一、招考對象條件

(一)具有中(zhong)華人民共和國(guo)國(guo)籍;

(二(er))擁護中華人(ren)民共和(he)國憲法;

(三(san))具有良好(hao)的道德品(pin)行(xing)和正常履行(xing)職責(ze)的身體(ti)條件;

(四)大(da)學(xue)本科(ke)畢(bi)業以上文化程(cheng)度,或具有山(shan)東(dong)常(chang)(chang)住戶口的(de)大(da)學(xue)專(zhuan)科(ke)畢(bi)業生(sheng)(含(han)山(shan)東(dong)生(sheng)源全日制普通(tong)高等(deng)院(yuan)校2014年應屆專(zhuan)科(ke)畢(bi)業生(sheng));為探索開展(zhan)從優秀(xiu)工人(ren)中考錄基(ji)層公務(wu)員工作(zuo),具有山(shan)東(dong)常(chang)(chang)住戶口的(de)我省高級技(ji)工學(xue)校(技(ji)師學(xue)院(yuan))高級班畢(bi)業生(sheng)可報考鄉鎮機(ji)關相關職位;

(五)年齡(ling)在(zai)18周(zhou)歲(sui)至35周(zhou)歲(sui)(1978年5月(yue)29日至1996年5月(yue)29日期(qi)間出生),應屆碩士、博士研(yan)究生(非在(zai)職)年齡(ling)為40周(zhou)歲(sui)以(yi)下(1973年5月(yue)29日以(yi)后出生);

(六(liu))招(zhao)錄機關規定的擬任職位(wei)所要求的其他資(zi)格條件。

報(bao)(bao)(bao)(bao)考(kao)(kao)人(ren)(ren)員(yuan)(yuan)(yuan)不(bu)(bu)能(neng)報(bao)(bao)(bao)(bao)考(kao)(kao)與本人(ren)(ren)有應(ying)(ying)回避親屬關系公務員(yuan)(yuan)(yuan)所在的(de)(de)(de)同一機(ji)關或單(dan)位(wei)。報(bao)(bao)(bao)(bao)考(kao)(kao)人(ren)(ren)員(yuan)(yuan)(yuan)如與合并(bing)職位(wei)中的(de)(de)(de)任何一個用人(ren)(ren)單(dan)位(wei)有應(ying)(ying)回避親屬關系,則不(bu)(bu)能(neng)報(bao)(bao)(bao)(bao)考(kao)(kao)該合并(bing)職位(wei)。曾因犯罪受過刑(xing)事處罰和曾被開除公職的(de)(de)(de)人(ren)(ren)員(yuan)(yuan)(yuan),在各級公務員(yuan)(yuan)(yuan)招(zhao)考(kao)(kao)中被公務員(yuan)(yuan)(yuan)主管部門認定有舞弊等嚴重(zhong)違反(fan)考(kao)(kao)錄紀律(lv)行為且不(bu)(bu)得(de)(de)報(bao)(bao)(bao)(bao)考(kao)(kao)公務員(yuan)(yuan)(yuan)的(de)(de)(de)人(ren)(ren)員(yuan)(yuan)(yuan),公務員(yuan)(yuan)(yuan)被辭退未滿5年的(de)(de)(de),在讀(du)非(fei)應(ying)(ying)屆畢業生(也不(bu)(bu)得(de)(de)以(yi)已取(qu)得(de)(de)的(de)(de)(de)學歷作為條件報(bao)(bao)(bao)(bao)考(kao)(kao)),現(xian)役(yi)軍人(ren)(ren),以(yi)及法律(lv)規定不(bu)(bu)得(de)(de)錄用為公務員(yuan)(yuan)(yuan)的(de)(de)(de)其(qi)他情(qing)形的(de)(de)(de)人(ren)(ren)員(yuan)(yuan)(yuan),不(bu)(bu)能(neng)報(bao)(bao)(bao)(bao)考(kao)(kao)。

在我省縣(xian)(xian)(市、區)及(ji)(ji)以(yi)(yi)下(xia)(xia)(xia)機關(含省垂管部門縣(xian)(xian)以(yi)(yi)下(xia)(xia)(xia)單位)工作(zuo)滿5年(含試用期)或工作(zuo)滿2年并獲(huo)得過年度(du)考(kao)核(he)優秀等次的縣(xian)(xian)(市、區)及(ji)(ji)以(yi)(yi)下(xia)(xia)(xia)機關公(gong)(gong)務員可以(yi)(yi)報(bao)考(kao)上級機關公(gong)(gong)務員職位,其他(ta)公(gong)(gong)務員不(bu)能報(bao)考(kao)。

