二、延續穩崗擴崗政策。階(jie)段性降低失(shi)業(ye)(ye)、工(gong)傷(shang)保(bao)險(xian)(xian)費率政策(ce)延續(xu)實(shi)(shi)施至(zhi)(zhi)(zhi)2022年(nian)4月(yue)30日(ri)。統籌地區(qu)2020年(nian)末失(shi)業(ye)(ye)保(bao)險(xian)(xian)基(ji)金(jin)滾存結(jie)余(yu)具備1年(nian)以(yi)(yi)上備付能力的(de),繼續(xu)實(shi)(shi)施穩崗返還政策(ce),中(zhong)小(xiao)微(wei)企(qi)業(ye)(ye)按(an)企(qi)業(ye)(ye)及其職(zhi)工(gong)上年(nian)度實(shi)(shi)際繳納失(shi)業(ye)(ye)保(bao)險(xian)(xian)費的(de)60%、大(da)型企(qi)業(ye)(ye)按(an)30%返還,社會(hui)(hui)團體、基(ji)金(jin)會(hui)(hui)、社會(hui)(hui)服(fu)務機(ji)構、律師事(shi)務所(suo)、會(hui)(hui)計師事(shi)務所(suo)、以(yi)(yi)單位(wei)形(xing)式參保(bao)的(de)個體經濟組織(zhi)參照實(shi)(shi)施,政策(ce)受理(li)期截(jie)至(zhi)(zhi)(zhi)2021年(nian)12月(yue)31日(ri)。對2021年(nian)1月(yue)至(zhi)(zhi)(zhi)12月(yue),新(xin)吸(xi)納就業(ye)(ye)(新(xin)吸(xi)納時(shi)間以(yi)(yi)本年(nian)度首次在本企(qi)業(ye)(ye)繳納社會(hui)(hui)保(bao)險(xian)(xian)時(shi)間為(wei)準(zhun))并組織(zhi)開(kai)展以(yi)(yi)工(gong)代訓的(de)中(zhong)小(xiao)微(wei)企(qi)業(ye)(ye),按(an)吸(xi)納人數給予企(qi)業(ye)(ye)每(mei)月(yue)500元/人、最長6個月(yue)的(de)職(zhi)業(ye)(ye)培訓補貼(tie);受疫情(qing)影響較大(da)的(de)外貿(mao)、住宿餐(can)飲、文化(hua)旅游、交(jiao)通運輸、批發零售行業(ye)(ye),補貼(tie)范圍擴大(da)到大(da)型企(qi)業(ye)(ye)。(省(sheng)工(gong)業(ye)(ye)和信息化(hua)廳、省(sheng)財政廳、省(sheng)稅務局、省(sheng)人力資源社會(hui)(hui)保(bao)障廳等(deng)按(an)職(zhi)責分工(gong)負責)
三、優化用工保障服務。開(kai)展企(qi)(qi)業(ye)用工(gong)(gong)保障服(fu)(fu)務(wu)專項行動(dong),健全重點企(qi)(qi)業(ye)常態化用工(gong)(gong)服(fu)(fu)務(wu)機(ji)制(zhi),緩解企(qi)(qi)業(ye)用工(gong)(gong)難。組織人(ren)(ren)(ren)力(li)(li)資(zi)源(yuan)(yuan)服(fu)(fu)務(wu)機(ji)構幫(bang)助(zhu)企(qi)(qi)業(ye)解決(jue)用工(gong)(gong)問題,省(sheng)(sheng)(sheng)級對作出突出貢(gong)獻的(de)人(ren)(ren)(ren)力(li)(li)資(zi)源(yuan)(yuan)服(fu)(fu)務(wu)機(ji)構給予(yu)50萬元獎補(bu)。完善跨區(qu)(qu)域(yu)(yu)勞務(wu)協作機(ji)制(zhi),加(jia)強沿黃流域(yu)(yu)省(sheng)(sheng)(sheng)際人(ren)(ren)(ren)力(li)(li)資(zi)源(yuan)(yuan)合作,吸引省(sheng)(sheng)(sheng)外勞動(dong)力(li)(li)來魯就(jiu)業(ye)。加(jia)強共享用工(gong)(gong)指導(dao)服(fu)(fu)務(wu),促進(jin)用工(gong)(gong)余缺調劑(ji)合作。優化企(qi)(qi)業(ye)用工(gong)(gong)生態,對勞動(dong)關(guan)系和諧企(qi)(qi)業(ye)開(kai)展聯合激勵。為符合條件(jian)的(de)新(xin)就(jiu)業(ye)無房職(zhi)工(gong)(gong)發(fa)放(fang)住(zhu)房租賃補(bu)貼(tie)。