RTX.png“這(zhe)個月我(wo)拿到了(le)(le)1600元的(de)工(gong)資,雖然(ran)少點,但不(bu)擔(dan)心以后(hou)收(shou)入不(bu)穩定了(le)(le)。”今天,在淄博周村(cun)區一家餐飲(yin)企(qi)業(ye)工(gong)作的(de)小(xiao)鄭(zheng)高興地告訴記者。讓小(xiao)鄭(zheng)更(geng)高興的(de)是,明年他的(de)工(gong)資至少會增長8%。在實行餐飲(yin)行業(ye)工(gong)資集體協(xie)商后(hou),像小(xiao)鄭(zheng)一樣,很多餐飲(yin)企(qi)業(ye)職工(gong)的(de)工(gong)資今后(hou)更(geng)有保障了(le)(le)。

近日(ri),省(sheng)(sheng)財貿金融工(gong)(gong)(gong)會(hui)(hui)(hui)(hui)、省(sheng)(sheng)旅(lv)游(you)飯店協(xie)(xie)(xie)會(hui)(hui)(hui)(hui)、省(sheng)(sheng)烹飪(ren)協(xie)(xie)(xie)會(hui)(hui)(hui)(hui)聯合制(zhi)定了《全(quan)省(sheng)(sheng)餐(can)飲(yin)(yin)(yin)行(xing)(xing)業(ye)(ye)工(gong)(gong)(gong)資集(ji)體協(xie)(xie)(xie)商指導意(yi)見》(以下(xia)簡稱《意(yi)見》),供開展餐(can)飲(yin)(yin)(yin)行(xing)(xing)業(ye)(ye)集(ji)體協(xie)(xie)(xie)商的(de)(de)行(xing)(xing)業(ye)(ye)協(xie)(xie)(xie)會(hui)(hui)(hui)(hui)和行(xing)(xing)業(ye)(ye)工(gong)(gong)(gong)會(hui)(hui)(hui)(hui),以及開展企(qi)業(ye)(ye)工(gong)(gong)(gong)資集(ji)體協(xie)(xie)(xie)商或調整內部(bu)工(gong)(gong)(gong)資分(fen)配制(zhi)度的(de)(de)企(qi)業(ye)(ye)和工(gong)(gong)(gong)會(hui)(hui)(hui)(hui)參考。涉及的(de)(de)經營(ying)類型(xing)以單店和連(lian)鎖等社會(hui)(hui)(hui)(hui)餐(can)飲(yin)(yin)(yin)企(qi)業(ye)(ye)為主,酒店中的(de)(de)餐(can)飲(yin)(yin)(yin)部(bu)門、個體經營(ying)戶可以參照;適用對象為部(bu)門經理以下(xia)的(de)(de)普通(tong)員工(gong)(gong)(gong)。今(jin)后,不僅在(zai)周村,在(zai)全(quan)省(sheng)(sheng)范圍內,加入旅(lv)游(you)飯店協(xie)(xie)(xie)會(hui)(hui)(hui)(hui)和烹飪(ren)協(xie)(xie)(xie)會(hui)(hui)(hui)(hui)的(de)(de)300余家餐(can)飲(yin)(yin)(yin)企(qi)業(ye)(ye),更多普通(tong)職工(gong)(gong)(gong)的(de)(de)勞動(dong)經濟權益將得到切實維護。

省財貿金融工會主任李穎(ying)介紹(shao),近(jin)年來我(wo)省餐(can)飲(yin)業發展(zhan)態勢良好。今年一季(ji)度,全省累計實現餐(can)飲(yin)收入739.2億(yi)元,比上年增(zeng)(zeng)(zeng)長13.1%,高(gao)于同期(qi)社(she)會消費品零售總額增(zeng)(zeng)(zeng)幅3.3個百分點。同時,也普遍(bian)面臨(lin)員工流動率(lv)高(gao)和結構性(xing)缺工問(wen)(wen)題,特別是互聯網派生(sheng)的餐(can)飲(yin)業用工繼續增(zeng)(zeng)(zeng)長,勞動關(guan)系復雜性(xing)增(zeng)(zeng)(zeng)強,工時長、參保率(lv)低等問(wen)(wen)題依然(ran)沒有解(jie)決。

