日前(qian),青(qing)島市人力資(zi)源和社會保(bao)障局發布《疫情(qing)(qing)影響下我(wo)市人力資(zi)源市場(chang)(chang)(chang)新(xin)變化的研究探索》,報告中(zhong)首次公布了全市人力資(zi)源市場(chang)(chang)(chang)三季度“大數據(ju)”。根據(ju)報告顯(xian)示,今年(nian)前(qian)三季度,我(wo)市人力資(zi)源市場(chang)(chang)(chang)發布的崗位需求總數為31.4萬,同比下降1%,受到(dao)疫情(qing)(qing)形勢(shi)變化影響,總體呈現(xian)兩(liang)頭高、中(zhong)間低的“V”形結(jie)構。
該報告顯示,今年前(qian)三季度,我市人力資(zi)源(yuan)市場崗位(wei)(wei)需求的產業結構較之(zhi)前(qian)變化明顯,制造業崗位(wei)(wei)需求11.9萬,同(tong)比(bi)增長3.5%,但服務業崗位(wei)(wei)需求同(tong)比(bi)下(xia)降1.4%。
今(jin)年受疫(yi)情的(de)(de)影響,服務(wu)業(ye)崗(gang)位(wei)需求(qiu)“兩極分化”嚴重。報告中數據顯示(shi),傳統服務(wu)業(ye)崗(gang)位(wei)需求(qiu)下降(jiang)明顯,但以(yi)互聯網、大(da)數據、云計算、人(ren)工智(zhi)能(neng)為依托(tuo)的(de)(de)服務(wu)業(ye)發(fa)展勢頭迅猛。同時,與(yu)互聯網密切相關的(de)(de)平(ping)面設計員、課程顧問、人(ren)力資源師等崗(gang)位(wei)也首次進(jin)入需求(qiu)人(ren)數前二十位(wei)。
隨(sui)著青島加(jia)快建設世界(jie)工(gong)業(ye)互聯網之(zhi)都、打造“工(gong)匠之(zhi)城”,全市(shi)人力資(zi)源市(shi)場上對于(yu)專業(ye)技(ji)(ji)術(shu)崗位(wei)的需(xu)求(qiu)(qiu)逐步增(zeng)長。今(jin)年前(qian)三季度,專業(ye)技(ji)(ji)術(shu)類崗位(wei)需(xu)求(qiu)(qiu)6.4萬(wan),同(tong)比增(zeng)長了12.6%。全市(shi)對于(yu)專業(ye)技(ji)(ji)術(shu)人才的渴(ke)求(qiu)(qiu)也體現在工(gong)資(zi)水平上,“專業(ye)技(ji)(ji)術(shu)類崗位(wei)平均招(zhao)聘工(gong)資(zi)為6126元(yuan)/月(yue),同(tong)比增(zeng)長13.6%,超(chao)過管理類崗位(wei)。 ”
截至10月(yue)末,全(quan)市城鎮新增就業35.84萬人(ren),同(tong)(tong)比增長13.89%。同(tong)(tong)時據(ju)全(quan)市人(ren)力資源市場調查(cha)統計顯示,用(yong)人(ren)單位提供的平(ping)均招聘(pin)工資為5180元/月(yue),同(tong)(tong)比增長10.9%。全(quan)市用(yong)工崗(gang)位“薪酬”待(dai)遇穩(wen)步提升(sheng),就業形勢總體平(ping)穩(wen)、逐步回暖。但從報告對(dui)全(quan)市人(ren)力資源市場“大數(shu)據(ju)”的分(fen)析研(yan)判來看,青島仍(reng)然存在低端崗(gang)位“招工難(nan)”、專業技術崗(gang)位尚未滿(man)足(zu)企(qi)業需求(qiu)、城市吸引力距深圳(zhen)等(deng)地區仍(reng)有差距等(deng)問(wen)題。
“人(ren)(ren)(ren)(ren)口(kou)(kou)老(lao)齡化和(he)少(shao)子化的(de)背(bei)景下,要緩解青島一線操作工(gong)(gong)(gong)人(ren)(ren)(ren)(ren)缺工(gong)(gong)(gong)‘用工(gong)(gong)(gong)難、用工(gong)(gong)(gong)貴(gui)’,需(xu)借力‘高(gao)(gao)端制(zhi)造業(ye)+人(ren)(ren)(ren)(ren)工(gong)(gong)(gong)智(zhi)(zhi)能(neng)(neng)’攻(gong)勢,加(jia)強‘機器替人(ren)(ren)(ren)(ren)’,以(yi)‘智(zhi)(zhi)能(neng)(neng)紅(hong)利’代替‘人(ren)(ren)(ren)(ren)口(kou)(kou)紅(hong)利’。”市就業(ye)服務(wu)中心相關負責人(ren)(ren)(ren)(ren)表示。為(wei)此,該報告也建議全(quan)市應加(jia)大對“人(ren)(ren)(ren)(ren)工(gong)(gong)(gong)智(zhi)(zhi)能(neng)(neng)”企(qi)業(ye)的(de)引(yin)進(jin)和(he)扶(fu)持(chi)力度,打造政府、高(gao)(gao)校、科研院(yuan)所協(xie)同并進(jin)的(de)“人(ren)(ren)(ren)(ren)工(gong)(gong)(gong)智(zhi)(zhi)能(neng)(neng)高(gao)(gao)端人(ren)(ren)(ren)(ren)才(cai)就業(ye)高(gao)(gao)地(di)”,同時做(zuo)好(hao)職業(ye)技能(neng)(neng)培訓,幫助勞動者在(zai)人(ren)(ren)(ren)(ren)工(gong)(gong)(gong)智(zhi)(zhi)能(neng)(neng)時代做(zuo)好(hao)過(guo)渡轉型(xing)。
