按照《山(shan)東省(sheng)事(shi)業(ye)單(dan)(dan)位(wei)公(gong)(gong)開(kai)招聘(pin)人(ren)員實(shi)施辦法》(魯人(ren)發(fa)〔2006〕23號(hao))和(he)《煙臺市事(shi)業(ye)單(dan)(dan)位(wei)公(gong)(gong)開(kai)招聘(pin)人(ren)員實(shi)施細(xi)則(試(shi)行)》(煙人(ren)〔2007〕58號(hao))規定,2014年煙臺市福山(shan)區(qu)事(shi)業(ye)單(dan)(dan)位(wei)擬面向社會公(gong)(gong)開(kai)招聘(pin)工作人(ren)員2名(ming)。現公(gong)(gong)告如下:

一、招聘對象和條件

(一)具有(you)中(zhong)華人民共和國(guo)國(guo)籍,享有(you)公民的政治(zhi)權(quan)利。

(二)遵紀守法(fa),勤奮敬業,具(ju)有良(liang)好的(de)品行和職業道德。

(三(san))身體健(jian)康,具有正常履行(xing)職(zhi)責的身體條件。

(四)2014年全日制普通高等學校應屆畢業生(sheng)不受年齡(ling)限制,其他報考人員報考須(xu)1984年1月1日及以(yi)后出生(sheng)。

(五)海外留學(xue)(xue)人(ren)員獲得國務院學(xue)(xue)位(wei)委員會(hui)和教育部授(shou)權教育部留學(xue)(xue)服務中心出具的學(xue)(xue)位(wei)、學(xue)(xue)歷認證后,可(ke)報考招聘同等(deng)學(xue)(xue)歷層次的崗位(wei)。

(六)符合國家法(fa)律、法(fa)規、政(zheng)策規定和招聘崗(gang)位要求的其(qi)他所(suo)有(you)資(zi)格(ge)條件。

報(bao)考人(ren)(ren)員(yuan)學(xue)(xue)(xue)歷(li)證(zheng)書(shu)所(suo)載專(zhuan)業須(xu)與招(zhao)聘崗位專(zhuan)業要(yao)求相一致,每人(ren)(ren)限(xian)報(bao)一個崗位。除2014年國家統招(zhao)全日制普(pu)通大中專(zhuan)院校畢業生(sheng)學(xue)(xue)(xue)歷(li)證(zheng)書(shu)及相應學(xue)(xue)(xue)位證(zheng)書(shu)應于2014年7月底前(qian)取得外(wai),招(zhao)聘崗位要(yao)求的所(suo)有資(zi)格資(zi)質證(zheng)書(shu)(含(han)海外(wai)留(liu)學(xue)(xue)(xue)人(ren)(ren)員(yuan)的學(xue)(xue)(xue)歷(li)、學(xue)(xue)(xue)位認證(zheng)書(shu)),應聘人(ren)(ren)員(yuan)均須(xu)于本次招(zhao)聘報(bao)名截止日之(zhi)前(qian)取得。

公(gong)開(kai)招聘(pin)(pin)人(ren)(ren)員(yuan)(yuan)(yuan)(yuan)的(de)回(hui)避(bi)問題,參照中(zhong)(zhong)(zhong)共中(zhong)(zhong)(zhong)央組織部、人(ren)(ren)力(li)資源和社會保障部《關于印發<公(gong)務(wu)員(yuan)(yuan)(yuan)(yuan)回(hui)避(bi)規定(試行)>的(de)通知》(中(zhong)(zhong)(zhong)組發〔2011〕31號)任(ren)職回(hui)避(bi)的(de)有(you)(you)關規定,報(bao)考(kao)(kao)人(ren)(ren)員(yuan)(yuan)(yuan)(yuan)不(bu)得(de)報(bao)考(kao)(kao)與本人(ren)(ren)有(you)(you)應(ying)回(hui)避(bi)親屬關系的(de)單(dan)位(wei)或(huo)崗(gang)位(wei)。在讀全(quan)日制普通高等院校(xiao)非應(ying)屆(jie)(jie)畢業(ye)生(sheng)、現(xian)役軍人(ren)(ren)、曾受過刑事(shi)處罰或(huo)被開(kai)除(chu)公(gong)職的(de)人(ren)(ren)員(yuan)(yuan)(yuan)(yuan)、2010年以(yi)來在各級(ji)公(gong)務(wu)員(yuan)(yuan)(yuan)(yuan)考(kao)(kao)錄和事(shi)業(ye)單(dan)位(wei)公(gong)開(kai)招聘(pin)(pin)中(zhong)(zhong)(zhong)被認定有(you)(you)作弊行為(wei)(wei)的(de)人(ren)(ren)員(yuan)(yuan)(yuan)(yuan)以(yi)及法(fa)律(lv)、法(fa)規規定不(bu)得(de)應(ying)聘(pin)(pin)的(de)其(qi)他(ta)情(qing)形人(ren)(ren)員(yuan)(yuan)(yuan)(yuan),不(bu)得(de)參加報(bao)考(kao)(kao)。在讀全(quan)日制普通高等院校(xiao)非應(ying)屆(jie)(jie)畢業(ye)生(sheng)不(bu)得(de)以(yi)已取得(de)的(de)學歷學位(wei)作為(wei)(wei)報(bao)考(kao)(kao)條(tiao)件(jian)參加招考(kao)(kao)。

