2月15日,青島市(shi)人(ren)(ren)(ren)(ren)力資(zi)源(yuan)社會保障(zhang)工作(zuo)會議召開。2022年,青島市(shi)要確(que)保實(shi)現城鎮新增就業35萬(wan)人(ren)(ren)(ren)(ren)以(yi)上(shang)(shang)、政策性扶持創業3萬(wan)人(ren)(ren)(ren)(ren)、開發公益性崗位(wei)3.7萬(wan)個以(yi)上(shang)(shang)。同時,全年計劃引進集聚人(ren)(ren)(ren)(ren)才25萬(wan)人(ren)(ren)(ren)(ren)以(yi)上(shang)(shang)、開展補貼性職(zhi)業技能(neng)培訓(xun)10萬(wan)人(ren)(ren)(ren)(ren)次、實(shi)現新增技能(neng)人(ren)(ren)(ren)(ren)才5萬(wan)人(ren)(ren)(ren)(ren)。并持續優化“無(wu)感知、免打擾”大數據認證體系(xi),實(shi)現認證通過率94.8%以(yi)上(shang)(shang)。
城鎮就業增加35萬人以上
政策性扶持創業3萬人
在推進就業(ye)創業(ye)工作方面(mian),重(zhong)點是“強化兩個(ge)導(dao)向(xiang)、聚焦三方面(mian)精準發力”。強化經濟發展的就業(ye)導(dao)向(xiang)和(he)創業(ye)帶動就業(ye)導(dao)向(xiang)。青島(dao)市將實(shi)(shi)施(shi)新(xin)(xin)一輪就業(ye)優(you)先政策(ce),并聚焦重(zhong)點產業(ye)領域、重(zhong)大民生項目分類(lei)施(shi)策(ce),確保實(shi)(shi)現城鎮新(xin)(xin)增(zeng)就業(ye)35萬人以上(shang)。并將打(da)造青島(dao)創業(ye)總部(bu)、高(gao)(gao)效(xiao)能落實(shi)(shi)創業(ye)扶(fu)(fu)持政策(ce)、高(gao)(gao)水平舉辦創業(ye)創新(xin)(xin)活(huo)動,實(shi)(shi)現全(quan)年政策(ce)性扶(fu)(fu)持創業(ye)3萬人。
青(qing)島市將在穩(wen)(wen)就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)、保(bao)居民就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)上(shang)聚(ju)焦三方面發(fa)(fa)力(li)。首(shou)先,抓好高(gao)校(xiao)畢業(ye)(ye)(ye)(ye)生、農民工(gong)、新業(ye)(ye)(ye)(ye)態等重(zhong)點(dian)群體(ti)就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)。圍繞提(ti)升(sheng)高(gao)校(xiao)畢業(ye)(ye)(ye)(ye)生留(liu)青(qing)、來(lai)青(qing)和回青(qing)率(lv),實(shi)施(shi)高(gao)校(xiao)畢業(ye)(ye)(ye)(ye)生見習(xi)(xi)實(shi)習(xi)(xi)擴圍、大(da)學(xue)生就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)競爭(zheng)力(li)提(ti)升(sheng)和“青(qing)雁(yan)歸巢”三項計(ji)劃,穩(wen)(wen)定(ding)總(zong)體(ti)就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)率(lv);完善農民工(gong)就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)服(fu)(fu)(fu)(fu)(fu)務保(bao)障體(ti)系;支持(chi)和規范發(fa)(fa)展新就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)形態。其次(ci),加強兜底幫扶。實(shi)施(shi)城鄉公益性崗位(wei)擴容提(ti)質行動(dong)(dong),開(kai)發(fa)(fa)公益性崗位(wei)3.7萬個以上(shang);推(tui)進家庭服(fu)(fu)(fu)(fu)(fu)務業(ye)(ye)(ye)(ye)“領跑(pao)者”行動(dong)(dong),推(tui)廣鄉村大(da)齡困(kun)難(nan)人(ren)員(yuan)再就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)試點(dian),推(tui)進東西部勞(lao)務協作,托底安置(zhi)(zhi)就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)困(kun)難(nan)人(ren)員(yuan)、脫貧勞(lao)動(dong)(dong)力(li)。