6月5日,記者從(cong)濰坊市人力資源和(he)社會保障局獲(huo)悉,我(wo)市日前出(chu)臺了2014年企業工資指導線(xian)。
濰坊市確定2014年(nian)企(qi)(qi)業工(gong)資(zi)指導(dao)線(xian)(xian)為(wei):(一)企(qi)(qi)業職工(gong)貨幣(bi)工(gong)資(zi)增長基(ji)(ji)準線(xian)(xian):12%。(二)企(qi)(qi)業職工(gong)貨幣(bi)工(gong)資(zi)增長上線(xian)(xian)(預(yu)警線(xian)(xian)):20%。(三)企(qi)(qi)業職工(gong)貨幣(bi)工(gong)資(zi)增長下(xia)線(xian)(xian):4%。企(qi)(qi)業可以2013年(nian)全(quan)市城鎮非私營企(qi)(qi)業在(zai)崗(gang)職工(gong)平(ping)均工(gong)資(zi)44190元(yuan)為(wei)基(ji)(ji)數,也(ye)可以本企(qi)(qi)業2013年(nian)在(zai)崗(gang)職工(gong)平(ping)均工(gong)資(zi)為(wei)基(ji)(ji)數。
對(dui)于經濟效(xiao)益較好、支付(fu)能力較強的(de)企(qi)業,可在基(ji)準(zhun)線(xian)(xian)與(yu)上線(xian)(xian)之間(jian)安排(pai)(pai)工(gong)(gong)資(zi)增長(chang)。生產經營正常、經濟效(xiao)益一般的(de)企(qi)業可在基(ji)準(zhun)線(xian)(xian)和下線(xian)(xian)之間(jian)安排(pai)(pai)工(gong)(gong)資(zi)增長(chang)。生產經營較困難、上年虧(kui)損且當年可能出現虧(kui)損的(de)企(qi)業,可暫不增加工(gong)(gong)資(zi)。各類(lei)企(qi)業對(dui)提供正常勞動的(de)職工(gong)(gong)支付(fu)的(de)工(gong)(gong)資(zi)不得(de)低于我市最(zui)低工(gong)(gong)資(zi)標(biao)準(zhun)。
對于競(jing)爭性(xing)國(guo)(guo)有和國(guo)(guo)有控(kong)股企(qi)業(ye)(ye)(含國(guo)(guo)有相對控(kong)股企(qi)業(ye)(ye),下(xia)同),本年度職(zhi)(zhi)工(gong)(gong)工(gong)(gong)資(zi)增(zeng)長不(bu)得突破上線(xian)(預(yu)警線(xian))。職(zhi)(zhi)工(gong)(gong)平(ping)均工(gong)(gong)資(zi)低于2013年全市城鎮(zhen)非私營(ying)企(qi)業(ye)(ye)在崗職(zhi)(zhi)工(gong)(gong)平(ping)均工(gong)(gong)資(zi)的,在效益等條件允許的前提下(xia),可按照上線(xian)增(zeng)加職(zhi)(zhi)工(gong)(gong)工(gong)(gong)資(zi)。
壟斷企(qi)(qi)業(ye)(ye)及國家(jia)財政(zheng)補貼的(de)(de)國有和(he)國有控(kong)股(gu)企(qi)(qi)業(ye)(ye),職工(gong)(gong)(gong)(gong)(gong)平(ping)均(jun)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)增(zeng)長幅(fu)度不得突破(po)基(ji)(ji)準(zhun)線(xian)。上年(nian)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)水平(ping)高(gao)于(yu)全(quan)市城鎮非私(si)(si)營(ying)企(qi)(qi)業(ye)(ye)在崗(gang)職工(gong)(gong)(gong)(gong)(gong)平(ping)均(jun)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)3倍的(de)(de),職工(gong)(gong)(gong)(gong)(gong)平(ping)均(jun)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)增(zeng)長必須(xu)在基(ji)(ji)準(zhun)線(xian)以下(xia)安排。上年(nian)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)水平(ping)高(gao)于(yu)全(quan)市城鎮非私(si)(si)營(ying)企(qi)(qi)業(ye)(ye)在崗(gang)職工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)3倍且(qie)經濟(ji)效益(yi)下(xia)降幅(fu)度較大(da)或虧損的(de)(de),職工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)增(zeng)長不得突破(po)下(xia)線(xian)。職工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)水平(ping)相對(dui)偏低的(de)(de)企(qi)(qi)業(ye)(ye)且(qie)連續2年(nian)實(shi)現利(li)潤增(zeng)長并(bing)贏(ying)利(li),預(yu)計2014年(nian)經濟(ji)效益(yi)有一定(ding)增(zeng)長的(de)(de),職工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)增(zeng)長不應低于(yu)基(ji)(ji)準(zhun)線(xian)。
國(guo)有和國(guo)有控股企(qi)業經營管理人(ren)員收入要(yao)與企(qi)業效益(yi)、規模和職(zhi)工(gong)(gong)工(gong)(gong)資(zi)(zi)增(zeng)長幅度掛鉤。企(qi)業工(gong)(gong)資(zi)(zi)增(zeng)長達不到工(gong)(gong)資(zi)(zi)指導(dao)線(xian)要(yao)求的(de),要(yao)同比(bi)例扣(kou)減企(qi)業負(fu)責人(ren)收入。企(qi)業在崗職(zhi)工(gong)(gong)平(ping)均工(gong)(gong)資(zi)(zi)低于我市城(cheng)鎮非私營企(qi)業在崗職(zhi)工(gong)(gong)平(ping)均工(gong)(gong)資(zi)(zi)的(de),企(qi)業負(fu)責人(ren)收入增(zeng)幅不得(de)高于本企(qi)業職(zhi)工(gong)(gong)平(ping)均工(gong)(gong)資(zi)(zi)增(zeng)幅。
