6月5日,記者從濰(wei)坊市(shi)人力資源和社(she)會(hui)保(bao)障局獲悉,我市(shi)日前出(chu)臺(tai)了2014年企業(ye)工資指導(dao)線。
濰(wei)坊市(shi)確定2014年(nian)企(qi)(qi)(qi)業(ye)(ye)工(gong)(gong)資(zi)(zi)指導線(xian)(xian)為(wei):(一)企(qi)(qi)(qi)業(ye)(ye)職(zhi)工(gong)(gong)貨(huo)幣(bi)工(gong)(gong)資(zi)(zi)增長(chang)基(ji)準線(xian)(xian):12%。(二)企(qi)(qi)(qi)業(ye)(ye)職(zhi)工(gong)(gong)貨(huo)幣(bi)工(gong)(gong)資(zi)(zi)增長(chang)上線(xian)(xian)(預警線(xian)(xian)):20%。(三)企(qi)(qi)(qi)業(ye)(ye)職(zhi)工(gong)(gong)貨(huo)幣(bi)工(gong)(gong)資(zi)(zi)增長(chang)下線(xian)(xian):4%。企(qi)(qi)(qi)業(ye)(ye)可(ke)(ke)以(yi)2013年(nian)全市(shi)城鎮非(fei)私營企(qi)(qi)(qi)業(ye)(ye)在崗(gang)職(zhi)工(gong)(gong)平均工(gong)(gong)資(zi)(zi)44190元為(wei)基(ji)數,也可(ke)(ke)以(yi)本(ben)企(qi)(qi)(qi)業(ye)(ye)2013年(nian)在崗(gang)職(zhi)工(gong)(gong)平均工(gong)(gong)資(zi)(zi)為(wei)基(ji)數。
對于(yu)經(jing)濟效益較好、支(zhi)付(fu)能力較強的企(qi)(qi)(qi)業(ye),可(ke)在(zai)基(ji)準(zhun)(zhun)線與上線之間安排(pai)工(gong)資增長(chang)。生(sheng)產(chan)(chan)經(jing)營正常、經(jing)濟效益一般(ban)的企(qi)(qi)(qi)業(ye)可(ke)在(zai)基(ji)準(zhun)(zhun)線和下(xia)線之間安排(pai)工(gong)資增長(chang)。生(sheng)產(chan)(chan)經(jing)營較困難、上年虧(kui)損(sun)且當年可(ke)能出現虧(kui)損(sun)的企(qi)(qi)(qi)業(ye),可(ke)暫不增加工(gong)資。各類企(qi)(qi)(qi)業(ye)對提供正常勞動的職工(gong)支(zhi)付(fu)的工(gong)資不得低(di)于(yu)我(wo)市最低(di)工(gong)資標準(zhun)(zhun)。
對(dui)于競(jing)爭性國有(you)和國有(you)控股企業(含國有(you)相(xiang)對(dui)控股企業,下(xia)同),本年度職(zhi)工(gong)(gong)工(gong)(gong)資(zi)增(zeng)長不得突破上線(預警線)。職(zhi)工(gong)(gong)平均(jun)工(gong)(gong)資(zi)低于2013年全市城鎮非(fei)私營企業在(zai)崗職(zhi)工(gong)(gong)平均(jun)工(gong)(gong)資(zi)的,在(zai)效益等條件允許的前提下(xia),可按照上線增(zeng)加職(zhi)工(gong)(gong)工(gong)(gong)資(zi)。
壟(long)斷企業(ye)及國(guo)家財政(zheng)補貼(tie)的國(guo)有(you)和國(guo)有(you)控(kong)股企業(ye),職(zhi)工(gong)平(ping)(ping)均工(gong)資(zi)(zi)增(zeng)(zeng)長(chang)(chang)幅度(du)不得(de)(de)突破基準線。上年工(gong)資(zi)(zi)水平(ping)(ping)高(gao)于全(quan)市城(cheng)鎮非(fei)私營(ying)企業(ye)在(zai)(zai)崗(gang)(gang)職(zhi)工(gong)平(ping)(ping)均工(gong)資(zi)(zi)3倍的,職(zhi)工(gong)平(ping)(ping)均工(gong)資(zi)(zi)增(zeng)(zeng)長(chang)(chang)必須在(zai)(zai)基準線以下安排。上年工(gong)資(zi)(zi)水平(ping)(ping)高(gao)于全(quan)市城(cheng)鎮非(fei)私營(ying)企業(ye)在(zai)(zai)崗(gang)(gang)職(zhi)工(gong)工(gong)資(zi)(zi)3倍且經濟(ji)效(xiao)益下降(jiang)幅度(du)較(jiao)大或虧損的,職(zhi)工(gong)工(gong)資(zi)(zi)增(zeng)(zeng)長(chang)(chang)不得(de)(de)突破下線。職(zhi)工(gong)工(gong)資(zi)(zi)水平(ping)(ping)相對偏低的企業(ye)且連續2年實現(xian)利(li)潤增(zeng)(zeng)長(chang)(chang)并贏利(li),預計2014年經濟(ji)效(xiao)益有(you)一定(ding)增(zeng)(zeng)長(chang)(chang)的,職(zhi)工(gong)工(gong)資(zi)(zi)增(zeng)(zeng)長(chang)(chang)不應低于基準線。
國有和國有控(kong)股企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)經營管理人員收入要與企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)效益(yi)、規模和職(zhi)(zhi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)(zi)增(zeng)長(chang)幅(fu)度掛鉤(gou)。企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)工(gong)(gong)(gong)(gong)資(zi)(zi)增(zeng)長(chang)達(da)不(bu)(bu)到(dao)工(gong)(gong)(gong)(gong)資(zi)(zi)指導(dao)線要求的,要同比例扣減(jian)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)負責人收入。企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)在崗(gang)職(zhi)(zhi)工(gong)(gong)(gong)(gong)平(ping)(ping)均(jun)工(gong)(gong)(gong)(gong)資(zi)(zi)低于(yu)我市城鎮(zhen)非(fei)私營企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)在崗(gang)職(zhi)(zhi)工(gong)(gong)(gong)(gong)平(ping)(ping)均(jun)工(gong)(gong)(gong)(gong)資(zi)(zi)的,企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)負責人收入增(zeng)幅(fu)不(bu)(bu)得高于(yu)本企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)職(zhi)(zhi)工(gong)(gong)(gong)(gong)平(ping)(ping)均(jun)工(gong)(gong)(gong)(gong)資(zi)(zi)增(zeng)幅(fu)。