根據國家有關規定(ding),由我(wo)省統一組織招(zhao)募和(he)選(xuan)派的(de)“選(xuan)聘(pin)(pin)高校畢業生(sheng)到村(cun)任職(zhi)”、“三支一扶”計(ji)劃和(he)“大學(xue)生(sheng)志(zhi)愿服務西部計(ji)劃”等服務基(ji)層(ceng)項(xiang)目人(ren)員(yuan)(yuan)(yuan)(yuan)(以下簡稱服務基(ji)層(ceng)項(xiang)目人(ren)員(yuan)(yuan)(yuan)(yuan)),服務滿(man)2年(nian)且完成聘(pin)(pin)用合(he)(he)同(tong)(協議書(shu))規定(ding)的(de)服務期限(xian)、考(kao)核合(he)(he)格、3年(nian)內(指(zhi)2012年(nian)至2014年(nian)聘(pin)(pin)用或續(xu)聘(pin)(pin)合(he)(he)同(tong)到期的(de))報考(kao)公務員(yuan)(yuan)(yuan)(yuan)的(de),可以報考(kao)面(mian)向服務基(ji)層(ceng)項(xiang)目人(ren)員(yuan)(yuan)(yuan)(yuan)的(de)定(ding)向考(kao)錄職(zhi)位。已(yi)享受(shou)優惠政策被錄用為公務員(yuan)(yuan)(yuan)(yuan)或招(zhao)聘(pin)(pin)為事業單位工作人(ren)員(yuan)(yuan)(yuan)(yuan)的(de),不(bu)再享受(shou)定(ding)向考(kao)錄公務員(yuan)(yuan)(yuan)(yuan)政策。

從選調生(sheng)中考選補充工作(zuo)人員的選調生(sheng)職(zhi)位(wei)(wei)報(bao)考條件為:思想政治素質好,自覺(jue)貫徹執行黨的路線方針(zhen)政策(ce)。工作(zuo)扎(zha)實(shi),肯于(yu)吃苦,甘于(yu)奉獻,工作(zuo)創(chuang)新意識強,干事(shi)創(chuang)業(ye)(ye),實(shi)績突出。有(you)較強的組(zu)織(zhi)紀律觀念,清正廉潔(jie),作(zuo)風正派(pai),群眾威信高(gao)。具有(you)大學本(ben)科畢業(ye)(ye)以(yi)上文化程度、年(nian)(nian)齡(ling)在(zai)32周歲以(yi)下(1981年(nian)(nian)5月29日以(yi)后(hou)出生(sheng)),2011年(nian)(nian)(含)以(yi)前(qian)選調到基層,現在(zai)縣(市(shi)、區(qu))以(yi)下機關單位(wei)(wei)工作(zuo),經(jing)縣(市(shi)、區(qu))委(wei)組(zu)織(zhi)部推薦、市(shi)委(wei)組(zu)織(zhi)部審定,且(qie)符合報(bao)考職(zhi)位(wei)(wei)專業(ye)(ye)條件(其間(jian)職(zhi)務提拔(ba)在(zai)試用期內(nei)的,不得報(bao)考)或具有(you)職(zhi)位(wei)(wei)所(suo)在(zai)部門工作(zuo)經(jing)歷(li),身體健康。

報考初(chu)任法(fa)(fa)官(guan)、檢察官(guan)職位(wei)的(de)人(ren)員,除(chu)具備簡(jian)章(zhang)中(zhong)規(gui)(gui)定的(de)基(ji)本條(tiao)(tiao)件(jian)(jian)外,還(huan)應具備以(yi)下條(tiao)(tiao)件(jian)(jian):(一)符(fu)合《中(zhong)華(hua)(hua)人(ren)民(min)共(gong)(gong)和(he)國公務(wu)員法(fa)(fa)》、《中(zhong)華(hua)(hua)人(ren)民(min)共(gong)(gong)和(he)國法(fa)(fa)官(guan)法(fa)(fa)》和(he)《中(zhong)華(hua)(hua)人(ren)民(min)共(gong)(gong)和(he)國檢察官(guan)法(fa)(fa)》等有關法(fa)(fa)律、法(fa)(fa)規(gui)(gui)規(gui)(gui)定的(de)任職條(tiao)(tiao)件(jian)(jian)和(he)資格;(二(er))大學(xue)本科以(yi)上文化程度;(三)年齡在23周(zhou)歲至40周(zhou)歲之間(jian)(1973年5月29日至1991年5月29日之間(jian)出生);(四)身體(ti)健康(kang)、五官(guan)端正;(五)通過國家(jia)統一司(si)法(fa)(fa)考試,取得《法(fa)(fa)律職業資格證書》(A證或B證);(六)從事法(fa)(fa)律工作(zuo)滿2年,其中(zhong)具有碩(shuo)士學(xue)位(wei)、博士學(xue)位(wei)的(de)從事法(fa)(fa)律工作(zuo)滿1年。