有(you)條件(jian)的(de)市可在(zai)開(kai)發(fa)區(qu)(qu)、高新(xin)區(qu)(qu)等(deng)企(qi)(qi)業(ye)密集區(qu)(qu)域(yu)(yu)建(jian)設人(ren)(ren)(ren)才公寓(yu)或青(qing)年(nian)公寓(yu),以(yi)低于(yu)市場租金標準(zhun)向(xiang)符合條件(jian)的(de)青(qing)年(nian)職(zhi)工(gong)(gong)提供。(省(sheng)(sheng)(sheng)人(ren)(ren)(ren)力(li)(li)資(zi)源(yuan)(yuan)社(she)會(hui)保障廳(ting)、省(sheng)(sheng)(sheng)工(gong)(gong)業(ye)和信息(xi)化廳(ting)、省(sheng)(sheng)(sheng)教(jiao)育廳(ting)、省(sheng)(sheng)(sheng)財政廳(ting)、省(sheng)(sheng)(sheng)住(zhu)房城鄉(xiang)建(jian)設廳(ting)、省(sheng)(sheng)(sheng)總工(gong)(gong)會(hui)等(deng)按職(zhi)責分工(gong)(gong)負責)
四、加強重點群體就業支持。實施(shi)高(gao)校(xiao)畢(bi)(bi)業(ye)(ye)生(sheng)(sheng)(含海歸畢(bi)(bi)業(ye)(ye)生(sheng)(sheng),下同)留(liu)魯(lu)(lu)來魯(lu)(lu)就(jiu)(jiu)業(ye)(ye)創(chuang)(chuang)業(ye)(ye)推進行動,提高(gao)應(ying)屆畢(bi)(bi)業(ye)(ye)生(sheng)(sheng)留(liu)魯(lu)(lu)率。國(guo)有企業(ye)(ye)新增(zeng)崗位招聘應(ying)屆高(gao)校(xiao)畢(bi)(bi)業(ye)(ye)生(sheng)(sheng)比例不低于50%。加(jia)大(da)(da)(da)(da)機關、事業(ye)(ye)單位應(ying)屆畢(bi)(bi)業(ye)(ye)生(sheng)(sheng)招錄(招聘)力(li)度。擴(kuo)大(da)(da)(da)(da)教師特崗計劃(hua)、“三支一(yi)扶(fu)”計劃(hua)、“西部計劃(hua)”等(deng)基層項(xiang)目(mu)招募規(gui)模(mo)。2021年(nian)1月(yue)至12月(yue),對見習(xi)期(qi)未滿(man)與(yu)高(gao)校(xiao)畢(bi)(bi)業(ye)(ye)生(sheng)(sheng)簽訂勞動合同的,給予(yu)見習(xi)單位剩余期(qi)限見習(xi)補貼。健全就(jiu)(jiu)業(ye)(ye)困(kun)難(nan)人員即時援助、“零就(jiu)(jiu)業(ye)(ye)”家庭動態消零機制,擴(kuo)大(da)(da)(da)(da)城市公益(yi)性崗位開發規(gui)模(mo)。使用專項(xiang)公益(yi)性崗位對符合條件(jian)的下崗失業(ye)(ye)、就(jiu)(jiu)業(ye)(ye)困(kun)難(nan)退役(yi)士兵提供(gong)幫(bang)扶(fu)。推動落(luo)實按(an)比例安排殘疾人就(jiu)(jiu)業(ye)(ye),加(jia)大(da)(da)(da)(da)對輔助性就(jiu)(jiu)業(ye)(ye)、集中就(jiu)(jiu)業(ye)(ye)和殘疾人自主創(chuang)(chuang)業(ye)(ye)、靈活(huo)就(jiu)(jiu)業(ye)(ye)、居(ju)家就(jiu)(jiu)業(ye)(ye)扶(fu)持。(省委組織部、省人力(li)資(zi)(zi)源社會保障廳、省教育廳、省財政廳、省國(guo)資(zi)(zi)委、省退役(yi)軍人廳、省殘聯(lian)、團省委等(deng)按(an)職責分工負(fu)責)

