從6月30日泰安(an)市政府(fu)新聞(wen)辦(ban)召開(kai)的“學(xue)黨史 辦(ban)實(shi)(shi)事(shi) 人社服(fu)(fu)務惠民(min)生”群眾政策(ce)專場新聞(wen)發(fa)布(bu)會上了(le)解到,人社部門深(shen)入貫(guan)徹落(luo)實(shi)(shi)市委市政府(fu)要(yao)求,結(jie)合黨史學(xue)習(xi)教育“我為群眾辦(ban)實(shi)(shi)事(shi)”實(shi)(shi)踐活動(dong),聚(ju)焦群眾關(guan)心關(guan)注的人社熱點問(wen)題,充分發(fa)揮就業(ye)創業(ye)、社會保障、人才引進、勞動(dong)關(guan)系等服(fu)(fu)務職(zhi)能(neng),簡化(hua)流(liu)程優化(hua)服(fu)(fu)務,不折不扣(kou)落(luo)實(shi)(shi)各項人社政策(ce),群眾幸福感(gan)和獲得感(gan)得到明(ming)顯提升。
強化政策落實,保障群眾就業
優化公共(gong)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)服務(wu)促就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye),通(tong)過“線上+線下(xia)”相結(jie)合方式(shi)開展各類招聘(pin),確保就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)服務(wu)不打(da)烊(yang),網上招聘(pin)不停歇。落實(shi)創(chuang)業(ye)(ye)(ye)(ye)帶動就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)政策,大力扶持(chi)各類群(qun)體創(chuang)業(ye)(ye)(ye)(ye),截至(zhi)5月底(di)(di),全市發放一次性(xing)創(chuang)業(ye)(ye)(ye)(ye)補(bu)(bu)貼(tie)(tie)513.9萬元(yuan),創(chuang)業(ye)(ye)(ye)(ye)擔保貸款(kuan)1.37億元(yuan)。強化職(zhi)業(ye)(ye)(ye)(ye)技能(neng)(neng)提升培(pei)訓政策,進一步提升勞動者就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)創(chuang)業(ye)(ye)(ye)(ye)能(neng)(neng)力,截至(zhi)5月底(di)(di),全市共(gong)發放培(pei)訓補(bu)(bu)貼(tie)(tie)6039.76萬元(yuan),職(zhi)業(ye)(ye)(ye)(ye)技能(neng)(neng)鑒定補(bu)(bu)貼(tie)(tie)254.71萬元(yuan)。聚焦(jiao)高校畢業(ye)(ye)(ye)(ye)生、農民工等(deng)重點群(qun)體,通(tong)過就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)見習(xi)、公益(yi)性(xing)崗位等(deng)形式(shi)幫助實(shi)現就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye),截至(zhi)5月底(di)(di),共(gong)發放就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)見習(xi)補(bu)(bu)貼(tie)(tie)68.8萬元(yuan),公益(yi)性(xing)崗位補(bu)(bu)貼(tie)(tie)51.23萬元(yuan),靈活就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)社保補(bu)(bu)貼(tie)(tie)122.3萬元(yuan)。
健全社保體系,增進民生福祉
社保(bao)(bao)(bao)(bao)政(zheng)策覆蓋面持續擴大。明確無雇工(gong)(gong)的個體(ti)工(gong)(gong)商戶等靈活就業(ye)人(ren)員可以參加企業(ye)職(zhi)工(gong)(gong)基(ji)(ji)本(ben)養(yang)(yang)老(lao)保(bao)(bao)(bao)(bao)險(xian)。居民養(yang)(yang)老(lao)保(bao)(bao)(bao)(bao)險(xian)比國家要求提(ti)前3年實(shi)現農(nong)村和(he)城鎮(zhen)居民的全覆蓋。財(cai)政(zheng)投(tou)入力度持續加大。完(wan)(wan)善居民養(yang)(yang)老(lao)保(bao)(bao)(bao)(bao)險(xian)待(dai)遇確定機(ji)(ji)制,建立繳(jiao)(jiao)費(fei)(fei)年限(xian)養(yang)(yang)老(lao)金(jin)激(ji)勵機(ji)(ji)制,完(wan)(wan)善居民繳(jiao)(jiao)費(fei)(fei)補貼(tie)(tie)(tie)調整機(ji)(ji)制,政(zheng)府(fu)對居保(bao)(bao)(bao)(bao)參保(bao)(bao)(bao)(bao)人(ren)繳(jiao)(jiao)費(fei)(fei)給(gei)予適當補貼(tie)(tie)(tie),繳(jiao)(jiao)費(fei)(fei)即補。各(ge)項政(zheng)府(fu)補貼(tie)(tie)(tie)及時足(zu)額發放。2020年全市居民基(ji)(ji)本(ben)養(yang)(yang)老(lao)保(bao)(bao)(bao)(bao)險(xian)各(ge)項補助資(zi)金(jin)共計159410萬元。待(dai)遇水(shui)平穩步提(ti)高。2011年以來多次提(ti)高居民基(ji)(ji)本(ben)養(yang)(yang)老(lao)保(bao)(bao)(bao)(bao)險(xian)基(ji)(ji)礎養(yang)(yang)老(lao)金(jin)最(zui)低標準,基(ji)(ji)礎養(yang)(yang)老(lao)金(jin)從每人(ren)每月(yue)55元提(ti)高至142元。1-4級(ji)工(gong)(gong)傷職(zhi)工(gong)(gong)傷殘(can)津貼(tie)(tie)(tie)等三(san)項工(gong)(gong)傷保(bao)(bao)(bao)(bao)險(xian)待(dai)遇水(shui)平已連續16年提(ti)高。失業(ye)保(bao)(bao)(bao)(bao)險(xian)金(jin)標準自去年2月(yue)起上調至當地最(zui)低工(gong)(gong)資(zi)標準的90%。