對(dui)具備法(fa)官(guan)(guan)、檢察(cha)官(guan)(guan)任職(zhi)條(tiao)件,并已經通過(guo)律師(shi)考(kao)(kao)試取(qu)得(de)律師(shi)資格的(de)(de)執業律師(shi)和其(qi)他從事法(fa)律工(gong)作的(de)(de)人員(yuan)(yuan),可以視為(wei)已經通過(guo)國家(jia)統一司法(fa)考(kao)(kao)試。我省符合(he)上述條(tiao)件的(de)(de)已具有公(gong)務(wu)(wu)員(yuan)(yuan)身份的(de)(de)科級以下干部,經所(suo)在單位推薦、同級黨委組織部門同意,滿最低(di)服(fu)務(wu)(wu)期限的(de)(de),可以報考(kao)(kao)。已經被任命(ming)為(wei)法(fa)官(guan)(guan)、檢察(cha)官(guan)(guan)(包括助理(li)審判員(yuan)(yuan)、助理(li)檢察(cha)員(yuan)(yuan))的(de)(de),不得(de)報考(kao)(kao)初任法(fa)官(guan)(guan)、檢察(cha)官(guan)(guan)職(zhi)位。

森林公安、監獄系統招考公務(wu)員(人民警(jing)察)的(de)資格(ge)條件(jian)和(he)報名(ming)辦法等(deng)未盡事宜,分別(bie)參照附(fu)件(jian)。

二、報名與資格審查

報名與(yu)資格審(shen)查工(gong)作,按以下(xia)程(cheng)序進行:

(一)報名

全(quan)市各級公務(wu)員招(zhao)考的(de)報名工作,采(cai)取統(tong)一時間、網(wang)上(shang)報名、網(wang)上(shang)收費(fei)的(de)方式進行。

報(bao)名時(shi)間:2014年(nian)5月29日9:00-6月1日16:00。

查(cha)詢時間:2014年5月(yue)30日(ri)9:00-6月(yue)2日(ri)16:00。

報名網(wang)址:www.rzrsrc.com(日照(zhao)市人(ren)力資源和社會保障局(ju)網(wang)站)

具體辦法是:

(1)個(ge)(ge)人報(bao)(bao)(bao)(bao)(bao)(bao)名(ming):報(bao)(bao)(bao)(bao)(bao)(bao)考(kao)(kao)(kao)(kao)(kao)人員(yuan)登(deng)陸指定的(de)報(bao)(bao)(bao)(bao)(bao)(bao)名(ming)網站,如實(shi)填寫(xie)、提(ti)交(jiao)相關個(ge)(ge)人報(bao)(bao)(bao)(bao)(bao)(bao)考(kao)(kao)(kao)(kao)(kao)信(xin)(xin)息資(zi)料(liao)。每人限(xian)報(bao)(bao)(bao)(bao)(bao)(bao)一(yi)(yi)個(ge)(ge)職位。報(bao)(bao)(bao)(bao)(bao)(bao)考(kao)(kao)(kao)(kao)(kao)人員(yuan)在(zai)資(zi)格初審(shen)前(qian)(qian)多次(ci)登(deng)陸填交(jiao)報(bao)(bao)(bao)(bao)(bao)(bao)考(kao)(kao)(kao)(kao)(kao)信(xin)(xin)息的(de),后一(yi)(yi)次(ci)填報(bao)(bao)(bao)(bao)(bao)(bao)自動(dong)替(ti)換前(qian)(qian)一(yi)(yi)次(ci)填報(bao)(bao)(bao)(bao)(bao)(bao)信(xin)(xin)息。報(bao)(bao)(bao)(bao)(bao)(bao)名(ming)資(zi)格一(yi)(yi)經(jing)用人部門初審(shen)通過,不(bu)能更改。報(bao)(bao)(bao)(bao)(bao)(bao)考(kao)(kao)(kao)(kao)(kao)人員(yuan)必須使用二(er)代(dai)身(shen)份證進行(xing)報(bao)(bao)(bao)(bao)(bao)(bao)名(ming),報(bao)(bao)(bao)(bao)(bao)(bao)名(ming)與(yu)考(kao)(kao)(kao)(kao)(kao)試(shi)時使用的(de)身(shen)份證必須一(yi)(yi)致。報(bao)(bao)(bao)(bao)(bao)(bao)考(kao)(kao)(kao)(kao)(kao)者惡(e)意注(zhu)冊報(bao)(bao)(bao)(bao)(bao)(bao)名(ming)信(xin)(xin)息,擾亂報(bao)(bao)(bao)(bao)(bao)(bao)名(ming)秩序或者偽造學歷(li)證明及其(qi)他有關證件騙取考(kao)(kao)(kao)(kao)(kao)試(shi)資(zi)格的(de),一(yi)(yi)經(jing)查實(shi),由(you)省公(gong)(gong)務員(yuan)主管部門給予(yu)取消本(ben)次(ci)報(bao)(bao)(bao)(bao)(bao)(bao)考(kao)(kao)(kao)(kao)(kao)資(zi)格且5年內不(bu)得報(bao)(bao)(bao)(bao)(bao)(bao)考(kao)(kao)(kao)(kao)(kao)公(gong)(gong)務員(yuan)的(de)處理(li)。

