2月15日,青島市人(ren)力(li)資(zi)源社會保障工作(zuo)會議召開。2022年,青島市要確保實(shi)(shi)現城(cheng)鎮新(xin)增就業35萬(wan)人(ren)以(yi)(yi)上、政策性(xing)扶持創業3萬(wan)人(ren)、開發公益性(xing)崗位3.7萬(wan)個(ge)以(yi)(yi)上。同(tong)時,全年計劃引進集聚人(ren)才25萬(wan)人(ren)以(yi)(yi)上、開展補貼性(xing)職業技能培訓10萬(wan)人(ren)次、實(shi)(shi)現新(xin)增技能人(ren)才5萬(wan)人(ren)。并持續(xu)優(you)化“無感知、免打擾”大數據(ju)認(ren)證體(ti)系,實(shi)(shi)現認(ren)證通過(guo)率94.8%以(yi)(yi)上。
城鎮就業增加35萬人以上
政策性扶持創業3萬人
在(zai)推進就(jiu)(jiu)業(ye)(ye)創(chuang)業(ye)(ye)工作方面,重(zhong)(zhong)點是“強化兩個導(dao)向、聚焦三(san)方面精準發力(li)”。強化經濟發展的就(jiu)(jiu)業(ye)(ye)導(dao)向和創(chuang)業(ye)(ye)帶動就(jiu)(jiu)業(ye)(ye)導(dao)向。青島市將(jiang)(jiang)實(shi)(shi)施(shi)新一輪就(jiu)(jiu)業(ye)(ye)優先政策(ce)(ce),并聚焦重(zhong)(zhong)點產(chan)業(ye)(ye)領域、重(zhong)(zhong)大民生項(xiang)目(mu)分類施(shi)策(ce)(ce),確保實(shi)(shi)現城鎮(zhen)新增(zeng)就(jiu)(jiu)業(ye)(ye)35萬人以上(shang)。并將(jiang)(jiang)打(da)造青島創(chuang)業(ye)(ye)總部、高效(xiao)能落實(shi)(shi)創(chuang)業(ye)(ye)扶持(chi)政策(ce)(ce)、高水平舉辦創(chuang)業(ye)(ye)創(chuang)新活動,實(shi)(shi)現全年(nian)政策(ce)(ce)性扶持(chi)創(chuang)業(ye)(ye)3萬人。
青(qing)(qing)島市將在穩(wen)就(jiu)(jiu)(jiu)業(ye)(ye)、保居民(min)就(jiu)(jiu)(jiu)業(ye)(ye)上聚焦三方面發力(li)。首先(xian),抓好高(gao)校畢業(ye)(ye)生(sheng)(sheng)(sheng)、農(nong)民(min)工、新業(ye)(ye)態等重(zhong)點群體(ti)就(jiu)(jiu)(jiu)業(ye)(ye)。圍繞提(ti)(ti)升高(gao)校畢業(ye)(ye)生(sheng)(sheng)(sheng)留青(qing)(qing)、來青(qing)(qing)和(he)(he)回青(qing)(qing)率,實(shi)施高(gao)校畢業(ye)(ye)生(sheng)(sheng)(sheng)見習實(shi)習擴(kuo)圍、大學生(sheng)(sheng)(sheng)就(jiu)(jiu)(jiu)業(ye)(ye)競爭(zheng)力(li)提(ti)(ti)升和(he)(he)“青(qing)(qing)雁歸巢”三項計(ji)劃,穩(wen)定總體(ti)就(jiu)(jiu)(jiu)業(ye)(ye)率;完(wan)(wan)善農(nong)民(min)工就(jiu)(jiu)(jiu)業(ye)(ye)服務(wu)(wu)保障體(ti)系;支持和(he)(he)規(gui)范發展(zhan)新就(jiu)(jiu)(jiu)業(ye)(ye)形態。其次,加(jia)強兜底(di)幫扶。