優化人才服務,提升人才活力
鼓(gu)勵青年人(ren)才(cai)引進(jin)。企業(ye)新引進(jin)的符合條(tiao)件的普(pu)通(tong)高(gao)(gao)校全日制畢業(ye)生(sheng)(sheng),每月發(fa)(fa)(fa)放租房和生(sheng)(sheng)活補貼(tie)(tie),為2949人(ren)發(fa)(fa)(fa)放補貼(tie)(tie)2282.28萬元(yuan)。2020年來(lai),共為工業(ye)企業(ye)引進(jin)的本科以上畢業(ye)生(sheng)(sheng)294人(ren)增發(fa)(fa)(fa)人(ren)才(cai)津貼(tie)(tie)21.72萬元(yuan)。鼓(gu)勵技能人(ren)才(cai)培養。鼓(gu)勵我市(shi)符合條(tiao)件企業(ye)與 “金藍領培訓”基地合作,進(jin)行技師(shi)、高(gao)(gao)級技師(shi)等(deng)(deng)的培養。截至目前,為713人(ren)發(fa)(fa)(fa)放補貼(tie)(tie)187.1萬元(yuan)。提升(sheng)高(gao)(gao)層次人(ren)才(cai)服(fu)務(wu),全市(shi)發(fa)(fa)(fa)放高(gao)(gao)層次人(ren)才(cai)“山東惠才(cai)卡”113張(zhang)、“泰山人(ren)才(cai)金卡”247張(zhang)、“高(gao)(gao)層次人(ren)才(cai)證書(shu)”2093張(zhang),為人(ren)才(cai)提供子女入學、編制、交通(tong)、醫療等(deng)(deng)21項綠色(se)通(tong)道便(bian)利(li)服(fu)務(wu)。
和諧勞動關系,維護職工權益
教育和引導(dao)職(zhi)工(gong)(gong)(gong)(gong)增(zeng)強簽訂勞動(dong)合(he)同的主動(dong)性(xing),全面實(shi)施勞動(dong)合(he)同制(zhi)(zhi)度(du)(du)(du)(du),建(jian)立(li)完善(shan)勞動(dong)用工(gong)(gong)(gong)(gong)備案信息數據(ju)庫,實(shi)現(xian)對勞動(dong)合(he)同動(dong)態管理。強化工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)收入分配指導(dao)。完善(shan)企業薪酬調查(cha)和信息發(fa)布制(zhi)(zhi)度(du)(du)(du)(du),及時發(fa)布企業工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)指導(dao)線(xian)和人力(li)資(zi)(zi)(zi)源市場工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)指導(dao)價位,建(jian)立(li)企業經濟效益(yi)與職(zhi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)最(zui)低增(zeng)長比例掛鉤制(zhi)(zhi)度(du)(du)(du)(du)。完善(shan)最(zui)低工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)保(bao)障(zhang)制(zhi)(zhi)度(du)(du)(du)(du),逐步調整最(zui)低工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)標(biao)準(zhun),規范企業工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)支付行為,維護職(zhi)工(gong)(gong)(gong)(gong)的合(he)法權益(yi)。提(ti)高(gao)防暑(shu)降(jiang)溫(wen)費(fei)標(biao)準(zhun)。今(jin)年(nian)我市企業從事室外作(zuo)(zuo)業和高(gao)溫(wen)作(zuo)(zuo)業人員防暑(shu)降(jiang)溫(wen)費(fei)標(biao)準(zhun)提(ti)高(gao)到(dao)每(mei)人每(mei)月300元(yuan),其他作(zuo)(zuo)業人員提(ti)高(gao)到(dao)每(mei)人每(mei)月180元(yuan)。深化農(nong)(nong)民工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)支付專(zhuan)項(xiang)整治。我市在建(jian)項(xiang)目實(shi)名制(zhi)(zhi)實(shi)現(xian)全覆蓋,累計發(fa)放59.5萬人次30.8億元(yuan)農(nong)(nong)民工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi),銀行代(dai)發(fa)率100%,欠薪案件數連續兩年(nian)大幅度(du)(du)(du)(du)下降(jiang)。2020年(nian),我市在山東省保(bao)障(zhang)農(nong)(nong)民工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)支付工(gong)(gong)(gong)(gong)作(zuo)(zuo)考核中獲得A級。