此外(wai),促進就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)服(fu)(fu)(fu)(fu)(fu)務質量提(ti)升(sheng)。實(shi)施(shi)公共就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)服(fu)(fu)(fu)(fu)(fu)務質量提(ti)升(sheng)工(gong)程,完善就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)服(fu)(fu)(fu)(fu)(fu)務專員(yuan)和重(zhong)點(dian)企業(ye)(ye)(ye)(ye)用(yong)工(gong)常(chang)態化服(fu)(fu)(fu)(fu)(fu)務機制(zhi);健全(quan)失業(ye)(ye)(ye)(ye)風(feng)險(xian)監測預警和應(ying)對處置(zhi)(zhi)機制(zhi),建立勞(lao)動(dong)(dong)用(yong)工(gong)余缺調(diao)劑(ji)機制(zhi),全(quan)力(li)防范規模(mo)性失業(ye)(ye)(ye)(ye)風(feng)險(xian)。
引才聚才25萬人以上
技能人才新增5萬人
在深(shen)(shen)化人(ren)(ren)才人(ren)(ren)事制度改革方面,重點是(shi)“抓好(hao)兩支(zhi)隊伍、深(shen)(shen)化三項創(chuang)新(xin)”,計劃2022年引進集聚人(ren)(ren)才25萬人(ren)(ren)以上。青島(dao)市(shi)將(jiang)著力加強技(ji)能(neng)(neng)(neng)人(ren)(ren)才隊伍建(jian)設(she)。全面推行終(zhong)身職(zhi)業(ye)(ye)技(ji)能(neng)(neng)(neng)培訓制度,開(kai)展(zhan)補貼性職(zhi)業(ye)(ye)技(ji)能(neng)(neng)(neng)培訓10萬人(ren)(ren)次(ci)、實現新(xin)增技(ji)能(neng)(neng)(neng)人(ren)(ren)才5萬人(ren)(ren);拓展(zhan)企業(ye)(ye)技(ji)能(neng)(neng)(neng)人(ren)(ren)才自主(zhu)評價(jia),并穩步實施技(ji)工(gong)教育擴容行動;全力做(zuo)好(hao)第(di)46屆(jie)世界技(ji)能(neng)(neng)(neng)大(da)賽備戰和首屆(jie)省職(zhi)業(ye)(ye)技(ji)能(neng)(neng)(neng)大(da)賽承辦工(gong)作。同時(shi),持續壯(zhuang)大(da)專業(ye)(ye)技(ji)術人(ren)(ren)才隊伍。積極開(kai)展(zhan)工(gong)業(ye)(ye)互聯網、大(da)數據(ju)、快遞(di)等新(xin)職(zhi)業(ye)(ye)職(zhi)稱(cheng)(cheng)申報評審,加快教育、衛生等領(ling)域職(zhi)稱(cheng)(cheng)改革;還將(jiang)完善博(bo)士(shi)后(hou)聚青創(chuang)新(xin)創(chuang)業(ye)(ye)促進政策,舉辦博(bo)士(shi)后(hou)創(chuang)新(xin)創(chuang)業(ye)(ye)成果(guo)大(da)賽,升級(ji)青島(dao)國際博(bo)士(shi)后(hou)創(chuang)新(xin)創(chuang)業(ye)(ye)園。

