昨日記者獲悉,根據《山東省人民政府關于機關事業單位工作人員養老保險制度改革的實施意見》和省人力資源和社會保障廳、省財政廳《關于印發山東省機關事業單位工作人員養老保險制度改革實施辦法的通知》規定,我市結合實際,制定《淄博市機關事業單位工作人員養老保險制度改革實施辦法》,本辦法自2014年10月1日起施行,有效期至2019年9月30日,我市已有規定與本辦法不一致的,按本辦法執行。
實施范圍及基金籌集
本(ben)辦法適用(yong)于我市按(an)照公務員法管(guan)理的(de)(de)單(dan)位(wei)、參(can)照公務員法管(guan)理的(de)(de)機關(單(dan)位(wei))、事業(ye)單(dan)位(wei)及其符(fu)合人事管(guan)理規定(ding)的(de)(de)編制內工(gong)(gong)作人員。基本(ben)養老保險基金的(de)(de)籌集:基本(ben)養老保險費(fei)(fei)由單(dan)位(wei)和(he)個人共同負擔。單(dan)位(wei)繳納(na)(na)基本(ben)養老保險費(fei)(fei)的(de)(de)比例為本(ben)單(dan)位(wei)工(gong)(gong)資(zi)(zi)總額(e)的(de)(de)20%;個人繳納(na)(na)基本(ben)養老保險費(fei)(fei)(以(yi)下(xia)筒(tong)稱個人繳費(fei)(fei))的(de)(de)比例為本(ben)人繳費(fei)(fei)工(gong)(gong)資(zi)(zi)的(de)(de)8%,由單(dan)位(wei)代扣代繳。個人工(gong)(gong)資(zi)(zi)超(chao)過省(sheng)上年度在(zai)(zai)崗職(zhi)工(gong)(gong)平均工(gong)(gong)資(zi)(zi)300%以(yi)上的(de)(de)部分,不(bu)計(ji)入個人繳費(fei)(fei)工(gong)(gong)資(zi)(zi)基數;低于省(sheng)上年度在(zai)(zai)崗職(zhi)工(gong)(gong)平均工(gong)(gong)資(zi)(zi)60%的(de)(de),按(an)60%計(ji)算個人繳費(fei)(fei)工(gong)(gong)資(zi)(zi)基數。
(一(yi)(yi)(yi))單位(wei)繳(jiao)(jiao)費(fei)(fei)基數(shu)。本(ben)(ben)單位(wei)工(gong)資(zi)(zi)(zi)總額為參加機(ji)(ji)關事業單位(wei)養老(lao)(lao)保(bao)險(xian)工(gong)作人(ren)(ren)(ren)員的(de)(de)(de)個(ge)人(ren)(ren)(ren)繳(jiao)(jiao)費(fei)(fei)工(gong)資(zi)(zi)(zi)基數(shu)之和(he)。(二)個(ge)人(ren)(ren)(ren)繳(jiao)(jiao)費(fei)(fei)基數(shu)。機(ji)(ji)關單位(wei)(含參公管理的(de)(de)(de)單位(wei))工(gong)作人(ren)(ren)(ren)員的(de)(de)(de)個(ge)人(ren)(ren)(ren)繳(jiao)(jiao)費(fei)(fei)工(gong)資(zi)(zi)(zi)基數(shu),包括(kuo)(kuo)本(ben)(ben)人(ren)(ren)(ren)上(shang)年度工(gong)資(zi)(zi)(zi)收入(ru)中的(de)(de)(de)以(yi)下(xia)部分①基本(ben)(ben)工(gong)資(zi)(zi)(zi);②國(guo)家統(tong)(tong)(tong)一(yi)(yi)(yi)的(de)(de)(de)津(jin)貼(tie)補(bu)(bu)(bu)貼(tie)(指警(jing)銜津(jin)貼(tie)等(deng)國(guo)家統(tong)(tong)(tong)一(yi)(yi)(yi)規(gui)定(ding)納(na)(na)入(ru)原退休費(fei)(fei)計發基數(shu)的(de)(de)(de)項(xiang)(xiang)目(mu)(mu));③規(gui)范(fan)后的(de)(de)(de)津(jin)貼(tie)補(bu)(bu)(bu)貼(tie)(地區附(fu)加津(jin)貼(tie));④年終一(yi)(yi)(yi)次性(xing)獎(jiang)金(jin)。