六、完善創業帶動就業保障制度。圍繞(rao)企業(ye)(ye)(ye)全(quan)生(sheng)命周期,推出100件高頻事(shi)項極簡辦、集成辦、全(quan)域辦。拓寬(kuan)創(chuang)(chuang)(chuang)業(ye)(ye)(ye)擔(dan)保(bao)貸款擔(dan)保(bao)基(ji)金補充渠道,各(ge)市(shi)在控制風(feng)險前提下,可按照擔(dan)保(bao)基(ji)金放大5至10倍的規模提供擔(dan)保(bao)服務。逐步將創(chuang)(chuang)(chuang)業(ye)(ye)(ye)帶(dai)動就業(ye)(ye)(ye)扶持(chi)資(zi)金納(na)入財(cai)政預算(suan),優化支(zhi)出方向(xiang)。支(zhi)持(chi)建(jian)(jian)設(she)創(chuang)(chuang)(chuang)業(ye)(ye)(ye)載(zai)體,經認定的省級(ji)創(chuang)(chuang)(chuang)業(ye)(ye)(ye)載(zai)體,應(ying)安排一定比例的場地,向(xiang)應(ying)屆高校(xiao)畢(bi)業(ye)(ye)(ye)生(sheng)、返鄉創(chuang)(chuang)(chuang)業(ye)(ye)(ye)農民工(gong)、殘疾人等群體免費提供。深化創(chuang)(chuang)(chuang)業(ye)(ye)(ye)型城市(shi)、街道、社區創(chuang)(chuang)(chuang)建(jian)(jian),開(kai)展(zhan)創(chuang)(chuang)(chuang)業(ye)(ye)(ye)服務展(zhan)示交流(liu)、創(chuang)(chuang)(chuang)業(ye)(ye)(ye)大賽(sai)、創(chuang)(chuang)(chuang)業(ye)(ye)(ye)典型人物選樹活動。實施大學生(sheng)創(chuang)(chuang)(chuang)業(ye)(ye)(ye)引領(ling)計劃(hua),每(mei)年扶持(chi)2萬名以上大學生(sheng)創(chuang)(chuang)(chuang)業(ye)(ye)(ye)。開(kai)發特(te)色(se)創(chuang)(chuang)(chuang)業(ye)(ye)(ye)實訓項目,健全(quan)省、市(shi)、縣三級(ji)創(chuang)(chuang)(chuang)業(ye)(ye)(ye)導(dao)師隊伍,推進建(jian)(jian)設(she)創(chuang)(chuang)(chuang)業(ye)(ye)(ye)診(zhen)所、創(chuang)(chuang)(chuang)業(ye)(ye)(ye)指導(dao)專家(jia)工(gong)作室。(省政府辦公廳、省發展(zhan)改革委、省市(shi)場監(jian)管局、省財(cai)政廳、省人力資(zi)源社會保(bao)障廳、省科技廳、人民銀行濟南分行等按職責分工(gong)負(fu)責)

九、增強失業風險防范治理能力。開(kai)(kai)展(zhan)省(sheng)級月(yue)(yue)度調(diao)(diao)查失(shi)業(ye)(ye)率統(tong)計,探索建立(li)市(shi)級調(diao)(diao)查失(shi)業(ye)(ye)率統(tong)計制度。將防范應對規模(mo)性(xing)(xing)失(shi)業(ye)(ye)風(feng)險(xian)列入經(jing)(jing)濟社會(hui)發展(zhan)綜合考核(he)。加強對產能調(diao)(diao)整、經(jing)(jing)貿摩擦(ca)、專(zhuan)項治理等對就(jiu)業(ye)(ye)影響和(he)(he)失(shi)業(ye)(ye)風(feng)險(xian)評(ping)估(gu),對可(ke)能引(yin)發規模(mo)性(xing)(xing)失(shi)業(ye)(ye)風(feng)險(xian)的(de),提前制定工作預(yu)案(an)和(he)(he)應對措施(shi)。一個(ge)企業(ye)(ye)一次(ci)性(xing)(xing)裁員超過(guo)100人(ren)(ren)以上的(de),市(shi)級政府應及時向省(sheng)政府報(bao)告(gao)。暢(chang)通線上線下失(shi)業(ye)(ye)登(deng)記,精準開(kai)(kai)展(zhan)崗位推薦和(he)(he)就(jiu)業(ye)(ye)服務(wu)。設立(li)一批基(ji)層就(jiu)業(ye)(ye)服務(wu)專(zhuan)員,緩解街道(鄉鎮)、社區(村)就(jiu)業(ye)(ye)服務(wu)力量薄(bo)弱問題,使用(yong)就(jiu)業(ye)(ye)補(bu)助資金給予補(bu)貼(tie)。繼續(xu)實施(shi)失(shi)業(ye)(ye)保險(xian)擴圍政策,保障范圍調(diao)(diao)整為2021年1月(yue)(yue)1日(ri)之后新發生的(de)參保失(shi)業(ye)(ye)人(ren)(ren)員,政策受理期截(jie)至2021年12月(yue)(yue)31日(ri)。