針對問題,《意見(jian)》把開展(zhan)工(gong)(gong)資(zi)(zi)集體協(xie)(xie)商(shang)的(de)主題聚焦到合理確定職工(gong)(gong)工(gong)(gong)資(zi)(zi)福利水(shui)平(ping)和工(gong)(gong)資(zi)(zi)調整(zheng)幅度上,兼(jian)顧(gu)企(qi)業(ye)可(ke)持(chi)續發(fa)展(zhan)和員(yuan)工(gong)(gong)核心(xin)利益(yi)的(de)保障,重點推(tui)動(dong)六個(ge)方面(mian)的(de)協(xie)(xie)商(shang):協(xie)(xie)商(shang)不同崗位的(de)工(gong)(gong)資(zi)(zi)支付最低(di)標(biao)準(zhun);協(xie)(xie)商(shang)固定工(gong)(gong)資(zi)(zi)調整(zheng)幅度;協(xie)(xie)商(shang)工(gong)(gong)資(zi)(zi)福利制度和結(jie)構;依(yi)法協(xie)(xie)商(shang)行業(ye)基本用工(gong)(gong)標(biao)準(zhun);協(xie)(xie)商(shang)確定工(gong)(gong)資(zi)(zi)相關(guan)的(de)福利項目;協(xie)(xie)商(shang)勞資(zi)(zi)雙(shuang)方共謀企(qi)業(ye)發(fa)展(zhan)、共渡難(nan)關(guan)。

協商不同(tong)崗(gang)位的工(gong)資(zi)支付(fu)最(zui)低(di)(di)標準(zhun)(zhun)受關注度較高,《意(yi)見》規(gui)定,餐(can)飲行(xing)業(ye)(ye)(ye)(ye)(ye)或(huo)企業(ye)(ye)(ye)(ye)(ye)可以根據本地區(qu)最(zui)低(di)(di)工(gong)資(zi)標準(zhun)(zhun)、社會平(ping)均工(gong)資(zi)、企業(ye)(ye)(ye)(ye)(ye)承受能(neng)力(li)等因素,重點(dian)就(jiu)本地區(qu)餐(can)飲業(ye)(ye)(ye)(ye)(ye)工(gong)資(zi)支付(fu)的最(zui)低(di)(di)標準(zhun)(zhun)進行(xing)協商。根據具體(ti)情況,可按(an)照崗(gang)位、技能(neng)水(shui)平(ping)分別確(que)定最(zui)低(di)(di)標準(zhun)(zhun),也可按(an)不同(tong)區(qu)域、規(gui)模、檔次、業(ye)(ye)(ye)(ye)(ye)態的企業(ye)(ye)(ye)(ye)(ye)或(huo)者淡季、旺季等劃分。周村(cun)確(que)定的1600元/月(yue)的行(xing)業(ye)(ye)(ye)(ye)(ye)標準(zhun)(zhun),就(jiu)是以當地最(zui)低(di)(di)工(gong)資(zi)標準(zhun)(zhun)為準(zhun)(zhun)上浮了(le)10%,并(bing)且(qie)規(gui)定各企業(ye)(ye)(ye)(ye)(ye)最(zui)低(di)(di)工(gong)資(zi)不得低(di)(di)于行(xing)業(ye)(ye)(ye)(ye)(ye)標準(zhun)(zhun)。

工(gong)(gong)(gong)資(zi)集(ji)體(ti)協(xie)商(shang)(shang)在(zai)山東餐飲行業(ye)(ye)處(chu)于(yu)起(qi)步階段(duan)。從(cong)已經(jing)開展工(gong)(gong)(gong)資(zi)集(ji)體(ti)協(xie)商(shang)(shang)的(de)有些(xie)行業(ye)(ye)來看,集(ji)體(ti)協(xie)商(shang)(shang)的(de)難(nan)點是如何處(chu)理好(hao)企業(ye)(ye)效(xiao)益與職(zhi)(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)水平(ping)的(de)關系(xi)。“開展工(gong)(gong)(gong)資(zi)集(ji)體(ti)協(xie)商(shang)(shang)并不是單純為了(le)給職(zhi)(zhi)工(gong)(gong)(gong)漲工(gong)(gong)(gong)資(zi),而是搭建企業(ye)(ye)與職(zhi)(zhi)工(gong)(gong)(gong)平(ping)等協(xie)商(shang)(shang)的(de)平(ping)臺,確定雙(shuang)方利益的(de)結合點,在(zai)企業(ye)(ye)提質增效(xiao)的(de)同時確保職(zhi)(zhi)工(gong)(gong)(gong)的(de)基本權益,實現企業(ye)(ye)和職(zhi)(zhi)工(gong)(gong)(gong)的(de)雙(shuang)贏。”李穎說。