事業單位(wei)工(gong)作人(ren)(ren)(ren)員的(de)(de)(de)個(ge)人(ren)(ren)(ren)繳(jiao)(jiao)費(fei)(fei)工(gong)資(zi)(zi)(zi)基數(shu)包括(kuo)(kuo)本(ben)(ben)人(ren)(ren)(ren)上(shang)年度工(gong)資(zi)(zi)(zi)收入(ru)中的(de)(de)(de)以(yi)下(xia)部分:①基本(ben)(ben)工(gong)資(zi)(zi)(zi);②國(guo)家統(tong)(tong)(tong)一(yi)(yi)(yi)的(de)(de)(de)津(jin)貼(tie)補(bu)(bu)(bu)貼(tie)(指教(jiao)齡(ling)津(jin)貼(tie)、護齡(ling)津(jin)貼(tie)、特級(ji)教(jiao)師(shi)津(jin)貼(tie)等(deng)國(guo)家和(he)經國(guo)家批準(zhun)(zhun)由省(sheng)統(tong)(tong)(tong)一(yi)(yi)(yi)規(gui)定(ding)納(na)(na)入(ru)原退休費(fei)(fei)計發基數(shu)的(de)(de)(de)項(xiang)(xiang)目(mu)(mu));③績效(xiao)工(gong)資(zi)(zi)(zi)。除上(shang)述(shu)項(xiang)(xiang)目(mu)(mu)外,其(qi)余項(xiang)(xiang)目(mu)(mu)(包括(kuo)(kuo)改革性(xing)補(bu)(bu)(bu)貼(tie)、獎(jiang)勵性(xing)補(bu)(bu)(bu)貼(tie)等(deng))暫不(bu)納(na)(na)入(ru)個(ge)人(ren)(ren)(ren)繳(jiao)(jiao)費(fei)(fei)工(gong)資(zi)(zi)(zi)基數(shu)。(三)納(na)(na)入(ru)個(ge)人(ren)(ren)(ren)繳(jiao)(jiao)費(fei)(fei)工(gong)資(zi)(zi)(zi)基數(shu)的(de)(de)(de)具體項(xiang)(xiang)目(mu)(mu),按(an)照與納(na)(na)入(ru)統(tong)(tong)(tong)籌(chou)(chou)的(de)(de)(de)養老(lao)(lao)保(bao)險(xian)待遇(yu)(yu)(yu)項(xiang)(xiang)目(mu)(mu)相對應(ying)的(de)(de)(de)原則,按(an)照省(sheng)人(ren)(ren)(ren)力(li)資(zi)(zi)(zi)源和(he)社會保(bao)障(zhang)廳、省(sheng)財政廳確定(ding)的(de)(de)(de)標準(zhun)(zhun)執行(xing)。其(qi)中,納(na)(na)入(ru)統(tong)(tong)(tong)籌(chou)(chou)的(de)(de)(de)養老(lao)(lao)保(bao)險(xian)待遇(yu)(yu)(yu)項(xiang)(xiang)目(mu)(mu)以(yi)省(sheng)政府批準(zhun)(zhun)的(de)(de)(de)待遇(yu)(yu)(yu)項(xiang)(xiang)目(mu)(mu)(標準(zhun)(zhun))為準(zhun)(zhun),其(qi)它自行(xing)增(zeng)加的(de)(de)(de)項(xiang)(xiang)目(mu)(mu)和(he)提高的(de)(de)(de)標準(zhun)(zhun),所需資(zi)(zi)(zi)金(jin)不(bu)得從養老(lao)(lao)保(bao)險(xian)基金(jin)中列支,仍從原渠道列支。
建立個人賬戶
