4月7日,市人社局印發企業用工保障服務專項行動實施方案,將聚焦“541”產業體系,以“雙50強”企業、智能制造業為重點,深入開展企業用工保障服務專項行動,服務企業發展,保障居民就業。
根據方案,人社部門(men)將迅(xun)速(su)開展摸底調查(cha)活動,在4月10日前建(jian)(jian)立缺工(gong)企業清(qing)(qing)單、人力資(zi)源供(gong)給清(qing)(qing)單和用(yong)工(gong)服(fu)務(wu)專員清(qing)(qing)單。并在此(ci)基礎上(shang),采取(qu)動態管理(li)模式,定期更新清(qing)(qing)單,建(jian)(jian)立共(gong)建(jian)(jian)共(gong)享機制,一企一策解決用(yong)工(gong)難題。
具體(ti)工(gong)作中,將(jiang)實(shi)(shi)施六項助企(qi)(qi)(qi)計劃(hua):大規(gui)模開(kai)展(zhan)招聘活動(dong),面向社(she)會(hui)求職(zhi)者、應往屆高校畢業(ye)(ye)(ye)生(sheng)、失(shi)業(ye)(ye)(ye)人(ren)員等重(zhong)點(dian)就業(ye)(ye)(ye)群體(ti),利(li)用(yong)(yong)100天時間(jian),分(fen)地區、分(fen)行業(ye)(ye)(ye)、分(fen)專(zhuan)業(ye)(ye)(ye)、分(fen)工(gong)種(zhong),采取(qu)“線上(shang)+線下(xia)”多種(zhong)方(fang)式,舉(ju)辦60場以上(shang)招聘會(hui),幫助至少600家重(zhong)點(dian)缺(que)(que)工(gong)企(qi)(qi)(qi)業(ye)(ye)(ye)解決急需(xu)用(yong)(yong)工(gong);大規(gui)模對接(jie)服(fu)(fu)務(wu)(wu)企(qi)(qi)(qi)業(ye)(ye)(ye),計劃(hua)組(zu)織(zhi)(zhi)20家以上(shang)知名人(ren)力(li)(li)(li)資(zi)源(yuan)(yuan)服(fu)(fu)務(wu)(wu)機構,對接(jie)50家企(qi)(qi)(qi)業(ye)(ye)(ye),通過提供用(yong)(yong)工(gong)招聘、勞(lao)務(wu)(wu)派遣、人(ren)力(li)(li)(li)資(zi)源(yuan)(yuan)服(fu)(fu)務(wu)(wu)外(wai)包等服(fu)(fu)務(wu)(wu),多渠道幫助企(qi)(qi)(qi)業(ye)(ye)(ye)解決缺(que)(que)工(gong)問題;大規(gui)模組(zu)織(zhi)(zhi)在校生(sheng)實(shi)(shi)習(xi)(xi),按(an)照地域就近、專(zhuan)業(ye)(ye)(ye)相近原則,根據教學計劃(hua),組(zu)織(zhi)(zhi)進入實(shi)(shi)習(xi)(xi)階(jie)段的(de)技(ji)(ji)工(gong)院校學生(sheng),通過到企(qi)(qi)(qi)業(ye)(ye)(ye)開(kai)展(zhan)頂崗實(shi)(shi)習(xi)(xi)、實(shi)(shi)踐教學,階(jie)段性幫助重(zhong)點(dian)企(qi)(qi)(qi)業(ye)(ye)(ye)解決用(yong)(yong)工(gong)缺(que)(que)口(kou);大規(gui)模引(yin)進優(you)質勞(lao)動(dong)力(li)(li)(li)資(zi)源(yuan)(yuan),鼓勵有能(neng)力(li)(li)(li)的(de)人(ren)力(li)(li)(li)資(zi)源(yuan)(yuan)服(fu)(fu)務(wu)(wu)機構,積極(ji)對接(jie)勞(lao)務(wu)(wu)輸出重(zhong)點(dian)地區、職(zhi)業(ye)(ye)(ye)院校、技(ji)(ji)工(gong)學校等,支持設立(li)招工(gong)服(fu)(fu)務(wu)(wu)站,通過簽訂合作協議、開(kai)展(zhan)駐(zhu)點(dian)招工(gong),更(geng)大規(gui)模引(yin)進優(you)質勞(lao)動(dong)力(li)(li)(li)資(zi)源(yuan)(yuan);大規(gui)模開(kai)展(zhan)緊(jin)缺(que)(que)技(ji)(ji)能(neng)人(ren)才(cai)培(pei)養,力(li)(li)(li)爭全年完成6.12萬(wan)人(ren)的(de)職(zhi)業(ye)(ye)(ye)技(ji)(ji)能(neng)培(pei)訓,提高勞(lao)動(dong)者技(ji)(ji)能(neng)就業(ye)(ye)(ye)水平,開(kai)展(zhan)緊(jin)缺(que)(que)技(ji)(ji)能(neng)人(ren)才(cai)培(pei)養,做(zuo)大“金藍領”培(pei)訓項目,全年力(li)(li)(li)爭完成培(pei)訓1500人(ren);大力(li)(li)(li)支持企(qi)(qi)(qi)業(ye)(ye)(ye)開(kai)展(zhan)共享用(yong)(yong)工(gong),開(kai)展(zhan)用(yong)(yong)工(gong)余缺(que)(que)調劑(ji)合作,并借助小程(cheng)序、云平臺等,按(an)需(xu)組(zu)織(zhi)(zhi)專(zhuan)場招聘,搭建共享用(yong)(yong)工(gong)服(fu)(fu)務(wu)(wu)平臺。
為推動專項(xiang)(xiang)行動取得(de)扎實成(cheng)效,方案還建立健全人力資源市(shi)場(chang)、技能(neng)人才培養、用工環境提(ti)升三項(xiang)(xiang)保障(zhang)機(ji)(ji)制(zhi),提(ti)出加強組織領導、完善工作(zuo)機(ji)(ji)制(zhi)、注重綜合施策、加強宣傳(chuan)引導四項(xiang)(xiang)工作(zuo)要求,助力市(shi)場(chang)主體青山(shan)常在、生機(ji)(ji)盎然。
