為切實落實深化“放管服”改革優化營商環境,日照五蓮縣緊扣“就業為本,民生優先”主線,深入開展“就業政務服務快辦行動”,推進“一窗通辦”工作,進一步優化服務流程,提升服務效能。
服(fu)(fu)(fu)務(wu)(wu)(wu)事(shi)項“打(da)包辦”。重點圍繞企(qi)業(ye)和群(qun)眾涉及較多(duo)的高(gao)校畢(bi)業(ye)生(sheng)就(jiu)業(ye)、創(chuang)業(ye)、人才、失(shi)業(ye)、就(jiu)業(ye)困難群(qun)體幫扶等服(fu)(fu)(fu)務(wu)(wu)(wu),明確事(shi)項責(ze)任(ren)、整(zheng)合(he)材(cai)料、優化流(liu)程、改造系統,將流(liu)程相似、材(cai)料相近、結果關聯的服(fu)(fu)(fu)務(wu)(wu)(wu)事(shi)項打(da)包,將“多(duo)件事(shi)”變“一件事(shi)”辦理。目前已整(zheng)合(he)“就(jiu)業(ye)服(fu)(fu)(fu)務(wu)(wu)(wu)”“人才服(fu)(fu)(fu)務(wu)(wu)(wu)” “失(shi)業(ye)服(fu)(fu)(fu)務(wu)(wu)(wu)” “創(chuang)業(ye)服(fu)(fu)(fu)務(wu)(wu)(wu)”和“補貼(tie)服(fu)(fu)(fu)務(wu)(wu)(wu)”等5大服(fu)(fu)(fu)務(wu)(wu)(wu)包,面向社(she)會開(kai)展個性化服(fu)(fu)(fu)務(wu)(wu)(wu)。
高(gao)頻事(shi)(shi)項(xiang)(xiang)(xiang)“提(ti)速辦(ban)(ban)(ban)(ban)”。對(dui)照“清事(shi)(shi)項(xiang)(xiang)(xiang)、減材料、壓時(shi)限”要求(qiu),推進(jin)就業(ye)(ye)服務快辦(ban)(ban)(ban)(ban)行(xing)(xing)動,著力(li)精簡優化各項(xiang)(xiang)(xiang)業(ye)(ye)務辦(ban)(ban)(ban)(ban)理環節程序,為(wei)群眾提(ti)供更加(jia)優質便捷(jie)高(gao)效的(de)服務。有明(ming)確時(shi)限要求(qiu)的(de)事(shi)(shi)項(xiang)(xiang)(xiang),嚴格按照時(shi)限要求(qiu)執(zhi)行(xing)(xing);原則上(shang),做到(dao)申(shen)請(qing)(qing)材料齊全的(de)一次(ci)受理,即(ji)時(shi)辦(ban)(ban)(ban)(ban)結事(shi)(shi)項(xiang)(xiang)(xiang)從接收(shou)材料到(dao)辦(ban)(ban)(ban)(ban)結不(bu)超過30分鐘;網上(shang)申(shen)請(qing)(qing)事(shi)(shi)項(xiang)(xiang)(xiang)受理審(shen)核不(bu)過夜;限時(shi)辦(ban)(ban)(ban)(ban)結事(shi)(shi)項(xiang)(xiang)(xiang)在規定時(shi)限的(de)基礎上(shang),提(ti)速50%以上(shang),具備條件的(de)轉為(wei)即(ji)時(shi)辦(ban)(ban)(ban)(ban)結事(shi)(shi)項(xiang)(xiang)(xiang)。
服(fu)(fu)(fu)務(wu)(wu)窗(chuang)口(kou)“集(ji)中辦(ban)(ban)(ban)”。積(ji)極推進“一窗(chuang)通辦(ban)(ban)(ban)”“綜(zong)合(he)柜員制”改革工作,打破科(ke)(ke)室界限、崗位(wei)分工,通過業(ye)務(wu)(wu)系統操作集(ji)訓,促使工作人(ren)員在(zai)最短時(shi)間內由“專科(ke)(ke)大夫(fu)” 變成“全科(ke)(ke)大夫(fu)”,全面提升窗(chuang)口(kou)經(jing)辦(ban)(ban)(ban)服(fu)(fu)(fu)務(wu)(wu)水平(ping)。加快整(zheng)合(he)現有業(ye)務(wu)(wu)網絡(luo),大力宣傳推行(xing)“網上(shang)辦(ban)(ban)(ban)”、“日照(zhao)人(ren)社”手機APP程(cheng)序,不斷提高“網上(shang)辦(ban)(ban)(ban)、掌上(shang)辦(ban)(ban)(ban)”工作服(fu)(fu)(fu)務(wu)(wu)質量。目前(qian),就失業(ye)登(deng)記、失業(ye)保險待遇申請、失業(ye)補(bu)助金、技(ji)能提升補(bu)貼等二十(shi)余項業(ye)務(wu)(wu)已整(zheng)合(he)到綜(zong)合(he)服(fu)(fu)(fu)務(wu)(wu)窗(chuang)口(kou),實現“一窗(chuang)式(shi)受(shou)理、一站式(shi)服(fu)(fu)(fu)務(wu)(wu)、一柜臺辦(ban)(ban)(ban)結”。
惠民(min)利企(qi)(qi)事(shi)項(xiang)“熱(re)心(xin)辦”。加強就業(ye)創業(ye)政策的宣傳力度,積極落實(shi)穩就業(ye)保居民(min)就業(ye)十大行動(dong)舉措(cuo),做(zuo)到百姓的需要在哪里,惠民(min)政策就落實(shi)到哪里。開展“政策找人(ren)(ren)”活動(dong),主動(dong)對接(jie)(jie)企(qi)(qi)業(ye),開展一(yi)(yi)線接(jie)(jie)洽用工服(fu)務,著力降低企(qi)(qi)業(ye)運(yun)行負擔,積極促進縣域企(qi)(qi)業(ye)正(zheng)常運(yun)轉。為大齡失業(ye)人(ren)(ren)員、殘疾人(ren)(ren)等特殊群體上(shang)門辦理各(ge)項(xiang)補貼待遇申領發放、認證工作。打(da)造“跑(pao)腿”越(yue)(yue)(yue)來(lai)越(yue)(yue)(yue)少、材料越(yue)(yue)(yue)來(lai)越(yue)(yue)(yue)簡、時限越(yue)(yue)(yue)來(lai)越(yue)(yue)(yue)短、體驗(yan)越(yue)(yue)(yue)來(lai)越(yue)(yue)(yue)好(hao)的便(bian)民(min)服(fu)務新模(mo)式,實(shi)現辦一(yi)(yi)件事(shi)“只進一(yi)(yi)門、只到一(yi)(yi)窗、只跑(pao)一(yi)(yi)次(ci)”。