(2)單位(wei)初(chu)審:用人部(bu)門負責資(zi)(zi)(zi)格(ge)初(chu)審工作,在報(bao)名期(qi)間(含(han)節假日)查看本單位(wei)的(de)(de)網(wang)上(shang)報(bao)名情況,根據(ju)報(bao)考人員(yuan)提交的(de)(de)信(xin)息資(zi)(zi)(zi)料(liao),對(dui)報(bao)考人員(yuan)進行資(zi)(zi)(zi)格(ge)初(chu)審,并在網(wang)上(shang)公(gong)布(bu)初(chu)審結果。

(3)網上繳費(fei)(fei)。報(bao)考(kao)人員(yuan)在(zai)(zai)網上提交報(bao)考(kao)信息(xi)后,可在(zai)(zai)第(di)二天至查詢(xun)時(shi)(shi)間截止(zhi)之日(ri)(ri)(ri)(ri)前登(deng)(deng)陸網站,查詢(xun)報(bao)名(ming)資(zi)格(ge)初審(shen)(shen)結果。通過資(zi)格(ge)初審(shen)(shen)的人員(yuan),要于(yu)2014年5月(yue)(yue)30日(ri)(ri)(ri)(ri)9:00-6月(yue)(yue)3日(ri)(ri)(ri)(ri)16:00登(deng)(deng)錄(lu)日(ri)(ri)(ri)(ri)照(zhao)市人力資(zi)源和社會保障局網站(www.rzrsrc.com),進行網上繳費(fei)(fei),逾期(qi)不辦理(li)網上繳費(fei)(fei)手續的,視(shi)作放棄其(qi)資(zi)格(ge)。繳費(fei)(fei)成功(gong)后,下(xia)載(zai)打傭錄(lu)用(yong)公務員(yuan)報(bao)名(ming)登(deng)(deng)記表》、《報(bao)考(kao)公務員(yuan)誠信承諾書》(供面試前資(zi)格(ge)審(shen)(shen)查時(shi)(shi)使用(yong)),并于(yu)2014年6月(yue)(yue)17日(ri)(ri)(ri)(ri)9:00-6月(yue)(yue)20日(ri)(ri)(ri)(ri)16:00登(deng)(deng)錄(lu)該網站下(xia)載(zai)、打印準考(kao)證。

對最終(zhong)確(que)定的報(bao)考人(ren)數達不(bu)到計劃(hua)(hua)錄(lu)(lu)用(yong)人(ren)數3倍(bei)的招考職位(wei)(wei),計劃(hua)(hua)錄(lu)(lu)用(yong)l人(ren)的,原則上(shang)取(qu)消(xiao)(xiao)錄(lu)(lu)用(yong)計劃(hua)(hua);計劃(hua)(hua)錄(lu)(lu)用(yong)2人(ren)以上(shang)的,按1:3的比例相應核減(jian)錄(lu)(lu)用(yong)計劃(hua)(hua)。報(bao)考取(qu)消(xiao)(xiao)錄(lu)(lu)用(yong)計劃(hua)(hua)職位(wei)(wei)的人(ren)員,經本人(ren)同意(yi),可(ke)在規定時間內改(gai)報(bao)我市(shi)其他職位(wei)(wei)。

報考(kao)(kao)森林公安系(xi)統(tong)人(ren)民警察(cha)的,報名(ming)后需進行(xing)現場目測。報考(kao)(kao)監獄系(xi)統(tong)人(ren)民警察(cha)的,報名(ming)后需進行(xing)身體(ti)初檢。具體(ti)辦(ban)法見(jian)附件。

根據省物價(jia)部門核定(ding)的標準,報考(kao)人員(yuan)應繳納考(kao)務(wu)費每人每科40元。

擬(ni)享受減免有關考(kao)務費(fei)用的農村特困大學生和(he)城市低(di)保人(ren)(ren)員,不(bu)實行網上繳費(fei),報(bao)(bao)考(kao)人(ren)(ren)員可由本人(ren)(ren)或委(wei)托他人(ren)(ren)按指(zhi)定(ding)的日期(qi)、地點(dian)和(he)程序辦理現場(chang)確(que)認和(he)減免手續。提供的證(zheng)明(ming)材(cai)料見《日照市2014年考(kao)試錄用公務員報(bao)(bao)考(kao)指(zhi)南(nan)》(附件(jian))。

