煙臺發布2016年企業工資指導線 增長基準線為8%

日前(qian),市政府(fu)發布(bu)2016年(nian)(nian)企業工資(zi)指導線,以2015年(nian)(nian)全市企業在崗(gang)職(zhi)工平均工資(zi)54363元為(wei)基數,確定2016年(nian)(nian)企業工資(zi)指導線。企業職(zhi)工貨幣工資(zi)增長上線(預警(jing)線):13%。

企(qi)(qi)(qi)業(ye)(ye)工(gong)資(zi)指導線(xian)方案中提到:“根據(ju)煙臺(tai)市經濟社會發展(zhan)狀況和企(qi)(qi)(qi)業(ye)(ye)收入分(fen)配政策,以2015年全(quan)市企(qi)(qi)(qi)業(ye)(ye)在崗職工(gong)平均工(gong)資(zi)54363元為基數,確(que)定2016年企(qi)(qi)(qi)業(ye)(ye)工(gong)資(zi)指導線(xian)。企(qi)(qi)(qi)業(ye)(ye)職工(gong)貨(huo)幣工(gong)資(zi)增(zeng)長(chang)上線(xian)(預警線(xian)):13%。企(qi)(qi)(qi)業(ye)(ye)職工(gong)貨(huo)幣工(gong)資(zi)增(zeng)長(chang)基準線(xian):8%。企(qi)(qi)(qi)業(ye)(ye)職工(gong)貨(huo)幣工(gong)資(zi)增(zeng)長(chang)下(xia)線(xian):3%。”

企業應依據工資指導線和本(ben)(ben)企業經(jing)濟(ji)效(xiao)益狀況(kuang)(kuang)、職工工資水平(ping)、勞動生產率及人(ren)工成本(ben)(ben)等實際情況(kuang)(kuang),合理安排年(nian)度職工工資增長。

生(sheng)產經(jing)(jing)(jing)營正常、經(jing)(jing)(jing)濟(ji)效(xiao)益較(jiao)好的企(qi)業(ye),應當圍繞基(ji)準(zhun)線(xian)合理(li)確定工(gong)(gong)資(zi)(zi)(zi)增(zeng)長(chang)幅度;工(gong)(gong)資(zi)(zi)(zi)水(shui)平(ping)過高、增(zeng)長(chang)過快(kuai)的企(qi)業(ye),工(gong)(gong)資(zi)(zi)(zi)增(zeng)長(chang)幅度不應突破上(shang)線(xian)(預警線(xian));生(sheng)產經(jing)(jing)(jing)營較(jiao)正常、經(jing)(jing)(jing)濟(ji)效(xiao)益一(yi)般的企(qi)業(ye),可(ke)在基(ji)準(zhun)線(xian)和下(xia)(xia)線(xian)之間(jian)合理(li)確定工(gong)(gong)資(zi)(zi)(zi)增(zeng)長(chang)幅度;生(sheng)產經(jing)(jing)(jing)營較(jiao)困難(nan)、持續虧損(sun)的企(qi)業(ye),可(ke)按下(xia)(xia)線(xian)或低(di)于下(xia)(xia)線(xian)確定工(gong)(gong)資(zi)(zi)(zi)增(zeng)長(chang)幅度,亦可(ke)暫不增(zeng)加工(gong)(gong)資(zi)(zi)(zi),但支付給(gei)職工(gong)(gong)的工(gong)(gong)資(zi)(zi)(zi)不得低(di)于煙臺市最低(di)工(gong)(gong)資(zi)(zi)(zi)標準(zhun)。

國(guo)有(you)和國(guo)有(you)控(kong)股企業(含國(guo)有(you)相對控(kong)股企業)應嚴格執行工(gong)資(zi)指導線(xian),合理確定工(gong)資(zi)增長(chang)幅度(du)。享受財政補(bu)貼及上(shang)年度(du)工(gong)資(zi)水(shui)平高(gao)于全(quan)市企業在崗職工(gong)平均工(gong)資(zi)2倍(bei)以上(shang)的國(guo)有(you)企業,工(gong)資(zi)增長(chang)幅度(du)不得(de)高(gao)于基準線(xian);其他國(guo)有(you)企業工(gong)資(zi)增長(chang)幅度(du)均不得(de)突破上(shang)線(xian)(預(yu)警線(xian))。

企(qi)業應當在工(gong)(gong)資指導(dao)(dao)線發(fa)布后,按(an)照《山(shan)東(dong)省(sheng)企(qi)業工(gong)(gong)資支(zhi)付規定》(省(sheng)政(zheng)府令(ling)188號(hao)),通過與職工(gong)(gong)集體(ti)協商的方(fang)式(shi)制定貫徹落實(shi)工(gong)(gong)資指導(dao)(dao)線實(shi)施(shi)方(fang)案,并經職工(gong)(gong)代表(biao)大會或職工(gong)(gong)大會審議通過后向全體(ti)職工(gong)(gong)公示。企(qi)業應按(an)照公示后的工(gong)(gong)資指導(dao)(dao)線實(shi)施(shi)方(fang)案增加職工(gong)(gong)工(gong)(gong)資,主動接受(shou)企(qi)業工(gong)(gong)會及職工(gong)(gong)對執(zhi)行情況的監督。

企業工(gong)(gong)(gong)資(zi)(zi)指導(dao)線實(shi)(shi)施方案應(ying)(ying)合理確定管理人員(中(zhong)層及以上(shang)人員)與普通職(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)增長(chang)的比例(li)關系,實(shi)(shi)現普通職(zhi)工(gong)(gong)(gong)與管理人員工(gong)(gong)(gong)資(zi)(zi)同步增長(chang)。應(ying)(ying)當重點提高(gao)生產一線職(zhi)工(gong)(gong)(gong)的工(gong)(gong)(gong)資(zi)(zi)水(shui)平(ping),一線職(zhi)工(gong)(gong)(gong)的平(ping)均(jun)增資(zi)(zi)幅度(du)不應(ying)(ying)低(di)于本企業職(zhi)工(gong)(gong)(gong)平(ping)均(jun)增資(zi)(zi)幅度(du)。

企(qi)業應(ying)于2016年(nian)12月底前,將本年(nian)度工資指導線實施(shi)方案及落實情況報同級人力資源社會保障(zhang)部(bu)(bu)門備案。有主管或監管部(bu)(bu)門的企(qi)業,應(ying)先經主管或監管部(bu)(bu)門審(shen)核(he)同意后,再上報備案。