(一)個(ge)(ge)人(ren)(ren)賬(zhang)戶(hu)建(jian)立。單位(wei)和個(ge)(ge)人(ren)(ren)共同繳(jiao)納(na)養(yang)老保險(xian)費(fei)(fei)(fei)后(hou),由(you)機關事業社會(hui)養(yang)老保險(xian)經辦機構(gou)按本(ben)人(ren)(ren)繳(jiao)費(fei)(fei)(fei)工(gong)資8%的(de)數額(e)建(jian)立基(ji)本(ben)養(yang)老保險(xian)個(ge)(ge)人(ren)(ren)賬(zhang)戶(hu),全部由(you)個(ge)(ge)人(ren)(ren)繳(jiao)費(fei)(fei)(fei)形成。主要內(nei)容包括:本(ben)辦法實施(shi)后(hou)個(ge)(ge)人(ren)(ren)繳(jiao)費(fei)(fei)(fei)年限(xian);個(ge)(ge)人(ren)(ren)繳(jiao)納(na)的(de)養(yang)老保險(xian)費(fei)(fei)(fei)及其(qi)利(li)息(xi)(xi)收入(ru)。(二)個(ge)(ge)人(ren)(ren)賬(zhang)戶(hu)管理。個(ge)(ge)人(ren)(ren)賬(zhang)戶(hu)是(shi)個(ge)(ge)人(ren)(ren)退休時計發(fa)養(yang)老待(dai)遇的(de)依據。個(ge)(ge)人(ren)(ren)賬(zhang)戶(hu)儲存額(e)僅(jin)用于工(gong)作(zuo)人(ren)(ren)員退休后(hou)按月支付個(ge)(ge)人(ren)(ren)賬(zhang)戶(hu)養(yang)老金(jin),不得提前支取。個(ge)(ge)人(ren)(ren)賬(zhang)戶(hu)儲存額(e)每年按國(guo)家(jia)統一公布的(de)記(ji)賬(zhang)利(li)率計息(xi)(xi),免征(zheng)利(li)息(xi)(xi)稅。參保人(ren)(ren)員死亡(wang)的(de),個(ge)(ge)人(ren)(ren)賬(zhang)戶(hu)余額(e)依法繼(ji)承。
改革基本養老金計發辦法
實行(xing)新(xin)的(de)(de)(de)(de)(de)(de)基本(ben)(ben)養(yang)(yang)老(lao)(lao)金(jin)(jin)(jin)計(ji)(ji)發(fa)辦(ban)法,建立(li)待(dai)遇與繳(jiao)(jiao)(jiao)(jiao)費(fei)掛(gua)鉤機制,多(duo)繳(jiao)(jiao)(jiao)(jiao)多(duo)得,長(chang)繳(jiao)(jiao)(jiao)(jiao)多(duo)得,提高單位和職(zhi)工參(can)(can)保(bao)(bao)繳(jiao)(jiao)(jiao)(jiao)費(fei)的(de)(de)(de)(de)(de)(de)積極性(xing)。(一)本(ben)(ben)辦(ban)法實施后(hou)(hou)參(can)(can)加(jia)工作(zuo)(zuo)、個人(ren)(ren)繳(jiao)(jiao)(jiao)(jiao)費(fei)年(nian)(nian)(nian)(nian)(nian)(nian)(nian)限(xian)(xian)(xian)累計(ji)(ji)滿(man)15年(nian)(nian)(nian)(nian)(nian)(nian)(nian)的(de)(de)(de)(de)(de)(de)人(ren)(ren)員,退(tui)(tui)(tui)休(xiu)后(hou)(hou)按月(yue)(yue)發(fa)給基本(ben)(ben)養(yang)(yang)老(lao)(lao)金(jin)(jin)(jin)。基本(ben)(ben)養(yang)(yang)老(lao)(lao)金(jin)(jin)(jin)由基礎養(yang)(yang)老(lao)(lao)金(jin)(jin)(jin)和個人(ren)(ren)賬(zhang)戶(hu)養(yang)(yang)老(lao)(lao)金(jin)(jin)(jin)組成。退(tui)(tui)(tui)休(xiu)時的(de)(de)(de)(de)(de)(de)基礎養(yang)(yang)老(lao)(lao)金(jin)(jin)(jin)月(yue)(yue)標(biao)(biao)準(zhun)(zhun)以省上(shang)年(nian)(nian)(nian)(nian)(nian)(nian)(nian)度在崗(gang)職(zhi)工月(yue)(yue)平(ping)均(jun)工資(zi)(zi)和本(ben)(ben)人(ren)(ren)指數化月(yue)(yue)平(ping)均(jun)繳(jiao)(jiao)(jiao)(jiao)費(fei)工資(zi)(zi)的(de)(de)(de)(de)(de)(de)平(ping)均(jun)值為基數,繳(jiao)(jiao)(jiao)(jiao)費(fei)每(mei)滿(man)1年(nian)(nian)(nian)(nian)(nian)(nian)(nian)發(fa)給1%。