(二)資格審查

對報(bao)(bao)(bao)考(kao)(kao)(kao)人員的(de)(de)(de)資格審查工作(zuo),貫穿(chuan)整個考(kao)(kao)(kao)錄(lu)工作(zuo)的(de)(de)(de)全過程。進(jin)入面試的(de)(de)(de)報(bao)(bao)(bao)考(kao)(kao)(kao)人員,在面試人員名單(dan)確定之后,需(xu)向用(yong)人部門(men)提交本人相(xiang)關證明(ming)材料、《報(bao)(bao)(bao)考(kao)(kao)(kao)公務員誠信承諾(nuo)書》及1寸近期同底(di)版免冠照片(pian)3張(須(xu)與網(wang)上報(bao)(bao)(bao)名的(de)(de)(de)照片(pian)同一底(di)版)。相(xiang)關證明(ming)材料主要包(bao)括(kuo):應(ying)屆畢業(ye)生報(bao)(bao)(bao)考(kao)(kao)(kao)的(de)(de)(de),提交二代身份證、學校核(he)發的(de)(de)(de)就(jiu)業(ye)推薦表或畢業(ye)證;其(qi)他人員報(bao)(bao)(bao)考(kao)(kao)(kao)的(de)(de)(de),提交國家(jia)承認(ren)的(de)(de)(de)學歷證書(須(xu)在2014年5月29日之前取得)、二代身份證、戶口(kou)簿(bu),其(qi)中(zhong)在職人員還應(ying)提交有用(yong)人管理權限部門(men)或單(dan)位(wei)出(chu)具(ju)的(de)(de)(de)介紹信(經用(yong)人部門(men)同意,也可在體檢和考(kao)(kao)(kao)察(cha)前提供)。

報考鄉鎮機關(guan)相(xiang)關(guan)職位(wei)的我省高級技(ji)工(gong)學(xue)校(技(ji)師(shi)學(xue)院)高級班(ban)畢業(ye)生進入面試的,要出(chu)(chu)具(ju)畢業(ye)證書、二代身份證、戶口簿(bu)等(deng)證明材料,已與用(yong)工(gong)單位(wei)簽訂(ding)就業(ye)(定向培養)協(xie)議或勞動(dong)合同的,要出(chu)(chu)具(ju)用(yong)工(gong)單位(wei)同意報考的證明(經(jing)用(yong)人部(bu)門同意,也可在體檢和考察前提供)。

凡有關(guan)材料主要信(xin)息不實,影響(xiang)資格審查結果(guo)的(de),招錄(lu)機關(guan)有權取消該報考(kao)人員參加(jia)面(mian)試的(de)資格。

取得面(mian)(mian)試資格(ge)(ge)(ge)的(de)人(ren)(ren)員(yuan),在面(mian)(mian)試前5天仍未向用(yong)人(ren)(ren)部門(men)提(ti)交(jiao)有(you)關材料(liao)的(de),視為棄(qi)權。經審查不(bu)具備報考條件的(de)人(ren)(ren)員(yuan),報市公務(wu)員(yuan)主管部門(men)批準后(hou),取消(xiao)其面(mian)(mian)試資格(ge)(ge)(ge)。因棄(qi)權或(huo)取消(xiao)資格(ge)(ge)(ge)出現的(de)職位上(shang)的(de)人(ren)(ren)員(yuan)空缺(que),按筆(bi)試成績依(yi)次(ci)遞補。

三、考試內容和方法

考試分為筆試和面試。

(一)筆試

筆(bi)試(shi)(shi)公共(gong)科目為(wei)行(xing)政(zheng)職(zhi)業(ye)(ye)能力測驗(yan)和申(shen)(shen)論(lun)(lun),報(bao)(bao)考者均(jun)須參加全部考試(shi)(shi),其成績方可有效。各職(zhi)位(wei)行(xing)政(zheng)職(zhi)業(ye)(ye)能力測驗(yan)使(shi)(shi)用同(tong)一試(shi)(shi)題(ti)(ti),申(shen)(shen)論(lun)(lun)考試(shi)(shi)試(shi)(shi)題(ti)(ti)按報(bao)(bao)考職(zhi)位(wei)工作性質進行(xing)分類(lei),其中:在機(ji)關(guan)單(dan)位(wei)中履(lv)(lv)行(xing)司法(fa)、行(xing)政(zheng)執法(fa)、法(fa)制工作職(zhi)責,以(yi)及為(wei)社(she)會公共(gong)管(guan)理提(ti)供法(fa)律服務(wu)的(de)職(zhi)位(wei),申(shen)(shen)論(lun)(lun)考試(shi)(shi)使(shi)(shi)用A類(lei)試(shi)(shi)卷;履(lv)(lv)行(xing)財務(wu)管(guan)理、審(shen)計、經(jing)濟(ji)管(guan)理等(deng)工作職(zhi)責的(de)職(zhi)位(wei),申(shen)(shen)論(lun)(lun)考試(shi)(shi)使(shi)(shi)用B類(lei)試(shi)(shi)卷;除上述職(zhi)位(wei)以(yi)外的(de)履(lv)(lv)行(xing)綜合管(guan)理以(yi)及機(ji)關(guan)單(dan)位(wei)內部管(guan)理等(deng)職(zhi)責的(de)職(zhi)位(wei),申(shen)(shen)論(lun)(lun)考試(shi)(shi)使(shi)(shi)用C類(lei)試(shi)(shi)卷。

