濰坊昌邑市總工會:因企制宜 “亮”出特色

去年以來,在山東昌邑市總工會的領導下,依托市制溴業協會,成立了市制溴業工會聯合會,這個聯合會覆蓋制溴企業18家。針對這18家企業既有國有集體改制企業,又有個體私營企業和外來投資企業的實際,昌邑市總工會在開展的行業性工資集體協商工作中,因企制宜推出了不同的合同文本和談判形式。最終,這18家企業根據自身實際簽訂了工資集體合同,合同履約率達到了100%。

昌邑(yi)市(shi)制(zhi)溴業(ye)工(gong)會聯(lian)合(he)(he)會主席徐(xu)立國深有(you)感觸(chu)地說:“工(gong)資集體協(xie)議合(he)(he)同(tong)根據行(xing)業(ye)特點(dian)、企(qi)業(ye)經營狀(zhuang)況等(deng)(deng)確定,制(zhi)定的(de)工(gong)資標(biao)準等(deng)(deng),既符合(he)(he)行(xing)業(ye)標(biao)準,又切合(he)(he)企(qi)業(ye)實際。合(he)(he)同(tong)簽訂后不僅保障(zhang)了職工(gong)的(de)合(he)(he)法權益,增強(qiang)了職工(gong)工(gong)作的(de)積極性,而且給整個制(zhi)溴行(xing)業(ye)帶來了新(xin)氣象,使得(de)全市(shi)制(zhi)溴行(xing)業(ye)人(ren)才(cai)流動更加有(you)序、合(he)(he)理,避免(mian)了以往高薪亂(luan)挖高技能人(ren)才(cai)造成行(xing)業(ye)惡性競(jing)爭等(deng)(deng)問題。”

工(gong)資集體協商在全市(shi)制溴行(xing)業中順利開展,這只是昌邑(yi)市(shi)開展這項工(gong)作因企制宜、亮(liang)出特色的一(yi)大(da)體現。

具體(ti)說來,從(cong)去年(nian)初開始,昌邑市(shi)(shi)就確(que)定全年(nian)為工(gong)(gong)資集(ji)(ji)(ji)體(ti)協(xie)商(shang)“履(lv)約落(luo)實年(nian)”。為了(le)提升工(gong)(gong)資集(ji)(ji)(ji)體(ti)協(xie)商(shang)工(gong)(gong)作質(zhi)量,推動企(qi)(qi)業(ye)(ye)落(luo)實工(gong)(gong)資集(ji)(ji)(ji)體(ti)合同,促進勞資雙方(fang)互利共贏,構建和諧勞動關(guan)系,市(shi)(shi)總工(gong)(gong)會(hui)與市(shi)(shi)人(ren)社局、企(qi)(qi)業(ye)(ye)聯合會(hui)、工(gong)(gong)商(shang)聯等(deng)部(bu)門,聯合下(xia)發了(le)《關(guan)于在全市(shi)(shi)開展工(gong)(gong)資集(ji)(ji)(ji)體(ti)協(xie)商(shang)“百(bai)日要約集(ji)(ji)(ji)中行動”的通知》,在企(qi)(qi)業(ye)(ye)中全面開展了(le)要約集(ji)(ji)(ji)中行動,推進了(le)工(gong)(gong)資集(ji)(ji)(ji)體(ti)協(xie)商(shang)工(gong)(gong)作的開展和落(luo)實。

依(yi)托行(xing)(xing)(xing)業(ye)協(xie)會(hui)(hui)(hui)建(jian)立(li)(li)工(gong)(gong)會(hui)(hui)(hui)組(zu)(zu)織,并借(jie)助協(xie)會(hui)(hui)(hui)優勢促進行(xing)(xing)(xing)業(ye)性(xing)(xing)工(gong)(gong)資(zi)(zi)集(ji)體(ti)(ti)(ti)協(xie)商工(gong)(gong)作(zuo)的(de)開(kai)(kai)展(zhan)(zhan),是昌邑市開(kai)(kai)展(zhan)(zhan)工(gong)(gong)資(zi)(zi)集(ji)體(ti)(ti)(ti)協(xie)商工(gong)(gong)作(zuo)的(de)一大(da)特色(se),也是該市工(gong)(gong)資(zi)(zi)集(ji)體(ti)(ti)(ti)協(xie)商簽訂(ding)工(gong)(gong)作(zuo)的(de)重點之一。市總把簽訂(ding)工(gong)(gong)資(zi)(zi)集(ji)體(ti)(ti)(ti)合同與(yu)人(ren)社部門(men)要(yao)求的(de)簽訂(ding)集(ji)體(ti)(ti)(ti)合同一起布置安排,充(chong)分發揮工(gong)(gong)會(hui)(hui)(hui)聯(lian)合會(hui)(hui)(hui)的(de)作(zuo)用,借(jie)助行(xing)(xing)(xing)業(ye)協(xie)會(hui)(hui)(hui)組(zu)(zu)織密度高、行(xing)(xing)(xing)業(ye)親密性(xing)(xing)強、經營管理相似等優勢,在協(xie)會(hui)(hui)(hui)中首先建(jian)立(li)(li)工(gong)(gong)會(hui)(hui)(hui)組(zu)(zu)織,然后指導(dao)簽訂(ding)工(gong)(gong)資(zi)(zi)集(ji)體(ti)(ti)(ti)合同。各級工(gong)(gong)會(hui)(hui)(hui)干部積(ji)極(ji)跟行(xing)(xing)(xing)業(ye)和(he)企(qi)業(ye)行(xing)(xing)(xing)政領(ling)導(dao)交流溝(gou)通,主動(dong)提出開(kai)(kai)展(zhan)(zhan)協(xie)商的(de)意(yi)向,精心準備有關的(de)程序性(xing)(xing)工(gong)(gong)作(zuo),指導(dao)企(qi)業(ye)擬(ni)定條款時不搞“大(da)而全”,談判形式上不求“高大(da)上”。