個人(ren)(ren)賬(zhang)戶(hu)養(yang)(yang)老(lao)(lao)金(jin)(jin)(jin)月(yue)(yue)標(biao)(biao)準(zhun)(zhun)為個人(ren)(ren)賬(zhang)戶(hu)儲存額除以國(guo)家規定(ding)(ding)的(de)(de)(de)(de)(de)(de)計(ji)(ji)發(fa)月(yue)(yue)數。(二)本(ben)(ben)辦(ban)法實施前(qian)參(can)(can)加(jia)工作(zuo)(zuo)、實施后(hou)(hou)退(tui)(tui)(tui)休(xiu)且繳(jiao)(jiao)(jiao)(jiao)費(fei)年(nian)(nian)(nian)(nian)(nian)(nian)(nian)限(xian)(xian)(xian)(含視同繳(jiao)(jiao)(jiao)(jiao)費(fei)年(nian)(nian)(nian)(nian)(nian)(nian)(nian)限(xian)(xian)(xian),下同)累計(ji)(ji)滿(man)15年(nian)(nian)(nian)(nian)(nian)(nian)(nian)的(de)(de)(de)(de)(de)(de)人(ren)(ren)員,在發(fa)給基礎養(yang)(yang)老(lao)(lao)金(jin)(jin)(jin)和個人(ren)(ren)賬(zhang)戶(hu)養(yang)(yang)老(lao)(lao)金(jin)(jin)(jin)的(de)(de)(de)(de)(de)(de)基礎上(shang),再依據視同繳(jiao)(jiao)(jiao)(jiao)費(fei)年(nian)(nian)(nian)(nian)(nian)(nian)(nian)限(xian)(xian)(xian)長(chang)短,發(fa)給本(ben)(ben)人(ren)(ren)指數化月(yue)(yue)平(ping)均(jun)繳(jiao)(jiao)(jiao)(jiao)費(fei)工資(zi)(zi)一定(ding)(ding)比(bi)例的(de)(de)(de)(de)(de)(de)過(guo)渡(du)(du)性(xing)養(yang)(yang)老(lao)(lao)金(jin)(jin)(jin)。(三)按照合理銜接、平(ping)穩過(guo)渡(du)(du)的(de)(de)(de)(de)(de)(de)原則,自改革之日起(2014年(nian)(nian)(nian)(nian)(nian)(nian)(nian)10月(yue)(yue)1日),設立(li)10年(nian)(nian)(nian)(nian)(nian)(nian)(nian)過(guo)渡(du)(du)期(qi),實行(xing)統一的(de)(de)(de)(de)(de)(de)過(guo)渡(du)(du)辦(ban)法。對于改革前(qian)參(can)(can)加(jia)工作(zuo)(zuo)、改革后(hou)(hou)退(tui)(tui)(tui)休(xiu)的(de)(de)(de)(de)(de)(de)人(ren)(ren)員設立(li)10年(nian)(nian)(nian)(nian)(nian)(nian)(nian)過(guo)渡(du)(du)期(qi),過(guo)渡(du)(du)期(qi)內實行(xing)新(xin)老(lao)(lao)待(dai)遇計(ji)(ji)發(fa)辦(ban)法對比(bi),保(bao)(bao)低限(xian)(xian)(xian)高。