濰坊昌樂:工資協商規范化 成就職工“好薪情”

“職工工資增長額度隨企業經濟效益的增減相應浮動,盈利、效益持平、效益下降增長幅度分別為12%、10%、8%。”“樂器行業基本工序計價為打光4.5元/件、研磨7.5元/件、油漆6元/件……”“公司個別崗位實行計件工資制,計件單價為乳化炸藥73.2元/噸、化驗工1.8元/噸、裝卸工6.5元/噸。”現在在昌樂,無論企業還是行業工資集體協商協議書,對于工資增長幅度和標準、員工福利和待遇、勞動崗位和價格,都能一目了然,清楚明白,著實讓廣大職工心無旁騖、踏實工作,促進了勞資雙方互利共贏。

今年,昌樂縣(xian)(xian)總工(gong)會全(quan)面深化“八(ba)步(bu)流(liu)程·工(gong)資(zi)協商(shang)”重點品牌創建,大力開(kai)展(zhan)工(gong)資(zi)集體協商(shang)“履約落實年”活動(dong),于4月初召開(kai)了(le)全(quan)縣(xian)(xian)工(gong)作推進(jin)會,縣(xian)(xian)委和責任單(dan)位(wei)簽訂了(le)目標責任書,確定4、5月份開(kai)展(zhan)重點領域工(gong)資(zi)協商(shang)集中(zhong)行(xing)動(dong)和農民工(gong)工(gong)資(zi)集中(zhong)行(xing)動(dong),推進(jin)全(quan)縣(xian)(xian)工(gong)資(zi)集體協商(shang)集中(zhong)要約行(xing)動(dong)。

融合在全(quan)國相對(dui)成熟(shu)和(he)領(ling)先的(de)(de)“七種模式·關(guan)愛女工(gong)”品牌創建經(jing)驗(yan),縣總工(gong)會(hui)因企(qi)制(zhi)(zhi)宜(yi)、突出重(zhong)(zhong)點(dian),實(shi)行分類指導、區別(bie)對(dui)待的(de)(de)推(tui)進辦法(fa):對(dui)于(yu)(yu)生產經(jing)營(ying)正(zheng)常的(de)(de)企(qi)業(ye),重(zhong)(zhong)點(dian)抓(zhua)(zhua)好(hao)職工(gong)工(gong)資(zi)水平、工(gong)資(zi)增幅和(he)福(fu)利待遇(yu)的(de)(de)落實(shi);對(dui)于(yu)(yu)生產經(jing)營(ying)困(kun)難的(de)(de)企(qi)業(ye),重(zhong)(zhong)點(dian)抓(zhua)(zhua)好(hao)工(gong)資(zi)的(de)(de)按時(shi)足(zu)額支付;對(dui)于(yu)(yu)實(shi)行計件工(gong)資(zi)、計時(shi)工(gong)資(zi)的(de)(de)企(qi)業(ye),重(zhong)(zhong)點(dian)抓(zhua)(zhua)好(hao)勞(lao)動定額、計件價格、工(gong)資(zi)標準的(de)(de)制(zhi)(zhi)定。

在推進過程(cheng)(cheng)(cheng)中(zhong),昌樂嚴格規(gui)(gui)(gui)范化程(cheng)(cheng)(cheng)序,建立起“三(san)個(ge)規(gui)(gui)(gui)范”制(zhi)度(du),實施“八步流程(cheng)(cheng)(cheng)、十(shi)八個(ge)步驟”的運作(zuo)序列。三(san)個(ge)規(gui)(gui)(gui)范即:協商(shang)(shang)(shang)內(nei)容規(gui)(gui)(gui)范、協商(shang)(shang)(shang)程(cheng)(cheng)(cheng)序規(gui)(gui)(gui)范和工(gong)(gong)(gong)作(zuo)臺賬規(gui)(gui)(gui)范。八步流程(cheng)(cheng)(cheng)是:明(ming)確(que)(que)主體產(chan)生代表(biao)、提出要約(yue)(yue)啟動(dong)協商(shang)(shang)(shang)、協商(shang)(shang)(shang)準(zhun)備(bei)初步溝通、召開(kai)(kai)會(hui)(hui)議正式協商(shang)(shang)(shang)、提交審(shen)議討論通過、雙方蓋(gai)章首席簽(qian)字、及時上報審(shen)查(cha)(cha)備(bei)案、公(gong)布(bu)實施監(jian)(jian)督(du)履(lv)行(xing)。與八步相對應的十(shi)八個(ge)步驟是:推選(xuan)協商(shang)(shang)(shang)代表(biao)、確(que)(que)定(ding)首席代表(biao)、培(pei)訓代表(biao)、發出要約(yue)(yue)、要約(yue)(yue)答(da)復(fu)、報告上級(ji)工(gong)(gong)(gong)會(hui)(hui)、聽取意見、搜(sou)集資料、確(que)(que)定(ding)協商(shang)(shang)(shang)重點、雙方溝通、召開(kai)(kai)協商(shang)(shang)(shang)會(hui)(hui)議、職代會(hui)(hui)審(shen)議、簽(qian)字蓋(gai)章、人社部(bu)門審(shen)查(cha)(cha)備(bei)案、公(gong)告執行(xing)、成立監(jian)(jian)督(du)機構、監(jian)(jian)督(du)檢查(cha)(cha)、職工(gong)(gong)(gong)評議。縣總工(gong)(gong)(gong)會(hui)(hui)印發“八步法(fa)”工(gong)(gong)(gong)作(zuo)流程(cheng)(cheng)(cheng)表(biao),將(jiang)步驟、環節(jie)、內(nei)容和要求一一對應明(ming)細(xi),方便基(ji)層單位規(gui)(gui)(gui)范執行(xing),大(da)大(da)提升了(le)工(gong)(gong)(gong)作(zuo)規(gui)(gui)(gui)范化水平,為(wei)抓好履(lv)約(yue)(yue)落(luo)實打好了(le)基(ji)礎。

