煙臺海陽:工資集體協商工作步步深入

近日,海陽市總工會牢固樹立和落實“以職工為本,主動依法科學維權”的工會維權觀,遵循“促進企業發展、維護職工權益”的企業工會工作原則,以構建和諧勞動關系為主線,以實現勞動關系雙方互利共贏為目標,深入扎實開展了工資集體協商工作,并取得了一定成效。

深入基層強化指導。今年5月份成立(li)4個專門(men)工(gong)(gong)作小組(zu)由市總領導牽頭到基層企業中(zhong)(zhong),加大對企業工(gong)(gong)會工(gong)(gong)作的(de)(de)指導和服務,面(mian)對面(mian)解決(jue)企業在開展工(gong)(gong)作中(zhong)(zhong)遇(yu)到的(de)(de)實(shi)際困(kun)難,推動工(gong)(gong)資集體(ti)協商工(gong)(gong)作的(de)(de)健康(kang)發(fa)展。

建立(li)網(wang)絡體系(xi)、完善(shan)要約制(zhi)(zhi)度。以提出的“堅持基(ji)層(ceng)工(gong)(gong)會與(yu)上級(ji)工(gong)(gong)會要約相結合,集(ji)中要約與(yu)動態要約相結合,單(dan)個要約與(yu)區域性、行(xing)業(ye)(ye)性要約相銜接,逐步形成(cheng)”基(ji)層(ceng)工(gong)(gong)會主動要約、企業(ye)(ye)行(xing)政(zheng)積極(ji)(ji)應約、上級(ji)工(gong)(gong)會限期整改、勞(lao)動部門監(jian)督(du)檢查(cha)“的工(gong)(gong)作機(ji)制(zhi)(zhi)”為(wei)依據,積極(ji)(ji)引導基(ji)層(ceng)工(gong)(gong)會與(yu)企業(ye)(ye)開展(zhan)要約行(xing)動。確保了工(gong)(gong)資集(ji)體協商建制(zhi)(zhi),續約正常運行(xing)。

建(jian)立工(gong)(gong)資(zi)集體(ti)協(xie)(xie)商(shang)工(gong)(gong)作(zuo)信息(xi)報告體(ti)系。各(ge)鎮街區工(gong)(gong)會、市直屬單(dan)位(wei)和部門工(gong)(gong)會,每季(ji)度對工(gong)(gong)資(zi)集體(ti)協(xie)(xie)商(shang)的建(jian)制(zhi)率、簽訂工(gong)(gong)資(zi)專(zhuan)項集體(ti)合同情(qing)況進行統計匯總,實行動(dong)態管(guan)理(li),適時(shi)更新數據(ju),為開展工(gong)(gong)作(zuo)提(ti)供信息(xi)資(zi)源(yuan)和管(guan)理(li)依據(ju)。

建立激勵機制。把開(kai)展工(gong)資集體(ti)協商工(gong)作作為基層工(gong)會評(ping)先選優的重要依據,實行“一票否決制”。凡不(bu)應約開(kai)展工(gong)資集體(ti)協商的企業不(bu)能(neng)參(can)評(ping)各(ge)級(ji)勞動獎狀、勞動關系和諧企業;企業負責人(ren)不(bu)能(neng)參(can)評(ping)各(ge)級(ji)勞動模(mo)范、勞動獎章。

截止目前,工(gong)(gong)資(zi)協(xie)(xie)議(yi)覆蓋企業(ye)有1108家,有264家規模(mo)以上企業(ye)通過集(ji)體協(xie)(xie)商,單獨簽(qian)訂工(gong)(gong)資(zi)集(ji)體協(xie)(xie)議(yi),覆蓋職(zhi)工(gong)(gong)達4.2萬余人。規模(mo)以上企業(ye)工(gong)(gong)資(zi)集(ji)體協(xie)(xie)商建(jian)制率達100%。
