記者從昨日召開(kai)的山(shan)東省(sheng)青島(dao)市人力(li)資源社會(hui)保(bao)(bao)障(zhang)(zhang)工作會(hui)議上獲悉,2014年,青島(dao)市人力(li)資源社會(hui)保(bao)(bao)障(zhang)(zhang)工作圍繞(rao)就業(ye)創業(ye)、社會(hui)保(bao)(bao)障(zhang)(zhang)等45個方面(mian)確立了263項具體(ti)任務,大部分都是(shi)事關民生的實(shi)事,其中(zhong)初步確定2014年重點推進(jin)5個方面(mian)創新(xin)與改革。
就業
實現城鄉新(xin)增就(jiu)(jiu)業25萬(wan)人。2014年,計劃實現本市(shi)城鄉新(xin)增就(jiu)(jiu)業25萬(wan)人、農村勞動力轉移就(jiu)(jiu)業10萬(wan)人,政策性扶持創業1萬(wan)人,困難群(qun)體就(jiu)(jiu)業率85%以上。
突出做好重點群體就(jiu)(jiu)業(ye)工作,其(qi)中,年內實現青島籍非師范類高校畢業(ye)生(sheng)就(jiu)(jiu)業(ye)率92%以上,特困(kun)家庭(ting)(ting)高校畢業(ye)生(sheng)就(jiu)(jiu)業(ye)率100%,確保“零(ling)就(jiu)(jiu)業(ye)家庭(ting)(ting)”成(cheng)員至少(shao)有1人實現就(jiu)(jiu)業(ye)。
促進創(chuang)業(ye)(ye)(ye)(ye)(ye)帶動(dong)就(jiu)業(ye)(ye)(ye)(ye)(ye),建(jian)設(she)(she)1處市級(ji)城鄉(xiang)綜合創(chuang)業(ye)(ye)(ye)(ye)(ye)孵化示(shi)范(fan)基地、2處市級(ji)靈(ling)活務工綜合服務中心(農(nong)民工零工市場)。區市新建(jian)、整合大(da)(da)學生創(chuang)業(ye)(ye)(ye)(ye)(ye)孵化示(shi)范(fan)基地(創(chuang)業(ye)(ye)(ye)(ye)(ye)園區)11處。深化青島創(chuang)業(ye)(ye)(ye)(ye)(ye)大(da)(da)學發展(zhan)模式。啟(qi)動(dong)建(jian)設(she)(she)湛山創(chuang)意工廠二(er)期。設(she)(she)立(li)10億(yi)元市級(ji)創(chuang)業(ye)(ye)(ye)(ye)(ye)帶動(dong)就(jiu)業(ye)(ye)(ye)(ye)(ye)扶(fu)持(chi)(chi)資金,重點用于扶(fu)持(chi)(chi)各類創(chuang)業(ye)(ye)(ye)(ye)(ye)就(jiu)業(ye)(ye)(ye)(ye)(ye)培訓載體建(jian)設(she)(she)。
人才
深入實(shi)施“111”引才工(gong)(gong)程(cheng)。啟(qi)動(dong)運營中(zhong)國(guo)(guo)海洋(yang)人才市場(chang)云中(zhong)心,推(tui)進(jin)人才公共服務(wu)標準化建設,探索在擁有國(guo)(guo)際著名(ming)海洋(yang)實(shi)驗室(shi)的國(guo)(guo)內外城(cheng)市設立人才和產(chan)學研工(gong)(gong)作(zuo)站(zhan),建立重(zhong)大項目、重(zhong)大工(gong)(gong)程(cheng)引進(jin)海外人才綠色(se)通道。
搭建完善人(ren)才服務平臺。全年新設10個市級專家服務基(ji)地,新增50個專家工作站(zhan)。
繼(ji)續放活高層(ceng)次和緊缺(que)人才招聘(pin)政(zheng)策,推(tui)行差別化招聘(pin)方(fang)式。
繼續推進中小學(xue)教(jiao)師(shi)職稱制度(du)改革(ge),建立統一的中小學(xue)教(jiao)師(shi)職務制度(du)。
人事
推動聘(pin)(pin)任制(zhi)公務(wu)員(yuan)試點改革。出臺(tai)《青島市聘(pin)(pin)任制(zhi)公務(wu)員(yuan)管理辦(ban)法(fa)》等(deng)配套文件,組織做好(hao)首(shou)次聘(pin)(pin)任制(zhi)公務(wu)員(yuan)招聘(pin)(pin)工作。加(jia)強聘(pin)(pin)任制(zhi)公務(wu)員(yuan)跟蹤考核評價(jia),探(tan)索完善保障、退出機制(zhi)。
拓寬基層公務(wu)員(yuan)來源渠道,探(tan)索建(jian)(jian)立基層招(zhao)(zhao)人留人長效機制(zhi)(zhi)。完善公務(wu)員(yuan)考(kao)錄制(zhi)(zhi)度,將市民監(jian)督擴大(da)到從公務(wu)員(yuan)考(kao)錄筆試到體檢的各(ge)個環節,完善事業單(dan)位(wei)公開招(zhao)(zhao)聘流(liu)程(cheng),建(jian)(jian)立國有大(da)中(zhong)型企業公開招(zhao)(zhao)聘制(zhi)(zhi)度,確保就業機會公平。