筆試時間為(wei)6月22日(ri)。

上午9:00-11:00 行政職業能(neng)力測驗(yan)

下午14:00-17:00 申論A、B、C類(lei)

筆試(shi)結束后(hou),按申論、行政職(zhi)(zhi)業能力測驗(yan)各(ge)占50%的(de)(de)比例(li),采用(yong)百分制(zhi)計(ji)算報考(kao)(kao)人(ren)員(yuan)的(de)(de)筆試(shi)成績。面試(shi)人(ren)員(yuan)從達(da)到筆試(shi)合(he)格(ge)分數(shu)線的(de)(de)報考(kao)(kao)人(ren)員(yuan)中,根據錄(lu)用(yong)計(ji)劃(hua)(hua)和報考(kao)(kao)職(zhi)(zhi)位(wei)由高分到低分依(yi)次確(que)定(ding)。面試(shi)人(ren)數(shu)按以下比例(li)確(que)定(ding):相同職(zhi)(zhi)位(wei)錄(lu)用(yong)計(ji)劃(hua)(hua)在10人(ren)以下的(de)(de)為1:3;10人(ren)(含)以上的(de)(de)為1:2。筆試(shi)合(he)格(ge)人(ren)數(shu)出(chu)現(xian)空缺的(de)(de)職(zhi)(zhi)位(wei),取消錄(lu)用(yong)計(ji)劃(hua)(hua);達(da)不(bu)到計(ji)劃(hua)(hua)錄(lu)用(yong)比例(li)的(de)(de),按實有(you)合(he)格(ge)人(ren)數(shu)確(que)定(ding)進入面試(shi)人(ren)員(yuan)。

(二)面試

面試具體(ti)時間(jian)和地點另行通知(zhi)。

面(mian)試(shi)采用百(bai)分制計(ji)分。每個報(bao)考人員(yuan)的(de)面(mian)試(shi)時間,一(yi)般不超過30分鐘。面(mian)試(shi)成績(ji)(ji)由考官當(dang)場評(ping)判,采取每個測評(ping)要素去掉一(yi)個最(zui)高(gao)分、一(yi)個最(zui)低分后綜合計(ji)算平均成績(ji)(ji)的(de)辦(ban)法,確定報(bao)考人員(yuan)面(mian)試(shi)成績(ji)(ji)。面(mian)試(shi)成績(ji)(ji)在本(ben)場面(mian)試(shi)結束(shu)后統一(yi)向(xiang)面(mian)試(shi)人員(yuan)宣布。

根據省物價部(bu)門核定的標(biao)準,面(mian)試人員應繳納考務費70元。

面(mian)試(shi)結(jie)束后,按筆試(shi)、面(mian)試(shi)成(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)各占50%的(de)比例,以(yi)百分(fen)(fen)制計算報考(kao)(kao)人(ren)(ren)(ren)員(yuan)考(kao)(kao)試(shi)總(zong)成(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)。筆試(shi)成(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)、面(mian)試(shi)成(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)、考(kao)(kao)試(shi)總(zong)成(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)均計算到小數點后兩位數,尾(wei)數四舍五入。根據(ju)考(kao)(kao)試(shi)總(zong)成(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)排名(ming),分(fen)(fen)用人(ren)(ren)(ren)部(bu)門或職(zhi)(zhi)位,按1:1的(de)比例等額確(que)定(ding)(ding)(ding)體檢(jian)考(kao)(kao)察人(ren)(ren)(ren)員(yuan)。如(ru)用人(ren)(ren)(ren)部(bu)門同(tong)一個錄(lu)用職(zhi)(zhi)位出(chu)現應考(kao)(kao)人(ren)(ren)(ren)員(yuan)考(kao)(kao)試(shi)總(zong)成(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)相(xiang)同(tong),則按筆試(shi)成(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)由高(gao)分(fen)(fen)到低(di)分(fen)(fen)確(que)定(ding)(ding)(ding)體檢(jian)考(kao)(kao)察人(ren)(ren)(ren)選(xuan);如(ru)筆試(shi)成(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)也相(xiang)同(tong),則按行(xing)政職(zhi)(zhi)業能力測驗成(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)確(que)定(ding)(ding)(ding)。擬(ni)確(que)定(ding)(ding)(ding)為(wei)體檢(jian)考(kao)(kao)察人(ren)(ren)(ren)員(yuan)的(de)面(mian)試(shi)成(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)不得低(di)于60分(fen)(fen),其(qi)中(zhong)面(mian)試(shi)人(ren)(ren)(ren)員(yuan)形不成(cheng)(cheng)(cheng)(cheng)競爭(zheng)的(de)職(zhi)(zhi)位,擬(ni)確(que)定(ding)(ding)(ding)為(wei)體檢(jian)考(kao)(kao)察人(ren)(ren)(ren)員(yuan)的(de)面(mian)試(shi)成(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)不得低(di)于全市同(tong)級機關體檢(jian)考(kao)(kao)察人(ren)(ren)(ren)員(yuan)的(de)面(mian)試(shi)最低(di)成(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)。面(mian)試(shi)人(ren)(ren)(ren)員(yuan)考(kao)(kao)試(shi)總(zong)成(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)按規定(ding)(ding)(ding)程序向社會公布(bu)。

