從6月30日泰安市(shi)政府新(xin)聞(wen)辦召開的(de)“學黨史(shi)(shi) 辦實事 人(ren)社(she)服(fu)務(wu)惠民生”群(qun)眾政策專場(chang)新(xin)聞(wen)發(fa)布會上了解到,人(ren)社(she)部門深入貫(guan)徹(che)落實市(shi)委市(shi)政府要求,結合黨史(shi)(shi)學習教育“我為群(qun)眾辦實事”實踐活動,聚焦群(qun)眾關心關注的(de)人(ren)社(she)熱點問題,充分發(fa)揮就業(ye)創業(ye)、社(she)會保障、人(ren)才引進、勞動關系等(deng)服(fu)務(wu)職(zhi)能,簡化(hua)流程優(you)化(hua)服(fu)務(wu),不折不扣落實各項人(ren)社(she)政策,群(qun)眾幸福感(gan)(gan)和(he)獲得感(gan)(gan)得到明顯提(ti)升(sheng)。

強化政策落實,保障群眾就業

優化公(gong)共就(jiu)(jiu)業(ye)(ye)(ye)服務(wu)促就(jiu)(jiu)業(ye)(ye)(ye),通過“線(xian)(xian)上(shang)+線(xian)(xian)下”相結合方式開展各(ge)類(lei)招聘(pin),確保(bao)(bao)就(jiu)(jiu)業(ye)(ye)(ye)服務(wu)不打烊(yang),網上(shang)招聘(pin)不停歇(xie)。落實(shi)創業(ye)(ye)(ye)帶動(dong)就(jiu)(jiu)業(ye)(ye)(ye)政(zheng)策,大力扶持各(ge)類(lei)群(qun)體創業(ye)(ye)(ye),截至5月(yue)(yue)底,全(quan)市發(fa)(fa)放(fang)一(yi)次性創業(ye)(ye)(ye)補(bu)貼(tie)(tie)513.9萬(wan)元(yuan),創業(ye)(ye)(ye)擔保(bao)(bao)貸款(kuan)1.37億(yi)元(yuan)。強化職業(ye)(ye)(ye)技(ji)能提升培訓政(zheng)策,進一(yi)步(bu)提升勞動(dong)者(zhe)就(jiu)(jiu)業(ye)(ye)(ye)創業(ye)(ye)(ye)能力,截至5月(yue)(yue)底,全(quan)市共發(fa)(fa)放(fang)培訓補(bu)貼(tie)(tie)6039.76萬(wan)元(yuan),職業(ye)(ye)(ye)技(ji)能鑒定補(bu)貼(tie)(tie)254.71萬(wan)元(yuan)。聚焦高校(xiao)畢業(ye)(ye)(ye)生、農民工等重點群(qun)體,通過就(jiu)(jiu)業(ye)(ye)(ye)見(jian)習(xi)、公(gong)益性崗位等形式幫助實(shi)現(xian)就(jiu)(jiu)業(ye)(ye)(ye),截至5月(yue)(yue)底,共發(fa)(fa)放(fang)就(jiu)(jiu)業(ye)(ye)(ye)見(jian)習(xi)補(bu)貼(tie)(tie)68.8萬(wan)元(yuan),公(gong)益性崗位補(bu)貼(tie)(tie)51.23萬(wan)元(yuan),靈活就(jiu)(jiu)業(ye)(ye)(ye)社(she)保(bao)(bao)補(bu)貼(tie)(tie)122.3萬(wan)元(yuan)。

