日前,市政府發布2016年企業(ye)(ye)工(gong)(gong)資指導線(xian),以2015年全市企業(ye)(ye)在崗職(zhi)工(gong)(gong)平均工(gong)(gong)資54363元為(wei)基數,確定2016年企業(ye)(ye)工(gong)(gong)資指導線(xian)。企業(ye)(ye)職(zhi)工(gong)(gong)貨幣工(gong)(gong)資增長(chang)上線(xian)(預警(jing)線(xian)):13%。
企(qi)業(ye)工(gong)(gong)(gong)資(zi)指導(dao)線(xian)方案中(zhong)提到:“根據(ju)煙(yan)臺市經濟社會發展狀況和企(qi)業(ye)收入分配(pei)政(zheng)策,以2015年全市企(qi)業(ye)在崗職(zhi)工(gong)(gong)(gong)平均(jun)工(gong)(gong)(gong)資(zi)54363元為基數(shu),確定(ding)2016年企(qi)業(ye)工(gong)(gong)(gong)資(zi)指導(dao)線(xian)。企(qi)業(ye)職(zhi)工(gong)(gong)(gong)貨(huo)幣工(gong)(gong)(gong)資(zi)增長(chang)(chang)上線(xian)(預警線(xian)):13%。企(qi)業(ye)職(zhi)工(gong)(gong)(gong)貨(huo)幣工(gong)(gong)(gong)資(zi)增長(chang)(chang)基準線(xian):8%。企(qi)業(ye)職(zhi)工(gong)(gong)(gong)貨(huo)幣工(gong)(gong)(gong)資(zi)增長(chang)(chang)下線(xian):3%。”
企業(ye)(ye)應依(yi)據工(gong)資指導(dao)線(xian)和(he)本企業(ye)(ye)經濟效益狀況、職(zhi)工(gong)工(gong)資水平、勞動生產率(lv)及人工(gong)成本等(deng)實際情況,合理安排年(nian)度職(zhi)工(gong)工(gong)資增(zeng)長。
生產(chan)經(jing)(jing)營正常(chang)、經(jing)(jing)濟效(xiao)益較好的(de)企(qi)業(ye),應(ying)當圍繞基準(zhun)線合理(li)確(que)(que)定(ding)工(gong)(gong)資(zi)(zi)(zi)(zi)增(zeng)長(chang)幅(fu)(fu)度(du);工(gong)(gong)資(zi)(zi)(zi)(zi)水平過(guo)高、增(zeng)長(chang)過(guo)快(kuai)的(de)企(qi)業(ye),工(gong)(gong)資(zi)(zi)(zi)(zi)增(zeng)長(chang)幅(fu)(fu)度(du)不(bu)應(ying)突破上(shang)線(預(yu)警(jing)線);生產(chan)經(jing)(jing)營較正常(chang)、經(jing)(jing)濟效(xiao)益一般的(de)企(qi)業(ye),可(ke)在基準(zhun)線和下(xia)線之間合理(li)確(que)(que)定(ding)工(gong)(gong)資(zi)(zi)(zi)(zi)增(zeng)長(chang)幅(fu)(fu)度(du);生產(chan)經(jing)(jing)營較困難、持續虧損(sun)的(de)企(qi)業(ye),可(ke)按下(xia)線或低(di)于下(xia)線確(que)(que)定(ding)工(gong)(gong)資(zi)(zi)(zi)(zi)增(zeng)長(chang)幅(fu)(fu)度(du),亦(yi)可(ke)暫不(bu)增(zeng)加工(gong)(gong)資(zi)(zi)(zi)(zi),但支付給職(zhi)工(gong)(gong)的(de)工(gong)(gong)資(zi)(zi)(zi)(zi)不(bu)得低(di)于煙(yan)臺市最低(di)工(gong)(gong)資(zi)(zi)(zi)(zi)標準(zhun)。
國(guo)有(you)和國(guo)有(you)控股(gu)企(qi)業(ye)(ye)(含國(guo)有(you)相對控股(gu)企(qi)業(ye)(ye))應嚴(yan)格執行(xing)工(gong)資(zi)指導線,合(he)理確定工(gong)資(zi)增長(chang)幅度(du)(du)。享(xiang)受財政補(bu)貼(tie)及上(shang)年度(du)(du)工(gong)資(zi)水平高于全市企(qi)業(ye)(ye)在崗職工(gong)平均工(gong)資(zi)2倍以上(shang)的國(guo)有(you)企(qi)業(ye)(ye),工(gong)資(zi)增長(chang)幅度(du)(du)不得高于基準線;其(qi)他(ta)國(guo)有(you)企(qi)業(ye)(ye)工(gong)資(zi)增長(chang)幅度(du)(du)均不得突破(po)上(shang)線(預警線)。
企(qi)(qi)(qi)業(ye)應當在工(gong)(gong)(gong)(gong)資(zi)(zi)指(zhi)導線發布后(hou),按(an)照《山東省企(qi)(qi)(qi)業(ye)工(gong)(gong)(gong)(gong)資(zi)(zi)支付(fu)規(gui)定》(省政府令188號),通過與職(zhi)工(gong)(gong)(gong)(gong)集(ji)體協商的(de)方式制(zhi)定貫徹落實(shi)(shi)工(gong)(gong)(gong)(gong)資(zi)(zi)指(zhi)導線實(shi)(shi)施方案,并經(jing)職(zhi)工(gong)(gong)(gong)(gong)代表大會或職(zhi)工(gong)(gong)(gong)(gong)大會審議通過后(hou)向全體職(zhi)工(gong)(gong)(gong)(gong)公示(shi)。企(qi)(qi)(qi)業(ye)應按(an)照公示(shi)后(hou)的(de)工(gong)(gong)(gong)(gong)資(zi)(zi)指(zhi)導線實(shi)(shi)施方案增加職(zhi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)(zi),主動接受(shou)企(qi)(qi)(qi)業(ye)工(gong)(gong)(gong)(gong)會及職(zhi)工(gong)(gong)(gong)(gong)對執行情況的(de)監督(du)。
企(qi)業工(gong)(gong)資(zi)(zi)指導線(xian)(xian)實(shi)(shi)施方案應(ying)(ying)合理確定管理人(ren)員(yuan)(中層及(ji)以上人(ren)員(yuan))與普(pu)通職(zhi)(zhi)工(gong)(gong)工(gong)(gong)資(zi)(zi)增(zeng)(zeng)長(chang)的(de)比(bi)例關系,實(shi)(shi)現普(pu)通職(zhi)(zhi)工(gong)(gong)與管理人(ren)員(yuan)工(gong)(gong)資(zi)(zi)同步增(zeng)(zeng)長(chang)。應(ying)(ying)當重點(dian)提高生產一(yi)線(xian)(xian)職(zhi)(zhi)工(gong)(gong)的(de)工(gong)(gong)資(zi)(zi)水平(ping),一(yi)線(xian)(xian)職(zhi)(zhi)工(gong)(gong)的(de)平(ping)均增(zeng)(zeng)資(zi)(zi)幅度不(bu)應(ying)(ying)低于本(ben)企(qi)業職(zhi)(zhi)工(gong)(gong)平(ping)均增(zeng)(zeng)資(zi)(zi)幅度。
企業應于2016年(nian)(nian)12月底(di)前,將本年(nian)(nian)度工資(zi)指導線實施方案及落實情況報(bao)同級(ji)人力資(zi)源社會保(bao)障部門備案。有(you)主管或(huo)監(jian)管部門的企業,應先經主管或(huo)監(jian)管部門審核同意后,再上(shang)報(bao)備案。
