德州市人社系統啟動企業用工保障服務專項行動

4月7日,市人社局印發企業用工保障服務專項行動實施方案,將聚焦“541”產業體系,以“雙50強”企業、智能制造業為重點,深入開展企業用工保障服務專項行動,服務企業發展,保障居民就業。

根據方案,人(ren)(ren)社部(bu)門將迅(xun)速(su)開(kai)展摸底調(diao)查活動,在4月10日前建立(li)(li)缺工(gong)企(qi)業清單、人(ren)(ren)力資源供給清單和用工(gong)服務專(zhuan)員(yuan)清單。并在此基礎上,采取動態管理模式,定期更(geng)新(xin)清單,建立(li)(li)共建共享機(ji)制,一企(qi)一策(ce)解決用工(gong)難(nan)題。

具體工(gong)(gong)作中(zhong),將實(shi)施六項(xiang)助(zhu)企(qi)(qi)計劃(hua):大(da)(da)(da)規模(mo)(mo)(mo)開展(zhan)(zhan)招(zhao)聘(pin)活動(dong),面(mian)向社會(hui)求職(zhi)者、應往屆高校畢業(ye)生、失業(ye)人(ren)(ren)員(yuan)等(deng)(deng)重(zhong)點(dian)就業(ye)群(qun)體,利用(yong)(yong)(yong)100天(tian)時間,分地(di)區、分行業(ye)、分專(zhuan)業(ye)、分工(gong)(gong)種(zhong)(zhong),采取“線(xian)上+線(xian)下”多種(zhong)(zhong)方式(shi),舉辦60場以上招(zhao)聘(pin)會(hui),幫(bang)助(zhu)至少600家(jia)重(zhong)點(dian)缺(que)工(gong)(gong)企(qi)(qi)業(ye)解(jie)決急(ji)需(xu)用(yong)(yong)(yong)工(gong)(gong);大(da)(da)(da)規模(mo)(mo)(mo)對接服(fu)(fu)務(wu)(wu)企(qi)(qi)業(ye),計劃(hua)組織(zhi)20家(jia)以上知名人(ren)(ren)力(li)(li)(li)(li)(li)資(zi)源(yuan)服(fu)(fu)務(wu)(wu)機構(gou)(gou),對接50家(jia)企(qi)(qi)業(ye),通(tong)過提供用(yong)(yong)(yong)工(gong)(gong)招(zhao)聘(pin)、勞(lao)(lao)(lao)務(wu)(wu)派(pai)遣、人(ren)(ren)力(li)(li)(li)(li)(li)資(zi)源(yuan)服(fu)(fu)務(wu)(wu)外包等(deng)(deng)服(fu)(fu)務(wu)(wu),多渠道幫(bang)助(zhu)企(qi)(qi)業(ye)解(jie)決缺(que)工(gong)(gong)問題(ti);大(da)(da)(da)規模(mo)(mo)(mo)組織(zhi)在校生實(shi)習,按照地(di)域就近(jin)(jin)、專(zhuan)業(ye)相(xiang)近(jin)(jin)原則,根據(ju)教學(xue)(xue)計劃(hua),組織(zhi)進入實(shi)習階段的技(ji)(ji)工(gong)(gong)院校學(xue)(xue)生,通(tong)過到企(qi)(qi)業(ye)開展(zhan)(zhan)頂崗(gang)實(shi)習、實(shi)踐教學(xue)(xue),階段性幫(bang)助(zhu)重(zhong)點(dian)企(qi)(qi)業(ye)解(jie)決用(yong)(yong)(yong)工(gong)(gong)缺(que)口;大(da)(da)(da)規模(mo)(mo)(mo)引進優(you)質(zhi)勞(lao)(lao)(lao)動(dong)力(li)(li)(li)(li)(li)資(zi)源(yuan),鼓勵(li)有能力(li)(li)(li)(li)(li)的人(ren)(ren)力(li)(li)(li)(li)(li)資(zi)源(yuan)服(fu)(fu)務(wu)(wu)機構(gou)(gou),積極對接勞(lao)(lao)(lao)務(wu)(wu)輸出重(zhong)點(dian)地(di)區、職(zhi)業(ye)院校、技(ji)(ji)工(gong)(gong)學(xue)(xue)校等(deng)(deng),支持(chi)設立招(zhao)工(gong)(gong)服(fu)(fu)務(wu)(wu)站,通(tong)過簽訂合作協議、開展(zhan)(zhan)駐點(dian)招(zhao)工(gong)(gong),更大(da)(da)(da)規模(mo)(mo)(mo)引進優(you)質(zhi)勞(lao)(lao)(lao)動(dong)力(li)(li)(li)(li)(li)資(zi)源(yuan);大(da)(da)(da)規模(mo)(mo)(mo)開展(zhan)(zhan)緊缺(que)技(ji)(ji)能人(ren)(ren)才(cai)培養,力(li)(li)(li)(li)(li)爭全(quan)年(nian)完成(cheng)6.12萬人(ren)(ren)的職(zhi)業(ye)技(ji)(ji)能培訓(xun),提高勞(lao)(lao)(lao)動(dong)者技(ji)(ji)能就業(ye)水平(ping),開展(zhan)(zhan)緊缺(que)技(ji)(ji)能人(ren)(ren)才(cai)培養,做大(da)(da)(da)“金藍領”培訓(xun)項(xiang)目,全(quan)年(nian)力(li)(li)(li)(li)(li)爭完成(cheng)培訓(xun)1500人(ren)(ren);大(da)(da)(da)力(li)(li)(li)(li)(li)支持(chi)企(qi)(qi)業(ye)開展(zhan)(zhan)共(gong)享(xiang)用(yong)(yong)(yong)工(gong)(gong),開展(zhan)(zhan)用(yong)(yong)(yong)工(gong)(gong)余(yu)缺(que)調劑(ji)合作,并借助(zhu)小(xiao)程序、云平(ping)臺等(deng)(deng),按需(xu)組織(zhi)專(zhuan)場招(zhao)聘(pin),搭建共(gong)享(xiang)用(yong)(yong)(yong)工(gong)(gong)服(fu)(fu)務(wu)(wu)平(ping)臺。

為推動(dong)專(zhuan)項(xiang)行動(dong)取(qu)得扎實成效,方案還建立健全人力(li)資源(yuan)市場、技能人才(cai)培養、用工環境提(ti)升三(san)項(xiang)保障機(ji)制,提(ti)出加強組織領導(dao)、完善工作機(ji)制、注重綜合施策(ce)、加強宣傳引(yin)導(dao)四項(xiang)工作要求,助力(li)市場主體青山常在、生機(ji)盎然(ran)。