健全社保體系,增進民生福祉

社保政策覆蓋(gai)面持續擴大。明確(que)無(wu)雇工(gong)(gong)的個體(ti)工(gong)(gong)商戶等靈活(huo)就(jiu)業(ye)(ye)人員可以參(can)加企業(ye)(ye)職(zhi)工(gong)(gong)基(ji)(ji)(ji)本(ben)養(yang)老保險(xian)。居民養(yang)老保險(xian)比國家要(yao)求提(ti)(ti)(ti)前3年(nian)(nian)實現農(nong)村(cun)和城鎮居民的全(quan)覆蓋(gai)。財政投(tou)入力度持續加大。完善居民養(yang)老保險(xian)待遇(yu)確(que)定(ding)機制,建立繳(jiao)費年(nian)(nian)限(xian)養(yang)老金激勵機制,完善居民繳(jiao)費補(bu)貼(tie)調整機制,政府對居保參(can)保人繳(jiao)費給予適當(dang)補(bu)貼(tie),繳(jiao)費即(ji)補(bu)。各項政府補(bu)貼(tie)及(ji)時足(zu)額發放。2020年(nian)(nian)全(quan)市(shi)居民基(ji)(ji)(ji)本(ben)養(yang)老保險(xian)各項補(bu)助(zhu)資(zi)金共計159410萬元。待遇(yu)水平穩步提(ti)(ti)(ti)高(gao)(gao)。2011年(nian)(nian)以來多(duo)次提(ti)(ti)(ti)高(gao)(gao)居民基(ji)(ji)(ji)本(ben)養(yang)老保險(xian)基(ji)(ji)(ji)礎(chu)養(yang)老金最低(di)標(biao)準,基(ji)(ji)(ji)礎(chu)養(yang)老金從每人每月55元提(ti)(ti)(ti)高(gao)(gao)至142元。1-4級工(gong)(gong)傷(shang)職(zhi)工(gong)(gong)傷(shang)殘津貼(tie)等三項工(gong)(gong)傷(shang)保險(xian)待遇(yu)水平已連續16年(nian)(nian)提(ti)(ti)(ti)高(gao)(gao)。失業(ye)(ye)保險(xian)金標(biao)準自去年(nian)(nian)2月起上調至當(dang)地最低(di)工(gong)(gong)資(zi)標(biao)準的90%。

優化人才服務,提升人才活力

鼓(gu)勵青年人(ren)(ren)才(cai)(cai)引(yin)(yin)進(jin)(jin)。企(qi)業(ye)新引(yin)(yin)進(jin)(jin)的(de)符(fu)(fu)合(he)條件的(de)普通(tong)高(gao)(gao)校全日制畢業(ye)生(sheng),每月發(fa)放(fang)(fang)租房和生(sheng)活補貼,為2949人(ren)(ren)發(fa)放(fang)(fang)補貼2282.28萬(wan)元(yuan)。2020年來,共為工業(ye)企(qi)業(ye)引(yin)(yin)進(jin)(jin)的(de)本(ben)科以上畢業(ye)生(sheng)294人(ren)(ren)增發(fa)人(ren)(ren)才(cai)(cai)津貼21.72萬(wan)元(yuan)。鼓(gu)勵技(ji)能(neng)人(ren)(ren)才(cai)(cai)培養。鼓(gu)勵我市符(fu)(fu)合(he)條件企(qi)業(ye)與(yu) “金(jin)藍領培訓”基地合(he)作(zuo),進(jin)(jin)行技(ji)師、高(gao)(gao)級技(ji)師等的(de)培養。截至目前(qian),為713人(ren)(ren)發(fa)放(fang)(fang)補貼187.1萬(wan)元(yuan)。提升高(gao)(gao)層(ceng)(ceng)次人(ren)(ren)才(cai)(cai)服務(wu),全市發(fa)放(fang)(fang)高(gao)(gao)層(ceng)(ceng)次人(ren)(ren)才(cai)(cai)“山(shan)東惠才(cai)(cai)卡”113張(zhang)(zhang)、“泰山(shan)人(ren)(ren)才(cai)(cai)金(jin)卡”247張(zhang)(zhang)、“高(gao)(gao)層(ceng)(ceng)次人(ren)(ren)才(cai)(cai)證(zheng)書(shu)”2093張(zhang)(zhang),為人(ren)(ren)才(cai)(cai)提供子(zi)女入學、編制、交通(tong)、醫療等21項綠(lv)色(se)通(tong)道(dao)便利(li)服務(wu)。

