節后用工短缺 威海企業出高招破解招工難

春(chun)節過后,新一輪的(de)“用工荒”再度來襲。雖然山(shan)東威(wei)海部分企(qi)(qi)業(ye)巧打“感情牌”,老員(yuan)工返崗率交出了不錯的(de)成績單,但總體來看,由于企(qi)(qi)業(ye)訂單增加、規模擴大以及外來務工人員(yuan)的(de)流(liu)動性(xing)強等因素(su),用工短缺依(yi)然是許多企(qi)(qi)業(ye)節后面臨的(de)最(zui)棘手(shou)的(de)問(wen)題。

據(ju)(ju)山東(dong)省威(wei)海(hai)市人(ren)社局(ju)用工(gong)(gong)調查報告顯示:威(wei)海(hai)市企(qi)業(ye)缺工(gong)(gong)數量達(da)11515人(ren),從用工(gong)(gong)需(xu)求的(de)行(xing)業(ye)看,食品加工(gong)(gong)、機械加工(gong)(gong)、電子裝配(pei)、服務業(ye)占(zhan)據(ju)(ju)威(wei)海(hai)市用工(gong)(gong)需(xu)求行(xing)業(ye)前四(si)位,占(zhan)總需(xu)求人(ren)數的(de)73.2%。為(wei)此,記者走訪(fang)了(le)威(wei)海(hai)市多家招(zhao)工(gong)(gong)單位,了(le)解(jie)不同行(xing)業(ye)的(de)用工(gong)(gong)需(xu)求以及企(qi)業(ye)破解(jie)“招(zhao)工(gong)(gong)難”的(de)高招(zhao)。

多數企業再現“招工潮”

威(wei)(wei)海裕羅(luo)電器裝(zhuang)配(pei)有限(xian)公(gong)司(si)(si)招600名女工(gong)(gong)、威(wei)(wei)海廣(guang)瀨電機有限(xian)公(gong)司(si)(si)招收500人(ren)(ren)、世高光電子(zi)有限(xian)公(gong)司(si)(si)招200名一(yi)線工(gong)(gong)人(ren)(ren)……記者在(zai)威(wei)(wei)海市人(ren)(ren)力資源公(gong)共服務中心發布的招聘(pin)(pin)信息中看到,不少(shao)企業都有招聘(pin)(pin)新員工(gong)(gong)的需求,少(shao)則二(er)三(san)十人(ren)(ren),多則五六百人(ren)(ren)。

“受(shou)外(wai)來(lai)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)返鄉后不再返威、企(qi)業(ye)擴大生產規模(mo)等因素影響,不少(shao)企(qi)業(ye)面(mian)臨節后用工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)緊張(zhang)的(de)問題。”市(shi)人(ren)社局相關(guan)負(fu)責人(ren)說,通過對全(quan)市(shi)145家重點企(qi)業(ye)2月(yue)份(fen)(fen)上半月(yue)用工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)情(qing)況(kuang)的(de)調查發現(xian),企(qi)業(ye)現(xian)有(you)員工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)97383人(ren),缺工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)企(qi)業(ye)總量(liang)98個,缺工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)數量(liang)達11515人(ren),其中威高集(ji)團缺工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)1400多人(ren),榮(rong)成(cheng)市(shi)的(de)俚島海洋科技股(gu)份(fen)(fen)有(you)限公司(si)缺工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)1000人(ren)。缺工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)崗位主要為一線工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)人(ren),車間操作工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)、縫紉機工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)、組(zu)裝工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)、焊工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)、機床操作、裝配(pei)鉗工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)等工(gong)(gong)(gong)(gong)(gong)(gong)(gong)(gong)種。

