濟寧市2014年推出多項就業社保惠民工程

2月10日,記者在(zai)山東(dong)省濟寧市人(ren)力(li)資源和社會(hui)保(bao)障會(hui)議(yi)上了解(jie)到,濟寧市人(ren)社局2014年(nian)將在(zai)就(jiu)業、社保(bao)、人(ren)才(cai)等多(duo)個(ge)方面(mian)推出(chu)多(duo)項惠民工程。

就業:離校未就業高校畢業生實名制登記

今年,全市將新增城鎮就業(ye)(ye)6萬人(ren)(ren)、新增農村勞(lao)動力(li)轉移就業(ye)(ye)7.5萬人(ren)(ren)。統(tong)籌高校畢業(ye)(ye)生、農村勞(lao)動力(li)等重點就業(ye)(ye)對象就業(ye)(ye),實施萬人(ren)(ren)創業(ye)(ye)助(zhu)推工程(cheng),開展創業(ye)(ye)型鄉鎮(街道)和創業(ye)(ye)型社區創建活動。

落實(shi)(shi)離校未就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)高校畢業(ye)(ye)(ye)(ye)生(sheng)實(shi)(shi)名制登(deng)記管理,統(tong)籌實(shi)(shi)施高校畢業(ye)(ye)(ye)(ye)生(sheng)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)崗位(wei)拓展、基(ji)層(ceng)項目(mu)服(fu)務(wu)、創業(ye)(ye)(ye)(ye)引領、就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)服(fu)務(wu)、就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)見(jian)(jian)習(xi)(xi)“五(wu)項計劃”,年內扶持300名以上(shang)高校畢業(ye)(ye)(ye)(ye)生(sheng)成功創業(ye)(ye)(ye)(ye),組織2000名以上(shang)高校畢業(ye)(ye)(ye)(ye)生(sheng)參加(jia)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)見(jian)(jian)習(xi)(xi)、見(jian)(jian)習(xi)(xi)留用(yong)率達到70%以上(shang),高校畢業(ye)(ye)(ye)(ye)生(sheng)總體(ti)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)率穩定在(zai)85%以上(shang)。同時,實(shi)(shi)行城鄉統(tong)一的就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)失業(ye)(ye)(ye)(ye)登(deng)記制度,積極推進(jin)農民工(gong)融入城市、享受(shou)均等化的基(ji)本公(gong)共服(fu)務(wu)。而且(qie),加(jia)大就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)困(kun)難(nan)群體(ti)幫扶力度,開展“充分就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)縣(市、區)”和“充分就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)社區”創建工(gong)作,對(dui)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)困(kun)難(nan)人(ren)員進(jin)行托底安置,城鎮“零(ling)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)”家庭實(shi)(shi)現動(dong)態消零(ling)。

同時,助推創(chuang)(chuang)(chuang)業“1+3”活動(dong),實施萬(wan)人(ren)創(chuang)(chuang)(chuang)業助推工程(cheng),利用擴(kuo)大失業保(bao)(bao)險金支出(chu)范圍政策,進一步(bu)擴(kuo)大小(xiao)額(e)貸(dai)款擔(dan)保(bao)(bao)基金規模,2014年(nian)發放小(xiao)額(e)擔(dan)保(bao)(bao)貸(dai)款4億元,扶持1萬(wan)人(ren)創(chuang)(chuang)(chuang)業,帶(dai)動(dong)就業5萬(wan)人(ren)。并深入開展創(chuang)(chuang)(chuang)業型鄉鎮(街(jie)道(dao))和(he)創(chuang)(chuang)(chuang)業型社區創(chuang)(chuang)(chuang)建(jian)活動(dong),到(dao)2014年(nian)底評選(xuan)認定10個創(chuang)(chuang)(chuang)業型鄉鎮(街(jie)道(dao))和(he)20個創(chuang)(chuang)(chuang)業型社區。

繼續實施全民(min)就(jiu)(jiu)業(ye)(ye)創業(ye)(ye)大培(pei)訓(xun),開展就(jiu)(jiu)業(ye)(ye)技能培(pei)訓(xun)6萬(wan)(wan)人、創業(ye)(ye)培(pei)訓(xun)1.6萬(wan)(wan)人。完善“一(yi)刻鐘(zhong)就(jiu)(jiu)業(ye)(ye)服務圈”,大力推進(jin)公共就(jiu)(jiu)業(ye)(ye)服務業(ye)(ye)務下沉。