在(zai)完善(shan)社(she)(she)(she)會保(bao)(bao)障體系方面,青島市將(jiang)做(zuo)到“四(si)個提(ti)(ti)(ti)升”。一是提(ti)(ti)(ti)升改革落地效果。提(ti)(ti)(ti)高(gao)企業(ye)(ye)年金(jin)(jin)(jin)(jin)覆蓋面,推(tui)(tui)動個人(ren)養老金(jin)(jin)(jin)(jin)制(zhi)度落地實(shi)施;探索建立補充工(gong)(gong)傷(shang)(shang)保(bao)(bao)險(xian)(xian)制(zhi)度和工(gong)(gong)傷(shang)(shang)職(zhi)工(gong)(gong)長(chang)期醫療護理(li)制(zhi)度,推(tui)(tui)進快遞員群體參(can)加(jia)工(gong)(gong)傷(shang)(shang)保(bao)(bao)險(xian)(xian)工(gong)(gong)作;還將(jiang)按照(zhao)國家(jia)和省部(bu)署,調整退休人(ren)員基(ji)本養老金(jin)(jin)(jin)(jin)。二是提(ti)(ti)(ti)升社(she)(she)(she)會保(bao)(bao)險(xian)(xian)覆蓋面。以(yi)農(nong)民工(gong)(gong)、新業(ye)(ye)態人(ren)員等群體為重(zhong)點,開展精(jing)準參(can)保(bao)(bao)擴面專項(xiang)行(xing)(xing)動,還將(jiang)完善(shan)工(gong)(gong)程建設(she)領域按項(xiang)目參(can)保(bao)(bao)機制(zhi),實(shi)現(xian)重(zhong)點行(xing)(xing)業(ye)(ye)企業(ye)(ye)工(gong)(gong)傷(shang)(shang)保(bao)(bao)險(xian)(xian)應保(bao)(bao)盡保(bao)(bao)。三是提(ti)(ti)(ti)升社(she)(she)(she)保(bao)(bao)經辦(ban)服務(wu)(wu)水平。加(jia)快推(tui)(tui)進社(she)(she)(she)保(bao)(bao)卡(ka)居(ju)民服務(wu)(wu)“一卡(ka)通”建設(she),并持(chi)續優化“無感(gan)知、免(mian)打擾”大(da)數據認證(zheng)體系,實(shi)現(xian)認證(zheng)通過(guo)率(lv)94.8%以(yi)上。四(si)是提(ti)(ti)(ti)升社(she)(she)(she)保(bao)(bao)基(ji)金(jin)(jin)(jin)(jin)風險(xian)(xian)防控水平,制(zhi)定全(quan)市人(ren)社(she)(she)(she)系統(tong)基(ji)金(jin)(jin)(jin)(jin)資金(jin)(jin)(jin)(jin)監督管理(li)暫行(xing)(xing)辦(ban)法(fa)。
在構建(jian)和諧勞動(dong)關系(xi)方面,青(qing)島市將(jiang)重(zhong)點(dian)健全勞動(dong)關系(xi)協調機(ji)制(zhi)(zhi)(zhi)、勞動(dong)人(ren)事(shi)爭議調解(jie)(jie)仲裁(cai)機(ji)制(zhi)(zhi)(zhi)、根(gen)(gen)治(zhi)欠(qian)薪(xin)長效機(ji)制(zhi)(zhi)(zhi)“三項機(ji)制(zhi)(zhi)(zhi)”。持(chi)續(xu)開展勞動(dong)關系(xi)“和諧同(tong)行”能力提升行動(dong),規范和引導(dao)電子勞動(dong)合同(tong)發展。并開展“重(zhong)點(dian)企業、重(zhong)點(dian)園區、重(zhong)點(dian)樓宇(yu)”預防調解(jie)(jie)平臺建(jian)設,深化調解(jie)(jie)仲裁(cai)“互聯(lian)網+”平臺建(jian)設。此外,還將(jiang)修訂市勞動(dong)保障監察條例,開展“根(gen)(gen)治(zhi)欠(qian)薪(xin)攻堅年”行動(dong),推進工程建(jian)設領(ling)域農民工工資保證金(jin)制(zhi)(zhi)(zhi)度落實。
在(zai)打造人(ren)社服務(wu)(wu)品牌方面(mian),青(qing)島市將制定人(ren)社數(shu)字化轉型升級三(san)年行動方案,整合智慧人(ren)才(cai)和(he)公共就業大數(shu)據監控平臺,提(ti)升數(shu)據治(zhi)理和(he)服務(wu)(wu)能力,還將創新(xin)(xin)幫辦(ban)代辦(ban)服務(wu)(wu)機(ji)制。并將持續推(tui)進人(ren)社服務(wu)(wu)快辦(ban)行動,拓(tuo)展人(ren)社服務(wu)(wu)一(yi)件(jian)事打包辦(ban)、高頻事項(xiang)提(ti)速辦(ban)、所有事項(xiang)簡便辦(ban)。此(ci)外,還將推(tui)廣“政策(ce)找(zhao)人(ren)”“免申即享”服務(wu)(wu)新(xin)(xin)模式,推(tui)進膠(jiao)東五市人(ren)才(cai)服務(wu)(wu)協作、社保卡(ka)“一(yi)卡(ka)通”等(deng)合作事項(xiang)落實落地(di)。
