煙臺海陽:工資集體協商工作步步深入

近日,海陽市總工會牢固樹立和落實“以職工為本,主動依法科學維權”的工會維權觀,遵循“促進企業發展、維護職工權益”的企業工會工作原則,以構建和諧勞動關系為主線,以實現勞動關系雙方互利共贏為目標,深入扎實開展了工資集體協商工作,并取得了一定成效。

深入基層強化指(zhi)導。今年5月份(fen)成立(li)4個專門工(gong)(gong)作小組由市總領導牽(qian)頭到基層企業中(zhong),加大對企業工(gong)(gong)會(hui)工(gong)(gong)作的(de)(de)指(zhi)導和服務,面(mian)對面(mian)解決企業在開展工(gong)(gong)作中(zhong)遇到的(de)(de)實際困難,推動工(gong)(gong)資(zi)集體協商工(gong)(gong)作的(de)(de)健康(kang)發展。

建立網絡體系、完善要(yao)約(yue)(yue)制度。以提出的“堅持基層(ceng)(ceng)工(gong)會(hui)與上級工(gong)會(hui)要(yao)約(yue)(yue)相結合,集(ji)中要(yao)約(yue)(yue)與動(dong)態要(yao)約(yue)(yue)相結合,單個(ge)要(yao)約(yue)(yue)與區域(yu)性、行(xing)業性要(yao)約(yue)(yue)相銜(xian)接,逐(zhu)步形(xing)成(cheng)”基層(ceng)(ceng)工(gong)會(hui)主動(dong)要(yao)約(yue)(yue)、企業行(xing)政積極(ji)應約(yue)(yue)、上級工(gong)會(hui)限期整改、勞動(dong)部(bu)門監(jian)督(du)檢查“的工(gong)作機制”為(wei)依據,積極(ji)引導基層(ceng)(ceng)工(gong)會(hui)與企業開展(zhan)要(yao)約(yue)(yue)行(xing)動(dong)。確保了工(gong)資集(ji)體協商建制,續約(yue)(yue)正常運行(xing)。

建立工(gong)(gong)資(zi)集體(ti)(ti)協商工(gong)(gong)作信(xin)息報告體(ti)(ti)系。各(ge)鎮街區工(gong)(gong)會、市(shi)直屬單位(wei)和部(bu)門工(gong)(gong)會,每季度對工(gong)(gong)資(zi)集體(ti)(ti)協商的建制(zhi)率(lv)、簽訂工(gong)(gong)資(zi)專項(xiang)集體(ti)(ti)合同情況(kuang)進行(xing)統(tong)計匯總,實行(xing)動態管理,適時更新數(shu)據,為開展(zhan)工(gong)(gong)作提供信(xin)息資(zi)源和管理依(yi)據。

建(jian)立激(ji)勵機(ji)制。把開(kai)展工(gong)資集體協(xie)商工(gong)作(zuo)作(zuo)為基層工(gong)會(hui)評先選(xuan)優的重要依據,實行“一票(piao)否決制”。凡(fan)不應(ying)約開(kai)展工(gong)資集體協(xie)商的企(qi)業(ye)不能(neng)參評各(ge)級勞(lao)動(dong)獎狀、勞(lao)動(dong)關系和(he)諧企(qi)業(ye);企(qi)業(ye)負(fu)責人不能(neng)參評各(ge)級勞(lao)動(dong)模范、勞(lao)動(dong)獎章。

截(jie)止目前,工(gong)資(zi)協議覆(fu)蓋(gai)企業(ye)有1108家,有264家規(gui)模以上(shang)企業(ye)通過集(ji)體(ti)(ti)協商,單獨簽訂工(gong)資(zi)集(ji)體(ti)(ti)協議,覆(fu)蓋(gai)職工(gong)達(da)4.2萬余人。規(gui)模以上(shang)企業(ye)工(gong)資(zi)集(ji)體(ti)(ti)協商建制率(lv)達(da)100%。