二、報名

報名采取統(tong)一時間、現場報名、現場資格(ge)初(chu)審、現場繳費(fei)的(de)方式(shi)進行。按照魯(lu)價費(fei)函〔2008〕13號文件的(de)規定(ding),通過(guo)資格(ge)初(chu)審的(de)報名人員(yuan)當場繳費(fei),筆試考(kao)務費(fei)收取標準為每(mei)(mei)人每(mei)(mei)科40元(yuan)。

(一(yi))報名時間與地點

1、報名時間(jian):2014年6月14日(ri)—6月16日(ri)上午:8:30—11:30;下午:2:00—5:00。

2、報名地點:煙臺市(shi)福(fu)山(shan)區(qu)人力資源市(shi)場(福(fu)山(shan)區(qu)福(fu)海路152號,原勞動局(ju)大樓(lou)一(yi)樓(lou)大廳內)。

(二)具體要求

應聘人(ren)(ren)員報名(ming)(ming)時,須提交填寫完整(zheng)的(de)《煙臺(tai)市福山區公(gong)開招聘工作(zuo)人(ren)(ren)員報名(ming)(ming)登記表》和親筆簽(qian)名(ming)(ming)的(de)《應聘事業單(dan)位工作(zuo)人(ren)(ren)員誠信承諾書(shu)》、近期一寸同(tong)底(di)版(ban)正(zheng)面免冠(guan)彩(cai)色照片3張以(yi)及學歷證(zheng)書(shu)、學位證(zheng)書(shu)、身份(fen)證(zheng)(或戶口(kou)所在地派出(chu)所出(chu)具的(de)帶有(you)出(chu)生日期的(de)戶籍證(zheng)明(ming))等證(zheng)明(ming)材料的(de)原(yuan)件及復(fu)印件。

同時(shi)提交下列證(zheng)明材(cai)料(liao)(原件(jian)及復印(yin)件(jian)):

1、擇(ze)業(ye)期內未派遣的(de)畢業(ye)生須(xu)提交畢業(ye)生就(jiu)業(ye)主管機(ji)關簽(qian)(qian)發(fa)的(de)報到證(zheng)(zheng),已(yi)經簽(qian)(qian)訂就(jiu)業(ye)協議書的(de)畢業(ye)生還(huan)須(xu)用人(ren)單位出具同(tong)意報考證(zheng)(zheng)明。

2、有工作單(dan)(dan)位的(de)(de)報(bao)考(kao)人(ren)(ren)(ren)(ren)(ren)員須提交與(yu)用人(ren)(ren)(ren)(ren)(ren)單(dan)(dan)位簽(qian)訂的(de)(de)勞動合同(tong)(tong)(聘(pin)用合同(tong)(tong))、具(ju)有人(ren)(ren)(ren)(ren)(ren)事(shi)管(guan)理(li)(li)(li)權限部門(men)或(huo)單(dan)(dan)位出(chu)具(ju)的(de)(de)同(tong)(tong)意報(bao)考(kao)證明(ming)信(xin)(實(shi)(shi)行集體(ti)人(ren)(ren)(ren)(ren)(ren)事(shi)代(dai)理(li)(li)(li)的(de)(de),除用人(ren)(ren)(ren)(ren)(ren)單(dan)(dan)位出(chu)具(ju)同(tong)(tong)意報(bao)考(kao)證明(ming)信(xin)外,還須人(ren)(ren)(ren)(ren)(ren)事(shi)代(dai)理(li)(li)(li)機構出(chu)具(ju)人(ren)(ren)(ren)(ren)(ren)事(shi)代(dai)理(li)(li)(li)證明(ming)信(xin)。實(shi)(shi)行個(ge)人(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)事(shi)代(dai)理(li)(li)(li)的(de)(de),由人(ren)(ren)(ren)(ren)(ren)事(shi)代(dai)理(li)(li)(li)機構出(chu)具(ju)個(ge)人(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)事(shi)代(dai)理(li)(li)(li)證明(ming)信(xin))等。中小學教師(shi)報(bao)考(kao),須經縣以上教育行政主管(guan)部門(men)同(tong)(tong)意。