(國家統(tong)計局(ju)山東調(diao)(diao)查總(zong)隊(dui)、省(sheng)統(tong)計局(ju)、省(sheng)發展(zhan)改革委(wei)、省(sheng)工業(ye)(ye)和(he)(he)信息(xi)化廳(ting)(ting)(ting)、省(sheng)商務(wu)廳(ting)(ting)(ting)、省(sheng)財政廳(ting)(ting)(ting)、省(sheng)人(ren)(ren)力資源社會(hui)保障廳(ting)(ting)(ting)、省(sheng)稅(shui)務(wu)局(ju)等按職責分工負責)
十、強化就業優先保障。政府(fu)主要負(fu)責人(ren)要定期聽取情況(kuang)匯報、開展調查(cha)研究,加(jia)強對就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)工(gong)(gong)作的組織領(ling)導和統(tong)籌協(xie)調。健(jian)全(quan)省市(shi)縣就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)和農民工(gong)(gong)工(gong)(gong)作議(yi)事協(xie)調機制(zhi)(zhi)(zhi),領(ling)導小組成(cheng)員(yuan)單位每年(nian)(nian)要推(tui)(tui)出一(yi)批穩就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)擴就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)政策(ce)舉措。加(jia)強就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)督導考(kao)核,建(jian)立約(yue)談制(zhi)(zhi)(zhi)度(du),推(tui)(tui)動解決就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)領(ling)域重(zhong)大(da)(da)問題(ti)和隱(yin)患風險。加(jia)大(da)(da)各級財政就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)補(bu)(bu)助資(zi)金投入,健(jian)全(quan)完善(shan)就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)補(bu)(bu)助資(zi)金直達機制(zhi)(zhi)(zhi)。加(jia)大(da)(da)失業(ye)(ye)保險基(ji)金省級調劑(ji),2023年(nian)(nian)年(nian)(nian)底前實現失業(ye)(ye)保險省級統(tong)籌。開展就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)創(chuang)(chuang)業(ye)(ye)先進集體、個人(ren)表彰(zhang),加(jia)大(da)(da)正向(xiang)激勵(li)。各級新(xin)(xin)聞宣傳部門要加(jia)大(da)(da)對基(ji)層就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)、自主創(chuang)(chuang)業(ye)(ye)、靈活就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)、技(ji)能成(cheng)才典型人(ren)物宣傳,引導勞動者特別(bie)是青年(nian)(nian)群體轉(zhuan)變就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)觀念。健(jian)全(quan)就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)政策(ce)、就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)形勢新(xin)(xin)聞發布(bu)制(zhi)(zhi)(zhi)度(du),講好就(jiu)(jiu)(jiu)(jiu)(jiu)業(ye)(ye)優先“山東篇”。