為保(bao)證協商(shang)工(gong)作順利開(kai)展,該縣(xian)從建(jian)立專業(ye)協商(shang)隊伍和集中要約(yue)(yue)制(zhi)度入手,逐步形(xing)成(cheng)(cheng)了“基層工(gong)會(hui)主動要約(yue)(yue)、企業(ye)行(xing)政(zheng)積(ji)極應約(yue)(yue)、上級工(gong)會(hui)限期整(zheng)改、勞(lao)動部(bu)門(men)監督檢(jian)查(cha)(cha)”的要約(yue)(yue)工(gong)作機制(zhi)。協約(yue)(yue)簽訂(ding)后(hou),縣(xian)總工(gong)會(hui)聯合人社(she)局建(jian)立起勞(lao)動監察制(zhi)約(yue)(yue)機制(zhi),工(gong)會(hui)和勞(lao)動監察部(bu)門(men)全程監督協議履行(xing)過程。對(dui)發(fa)生爭(zheng)議、經(jing)協商(shang)解決不成(cheng)(cheng)的,由工(gong)會(hui)代表(biao)(biao)職(zhi)工(gong)向勞(lao)動仲裁機構提出仲裁,直至向法(fa)院起訴。同時建(jian)立職(zhi)工(gong)參與(yu)制(zhi)度,采(cai)取職(zhi)工(gong)代表(biao)(biao)巡(xun)查(cha)(cha)、定(ding)期公(gong)開(kai)公(gong)示、成(cheng)(cheng)立督導(dao)小組等形(xing)式,加強監督。并爭(zheng)取人大和政(zheng)協以視察、提案督查(cha)(cha)督辦等形(xing)式參與(yu)進來(lai)。縣(xian)總工(gong)會(hui)不定(ding)期對(dui)工(gong)資集體協議的簽訂(ding)和履行(xing)情(qing)況進行(xing)檢(jian)查(cha)(cha),作為評先樹優的重要依據和年底工(gong)會(hui)工(gong)作的考核(he)內(nei)容。

經過廣(guang)泛(fan)發動(dong)(dong)宣傳和集(ji)(ji)中(zhong)要(yao)約行(xing)動(dong)(dong),一大批(pi)典型(xing)齊(qi)頭并進。像中(zhong)國寶石城工(gong)(gong)會(hui)聯(lian)合會(hui)成(cheng)立(li)后,立(li)即簽(qian)訂了(le)(le)區域性工(gong)(gong)資集(ji)(ji)體協(xie)(xie)商(shang)協(xie)(xie)議(yi),讓5000多(duo)名流(liu)動(dong)(dong)性非(fei)常(chang)強的(de)(de)從業人員收入有了(le)(le)保障;樂器行(xing)業針對大多(duo)企業地處農村、分散經營的(de)(de)特點,把(ba)(ba)農民工(gong)(gong)最關心的(de)(de)停工(gong)(gong)學習、下(xia)(xia)崗(gang)放假、病假事假期(qi)間(jian)的(de)(de)工(gong)(gong)資標準作了(le)(le)明(ming)文(wen)(wen)規定;比(bi)德文(wen)(wen)公司把(ba)(ba)4399在线(xian)视频(pin)免费观看二十(shi)事的(de)(de)主要(yao)內(nei)容寫入協(xie)(xie)議(yi);龍海(hai)民爆公司把(ba)(ba)崗(gang)位(wei)計(ji)件(jian)標準列出附表……縣(xian)(xian)總及時將(jiang)這些優秀(xiu)合同文(wen)(wen)本納(na)入資料匯編下(xia)(xia)發基層,供(gong)參考學習借鑒,推(tui)動(dong)(dong)工(gong)(gong)作錦上添花(hua)。目前,全縣(xian)(xian)共簽(qian)訂工(gong)(gong)資集(ji)(ji)體協(xie)(xie)商(shang)協(xie)(xie)議(yi)314份,建制率達100%,履(lv)約落實率達95%以上。