3、符(fu)合條件(jian)的海外(wai)留學(xue)(xue)歸國人(ren)員須提交國務院學(xue)(xue)位(wei)委員會(hui)和(he)教育(yu)部授權教育(yu)部留學(xue)(xue)服(fu)務中(zhong)心出具(ju)的學(xue)(xue)位(wei)、學(xue)(xue)歷認(ren)證手續(xu)。

4、農村特(te)困(kun)大學生(sheng)(sheng)(sheng)和城(cheng)市(shi)低(di)保(bao)人(ren)員,免收考務(wu)費。報名時須提交以下證(zheng)(zheng)明材料:省人(ren)力資(zi)源社會(hui)保(bao)障(zhang)廳、省教(jiao)育廳核發的(de)(de)《山(shan)(shan)東省特(te)困(kun)家(jia)庭(ting)畢業生(sheng)(sheng)(sheng)就(jiu)業服務(wu)卡》原(yuan)件(jian)(jian)及(ji)復(fu)(fu)印件(jian)(jian)。沒有(you)《山(shan)(shan)東省特(te)困(kun)家(jia)庭(ting)畢業生(sheng)(sheng)(sheng)就(jiu)業服務(wu)卡》的(de)(de),城(cheng)市(shi)低(di)保(bao)人(ren)員可提交家(jia)庭(ting)所(suo)在(zai)地的(de)(de)縣(xian)(市(shi)、區)民(min)政(zheng)部(bu)門出具(ju)的(de)(de)享受(shou)最低(di)生(sheng)(sheng)(sheng)活保(bao)障(zhang)的(de)(de)證(zheng)(zheng)明和低(di)保(bao)證(zheng)(zheng)原(yuan)件(jian)(jian)及(ji)復(fu)(fu)印件(jian)(jian),農村特(te)困(kun)大學生(sheng)(sheng)(sheng)可提交家(jia)庭(ting)所(suo)在(zai)地的(de)(de)縣(xian)(市(shi)、區)民(min)政(zheng)部(bu)門出具(ju)的(de)(de)特(te)困(kun)證(zheng)(zheng)明和特(te)困(kun)家(jia)庭(ting)基本情況(kuang)檔案卡原(yuan)件(jian)(jian)及(ji)復(fu)(fu)印件(jian)(jian)。

未在規定報名時(shi)間內提交有(you)關材(cai)料的(de),視為棄權。經審查(cha)不具備(bei)報考條件的(de),取消其考試資格。

(三)其它事項

報(bao)名(ming)結束(shu)后,最終報(bao)名(ming)人數達(da)不到(dao)計劃(hua)聘(pin)用人數3倍的崗(gang)位(wei),按(an)1:3的比例相應核減招(zhao)聘(pin)計劃(hua)。招(zhao)聘(pin)崗(gang)位(wei)取消(xiao)核減情況(kuang)以及筆試時間、地(di)點等有關事項,在(zai)網上公布(bu)。

三、資格審查

對報考(kao)(kao)人員(yuan)的資格(ge)審查工(gong)(gong)作(zuo),貫穿招考(kao)(kao)工(gong)(gong)作(zuo)的全過程。對弄虛作(zuo)假者(zhe),一經發現,無論招考(kao)(kao)工(gong)(gong)作(zuo)進行到(dao)何(he)階段,取消其考(kao)(kao)試、聘用資格(ge)。

四、考試

招聘考試實(shi)行(xing)筆(bi)試和面(mian)試相(xiang)結合的辦(ban)法。

(一)筆試

1、筆試(shi)科目。筆試(shi)科目為公共基(ji)礎知識和綜合寫(xie)作(zuo)兩科。按公共基(ji)礎知識和綜合寫(xie)作(zuo)5:5的比例百(bai)分制計算(suan)筆試(shi)總成績,筆試(shi)總成績計算(suan)到小數(shu)點(dian)后兩位(wei)數(shu),尾數(shu)四舍五入。公共基(ji)礎知識主要(yao)包括政(zheng)治(zhi)經(jing)濟理論、思想品(pin)德(de)、法律(lv)常識、時政(zheng)方針(zhen)等知識。綜合寫(xie)作(zuo)主要(yao)考察考生基(ji)礎寫(xie)作(zuo)水(shui)平。