實(shi)施城鄉公益性崗位(wei)擴(kuo)容提(ti)(ti)質行動(dong)(dong),開(kai)發公益性崗位(wei)3.7萬個以上;推進家庭服務(wu)(wu)業(ye)(ye)“領(ling)跑者”行動(dong)(dong),推廣鄉村大齡(ling)困(kun)難人員再就(jiu)(jiu)(jiu)業(ye)(ye)試(shi)點,推進東西部勞(lao)務(wu)(wu)協(xie)作,托底(di)安置(zhi)就(jiu)(jiu)(jiu)業(ye)(ye)困(kun)難人員、脫貧勞(lao)動(dong)(dong)力(li)。此外,促進就(jiu)(jiu)(jiu)業(ye)(ye)服務(wu)(wu)質量提(ti)(ti)升。實(shi)施公共就(jiu)(jiu)(jiu)業(ye)(ye)服務(wu)(wu)質量提(ti)(ti)升工程,完(wan)(wan)善就(jiu)(jiu)(jiu)業(ye)(ye)服務(wu)(wu)專員和(he)(he)重(zhong)點企業(ye)(ye)用(yong)工常(chang)態化服務(wu)(wu)機(ji)制;健全(quan)失業(ye)(ye)風(feng)險監測預警(jing)和(he)(he)應對(dui)處置(zhi)機(ji)制,建(jian)立勞(lao)動(dong)(dong)用(yong)工余(yu)缺(que)調劑(ji)機(ji)制,全(quan)力(li)防范規(gui)模(mo)性失業(ye)(ye)風(feng)險。
引才聚才25萬人以上
技能人才新增5萬人
在(zai)深化人(ren)(ren)才(cai)(cai)(cai)人(ren)(ren)事制度改革(ge)(ge)方面,重點是“抓好兩支隊伍(wu)、深化三項創新(xin)(xin)”,計劃(hua)2022年引進(jin)集聚人(ren)(ren)才(cai)(cai)(cai)25萬(wan)人(ren)(ren)以上。青島(dao)市(shi)將(jiang)著力(li)加強技(ji)(ji)能(neng)人(ren)(ren)才(cai)(cai)(cai)隊伍(wu)建設。全面推(tui)行終身職(zhi)業(ye)(ye)技(ji)(ji)能(neng)培訓(xun)制度,開(kai)展(zhan)補貼(tie)性職(zhi)業(ye)(ye)技(ji)(ji)能(neng)培訓(xun)10萬(wan)人(ren)(ren)次(ci)、實(shi)現新(xin)(xin)增技(ji)(ji)能(neng)人(ren)(ren)才(cai)(cai)(cai)5萬(wan)人(ren)(ren);拓展(zhan)企業(ye)(ye)技(ji)(ji)能(neng)人(ren)(ren)才(cai)(cai)(cai)自主評(ping)價,并穩(wen)步實(shi)施技(ji)(ji)工(gong)教(jiao)育擴容行動;全力(li)做好第(di)46屆世(shi)界(jie)技(ji)(ji)能(neng)大(da)賽備戰和首屆省(sheng)職(zhi)業(ye)(ye)技(ji)(ji)能(neng)大(da)賽承辦工(gong)作。同時,持續(xu)壯(zhuang)大(da)專(zhuan)業(ye)(ye)技(ji)(ji)術人(ren)(ren)才(cai)(cai)(cai)隊伍(wu)。積極開(kai)展(zhan)工(gong)業(ye)(ye)互聯(lian)網、大(da)數據、快遞等新(xin)(xin)職(zhi)業(ye)(ye)職(zhi)稱(cheng)申報評(ping)審,加快教(jiao)育、衛(wei)生等領域職(zhi)稱(cheng)改革(ge)(ge);還將(jiang)完善(shan)博士后(hou)聚青創新(xin)(xin)創業(ye)(ye)促進(jin)政策,舉辦博士后(hou)創新(xin)(xin)創業(ye)(ye)成果大(da)賽,升(sheng)級青島(dao)國際博士后(hou)創新(xin)(xin)創業(ye)(ye)園。
