日照五蓮縣“四辦”就業服務模式 打造一流營商環境

為切實落實深化“放管服”改革優化營商環境,日照五蓮縣緊扣“就業為本,民生優先”主線,深入開展“就業政務服務快辦行動”,推進“一窗通辦”工作,進一步優化服務流程,提升服務效能。

服(fu)(fu)(fu)務(wu)事(shi)(shi)(shi)項“打包(bao)(bao)辦(ban)”。重點圍繞企業和(he)(he)群眾涉及較(jiao)多的高校畢業生就業、創業、人才、失(shi)業、就業困(kun)難群體幫(bang)扶等(deng)服(fu)(fu)(fu)務(wu),明確事(shi)(shi)(shi)項責任、整(zheng)合材料(liao)、優化流(liu)(liu)程(cheng)、改造(zao)系(xi)統,將流(liu)(liu)程(cheng)相似、材料(liao)相近(jin)、結(jie)果關聯的服(fu)(fu)(fu)務(wu)事(shi)(shi)(shi)項打包(bao)(bao),將“多件事(shi)(shi)(shi)”變“一件事(shi)(shi)(shi)”辦(ban)理。目前(qian)已(yi)整(zheng)合“就業服(fu)(fu)(fu)務(wu)”“人才服(fu)(fu)(fu)務(wu)” “失(shi)業服(fu)(fu)(fu)務(wu)” “創業服(fu)(fu)(fu)務(wu)”和(he)(he)“補貼(tie)服(fu)(fu)(fu)務(wu)”等(deng)5大(da)服(fu)(fu)(fu)務(wu)包(bao)(bao),面向社會開展個性化服(fu)(fu)(fu)務(wu)。

高頻事(shi)(shi)(shi)項(xiang)“提速辦(ban)(ban)(ban)(ban)(ban)”。對(dui)照“清事(shi)(shi)(shi)項(xiang)、減材料、壓(ya)時限(xian)”要求,推進就業服務(wu)快辦(ban)(ban)(ban)(ban)(ban)行(xing)動,著力精簡優(you)化各項(xiang)業務(wu)辦(ban)(ban)(ban)(ban)(ban)理(li)(li)(li)環節程(cheng)序,為群眾(zhong)提供更加優(you)質便捷(jie)高效的(de)服務(wu)。有(you)明確時限(xian)要求的(de)事(shi)(shi)(shi)項(xiang),嚴格按照時限(xian)要求執行(xing);原(yuan)則上,做到(dao)申請材料齊全的(de)一次(ci)受理(li)(li)(li),即(ji)時辦(ban)(ban)(ban)(ban)(ban)結(jie)(jie)事(shi)(shi)(shi)項(xiang)從(cong)接收材料到(dao)辦(ban)(ban)(ban)(ban)(ban)結(jie)(jie)不(bu)超(chao)過30分(fen)鐘;網上申請事(shi)(shi)(shi)項(xiang)受理(li)(li)(li)審核不(bu)過夜;限(xian)時辦(ban)(ban)(ban)(ban)(ban)結(jie)(jie)事(shi)(shi)(shi)項(xiang)在規定時限(xian)的(de)基礎上,提速50%以上,具(ju)備條件(jian)的(de)轉(zhuan)為即(ji)時辦(ban)(ban)(ban)(ban)(ban)結(jie)(jie)事(shi)(shi)(shi)項(xiang)。

服(fu)務(wu)(wu)(wu)(wu)窗(chuang)口“集中(zhong)辦”。積極推進(jin)“一(yi)(yi)(yi)窗(chuang)通(tong)辦”“綜(zong)合柜員制”改革工(gong)(gong)作(zuo),打破科(ke)室界限(xian)、崗位分工(gong)(gong),通(tong)過業(ye)務(wu)(wu)(wu)(wu)系統操作(zuo)集訓,促使(shi)工(gong)(gong)作(zuo)人員在最短(duan)時間內由“專科(ke)大(da)夫(fu)” 變(bian)成“全科(ke)大(da)夫(fu)”,全面提升窗(chuang)口經(jing)辦服(fu)務(wu)(wu)(wu)(wu)水平。加(jia)快整合現有業(ye)務(wu)(wu)(wu)(wu)網絡,大(da)力(li)宣傳(chuan)推行(xing)“網上(shang)辦”、“日(ri)照人社(she)”手(shou)機APP程序,不斷提高(gao)“網上(shang)辦、掌(zhang)上(shang)辦”工(gong)(gong)作(zuo)服(fu)務(wu)(wu)(wu)(wu)質(zhi)量。目前,就失業(ye)登(deng)記、失業(ye)保險待遇申請、失業(ye)補(bu)助金(jin)、技能提升補(bu)貼等二十余項業(ye)務(wu)(wu)(wu)(wu)已(yi)整合到(dao)綜(zong)合服(fu)務(wu)(wu)(wu)(wu)窗(chuang)口,實現“一(yi)(yi)(yi)窗(chuang)式受理、一(yi)(yi)(yi)站式服(fu)務(wu)(wu)(wu)(wu)、一(yi)(yi)(yi)柜臺辦結”。

惠民利企事項“熱心辦(ban)”。加強就(jiu)業(ye)(ye)(ye)創(chuang)業(ye)(ye)(ye)政策(ce)的宣傳(chuan)力(li)度,積(ji)極落實穩就(jiu)業(ye)(ye)(ye)保居民就(jiu)業(ye)(ye)(ye)十(shi)大行動舉(ju)措,做到百姓的需要在哪里,惠民政策(ce)就(jiu)落實到哪里。開(kai)展“政策(ce)找人”活(huo)動,主(zhu)動對接企業(ye)(ye)(ye),開(kai)展一線接洽(qia)用工(gong)(gong)服(fu)務(wu),著(zhu)力(li)降(jiang)低(di)企業(ye)(ye)(ye)運(yun)行負(fu)擔,積(ji)極促進縣(xian)域企業(ye)(ye)(ye)正常(chang)運(yun)轉。為(wei)大齡(ling)失(shi)業(ye)(ye)(ye)人員、殘疾人等(deng)特殊(shu)群體上門辦(ban)理各項補貼待遇申領發放、認證工(gong)(gong)作。打造“跑腿(tui)”越(yue)來越(yue)少、材料越(yue)來越(yue)簡、時限越(yue)來越(yue)短、體驗越(yue)來越(yue)好的便民服(fu)務(wu)新(xin)模(mo)式,實現辦(ban)一件事“只(zhi)進一門、只(zhi)到一窗、只(zhi)跑一次(ci)”。