2、進(jin)入(ru)面試(shi)(shi)人(ren)員的確定(ding)。筆(bi)(bi)試(shi)(shi)結束后,根據筆(bi)(bi)試(shi)(shi)結果確定(ding)筆(bi)(bi)試(shi)(shi)合(he)格(ge)(ge)線(xian)(xian)。在筆(bi)(bi)試(shi)(shi)成績合(he)格(ge)(ge)線(xian)(xian)內,由高分到(dao)低(di)分按1:3的比(bi)(bi)例(li)(li)確定(ding)進(jin)入(ru)面試(shi)(shi)范(fan)圍人(ren)員。筆(bi)(bi)試(shi)(shi)合(he)格(ge)(ge)人(ren)數(shu)出現(xian)空缺(que)的崗位,取消(xiao)聘用計劃。達不(bu)到(dao)規定(ding)比(bi)(bi)例(li)(li)的,按實有合(he)格(ge)(ge)人(ren)數(shu)確定(ding)進(jin)入(ru)面試(shi)(shi)范(fan)圍。筆(bi)(bi)試(shi)(shi)成績、進(jin)入(ru)面試(shi)(shi)人(ren)員名單及面試(shi)(shi)時間(jian)、地點等有關(guan)事項,將在網上(shang)公布。

(二)面試

面(mian)試(shi)(shi)(shi)(shi)由福山區人(ren)力資(zi)源(yuan)和(he)社會保(bao)障局會同相關單位(wei)組(zu)織(zhi)。進入面(mian)試(shi)(shi)(shi)(shi)人(ren)員按照魯價費(fei)函〔2008〕13號文(wen)件的(de)規定(ding)繳納面(mian)試(shi)(shi)(shi)(shi)考(kao)務(wu)費(fei)70元。享受減免筆試(shi)(shi)(shi)(shi)考(kao)務(wu)費(fei)的(de)人(ren)員,經本人(ren)申請,可免繳面(mian)試(shi)(shi)(shi)(shi)考(kao)務(wu)費(fei)。

面(mian)(mian)試(shi)(shi)采取結構化面(mian)(mian)試(shi)(shi)的(de)方式進行,主要考察(cha)報考人(ren)員的(de)綜(zong)合素(su)質和專業工作技能。面(mian)(mian)試(shi)(shi)實(shi)行百分(fen)制,成(cheng)績保留到小數(shu)點后(hou)兩位數(shu),尾數(shu)四舍五入(ru),本場面(mian)(mian)試(shi)(shi)結束(shu)后(hou)公(gong)布。為保證人(ren)員素(su)質,面(mian)(mian)試(shi)(shi)成(cheng)績不足(zu)60分(fen)的(de)不予聘用(yong)。面(mian)(mian)試(shi)(shi)的(de)其他具體(ti)事宜,另(ling)行通知。

面試(shi)(shi)結束后(hou),按筆(bi)試(shi)(shi)、面試(shi)(shi)成績(ji)(ji)(ji)5:5的(de)比例計算考(kao)試(shi)(shi)總成績(ji)(ji)(ji)。根據(ju)考(kao)試(shi)(shi)總成績(ji)(ji)(ji),由(you)高(gao)分(fen)到低分(fen)按照1:1比例確定進(jin)(jin)入(ru)體檢、考(kao)核范(fan)圍人(ren)(ren)員(yuan)。如同一(yi)崗位中出現應考(kao)人(ren)(ren)員(yuan)考(kao)試(shi)(shi)總成績(ji)(ji)(ji)相同且(qie)影響聘用的(de),以筆(bi)試(shi)(shi)成績(ji)(ji)(ji)排序。筆(bi)試(shi)(shi)成績(ji)(ji)(ji)仍相同的(de),依次按博(bo)士(shi)、碩士(shi)、省級優秀(xiu)畢業(ye)生(sheng)、普通(tong)院校(xiao)本科(ke)(ke)畢業(ye)生(sheng)、普通(tong)院校(xiao)專科(ke)(ke)畢業(ye)生(sheng)的(de)順序排序。仍不能(neng)確定的(de),則組織(zhi)專家重新命題(ti)對總成績(ji)(ji)(ji)相同的(de)人(ren)(ren)員(yuan)進(jin)(jin)行面試(shi)(shi),并以重新面試(shi)(shi)后(hou)的(de)總成績(ji)(ji)(ji)排序確定進(jin)(jin)入(ru)體檢考(kao)核范(fan)圍人(ren)(ren)選。進(jin)(jin)入(ru)體檢考(kao)核范(fan)圍人(ren)(ren)員(yuan)名單在網上(shang)公布。