“每年(nian)都會來(lai)招(zhao)人,員工的流動性比較大,來(lai)來(lai)回(hui)回(hui)我們(men)(men)也習慣了,但是因為人員不夠,現有的工人就得加班加點,為了緩(huan)解(jie)這種情(qing)況我們(men)(men)只能不停地招(zhao)人。”2月17日,在市人社局二(er)樓(lou)舉行的專場招(zhao)聘(pin)會上(shang),經(jing)區(qu)一家電子公(gong)司的招(zhao)聘(pin)負責人王女士告訴記者,每年(nian)春(chun)節過(guo)后,都是她們(men)(men)最(zui)忙的一段時(shi)間(jian),網絡招(zhao)聘(pin)、招(zhao)聘(pin)會等方式,他們(men)(men)都不會錯(cuo)過(guo)。

除了(le)(le)人員流動性大,企(qi)(qi)業(ye)擴大規模也(ye)是導致(zhi)節后(hou)用工(gong)(gong)短缺(que)的(de)突出原因。“今年工(gong)(gong)業(ye)園又(you)新上(shang)了(le)(le)一條生產線,因為(wei)剛剛過(guo)了(le)(le)正月十(shi)五,部(bu)分(fen)外(wai)地務工(gong)(gong)人員還沒返崗,所以我們特(te)別(bie)著急。”高區一家機械制造企(qi)(qi)業(ye)的(de)人事主管王(wang)琦告(gao)訴記者,只要(yao)市人社局組織招(zhao)聘(pin)(pin)會,他(ta)(ta)們都會參(can)加,但因為(wei)有(you)用工(gong)(gong)需(xu)求的(de)企(qi)(qi)業(ye)太多了(le)(le),年后(hou)的(de)招(zhao)聘(pin)(pin)會他(ta)(ta)們只有(you)三(san)場有(you)正式招(zhao)聘(pin)(pin)窗(chuang)口(kou),幾次都需(xu)要(yao)跟(gen)其他(ta)(ta)有(you)招(zhao)聘(pin)(pin)窗(chuang)口(kou)的(de)單(dan)位擠著用。

《關于2014年威海市(shi)企業(ye)用(yong)工(gong)(gong)(gong)情(qing)況的(de)(de)(de)報告》中的(de)(de)(de)調(diao)查(cha)(cha)數據顯示:調(diao)查(cha)(cha)選(xuan)取了全市(shi)140家(jia)用(yong)工(gong)(gong)(gong)規(gui)模在100人以上(shang)的(de)(de)(de)重點企業(ye),涉及機械制造、水產養殖(zhi)及加工(gong)(gong)(gong)、餐飲服務、電子電器、紡織服裝等30多個行(xing)業(ye)。其中,有126家(jia)企業(ye)表示節(jie)后要(yao)(yao)招收新員工(gong)(gong)(gong),占調(diao)查(cha)(cha)企業(ye)數量(liang)的(de)(de)(de)90%。這一方(fang)面原因是企業(ye)要(yao)(yao)進行(xing)適量(liang)的(de)(de)(de)人力(li)儲備,另一方(fang)面是緩解節(jie)后員工(gong)(gong)(gong)返鄉后流失造成(cheng)的(de)(de)(de)用(yong)工(gong)(gong)(gong)緊張局面。

為了滿(man)足企業的用工(gong)(gong)需求(qiu),市(shi)人(ren)社(she)局充分(fen)發(fa)(fa)揮人(ren)力資(zi)源(yuan)市(shi)場作(zuo)用,2月份舉(ju)辦(ban)“就(jiu)(jiu)(jiu)業服務月”活(huo)動(dong),密集(ji)開展市(shi)場招聘活(huo)動(dong)。通過人(ren)才網和就(jiu)(jiu)(jiu)業網發(fa)(fa)布企業用工(gong)(gong)信息(xi)和勞動(dong)力富集(ji)地區用工(gong)(gong)交流會信息(xi),組織(zhi)舉(ju)辦(ban)“就(jiu)(jiu)(jiu)業援助月”活(huo)動(dong)和“春風行動(dong)”,同(tong)時組織(zhi)威海市(shi)企業赴西部地區招工(gong)(gong),應對企業的“招工(gong)(gong)潮”。