和諧勞動關系,維護職工權益

教育和引(yin)導(dao)(dao)職(zhi)工(gong)(gong)(gong)(gong)(gong)增強簽(qian)訂勞(lao)動(dong)(dong)(dong)合同的主(zhu)動(dong)(dong)(dong)性,全(quan)面(mian)實(shi)(shi)施勞(lao)動(dong)(dong)(dong)合同制(zhi)度(du)(du)(du),建立(li)完善勞(lao)動(dong)(dong)(dong)用工(gong)(gong)(gong)(gong)(gong)備案(an)信息數據(ju)庫,實(shi)(shi)現(xian)對勞(lao)動(dong)(dong)(dong)合同動(dong)(dong)(dong)態管理(li)。強化工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)收入分配指(zhi)導(dao)(dao)。完善企業薪(xin)酬調查(cha)和信息發(fa)布制(zhi)度(du)(du)(du),及時發(fa)布企業工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)指(zhi)導(dao)(dao)線和人(ren)力資(zi)(zi)(zi)(zi)源(yuan)市(shi)場工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)指(zhi)導(dao)(dao)價位(wei),建立(li)企業經濟效益(yi)與職(zhi)工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)最低增長比例掛鉤制(zhi)度(du)(du)(du)。完善最低工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)保障制(zhi)度(du)(du)(du),逐步調整(zheng)最低工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)標(biao)(biao)準(zhun),規范企業工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)支(zhi)(zhi)付(fu)行為,維護職(zhi)工(gong)(gong)(gong)(gong)(gong)的合法權益(yi)。提(ti)高防暑降溫費標(biao)(biao)準(zhun)。今(jin)年我(wo)(wo)市(shi)企業從(cong)事(shi)室(shi)外作業和高溫作業人(ren)員防暑降溫費標(biao)(biao)準(zhun)提(ti)高到每(mei)人(ren)每(mei)月300元(yuan)(yuan),其(qi)他作業人(ren)員提(ti)高到每(mei)人(ren)每(mei)月180元(yuan)(yuan)。深(shen)化農民(min)工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)支(zhi)(zhi)付(fu)專項整(zheng)治。我(wo)(wo)市(shi)在建項目(mu)實(shi)(shi)名制(zhi)實(shi)(shi)現(xian)全(quan)覆蓋,累(lei)計發(fa)放(fang)59.5萬人(ren)次30.8億元(yuan)(yuan)農民(min)工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi),銀行代發(fa)率100%,欠(qian)薪(xin)案(an)件數連續兩年大幅度(du)(du)(du)下降。2020年,我(wo)(wo)市(shi)在山東(dong)省(sheng)保障農民(min)工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)支(zhi)(zhi)付(fu)工(gong)(gong)(gong)(gong)(gong)作考核中獲(huo)得A級(ji)。

下一步,泰安市人社局將結(jie)合(he)黨史(shi)學(xue)習教育“我為(wei)群(qun)眾(zhong)辦實事(shi)”實踐活(huo)動要求(qiu),瞄準群(qun)眾(zhong)需(xu)求(qiu),主(zhu)動服(fu)(fu)(fu)務(wu)(wu)、靠(kao)前服(fu)(fu)(fu)務(wu)(wu)、精(jing)準服(fu)(fu)(fu)務(wu)(wu),繼續優化服(fu)(fu)(fu)務(wu)(wu)流程,大力精(jing)簡辦事(shi)材(cai)料,提升人社服(fu)(fu)(fu)務(wu)(wu)效能,為(wei)人民群(qun)眾(zhong)打造更(geng)加“優質(zhi)、高效、安全、滿(man)意”的(de)人社服(fu)(fu)(fu)務(wu)(wu)。