社保:“4050”困難群體助保工程

到2014年年底,濟寧市將(jiang)建立全市統一、城鄉一體的居民基本(ben)養(yang)老(lao)和基本(ben)醫療保(bao)險(xian)制(zhi)度(du)。并將(jiang)被征地農民全部納(na)入居民養(yang)老(lao)保(bao)險(xian)統籌范(fan)圍。同(tong)時,實施(shi)“4050”困難群體助保(bao)工程。另外,還將(jiang)機關公務員納(na)入工傷保(bao)險(xian)實施(shi)范(fan)圍,啟(qi)動機關事業(ye)單位職工生(sheng)育保(bao)險(xian),進一步擴大社會保(bao)險(xian)制(zhi)度(du)覆蓋(gai)范(fan)圍。

今年,濟寧市(shi)將實施(shi)“4050”困難群(qun)體(ti)助保(bao)(bao)工(gong)(gong)(gong)程,解決下崗(gang)失(shi)業(ye)困難群(qun)體(ti)的養老、醫(yi)療保(bao)(bao)險(xian)(xian)(xian)“續保(bao)(bao)”問題,讓他(ta)們老有所(suo)養,老有所(suo)醫(yi)。將被征地(di)農(nong)民(min)(min)(min)全部納入居民(min)(min)(min)養老保(bao)(bao)險(xian)(xian)(xian)統籌范圍,并解決不同(tong)養老保(bao)(bao)險(xian)(xian)(xian)制度(du)之間的接續問題,制定職(zhi)工(gong)(gong)(gong)與(yu)居民(min)(min)(min)養老保(bao)(bao)險(xian)(xian)(xian)接續轉(zhuan)移辦法,促進參保(bao)(bao)人員在城鄉(xiang)之間順暢(chang)流動,而(er)且,機(ji)關公務員將納入工(gong)(gong)(gong)傷(shang)保(bao)(bao)險(xian)(xian)(xian)實施(shi)范圍,并啟動機(ji)關事(shi)業(ye)單位職(zhi)工(gong)(gong)(gong)生育保(bao)(bao)險(xian)(xian)(xian),實現生育保(bao)(bao)險(xian)(xian)(xian)制度(du)全覆蓋。

2014年年末,所(suo)有縣市區將(jiang)實現“一(yi)票征繳”或集中征繳,加快推進社(she)會(hui)保(bao)(bao)(bao)(bao)險(xian)(xian)(xian)(xian)人(ren)(ren)(ren)員全覆蓋。力爭到年底全市職工(gong)基(ji)(ji)本(ben)養(yang)老(lao)保(bao)(bao)(bao)(bao)險(xian)(xian)(xian)(xian)參保(bao)(bao)(bao)(bao)人(ren)(ren)(ren)數達到110.4萬人(ren)(ren)(ren)、居民(min)基(ji)(ji)本(ben)養(yang)老(lao)保(bao)(bao)(bao)(bao)險(xian)(xian)(xian)(xian)447萬人(ren)(ren)(ren)、職工(gong)基(ji)(ji)本(ben)醫(yi)療(liao)保(bao)(bao)(bao)(bao)險(xian)(xian)(xian)(xian)113.2萬人(ren)(ren)(ren)、居民(min)基(ji)(ji)本(ben)醫(yi)療(liao)保(bao)(bao)(bao)(bao)險(xian)(xian)(xian)(xian)137.1萬人(ren)(ren)(ren)、工(gong)傷保(bao)(bao)(bao)(bao)險(xian)(xian)(xian)(xian)90.8萬人(ren)(ren)(ren)、失業保(bao)(bao)(bao)(bao)險(xian)(xian)(xian)(xian)71.5萬人(ren)(ren)(ren)、生(sheng)育保(bao)(bao)(bao)(bao)險(xian)(xian)(xian)(xian)67.3萬人(ren)(ren)(ren)。

在社(she)保(bao)(bao)待遇(yu)方(fang)面(mian),濟(ji)寧(ning)市(shi)今年將城(cheng)鄉(xiang)居民(min)基(ji)礎養老(lao)金(jin)標(biao)準(zhun)提(ti)高到(dao)每(mei)人(ren)(ren)每(mei)月70元以(yi)上(shang)。統籌實施(shi)城(cheng)鄉(xiang)居民(min)大病保(bao)(bao)險,確保(bao)(bao)城(cheng)鎮職(zhi)工(gong)和居民(min)政策范(fan)圍內住(zhu)院費(fei)用(yong)報銷比(bi)例穩(wen)定在80%和75%以(yi)上(shang)。推進社(she)會保(bao)(bao)障卡(ka)發放,年底持卡(ka)人(ren)(ren)數有(you)望(wang)達到(dao)360萬人(ren)(ren)。并繼續(xu)提(ti)高企業退休人(ren)(ren)員(yuan)養老(lao)金(jin)、失業人(ren)(ren)員(yuan)失業保(bao)(bao)險金(jin)和工(gong)傷(shang)職(zhi)工(gong)傷(shang)殘津貼(tie)、生活(huo)護(hu)理(li)費(fei)、工(gong)亡職(zhi)工(gong)供養親屬(shu)撫恤金(jin)標(biao)準(zhun)。