服務業和制造業遭遇“招工難”

春節(jie)過(guo)后的用工(gong)市場,伴隨著(zhu)企業“招工(gong)潮”而(er)來(lai)的,除了“求職(zhi)熱”還有“招工(gong)難”。

“現(xian)在不怕客戶少,就害怕找不到服務人員(yuan)。”2月(yue)17日,在市人社局二樓大廳(ting)內,正(zheng)在“擺攤”招聘的威海泉道(dao)會館洗浴(yu)有限公司人事(shi)專員(yuan)叢珊(shan)說,今天(tian)的成果還(huan)不錯,目前已(yi)經有十(shi)幾個(ge)有意向的應(ying)聘者(zhe)填了表格,明(ming)天(tian)就可以安排(pai)面試。

之所(suo)以(yi)如此迅(xun)速安排面試,主要是服(fu)務業(ye)的(de)(de)招聘形式不太樂觀。“從(cong)事(shi)服(fu)務行業(ye)的(de)(de)工作(zuo)人員大都在20歲至25歲之間(jian),年輕人性格不穩定,換(huan)工作(zuo)對于(yu)他們(men)來說是常事(shi),所(suo)以(yi)服(fu)務業(ye)流動性大,缺工也(ye)就比較嚴重。”叢(cong)珊說。

泉道會(hui)(hui)館開業時,正巧趕(gan)上年底務(wu)工(gong)(gong)(gong)(gong)人(ren)員(yuan)返鄉,遭遇了一次“用(yong)工(gong)(gong)(gong)(gong)荒(huang)”。為了盡快(kuai)解決這一難題,他們(men)只能以高于同行業工(gong)(gong)(gong)(gong)資標準招(zhao)聘了80多(duo)名服務(wu)員(yuan)、按摩技(ji)師等工(gong)(gong)(gong)(gong)作(zuo)人(ren)員(yuan),確保了會(hui)(hui)館的(de)正常試營業。讓他們(men)沒有(you)(you)想到(dao)的(de)是,春節前聘請的(de)這80名員(yuan)工(gong)(gong)(gong)(gong)中,節后有(you)(you)12人(ren)離職(zhi)。“現(xian)在雖然沒有(you)(you)影響服務(wu)的(de)質量,但是現(xian)有(you)(you)的(de)工(gong)(gong)(gong)(gong)作(zuo)人(ren)員(yuan)壓力很(hen)大(da)。”叢珊說(shuo),按照公司規定,員(yuan)工(gong)(gong)(gong)(gong)一個(ge)月(yue)可以休息四天(tian),現(xian)在因為缺少服務(wu)人(ren)員(yuan),現(xian)有(you)(you)的(de)員(yuan)工(gong)(gong)(gong)(gong)就(jiu)無法休假了,這也有(you)(you)可能又造(zao)成老員(yuan)工(gong)(gong)(gong)(gong)辭職(zhi)。“但愿這次招(zhao)的(de)人(ren)能夠穩定下(xia)來(lai)吧。”叢珊苦笑著說(shuo)。

服務業(ye)嚴峻的招(zhao)(zhao)工形勢,讓叢(cong)珊(shan)頭(tou)疼不已。在招(zhao)(zhao)聘現場的另(ling)一(yi)頭(tou),工友集團(威海)有(you)限(xian)公司招(zhao)(zhao)聘專員種風也(ye)向記者說起一(yi)上(shang)午(wu)的“慘痛(tong)”經歷。“今年(nian)招(zhao)(zhao)工真是(shi)太(tai)難了,一(yi)上(shang)午(wu)才招(zhao)(zhao)聘了5個人。”種風抱怨說,只要(yao)有(you)應聘者經過攤位,她(ta)都會主動上(shang)前詢問,但應聘者依然(ran)寥寥無幾(ji)。