四、體檢和考察

體(ti)檢(jian)(jian)考(kao)(kao)察(cha)人(ren)員確定后,用(yong)人(ren)單位在(zai)各級公(gong)務員主管部門(men)的(de)(de)指導下,根據公(gong)務員錄用(yong)的(de)(de)有關規定進行體(ti)檢(jian)(jian)、考(kao)(kao)察(cha)。因放(fang)(fang)棄體(ti)檢(jian)(jian)考(kao)(kao)察(cha)資(zi)格或體(ti)檢(jian)(jian)考(kao)(kao)察(cha)不合格等情況出現職位空缺(que)的(de)(de)不再遞補。凡考(kao)(kao)生無故放(fang)(fang)棄體(ti)檢(jian)(jian)考(kao)(kao)察(cha)資(zi)格、公(gong)示后自動放(fang)(fang)棄錄用(yong)資(zi)格的(de)(de),將(jiang)由省公(gong)務員主管部門(men)記(ji)入全省公(gong)務員考(kao)(kao)錄誠信檔案數據庫。

除特殊情況經(jing)用(yong)(yong)人單位(wei)和(he)同級公務(wu)員主(zhu)管(guan)部門(men)同意(yi)外,報考人員不按規定的時間、地點參加體檢的,視(shi)作放棄(qi)體檢。體檢費用(yong)(yong)由報考人員承擔。

考(kao)察按照德(de)才兼備、以德(de)為先(xian)的用(yong)(yong)人(ren)標準,遵循注重實績(ji)、突出能(neng)力(li)、綜合擇優的導向,根(gen)據擬(ni)錄(lu)用(yong)(yong)職位的要求,采取多種形式,全面(mian)了解被考(kao)察對象的政治思想(xiang)、道德(de)品質(zhi)、能(neng)力(li)素質(zhi)、學(xue)習和(he)工作(zuo)表現(xian)、遵紀(ji)守法(fa)、廉潔自律以及是否需(xu)要回避等(deng)方面(mian)的情況,并對考(kao)察對象是否符合規(gui)定的報(bao)考(kao)資格條件,提供(gong)的報(bao)考(kao)信(xin)息和(he)相(xiang)關材料是否真實、準確等(deng)進行復審。考(kao)察結果作(zuo)為確定錄(lu)用(yong)(yong)人(ren)員的依(yi)據之(zhi)一。

五、錄用審批

經體檢、考察(cha)合格(ge),擬(ni)錄(lu)(lu)用(yong)(yong)為(wei)公(gong)(gong)(gong)務員(yuan)的人員(yuan),由各級(ji)公(gong)(gong)(gong)務員(yuan)主管(guan)部門進行公(gong)(gong)(gong)示(shi),公(gong)(gong)(gong)示(shi)期為(wei)7天。公(gong)(gong)(gong)示(shi)期滿,對(dui)沒有(you)問(wen)題(ti)或者反映(ying)(ying)問(wen)題(ti)不影響(xiang)錄(lu)(lu)用(yong)(yong)的,按(an)照規定(ding)程(cheng)序辦理審(shen)(shen)(shen)批手(shou)續(xu);對(dui)有(you)嚴(yan)重問(wen)題(ti)并查有(you)實(shi)(shi)(shi)據的,不予錄(lu)(lu)用(yong)(yong);對(dui)反映(ying)(ying)有(you)嚴(yan)重問(wen)題(ti),但(dan)一時難以查實(shi)(shi)(shi)的,暫緩錄(lu)(lu)用(yong)(yong),待查實(shi)(shi)(shi)并做(zuo)出結論后再決定(ding)是否錄(lu)(lu)用(yong)(yong)。經批準(zhun)錄(lu)(lu)用(yong)(yong)的人員(yuan),填(tian)寫《錄(lu)(lu)用(yong)(yong)公(gong)(gong)(gong)務員(yuan)審(shen)(shen)(shen)批表》,按(an)管(guan)理權限(xian)報市公(gong)(gong)(gong)務員(yuan)主管(guan)部門審(shen)(shen)(shen)批,憑公(gong)(gong)(gong)務員(yuan)主管(guan)部門簽發的《錄(lu)(lu)用(yong)(yong)通知(zhi)書》辦理相(xiang)關手(shou)續(xu)。