青島(dao)市將(jiang)深化(hua)(hua)三(san)項政策制(zhi)度創新,即創新事業(ye)(ye)單(dan)(dan)位選(xuan)人(ren)(ren)用(yong)人(ren)(ren)機制(zhi)、人(ren)(ren)才(cai)招引機制(zhi)和人(ren)(ren)才(cai)服(fu)務(wu)模式(shi)。針(zhen)對(dui)事業(ye)(ye)單(dan)(dan)位選(xuan)人(ren)(ren)用(yong)人(ren)(ren)機制(zhi),制(zhi)定(ding)事業(ye)(ye)單(dan)(dan)位工(gong)(gong)作人(ren)(ren)員越級晉升(sheng)、縮短(duan)年限和特(te)聘崗位實施辦(ban)法(fa);推進(jin)(jin)事業(ye)(ye)單(dan)(dan)位多元化(hua)(hua)多層次招聘體系建(jian)(jian)設;探索(suo)建(jian)(jian)立體現行業(ye)(ye)特(te)點(dian)(dian)的事業(ye)(ye)單(dan)(dan)位績效工(gong)(gong)資(zi)分(fen)配管理(li)制(zhi)度;深化(hua)(hua)公立醫院薪酬制(zhi)度改(gai)革,還將(jiang)全(quan)(quan)面(mian)落實義(yi)務(wu)教育(yu)教師工(gong)(gong)資(zi)待遇政策。針(zhen)對(dui)人(ren)(ren)才(cai)招引機制(zhi),青島(dao)市不僅將(jiang)舉辦(ban)“招才(cai)引智名校行”等引才(cai)活動,推進(jin)(jin)千名專(zhuan)家“三(san)進(jin)(jin)”行動,還將(jiang)打造(zao)自貿區科創島(dao)、高(gao)新區創業(ye)(ye)谷等高(gao)端(duan)留(liu)學人(ren)(ren)員平臺,制(zhi)定(ding)人(ren)(ren)才(cai)服(fu)務(wu)鄉村振(zhen)興激勵(li)辦(ban)法(fa),促進(jin)(jin)人(ren)(ren)才(cai)向(xiang)鄉村基層一線流(liu)動。針(zhen)對(dui)人(ren)(ren)才(cai)服(fu)務(wu)模式(shi),青島(dao)市將(jiang)出臺加(jia)強(qiang)人(ren)(ren)才(cai)服(fu)務(wu)體系建(jian)(jian)設的實施意見,建(jian)(jian)立重點(dian)(dian)項目人(ren)(ren)才(cai)服(fu)務(wu)專(zhuan)員定(ding)期駐點(dian)(dian)服(fu)務(wu)機制(zhi),升(sheng)級高(gao)層次人(ren)(ren)才(cai)服(fu)務(wu)綠卡制(zhi)度,加(jia)快完(wan)善全(quan)(quan)市人(ren)(ren)力資(zi)源(yuan)產業(ye)(ye)園發展(zhan)布局。
大數據認證通過率超過94.8%
打造人社服務品牌
在完善社(she)(she)會(hui)保(bao)(bao)(bao)障體(ti)系方面(mian),青島市將做到“四個(ge)提升(sheng)”。一(yi)是提升(sheng)改革落地(di)效果。提高企業(ye)年金覆蓋(gai)面(mian),推動(dong)個(ge)人養老金制度落地(di)實施;探索建(jian)立補充工(gong)傷(shang)保(bao)(bao)(bao)險制度和工(gong)傷(shang)職工(gong)長期醫療護理制度,推進(jin)(jin)快(kuai)遞員(yuan)群體(ti)參(can)加工(gong)傷(shang)保(bao)(bao)(bao)險工(gong)作;還將按(an)照國家(jia)和省部署(shu),調整退休人員(yuan)基本養老金。二是提升(sheng)社(she)(she)會(hui)保(bao)(bao)(bao)險覆蓋(gai)面(mian)。