今年以來,金鄉縣總工會以開展工資集體協商構建和諧勞動關系為著力點,創新工作舉措,加大工作力度,力促工資集體協商工作提質增效。
扎實(shi)(shi)開展“集中(zhong)要約(yue)行(xing)動(dong)月”活動(dong)。區(qu)總(zong)工(gong)會(hui)、鎮街(jie)總(zong)工(gong)會(hui)和系統工(gong)會(hui)建立詳(xiang)細的資(zi)料(liao)數據庫,做到(dao)了統計詳(xiang)實(shi)(shi),專人負(fu)責,定(ding)期、不定(ding)期對街(jie)道、系統和基層工(gong)會(hui)進(jin)行(xing)督促檢(jian)查(cha),及時(shi)解決工(gong)資(zi)集體協(xie)(xie)商(shang)(shang)工(gong)作(zuo)中(zhong)出現的各種問題。在工(gong)資(zi)集體協(xie)(xie)商(shang)(shang)工(gong)作(zuo)繼續擴面(mian)的基礎上,以(yi)更(geng)加(jia)靈活多樣(yang)的形(xing)式(shi)向企(qi)業或企(qi)業代表(biao)組織提出更(geng)具針對性的協(xie)(xie)商(shang)(shang)要約(yue);針對重(zhong)點(dian)行(xing)業、重(zhong)點(dian)區(qu)域以(yi)及未建制企(qi)業開展專項要約(yue)。針對企(qi)業的經濟效益(yi)、經營(ying)狀況(kuang)、用工(gong)特(te)點(dian)等情況(kuang),分別確定(ding)不同的協(xie)(xie)商(shang)(shang)重(zhong)點(dian)。通(tong)過加(jia)強指導、典(dian)型示范等措施,切(qie)實(shi)(shi)維護廣大職工(gong)的合法權益(yi)。
繼續深化大蒜行業工(gong)(gong)(gong)資集(ji)體協商(shang)(shang)(shang)。指(zhi)導企業在代(dai)表(biao)產(chan)生、提出要約(yue)、協商(shang)(shang)(shang)準備、開展協商(shang)(shang)(shang)、協議(yi)(yi)審議(yi)(yi)、首席代(dai)表(biao)簽字、備案審查、公布實施等環節開展“精(jing)細化協商(shang)(shang)(shang)”。深化行業性、區域性協商(shang)(shang)(shang),督促企業進行二次協商(shang)(shang)(shang),加大合同文本執行情況檢查力度(du)(du),切實提高(gao)合同簽約(yue)率和履約(yue)率。建立報告制度(du)(du),每季度(du)(du)匯(hui)總上報一次工(gong)(gong)(gong)資集(ji)體協商(shang)(shang)(shang)建制數、履約(yue)率以及推(tui)進措施,及時推(tui)薦反映工(gong)(gong)(gong)資集(ji)體協商(shang)(shang)(shang)的先進經驗和典型。
進一(yi)步(bu)完善(shan)激勵機制。縣總工(gong)(gong)會(hui)設(she)立工(gong)(gong)資集體協商(shang)(shang)專項資金(jin),將工(gong)(gong)資集體協商(shang)(shang)目標任務完成(cheng)情況作(zuo)為對街(jie)道、系(xi)統(tong)和(he)(he)基(ji)層(ceng)工(gong)(gong)會(hui)工(gong)(gong)作(zuo)考核的(de)(de)重點內容,對推(tui)進工(gong)(gong)資集體協商(shang)(shang)工(gong)(gong)作(zuo)成(cheng)效顯著的(de)(de)單位和(he)(he)個人予(yu)以獎勵。把(ba)開(kai)展工(gong)(gong)資集體協商(shang)(shang)作(zuo)為對勞動(dong)關(guan)系(xi)和(he)(he)諧企業、五一(yi)勞動(dong)獎狀、模范職工(gong)(gong)之(zhi)家和(he)(he)授予(yu)企業經營者勞動(dong)模范等(deng)榮譽稱(cheng)號的(de)(de)必備條件,對未按規定開(kai)展工(gong)(gong)資集體協商(shang)(shang)的(de)(de)企業實行“一(yi)票否決”。
