記者日前(qian)獲悉,為提高農(nong)(nong)民(min)工(gong)(gong)就業質量,我市計(ji)劃到2018年(nian)培訓(xun)8萬名農(nong)(nong)村轉移勞動力,2015年(nian)底實現全(quan)市社(she)區全(quan)覆蓋農(nong)(nong)民(min)工(gong)(gong)就業維權(quan)服務圈,農(nong)(nong)民(min)工(gong)(gong)勞動合同(tong)簽訂率2015年(nian)達80%以上(shang),保(bao)障(zhang)農(nong)(nong)民(min)工(gong)(gong)同(tong)工(gong)(gong)同(tong)酬。
我市將實施“加(jia)強就(jiu)業培(pei)訓提高(gao)就(jiu)業與創業能力(li)(li)五年(nian)規劃(hua)”,2014年(nian)至2018年(nian)全(quan)市計(ji)劃(hua)培(pei)訓8萬名(ming)農(nong)村(cun)轉移(yi)勞(lao)(lao)動力(li)(li)。同時(shi),自(zi)2014年(nian)起,農(nong)村(cun)轉移(yi)勞(lao)(lao)動力(li)(li)可在戶籍所(suo)在地或(huo)求(qiu)職就(jiu)業地享受職業培(pei)訓補(bu)貼(tie)和技能鑒定補(bu)貼(tie)。各區(市)根(gen)據農(nong)民(min)(min)工(gong)(gong)流動規模和實際需(xu)求(qiu),依托政務(wu)服(fu)(fu)務(wu)大廳、人力(li)(li)資(zi)源社(she)會(hui)保障(zhang)服(fu)(fu)務(wu)中心或(huo)零工(gong)(gong)市場建立農(nong)民(min)(min)工(gong)(gong)綜合服(fu)(fu)務(wu)平臺。各鄉鎮(街(jie)道)依托人力(li)(li)資(zi)源社(she)會(hui)保障(zhang)所(suo),打造以2公(gong)里為半(ban)徑、半(ban)小時(shi)為時(shi)限的農(nong)民(min)(min)工(gong)(gong)就(jiu)業維(wei)權服(fu)(fu)務(wu)圈。全(quan)面啟動社(she)區就(jiu)業信(xin)息(xi)化建設,為農(nong)民(min)(min)工(gong)(gong)就(jiu)業提供各項(xiang)信(xin)息(xi)服(fu)(fu)務(wu),2015年(nian)底實現全(quan)市社(she)區全(quan)覆蓋。
我(wo)市出臺相關文件規(gui)定(ding),到2015年(nian),農民(min)(min)工(gong)(gong)(gong)勞(lao)動(dong)合同(tong)簽訂(ding)率達(da)80%以上,2020年(nian)達(da)到90%以上。在(zai)流動(dong)性大、季節性強、用工(gong)(gong)(gong)時間短的行(xing)業(ye),推行(xing)簡(jian)易勞(lao)動(dong)合同(tong)示范文本(ben),建立勞(lao)動(dong)用工(gong)(gong)(gong)備案、就業(ye)失業(ye)登記、社會保險參保登記聯(lian)動(dong)機制,實現(xian)對企業(ye)用工(gong)(gong)(gong)動(dong)態(tai)管理。在(zai)維護農民(min)(min)工(gong)(gong)(gong)合法(fa)權益方面(mian),我(wo)市規(gui)定(ding)要保障農民(min)(min)工(gong)(gong)(gong)同(tong)工(gong)(gong)(gong)同(tong)酬,用人單(dan)位吸納農民(min)(min)工(gong)(gong)(gong)就業(ye),與本(ben)單(dan)位同(tong)崗位職工(gong)(gong)(gong)實行(xing)相同(tong)的勞(lao)動(dong)報酬分配制度(du)和分配辦法(fa)。保證農民(min)(min)工(gong)(gong)(gong)工(gong)(gong)(gong)資按時足額發(fa)放(fang),實施“一(yi)書兩金一(yi)卡”制度(du)。
