4月7日,市人社局印發企業用工保障服務專項行動實施方案,將聚焦“541”產業體系,以“雙50強”企業、智能制造業為重點,深入開展企業用工保障服務專項行動,服務企業發展,保障居民就業。
根據方案,人(ren)社部門將迅(xun)速開展摸(mo)底(di)調查活動,在4月10日前建立缺工(gong)企業清單(dan)、人(ren)力資源供給清單(dan)和用工(gong)服務專員清單(dan)。并(bing)在此基礎上(shang),采(cai)取動態管理模式,定期更新(xin)清單(dan),建立共建共享機制(zhi),一企一策解決用工(gong)難題。
具(ju)體工(gong)(gong)(gong)(gong)(gong)(gong)作中,將實(shi)施六項助(zhu)企(qi)計劃:大(da)(da)規(gui)(gui)模(mo)(mo)開展(zhan)招(zhao)聘(pin)活(huo)動(dong)(dong),面向社會(hui)求職(zhi)者、應往屆高(gao)校(xiao)(xiao)畢業(ye)生、失業(ye)人(ren)(ren)(ren)員等(deng)重點(dian)(dian)(dian)就(jiu)業(ye)群體,利用(yong)(yong)100天(tian)時間,分地(di)區、分行(xing)業(ye)、分專(zhuan)業(ye)、分工(gong)(gong)(gong)(gong)(gong)(gong)種,采取“線上(shang)(shang)+線下”多(duo)種方式,舉辦60場以上(shang)(shang)招(zhao)聘(pin)會(hui),幫(bang)助(zhu)至少600家(jia)(jia)重點(dian)(dian)(dian)缺工(gong)(gong)(gong)(gong)(gong)(gong)企(qi)業(ye)解決(jue)急需用(yong)(yong)工(gong)(gong)(gong)(gong)(gong)(gong);大(da)(da)規(gui)(gui)模(mo)(mo)對接(jie)服務(wu)企(qi)業(ye),計劃組(zu)織(zhi)(zhi)20家(jia)(jia)以上(shang)(shang)知名人(ren)(ren)(ren)力(li)(li)資(zi)源服務(wu)機(ji)(ji)構(gou),對接(jie)50家(jia)(jia)企(qi)業(ye),通過提(ti)供用(yong)(yong)工(gong)(gong)(gong)(gong)(gong)(gong)招(zhao)聘(pin)、勞務(wu)派(pai)遣、人(ren)(ren)(ren)力(li)(li)資(zi)源服務(wu)外包等(deng)服務(wu),多(duo)渠道幫(bang)助(zhu)企(qi)業(ye)解決(jue)缺工(gong)(gong)(gong)(gong)(gong)(gong)問題(ti);大(da)(da)規(gui)(gui)模(mo)(mo)組(zu)織(zhi)(zhi)在(zai)校(xiao)(xiao)生實(shi)習(xi)(xi),按照地(di)域(yu)就(jiu)近(jin)、專(zhuan)業(ye)相(xiang)近(jin)原(yuan)則,根據(ju)教學計劃,組(zu)織(zhi)(zhi)進入(ru)實(shi)習(xi)(xi)階段的技(ji)工(gong)(gong)(gong)(gong)(gong)(gong)院校(xiao)(xiao)學生,通過到企(qi)業(ye)開展(zhan)頂崗實(shi)習(xi)(xi)、實(shi)踐教學,階段性幫(bang)助(zhu)重點(dian)(dian)(dian)企(qi)業(ye)解決(jue)用(yong)(yong)工(gong)(gong)(gong)(gong)(gong)(gong)缺口;大(da)(da)規(gui)(gui)模(mo)(mo)引進優質勞動(dong)(dong)力(li)(li)資(zi)源,鼓勵(li)有(you)能力(li)(li)的人(ren)(ren)(ren)力(li)(li)資(zi)源服務(wu)機(ji)(ji)構(gou),積(ji)極對接(jie)勞務(wu)輸出重點(dian)(dian)(dian)地(di)區、職(zhi)業(ye)院校(xiao)(xiao)、技(ji)工(gong)(gong)(gong)(gong)(gong)(gong)學校(xiao)(xiao)等(deng),支(zhi)持設立(li)招(zhao)工(gong)(gong)(gong)(gong)(gong)(gong)服務(wu)站,通過簽訂合(he)作協(xie)議(yi)、開展(zhan)駐點(dian)(dian)(dian)招(zhao)工(gong)(gong)(gong)(gong)(gong)(gong),更(geng)大(da)(da)規(gui)(gui)模(mo)(mo)引進優質勞動(dong)(dong)力(li)(li)資(zi)源;大(da)(da)規(gui)(gui)模(mo)(mo)開展(zhan)緊缺技(ji)能人(ren)(ren)(ren)才培養,力(li)(li)爭(zheng)全年(nian)完(wan)(wan)成6.12萬人(ren)(ren)(ren)的職(zhi)業(ye)技(ji)能培訓,提(ti)高(gao)勞動(dong)(dong)者技(ji)能就(jiu)業(ye)水平,開展(zhan)緊缺技(ji)能人(ren)(ren)(ren)才培養,做大(da)(da)“金藍領”培訓項目,全年(nian)力(li)(li)爭(zheng)完(wan)(wan)成培訓1500人(ren)(ren)(ren);大(da)(da)力(li)(li)支(zhi)持企(qi)業(ye)開展(zhan)共(gong)享(xiang)(xiang)用(yong)(yong)工(gong)(gong)(gong)(gong)(gong)(gong),開展(zhan)用(yong)(yong)工(gong)(gong)(gong)(gong)(gong)(gong)余(yu)缺調劑合(he)作,并借(jie)助(zhu)小程序(xu)、云平臺等(deng),按需組(zu)織(zhi)(zhi)專(zhuan)場招(zhao)聘(pin),搭建共(gong)享(xiang)(xiang)用(yong)(yong)工(gong)(gong)(gong)(gong)(gong)(gong)服務(wu)平臺。
為推動專(zhuan)項(xiang)行動取得扎(zha)實成效(xiao),方案還建(jian)立(li)健全人力資源市場(chang)、技能人才培養、用工環境提(ti)升三項(xiang)保障機(ji)制,提(ti)出加強(qiang)組(zu)織領導、完善工作機(ji)制、注重綜合(he)施策、加強(qiang)宣(xuan)傳(chuan)引(yin)導四項(xiang)工作要求,助力市場(chang)主體青山(shan)常在、生(sheng)機(ji)盎然。