車工招(zhao)(zhao)(zhao)聘(pin)(pin)(pin)22人(ren)、銑工招(zhao)(zhao)(zhao)聘(pin)(pin)(pin)8人(ren)、嵌(qian)線工招(zhao)(zhao)(zhao)聘(pin)(pin)(pin)15人(ren)……在(zai)種(zhong)風身(shen)后(hou)的(de)(de)招(zhao)(zhao)(zhao)聘(pin)(pin)(pin)桌上,記者看到擺放著(zhu)一(yi)張招(zhao)(zhao)(zhao)聘(pin)(pin)(pin)宣(xuan)傳單(dan),上面清楚的(de)(de)列著(zhu)工友集團招(zhao)(zhao)(zhao)聘(pin)(pin)(pin)的(de)(de)工種(zhong),厚(hou)(hou)厚(hou)(hou)一(yi)摞(luo)招(zhao)(zhao)(zhao)聘(pin)(pin)(pin)宣(xuan)傳單(dan)頁與(yu)寥(liao)寥(liao)無幾(ji)的(de)(de)應聘(pin)(pin)(pin)者簡歷形成(cheng)了鮮明對比。種(zhong)風說,公司今(jin)年計劃招(zhao)(zhao)(zhao)聘(pin)(pin)(pin)80人(ren),主要是為了滿足新(xin)上生產線的(de)(de)用工需求。

“現在新(xin)上的(de)(de)(de)一(yi)(yi)(yi)條(tiao)生產(chan)(chan)線(xian)(xian)(xian)(xian)已經開始(shi)運(yun)行,為了保證(zheng)新(xin)生產(chan)(chan)線(xian)(xian)(xian)(xian)的(de)(de)(de)正常運(yun)行,公司將其他生產(chan)(chan)線(xian)(xian)(xian)(xian)的(de)(de)(de)一(yi)(yi)(yi)些的(de)(de)(de)工人調度到(dao)新(xin)生產(chan)(chan)線(xian)(xian)(xian)(xian)上,保證(zheng)公司產(chan)(chan)能的(de)(de)(de)需要。”種(zhong)風說,第二(er)條(tiao)生產(chan)(chan)線(xian)(xian)(xian)(xian)馬上就(jiu)要投(tou)產(chan)(chan),萬(wan)一(yi)(yi)(yi)到(dao)時工人招不夠的(de)(de)(de)話,很可能會影響新(xin)生產(chan)(chan)線(xian)(xian)(xian)(xian)的(de)(de)(de)投(tou)產(chan)(chan)。

“工(gong)友集團(tuan)無論是工(gong)資水平(ping)還是員工(gong)晉升空間都是很不錯的(de),即便這樣,依然遭遇招工(gong)難。”種風說(shuo),去(qu)年(nian)春節(jie)(jie)后開工(gong)第一周(zhou)(zhou),到她(ta)那里辦理入職手(shou)續的(de)人(ren)能達到20余人(ren),能滿足1/3產(chan)能的(de)需要,但今年(nian)春節(jie)(jie)開工(gong)第一周(zhou)(zhou)到她(ta)那里辦理入職手(shou)續的(de)就四(si)五個人(ren)。

“感覺今(jin)年求職(zhi)者(zhe)找(zhao)工作(zuo)的愿望(wang)不是很(hen)強烈,他們大(da)都持觀(guan)望(wang)態度。”上午(wu)11點(dian)30分,種風(feng)收拾起招聘(pin)(pin)單頁和求職(zhi)者(zhe)的簡歷,打算回(hui)公司。她(ta)(ta)告訴記者(zhe),過幾天這里還有招聘(pin)(pin)會(hui),到時她(ta)(ta)還要(yao)來(lai)招聘(pin)(pin),希望(wang)下(xia)次招聘(pin)(pin)會(hui)上能(neng)有好消息(xi)。