建(jian)立專業(ye)技術(shu)類(lei)和(he)行(xing)政執法類(lei)公務(wu)員(yuan)(yuan)管理制(zhi)(zhi)度;在縣以下機(ji)關試點公務(wu)員(yuan)(yuan)職(zhi)務(wu)與(yu)(yu)職(zhi)級并行(xing)、職(zhi)級與(yu)(yu)待遇掛鉤制(zhi)(zhi)度。在學校、醫院、科研院所(suo)等公益事業(ye)單位開(kai)展與(yu)(yu)行(xing)政職(zhi)級脫鉤的職(zhi)員(yuan)(yuan)制(zhi)(zhi)改革試點。
勞動關系
出臺企業(ye)實行特(te)殊(shu)工時(shi)(shi)制度管(guan)理(li)規定。做好企業(ye)工資(zi)分(fen)配宏觀調控工作(zuo)。根據省統一部署,適時(shi)(shi)調整最低(di)工資(zi)標準,發布2014年(nian)企業(ye)工資(zi)指(zhi)導線和人力資(zi)源市場工資(zi)指(zhi)導價(jia)位。
探索建(jian)(jian)立(li)國(guo)家級和諧勞動關系(xi)協調新模(mo)式(shi),爭取試驗區創建(jian)(jian)方案早(zao)日獲批(pi),探索建(jian)(jian)立(li)符合青島(dao)實(shi)際的(de)和諧勞動關系(xi)構建(jian)(jian)機制。
社保
推進醫療保(bao)(bao)(bao)險(xian)城鄉統(tong)籌。2014年青島市(shi)將穩步推進新型農村合作醫療保(bao)(bao)(bao)險(xian)和城鎮居民基(ji)本醫療保(bao)(bao)(bao)險(xian)制度整合,確保(bao)(bao)(bao)平穩過(guo)渡。完善長期(qi)醫療護理保(bao)(bao)(bao)險(xian)制度。開(kai)展“日間病(bing)房”醫保(bao)(bao)(bao)結算管理試點(dian)。探索建立(li)基(ji)本醫療保(bao)(bao)(bao)險(xian)意外傷(shang)害(hai)保(bao)(bao)(bao)險(xian)制度。修(xiu)訂基(ji)本醫療保(bao)(bao)(bao)險(xian)定點(dian)機構管理辦(ban)法(fa)。出(chu)臺門診(zhen)大病(bing)管理辦(ban)法(fa)。
推(tui)進(jin)機關(guan)(guan)事業(ye)單位養(yang)老(lao)保(bao)(bao)險制度(du)改革(ge)。組(zu)織實施(shi)職(zhi)工(gong)(gong)(gong)和(he)居(ju)(ju)民(min)(min)基本養(yang)老(lao)保(bao)(bao)險制度(du)銜接政(zheng)策。穩妥做好(hao)(hao)城(cheng)(cheng)鄉居(ju)(ju)民(min)(min)養(yang)老(lao)保(bao)(bao)險與城(cheng)(cheng)鎮(zhen)職(zhi)工(gong)(gong)(gong)養(yang)老(lao)保(bao)(bao)險關(guan)(guan)系轉移接續工(gong)(gong)(gong)作(zuo)(zuo)。完善落實被征地農民(min)(min)養(yang)老(lao)保(bao)(bao)險政(zheng)策。做好(hao)(hao)非營利性民(min)(min)辦職(zhi)業(ye)院(yuan)校教師社會(hui)保(bao)(bao)障與公辦學校教師同等待遇試點工(gong)(gong)(gong)作(zuo)(zuo)。
做好(hao)2014年度失(shi)業保(bao)(bao)險(xian)(xian)金(jin)標準調(diao)整工(gong)(gong)作。適時啟(qi)動(dong)失(shi)業保(bao)(bao)險(xian)(xian)金(jin)標準與物(wu)價上漲聯動(dong)機制。開(kai)展工(gong)(gong)傷(shang)預防試(shi)點,探索工(gong)(gong)傷(shang)保(bao)(bao)險(xian)(xian)費率浮動(dong)機制,減少工(gong)(gong)傷(shang)事故和(he)職(zhi)業病(bing)發生。研(yan)究公(gong)務員(yuan)參(can)加工(gong)(gong)傷(shang)保(bao)(bao)險(xian)(xian)辦法。調(diao)整工(gong)(gong)傷(shang)1-4級人員(yuan)傷(shang)殘(can)津貼、生活護理費、供養親屬撫恤金(jin)待遇標準以(yi)及工(gong)(gong)亡職(zhi)工(gong)(gong)一(yi)次性(xing)工(gong)(gong)亡補助金(jin)標準。研(yan)究工(gong)(gong)傷(shang)保(bao)(bao)險(xian)(xian)基金(jin)統(tong)(tong)收統(tong)(tong)支管理模式。