即(ji):新(xin)辦(ban)法計(ji)(ji)發(fa)待(dai)遇(含職(zhi)業年(nian)(nian)(nian)(nian)(nian)(nian)(nian)金(jin)(jin)(jin)待(dai)遇)低于老(lao)(lao)辦(ban)法待(dai)遇標(biao)(biao)準(zhun)(zhun)的(de)(de)(de)(de)(de)(de),按老(lao)(lao)辦(ban)法待(dai)遇標(biao)(biao)準(zhun)(zhun)發(fa)放(fang)(fang),保(bao)(bao)持待(dai)遇不降(jiang)低;高于老(lao)(lao)辦(ban)法待(dai)遇標(biao)(biao)準(zhun)(zhun)的(de)(de)(de)(de)(de)(de),超(chao)出(chu)的(de)(de)(de)(de)(de)(de)部分(fen),第一年(nian)(nian)(nian)(nian)(nian)(nian)(nian)(2014年(nian)(nian)(nian)(nian)(nian)(nian)(nian)10月(yue)(yue)1日至2015年(nian)(nian)(nian)(nian)(nian)(nian)(nian)12月(yue)(yue)31日)退(tui)(tui)(tui)休(xiu)的(de)(de)(de)(de)(de)(de)人(ren)(ren)員發(fa)放(fang)(fang)超(chao)出(chu)部分(fen)的(de)(de)(de)(de)(de)(de)10%,第二年(nian)(nian)(nian)(nian)(nian)(nian)(nian)(2016年(nian)(nian)(nian)(nian)(nian)(nian)(nian)1月(yue)(yue)1日至2016年(nian)(nian)(nian)(nian)(nian)(nian)(nian)12月(yue)(yue)31日)退(tui)(tui)(tui)休(xiu)的(de)(de)(de)(de)(de)(de)人(ren)(ren)員發(fa)放(fang)(fang)20%,依此類(lei)推,到過(guo)渡(du)(du)期(qi)末年(nian)(nian)(nian)(nian)(nian)(nian)(nian)(2024年(nian)(nian)(nian)(nian)(nian)(nian)(nian)1月(yue)(yue)1日至2024年(nian)(nian)(nian)(nian)(nian)(nian)(nian)9月(yue)(yue)30日)退(tui)(tui)(tui)休(xiu)的(de)(de)(de)(de)(de)(de)人(ren)(ren)員發(fa)放(fang)(fang)超(chao)出(chu)部分(fen)的(de)(de)(de)(de)(de)(de)100%。過(guo)渡(du)(du)期(qi)結束后(hou)(hou)退(tui)(tui)(tui)休(xiu)的(de)(de)(de)(de)(de)(de)人(ren)(ren)員執(zhi)行(xing)新(xin)辦(ban)法。
建立基本養老金正常調整機制
根(gen)據國務院統(tong)一(yi)部署,結合(he)經濟(ji)發(fa)展、物(wu)價水平、工資(zi)增長等因素,省政府統(tong)籌安(an)排機(ji)關事業單(dan)位和企業退休人(ren)(ren)員(yuan)(yuan)的(de)基(ji)本(ben)養老(lao)金(jin)調(diao)整(zheng)(zheng),合(he)理確定(ding)調(diao)整(zheng)(zheng)辦(ban)法(fa)和調(diao)整(zheng)(zheng)水平。逐步建立兼(jian)顧(gu)各類人(ren)(ren)員(yuan)(yuan)的(de)養老(lao)保險待遇正常調(diao)整(zheng)(zheng)機(ji)制。機(ji)關事業單(dan)位在參加基(ji)本(ben)養老(lao)保險的(de)基(ji)礎上,應當為其工作(zuo)人(ren)(ren)員(yuan)(yuan)建立職業年金(jin)。單(dan)位按本(ben)單(dan)位工資(zi)總額(e)的(de)8%繳費,個人(ren)(ren)按本(ben)人(ren)(ren)繳費工資(zi)的(de)4%繳費。職業年金(jin)的(de)具(ju)體辦(ban)法(fa),按照國家和省相關規定(ding)執(zhi)行。
