日前,市政府發布2016年(nian)企業(ye)工(gong)資(zi)指(zhi)導線(xian),以2015年(nian)全市企業(ye)在崗職工(gong)平均工(gong)資(zi)54363元(yuan)為基數,確定2016年(nian)企業(ye)工(gong)資(zi)指(zhi)導線(xian)。企業(ye)職工(gong)貨幣工(gong)資(zi)增長上線(xian)(預(yu)警線(xian)):13%。
企(qi)(qi)(qi)業工(gong)資指(zhi)導(dao)線(xian)(xian)(xian)方案中提到:“根據煙臺市經濟社會發展(zhan)狀況(kuang)和企(qi)(qi)(qi)業收入(ru)分(fen)配政策,以2015年全市企(qi)(qi)(qi)業在崗職工(gong)平(ping)均工(gong)資54363元為基(ji)數,確定(ding)2016年企(qi)(qi)(qi)業工(gong)資指(zhi)導(dao)線(xian)(xian)(xian)。企(qi)(qi)(qi)業職工(gong)貨幣(bi)工(gong)資增(zeng)長上線(xian)(xian)(xian)(預警(jing)線(xian)(xian)(xian)):13%。企(qi)(qi)(qi)業職工(gong)貨幣(bi)工(gong)資增(zeng)長基(ji)準線(xian)(xian)(xian):8%。企(qi)(qi)(qi)業職工(gong)貨幣(bi)工(gong)資增(zeng)長下線(xian)(xian)(xian):3%。”
企業應依據工(gong)資(zi)指導線和本企業經濟效益狀況、職工(gong)工(gong)資(zi)水平、勞(lao)動生產(chan)率及(ji)人(ren)工(gong)成本等實際情(qing)況,合理安(an)排年度職工(gong)工(gong)資(zi)增長。
生產經(jing)營正(zheng)常、經(jing)濟效益(yi)較好的(de)(de)(de)企(qi)(qi)業(ye),應當圍繞基準(zhun)線(xian)(xian)合理確定工(gong)(gong)資增(zeng)長(chang)(chang)幅度;工(gong)(gong)資水平(ping)過高、增(zeng)長(chang)(chang)過快的(de)(de)(de)企(qi)(qi)業(ye),工(gong)(gong)資增(zeng)長(chang)(chang)幅度不(bu)應突(tu)破(po)上線(xian)(xian)(預(yu)警(jing)線(xian)(xian));生產經(jing)營較正(zheng)常、經(jing)濟效益(yi)一般(ban)的(de)(de)(de)企(qi)(qi)業(ye),可在基準(zhun)線(xian)(xian)和下(xia)線(xian)(xian)之間(jian)合理確定工(gong)(gong)資增(zeng)長(chang)(chang)幅度;生產經(jing)營較困難、持續虧損的(de)(de)(de)企(qi)(qi)業(ye),可按下(xia)線(xian)(xian)或低(di)于下(xia)線(xian)(xian)確定工(gong)(gong)資增(zeng)長(chang)(chang)幅度,亦可暫(zan)不(bu)增(zeng)加工(gong)(gong)資,但支付給職工(gong)(gong)的(de)(de)(de)工(gong)(gong)資不(bu)得低(di)于煙臺市(shi)最低(di)工(gong)(gong)資標準(zhun)。
國(guo)有和國(guo)有控(kong)股(gu)企(qi)業(ye)(含國(guo)有相對控(kong)股(gu)企(qi)業(ye))應嚴格執行工(gong)(gong)(gong)(gong)資指導線(xian),合(he)理確(que)定(ding)工(gong)(gong)(gong)(gong)資增長幅度(du)。享受財政(zheng)補(bu)貼及上(shang)年度(du)工(gong)(gong)(gong)(gong)資水(shui)平高(gao)于全市(shi)企(qi)業(ye)在崗職工(gong)(gong)(gong)(gong)平均工(gong)(gong)(gong)(gong)資2倍以上(shang)的國(guo)有企(qi)業(ye),工(gong)(gong)(gong)(gong)資增長幅度(du)不得高(gao)于基準線(xian);其他國(guo)有企(qi)業(ye)工(gong)(gong)(gong)(gong)資增長幅度(du)均不得突破上(shang)線(xian)(預警線(xian))。
企(qi)業應(ying)當(dang)在(zai)工(gong)資指導線發布(bu)后(hou),按(an)照《山東省(sheng)企(qi)業工(gong)資支付(fu)規定》(省(sheng)政(zheng)府令188號),通(tong)過與職工(gong)集體協商(shang)的方(fang)(fang)(fang)式制定貫徹落實(shi)工(gong)資指導線實(shi)施(shi)方(fang)(fang)(fang)案,并經職工(gong)代表大(da)會(hui)或職工(gong)大(da)會(hui)審議通(tong)過后(hou)向全(quan)體職工(gong)公示(shi)。企(qi)業應(ying)按(an)照公示(shi)后(hou)的工(gong)資指導線實(shi)施(shi)方(fang)(fang)(fang)案增加(jia)職工(gong)工(gong)資,主動接受企(qi)業工(gong)會(hui)及職工(gong)對執行情(qing)況的監督。
企(qi)業工(gong)資(zi)(zi)指(zhi)導線(xian)實(shi)施方案應(ying)合(he)理(li)確(que)定管(guan)理(li)人員(中層及以(yi)上(shang)人員)與普通職(zhi)(zhi)工(gong)工(gong)資(zi)(zi)增(zeng)(zeng)長的比例關系(xi),實(shi)現普通職(zhi)(zhi)工(gong)與管(guan)理(li)人員工(gong)資(zi)(zi)同步增(zeng)(zeng)長。應(ying)當重點提高生產一(yi)線(xian)職(zhi)(zhi)工(gong)的工(gong)資(zi)(zi)水(shui)平(ping),一(yi)線(xian)職(zhi)(zhi)工(gong)的平(ping)均(jun)增(zeng)(zeng)資(zi)(zi)幅(fu)度不應(ying)低(di)于本企(qi)業職(zhi)(zhi)工(gong)平(ping)均(jun)增(zeng)(zeng)資(zi)(zi)幅(fu)度。
企業應(ying)于2016年12月底前,將(jiang)本年度工資指(zhi)導線實(shi)施方案(an)及落實(shi)情況(kuang)報(bao)同(tong)級人(ren)力資源(yuan)社(she)會保(bao)障部(bu)門備(bei)案(an)。有主(zhu)管(guan)(guan)或監管(guan)(guan)部(bu)門的(de)企業,應(ying)先經主(zhu)管(guan)(guan)或監管(guan)(guan)部(bu)門審核同(tong)意后(hou),再上報(bao)備(bei)案(an)。