新(xin)錄用(yong)(yong)公務員(yuan)試(shi)用(yong)(yong)期自報(bao)到之日(ri)起(qi)計算,試(shi)用(yong)(yong)期為一年。試(shi)用(yong)(yong)期按照(zhao)《新(xin)錄用(yong)(yong)公務員(yuan)試(shi)用(yong)(yong)期管(guan)(guan)理辦法(試(shi)行(xing))》的(de)規定(ding)進行(xing)管(guan)(guan)理。

市(shi)直單位從選調生(sheng)中考選的(de)(de)擬(ni)錄(lu)(lu)取(qu)人員,由用(yong)人部(bu)門根據(ju)體檢、考察情(qing)況,確定錄(lu)(lu)取(qu)人選,報市(shi)委(wei)組織部(bu)審(shen)批,辦理工作調動手續。被錄(lu)(lu)取(qu)人員的(de)(de)試用(yong)期(qi)為半年(nian),試用(yong)期(qi)滿合(he)格(ge)(ge)的(de)(de),方可正式任命職務;不合(he)格(ge)(ge)的(de)(de),仍回原單位工作。

錄用(yong)(yong)為(wei)(wei)初任(ren)法官的(de)人員(yuan),在基層(ceng)人民(min)法院最低服(fu)務(wu)年限為(wei)(wei)7年(含試用(yong)(yong)期(qi));錄用(yong)(yong)為(wei)(wei)鄉(xiang)鎮(zhen)機(ji)關(guan)(guan)公務(wu)員(yuan)的(de)人員(yuan),在鄉(xiang)鎮(zhen)機(ji)關(guan)(guan)最低服(fu)務(wu)年限為(wei)(wei)5年(含試用(yong)(yong)期(qi))。用(yong)(yong)人單位要與其簽(qian)訂服(fu)務(wu)期(qi)協議。

全市各級機關(guan)及(ji)參照公務員法管理的事業單位(wei)具體計(ji)劃及(ji)招考職(zhi)位(wei)見附件。

七、其他

本次考試(shi)(shi),各(ge)級公(gong)(gong)務(wu)(wu)員主管(guan)部門均(jun)不指定(ding)考試(shi)(shi)教材和輔導(dao)(dao)用(yong)書,不舉(ju)辦(ban)也不授權或委(wei)托(tuo)任何機構(gou)(gou)舉(ju)辦(ban)考試(shi)(shi)輔導(dao)(dao)培訓班(ban)(ban)。按照公(gong)(gong)務(wu)(wu)員考試(shi)(shi)錄(lu)用(yong)的(de)有(you)關(guan)規定(ding),從(cong)事命題、閱卷(juan)等工作(zuo)的(de)人員不準參加任何形式的(de)考試(shi)(shi)輔導(dao)(dao);任何單位和個(ge)人不得以(yi)公(gong)(gong)務(wu)(wu)員管(guan)理機構(gou)(gou)、公(gong)(gong)務(wu)(wu)員考試(shi)(shi)命題組(zu)等名(ming)義舉(ju)辦(ban)輔導(dao)(dao)班(ban)(ban)、輔導(dao)(dao)網(wang)(wang)站或發行出版物、上(shang)網(wang)(wang)卡等。否則,將按照有(you)關(guan)規定(ding)給予(yu)處理或追(zhui)究責任。對社會非法培訓機構(gou)(gou)舉(ju)辦(ban)的(de)、以(yi)營利(li)為目(mu)的(de)各(ge)類公(gong)(gong)務(wu)(wu)員考錄(lu)培訓班(ban)(ban),一旦發現有(you)干擾公(gong)(gong)務(wu)(wu)員正常招(zhao)錄(lu)工作(zuo)違規行為的(de),各(ge)級公(gong)(gong)務(wu)(wu)員主管(guan)部門將會同公(gong)(gong)安(an)、工商、物價、稅(shui)務(wu)(wu)、新聞(wen)出版等部門堅決(jue)予(yu)以(yi)查處。

全(quan)市各級(ji)機(ji)關(guan)及參照公(gong)務(wu)(wu)員(yuan)法管理的(de)事業單位考試錄(lu)用公(gong)務(wu)(wu)員(yuan)的(de)未盡事宜,按照省(sheng)(sheng)委組織部、省(sheng)(sheng)人力資源社會保障廳、省(sheng)(sheng)公(gong)務(wu)(wu)員(yuan)局《關(guan)于2014年全(quan)省(sheng)(sheng)考試錄(lu)用公(gong)務(wu)(wu)員(yuan)有關(guan)問題的(de)通(tong)知》(魯人社發〔2014〕26號)的(de)相(xiang)關(guan)規定執行。