五、體檢與考核

成立考核工(gong)(gong)作(zuo)小組(zu)(zu),每組(zu)(zu)由2名以(yi)上(shang)工(gong)(gong)作(zuo)人(ren)員(yuan)組(zu)(zu)成,具體(ti)負責考核工(gong)(gong)作(zuo)。考核按照德才兼備的(de)(de)標準(zhun),根據招(zhao)(zhao)聘崗位的(de)(de)要(yao)求,全(quan)面了解被考核對(dui)象(xiang)(xiang)的(de)(de)政(zheng)治思想、道德品質(zhi)、能力素質(zhi)、學習和工(gong)(gong)作(zuo)表現、遵紀守法、廉潔(jie)自律以(yi)及(ji)是(shi)否(fou)需(xu)要(yao)回(hui)避等(deng)方面的(de)(de)情況,并對(dui)考核對(dui)象(xiang)(xiang)進行資(zi)格復審。如經考核不合格或發現在(zai)應聘過程中有(you)弄虛作(zuo)假等(deng)違(wei)反《招(zhao)(zhao)聘簡章》規定的(de)(de)行為,不予聘用(yong)或取消(xiao)聘用(yong)。考核小組(zu)(zu)要(yao)實事求是(shi)、客觀(guan)公正地評(ping)價被考核對(dui)象(xiang)(xiang),并寫出書(shu)面考核意見。國家對(dui)招(zhao)(zhao)聘崗位考核標準(zhun)另(ling)有(you)規定的(de)(de),從(cong)其(qi)規定。

六、聘用

經體檢、考(kao)核合(he)格(ge)的(de)人(ren)(ren)(ren)(ren)員(yuan)(yuan)(yuan),經審查人(ren)(ren)(ren)(ren)事檔案或有(you)關材料后(hou)(hou),符合(he)本《招聘簡章(zhang)》規定(ding)的(de),在網上公示,公示期(qi)7個工作日。公示期(qi)滿(man)無異議的(de),根據擬聘用(yong)(yong)人(ren)(ren)(ren)(ren)員(yuan)(yuan)(yuan)情況和用(yong)(yong)人(ren)(ren)(ren)(ren)單位(wei)行(xing)(xing)業(ye)特(te)點、人(ren)(ren)(ren)(ren)員(yuan)(yuan)(yuan)結構等情況,由組織(zhi)、人(ren)(ren)(ren)(ren)社(she)部門統一研究確(que)定(ding)分配(pei)去(qu)向,擬聘用(yong)(yong)人(ren)(ren)(ren)(ren)員(yuan)(yuan)(yuan)必須服從組織(zhi)分配(pei),否則,取消(xiao)聘用(yong)(yong)資(zi)格(ge)。分配(pei)去(qu)向確(que)定(ding)后(hou)(hou),按相關規定(ding)辦(ban)理聘用(yong)(yong)手續,用(yong)(yong)人(ren)(ren)(ren)(ren)單位(wei)按規定(ding)與受聘人(ren)(ren)(ren)(ren)員(yuan)(yuan)(yuan)簽訂聘用(yong)(yong)合(he)同(tong)。受聘人(ren)(ren)(ren)(ren)員(yuan)(yuan)(yuan)按規定(ding)實行(xing)(xing)試用(yong)(yong)期(qi)制(zhi)度,試用(yong)(yong)期(qi)不合(he)格(ge)的(de)解除(chu)聘用(yong)(yong)合(he)同(tong),進入人(ren)(ren)(ren)(ren)才市場自(zi)主(zhu)擇(ze)業(ye)。

對體檢考核不合格、棄權、不能在規定的(de)時間報(bao)到或其他原因造成的(de)崗(gang)位空缺,不再(zai)遞補其他人(ren)員。

應聘人員(yuan)在報考期(qi)間要及時了(le)解招聘網站(zhan)發布的最新信(xin)息,因本人原因錯過(guo)重要信(xin)息而影響考試聘用(yong)的,責(ze)任自負。
