6月5日(ri)(ri),記者從濰(wei)坊市(shi)人力資源(yuan)和社會(hui)保障局獲悉,我市(shi)日(ri)(ri)前出臺了2014年企(qi)業(ye)工資指導線。
濰(wei)坊市(shi)確定2014年(nian)企(qi)業工(gong)(gong)(gong)資(zi)指導線(xian)為(wei):(一)企(qi)業職(zhi)工(gong)(gong)(gong)貨(huo)幣(bi)工(gong)(gong)(gong)資(zi)增(zeng)長(chang)基準線(xian):12%。(二)企(qi)業職(zhi)工(gong)(gong)(gong)貨(huo)幣(bi)工(gong)(gong)(gong)資(zi)增(zeng)長(chang)上線(xian)(預(yu)警線(xian)):20%。(三(san))企(qi)業職(zhi)工(gong)(gong)(gong)貨(huo)幣(bi)工(gong)(gong)(gong)資(zi)增(zeng)長(chang)下線(xian):4%。企(qi)業可以(yi)(yi)2013年(nian)全市(shi)城鎮非私(si)營企(qi)業在崗職(zhi)工(gong)(gong)(gong)平均工(gong)(gong)(gong)資(zi)44190元(yuan)為(wei)基數,也可以(yi)(yi)本企(qi)業2013年(nian)在崗職(zhi)工(gong)(gong)(gong)平均工(gong)(gong)(gong)資(zi)為(wei)基數。
對于(yu)經(jing)(jing)濟效(xiao)益(yi)較(jiao)好、支(zhi)付能(neng)力(li)較(jiao)強的企業,可(ke)(ke)在基準(zhun)線(xian)與上線(xian)之間(jian)安(an)排工(gong)(gong)(gong)資(zi)增(zeng)(zeng)(zeng)長。生(sheng)產經(jing)(jing)營正(zheng)常(chang)、經(jing)(jing)濟效(xiao)益(yi)一(yi)般的企業可(ke)(ke)在基準(zhun)線(xian)和下線(xian)之間(jian)安(an)排工(gong)(gong)(gong)資(zi)增(zeng)(zeng)(zeng)長。生(sheng)產經(jing)(jing)營較(jiao)困難(nan)、上年虧損且當年可(ke)(ke)能(neng)出現(xian)虧損的企業,可(ke)(ke)暫不(bu)增(zeng)(zeng)(zeng)加工(gong)(gong)(gong)資(zi)。各類企業對提(ti)供(gong)正(zheng)常(chang)勞動的職工(gong)(gong)(gong)支(zhi)付的工(gong)(gong)(gong)資(zi)不(bu)得低于(yu)我市最低工(gong)(gong)(gong)資(zi)標準(zhun)。
對于競爭性(xing)國有和(he)國有控股(gu)企(qi)業(ye)(含(han)國有相對控股(gu)企(qi)業(ye),下同(tong)),本年度職(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)增長不得突破上(shang)線(xian)(預警線(xian))。職(zhi)工(gong)(gong)(gong)平(ping)均(jun)工(gong)(gong)(gong)資(zi)低于2013年全市(shi)城鎮非私營企(qi)業(ye)在(zai)崗職(zhi)工(gong)(gong)(gong)平(ping)均(jun)工(gong)(gong)(gong)資(zi)的,在(zai)效益等條(tiao)件允許的前提下,可(ke)按照(zhao)上(shang)線(xian)增加職(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)。
壟(long)斷企業(ye)及(ji)國家財(cai)政補貼(tie)的(de)國有(you)(you)和國有(you)(you)控股(gu)企業(ye),職工(gong)(gong)(gong)(gong)(gong)平(ping)均工(gong)(gong)(gong)(gong)(gong)資(zi)增(zeng)長幅度(du)不(bu)得突(tu)破基(ji)準線。上年工(gong)(gong)(gong)(gong)(gong)資(zi)水平(ping)高(gao)于(yu)全(quan)市城鎮非私營(ying)企業(ye)在崗(gang)職工(gong)(gong)(gong)(gong)(gong)平(ping)均工(gong)(gong)(gong)(gong)(gong)資(zi)3倍的(de),職工(gong)(gong)(gong)(gong)(gong)平(ping)均工(gong)(gong)(gong)(gong)(gong)資(zi)增(zeng)長必須在基(ji)準線以下安排。上年工(gong)(gong)(gong)(gong)(gong)資(zi)水平(ping)高(gao)于(yu)全(quan)市城鎮非私營(ying)企業(ye)在崗(gang)職工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資(zi)3倍且經(jing)濟效(xiao)益(yi)下降幅度(du)較大(da)或虧損的(de),職工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資(zi)增(zeng)長不(bu)得突(tu)破下線。職工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資(zi)水平(ping)相對偏低(di)的(de)企業(ye)且連續2年實現利(li)潤增(zeng)長并贏(ying)利(li),預計2014年經(jing)濟效(xiao)益(yi)有(you)(you)一定增(zeng)長的(de),職工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資(zi)增(zeng)長不(bu)應低(di)于(yu)基(ji)準線。
國有和國有控股企(qi)業經營管理人(ren)員(yuan)收入(ru)要與企(qi)業效益、規模和職工工資(zi)(zi)增長幅(fu)度掛鉤。企(qi)業工資(zi)(zi)增長達不到(dao)工資(zi)(zi)指導(dao)線要求的,要同比例扣(kou)減企(qi)業負責人(ren)收入(ru)。企(qi)業在(zai)崗職工平均(jun)工資(zi)(zi)低于我市(shi)城鎮(zhen)非私營企(qi)業在(zai)崗職工平均(jun)工資(zi)(zi)的,企(qi)業負責人(ren)收入(ru)增幅(fu)不得高于本企(qi)業職工平均(jun)工資(zi)(zi)增幅(fu)。