人才:技工、高職院校聯姻 “雙證互通”

分(fen)行(xing)業(ye)(ye)、按類別(bie)推(tui)進“孔孟文(wen)化(hua)圣地、創(chuang)新(xin)創(chuang)業(ye)(ye)之(zhi)城———山東濟寧”校園組團招聘活(huo)動,實施留學(xue)人(ren)(ren)員科(ke)技活(huo)動項目擇優資(zi)助等人(ren)(ren)才項目,力爭(zheng)2014年引進國(guo)內外高層次(ci)人(ren)(ren)才2500名以上、高水平創(chuang)新(xin)創(chuang)業(ye)(ye)團隊5個(ge)。

同時,深(shen)化中(zhong)小學教師職(zhi)稱制度改革,啟動工程(cheng)類等專業職(zhi)稱制度改革,推進(jin)中(zhong)等職(zhi)業學校、技工院(yuan)校、高等職(zhi)業學校職(zhi)稱制度改革。并深(shen)入(ru)實施(shi)專業技術人(ren)才知識更新工程(cheng),加快(kuai)網上(shang)培(pei)訓中(zhong)心建設(she),力爭年內培(pei)訓9萬人(ren)。

另外,加強高(gao)技(ji)(ji)能(neng)人才隊伍建設,開(kai)展技(ji)(ji)工院校與(yu)高(gao)職院校合作培養試點,搭建統(tong)一招生平臺(tai),實現“雙證互(hu)通(tong)”。開(kai)展“職業技(ji)(ji)能(neng)鑒定質量年(nian)(nian)”活動,探索實施(shi)專項(xiang)職業能(neng)力考核鑒定,不斷擴大職業工種鑒定范圍,到(dao)2014年(nian)(nian)底職業技(ji)(ji)能(neng)鑒定3.6萬人。

加(jia)快推進高(gao)技(ji)能(neng)人(ren)(ren)才培養示(shi)范基地、技(ji)師(shi)工(gong)作站、公共(gong)實(shi)訓基地等技(ji)能(neng)人(ren)(ren)才培養平臺建(jian)(jian)設,年內新(xin)增市(shi)級高(gao)技(ji)能(neng)人(ren)(ren)才培養示(shi)范基地和市(shi)級技(ji)師(shi)工(gong)作站各10家(jia),助(zhu)推濟(ji)寧市(shi)技(ji)師(shi)學院創建(jian)(jian)國家(jia)級高(gao)技(ji)能(neng)人(ren)(ren)才培養示(shi)范基地。

深化校地企(qi)合(he)作,組織(zhi)國內(nei)知名(ming)高(gao)校來(lai)濟(ji)寧市(shi)開展項目推介、人才洽談活動,加強清華(hua)大學研究生實(shi)踐基(ji)地建設。

收入:基層事業單位工資待遇或提高

完善機關事(shi)業單位工資收(shou)入(ru)分配制(zhi)度(du),縮小工資收(shou)入(ru)差距(ju)。按照國家、省統(tong)一部署,推(tui)進(jin)實施干部職務與(yu)(yu)職級并行、職級與(yu)(yu)待遇掛鉤制(zhi)度(du),優化機關事(shi)業單位工資結構(gou),規范津貼補(bu)貼制(zhi)度(du),推(tui)進(jin)落實待遇適當向鄉(xiang)鎮一線傾斜的政(zheng)策。

同時,合理確定事業(ye)(ye)單(dan)(dan)位績(ji)效(xiao)工資(zi)控制(zhi)線,實行事業(ye)(ye)單(dan)(dan)位績(ji)效(xiao)工資(zi)調節金制(zhi)度,推動事業(ye)(ye)單(dan)(dan)位實施績(ji)效(xiao)工資(zi)全面(mian)入(ru)軌運行。

勞務:建農民工“一書兩金一卡”制度

建(jian)農(nong)民(min)工工資支付保(bao)障“一(yi)書兩金一(yi)卡”制(zhi)度,力(li)爭農(nong)民(min)工工資基本無拖欠(qian)。全面(mian)推行勞(lao)動(dong)合同(tong)(tong)制(zhi)度和(he)勞(lao)動(dong)用工備案制(zhi)度,提(ti)高企業(ye)特別是非公(gong)企業(ye)、小微企業(ye)勞(lao)動(dong)合同(tong)(tong)簽訂率(lv),企業(ye)勞(lao)動(dong)合同(tong)(tong)和(he)企業(ye)集體(ti)合同(tong)(tong)簽訂率(lv)均達到90%以上。同(tong)(tong)時,推進實施“一(yi)體(ti)執法(fa)”制(zhi)度,完善勞(lao)動(dong)監察(cha)執法(fa)與(yu)刑事(shi)司法(fa)聯動(dong)機制(zhi)。
