeng)強,工(gong)時長(chang)、參保率低(di)等(deng)問(wen)題(ti)依(yi)然沒有解決。
針對問題(ti),《意見》把開(kai)展(zhan)工資(zi)集(ji)體協(xie)(xie)商(shang)的(de)主(zhu)題(ti)聚(ju)焦到合理確定(ding)(ding)職工工資(zi)福利水(shui)平和工資(zi)調整幅度(du)上,兼顧企(qi)業(ye)可(ke)持續發(fa)展(zhan)和員工核心利益的(de)保障,重(zhong)點推(tui)動六個方(fang)面(mian)的(de)協(xie)(xie)商(shang):協(xie)(xie)商(shang)不同(tong)崗位的(de)工資(zi)支付(fu)最低標準;協(xie)(xie)商(shang)固定(ding)(ding)工資(zi)調整幅度(du);協(xie)(xie)商(shang)工資(zi)福利制(zhi)度(du)和結構(gou);依法協(xie)(xie)商(shang)行(xing)業(ye)基本(ben)用(yong)工標準;協(xie)(xie)商(shang)確定(ding)(ding)工資(zi)相關的(de)福利項目(mu);協(xie)(xie)商(shang)勞資(zi)雙方(fang)共謀企(qi)業(ye)發(fa)展(zhan)、共渡難關。
協商(shang)不同(tong)(tong)崗(gang)位的工(gong)資支付最(zui)(zui)低標(biao)準(zhun)受關注度(du)較高(gao),《意見》規定,餐飲行業(ye)或(huo)企(qi)(qi)(qi)業(ye)可(ke)以(yi)根據本地(di)區最(zui)(zui)低工(gong)資標(biao)準(zhun)、社會平(ping)均工(gong)資、企(qi)(qi)(qi)業(ye)承(cheng)受能力等(deng)因素(su),重點就本地(di)區餐飲業(ye)工(gong)資支付的最(zui)(zui)低標(biao)準(zhun)進行協商(shang)。根據具(ju)體(ti)情況,可(ke)按照崗(gang)位、技能水(shui)平(ping)分(fen)別(bie)確定最(zui)(zui)低標(biao)準(zhun),也可(ke)按不同(tong)(tong)區域(yu)、規模、檔次、業(ye)態的企(qi)(qi)(qi)業(ye)或(huo)者(zhe)淡季、旺(wang)季等(deng)劃分(fen)。周村確定的1600元/月的行業(ye)標(biao)準(zhun),就是以(yi)當地(di)最(zui)(zui)低工(gong)資標(biao)準(zhun)為準(zhun)上浮了10%,并且規定各企(qi)(qi)(qi)業(ye)最(zui)(zui)低工(gong)資不得低于行業(ye)標(biao)準(zhun)。
工(gong)資(zi)(zi)集(ji)體協(xie)商在山東餐飲行業(ye)處(chu)于(yu)起步階段。從(cong)已經開展工(gong)資(zi)(zi)集(ji)體協(xie)商的(de)有些行業(ye)來(lai)看(kan),集(ji)體協(xie)商的(de)難(nan)點(dian)(dian)是如何處(chu)理好企業(ye)效益與職(zhi)(zhi)(zhi)工(gong)工(gong)資(zi)(zi)水平(ping)的(de)關系。“開展工(gong)資(zi)(zi)集(ji)體協(xie)商并(bing)不(bu)是單純為了給職(zhi)(zhi)(zhi)工(gong)漲工(gong)資(zi)(zi),而是搭建企業(ye)與職(zhi)(zhi)(zhi)工(gong)平(ping)等(deng)協(xie)商的(de)平(ping)臺,確定雙方利益的(de)結(jie)合點(dian)(dian),在企業(ye)提質(zhi)增效的(de)同時確保職(zhi)(zhi)(zhi)工(gong)的(de)基本(ben)權益,實現(xian)企業(ye)和(he)職(zhi)(zhi)(zhi)工(gong)的(de)雙贏。”李穎(ying)說(shuo)。