以(yi)農民工(gong)、新業(ye)態人員(yuan)等群體(ti)為(wei)重點,開展精準參(can)保(bao)(bao)(bao)擴面(mian)專項(xiang)行動(dong),還將完善工(gong)程建(jian)設領域按(an)項(xiang)目(mu)參(can)保(bao)(bao)(bao)機制,實現(xian)重點行業(ye)企業(ye)工(gong)傷(shang)保(bao)(bao)(bao)險應保(bao)(bao)(bao)盡(jin)保(bao)(bao)(bao)。三是提升(sheng)社(she)(she)保(bao)(bao)(bao)經辦(ban)服(fu)務水(shui)平。加快(kuai)推進(jin)(jin)社(she)(she)保(bao)(bao)(bao)卡居民服(fu)務“一(yi)卡通”建(jian)設,并持續優化(hua)“無感知(zhi)、免打(da)擾”大數(shu)據認(ren)(ren)證體(ti)系,實現(xian)認(ren)(ren)證通過率94.8%以(yi)上(shang)。四是提升(sheng)社(she)(she)保(bao)(bao)(bao)基金風險防控水(shui)平,制定全市人社(she)(she)系統基金資金監(jian)督管(guan)理暫行辦(ban)法。
在構建(jian)和(he)諧(xie)勞動(dong)關(guan)系(xi)(xi)方面,青(qing)島市(shi)將重(zhong)點健(jian)全勞動(dong)關(guan)系(xi)(xi)協調機(ji)制(zhi)、勞動(dong)人事爭議調解仲裁機(ji)制(zhi)、根治欠薪長效機(ji)制(zhi)“三項機(ji)制(zhi)”。持續開展(zhan)勞動(dong)關(guan)系(xi)(xi)“和(he)諧(xie)同(tong)行(xing)”能力提升行(xing)動(dong),規范和(he)引導電子勞動(dong)合同(tong)發展(zhan)。并開展(zhan)“重(zhong)點企業(ye)、重(zhong)點園區(qu)、重(zhong)點樓宇”預防(fang)調解平臺建(jian)設(she),深化調解仲裁“互聯(lian)網+”平臺建(jian)設(she)。此外(wai),還將修(xiu)訂市(shi)勞動(dong)保障(zhang)監察條(tiao)例(li),開展(zhan)“根治欠薪攻堅(jian)年”行(xing)動(dong),推進工程(cheng)建(jian)設(she)領域農民(min)工工資保證(zheng)金制(zhi)度落實(shi)。
在(zai)打造人(ren)(ren)(ren)社(she)服(fu)務品牌方面,青島市(shi)將制定人(ren)(ren)(ren)社(she)數(shu)(shu)字(zi)化(hua)轉型(xing)升級三年行(xing)動方案,整(zheng)合智(zhi)慧人(ren)(ren)(ren)才和公共就(jiu)業(ye)大數(shu)(shu)據監(jian)控平臺,提升數(shu)(shu)據治(zhi)理(li)和服(fu)務能(neng)力(li),還(huan)將創新(xin)幫辦(ban)代辦(ban)服(fu)務機(ji)制。并將持(chi)續推(tui)(tui)進(jin)人(ren)(ren)(ren)社(she)服(fu)務快辦(ban)行(xing)動,拓展人(ren)(ren)(ren)社(she)服(fu)務一件事打包辦(ban)、高頻事項(xiang)提速辦(ban)、所有(you)事項(xiang)簡(jian)便辦(ban)。此(ci)外,還(huan)將推(tui)(tui)廣“政策(ce)找人(ren)(ren)(ren)”“免申即(ji)享”服(fu)務新(xin)模式,推(tui)(tui)進(jin)膠東(dong)五市(shi)人(ren)(ren)(ren)才服(fu)務協作、社(she)保卡“一卡通(tong)”等(deng)合作事項(xiang)落實(shi)落地。