特別是工會干部面對面對企業(ye)指導,點(dian)對點(dian)地為(wei)(wei)企業(ye)做好參(can)謀,針(zhen)對不同(tong)的(de)行業(ye)和企業(ye),在保證合(he)同(tong)文本符合(he)法定(ding)基(ji)本要求的(de)基(ji)礎上,推行出(chu)適合(he)企業(ye)自身特色的(de)合(he)同(tong)文本和談(tan)判(pan)形式,為(wei)(wei)個別企業(ye)協(xie)商留(liu)下了空間,適應(ying)了行業(ye)談(tan)判(pan)的(de)實(shi)際,贏得了基(ji)層“點(dian)贊(zan)”。

今(jin)年以來,昌邑市(shi)還重點抓了(le)區域(yu)(yu)性工(gong)(gong)資(zi)集體協(xie)商的簽(qian)(qian)訂(ding)工(gong)(gong)作。市(shi)總對該領域(yu)(yu)進行了(le)重新調(diao)查摸底(di),把在社區范圍內單獨建立(li)工(gong)(gong)會(hui)組織后(hou)應(ying)(ying)簽(qian)(qian)已簽(qian)(qian)的、應(ying)(ying)簽(qian)(qian)未簽(qian)(qian)的,成立(li)聯合基層工(gong)(gong)會(hui)后(hou)應(ying)(ying)簽(qian)(qian)區域(yu)(yu)或行業合同的等情況分門別(bie)類一一列(lie)出,掛(gua)牌督戰(zhan)、精準落實,覆(fu)蓋了(le)所有未單獨成立(li)工(gong)(gong)會(hui)的業戶。

為(wei)了(le)(le)突(tu)出工(gong)(gong)作(zuo)實效(xiao),在企(qi)業(ye)(ye)(ye)簽(qian)(qian)(qian)(qian)訂工(gong)(gong)資(zi)(zi)集體(ti)合(he)(he)同(tong)工(gong)(gong)作(zuo)中(zhong),全市(shi)(shi)注重把好“代表關(guan)”、“要約關(guan)”、“談(tan)判關(guan)”和(he)“監督關(guan)”四大(da)關(guan)口(kou),避免(mian)工(gong)(gong)作(zuo)走過場,促(cu)進(jin)了(le)(le)合(he)(he)同(tong)的簽(qian)(qian)(qian)(qian)訂和(he)履行。為(wei)便于企(qi)業(ye)(ye)(ye)操作(zuo),市(shi)(shi)總下發了(le)(le)《工(gong)(gong)資(zi)(zi)集體(ti)協(xie)商操作(zuo)規程》,按(an)照“六大(da)步、十八個步驟”細化了(le)(le)企(qi)業(ye)(ye)(ye)、行業(ye)(ye)(ye)標準,為(wei)企(qi)業(ye)(ye)(ye)按(an)程序、按(an)要求開展(zhan)工(gong)(gong)資(zi)(zi)集體(ti)協(xie)商工(gong)(gong)作(zuo)指明了(le)(le)方向。對已(yi)經簽(qian)(qian)(qian)(qian)訂工(gong)(gong)資(zi)(zi)集體(ti)合(he)(he)同(tong)的企(qi)業(ye)(ye)(ye)和(he)新(xin)簽(qian)(qian)(qian)(qian)企(qi)業(ye)(ye)(ye),昌邑市(shi)(shi)總全部建立臺(tai)賬,促(cu)進(jin)了(le)(le)簽(qian)(qian)(qian)(qian)約率和(he)履約率的進(jin)一步提高。

截至去年底(di),昌邑(yi)市已簽(qian)訂工資集體(ti)合(he)同841份(fen),覆蓋企業1731家,涉及職工116443人。其中企業單獨簽(qian)訂的779份(fen),行業性(xing)工資集體(ti)協議6份(fen),區域性(xing)工資集體(ti)協議56份(fen)。現在(zai)已經(jing)建(jian)立平等協商(shang)制(zhi)(zhi)度的企業779家,建(jian)制(zhi)(zhi)率達97%,全市各(ge)級勞動關(guan)系協調員已達萬余名。
