日前(qian),青島(dao)市(shi)人(ren)力(li)(li)資源(yuan)和社(she)會保障局(ju)發布《疫情(qing)影響下我市(shi)人(ren)力(li)(li)資源(yuan)市(shi)場新變化的研究探索》,報告中首(shou)次公布了全市(shi)人(ren)力(li)(li)資源(yuan)市(shi)場三(san)季度“大數據(ju)”。根(gen)據(ju)報告顯示(shi),今年前(qian)三(san)季度,我市(shi)人(ren)力(li)(li)資源(yuan)市(shi)場發布的崗位需求總數為31.4萬,同(tong)比下降(jiang)1%,受到疫情(qing)形(xing)勢變化影響,總體呈現兩頭高(gao)、中間低的“V”形(xing)結構。
該(gai)報告顯(xian)(xian)示,今年前三季度,我(wo)市(shi)人力資源市(shi)場崗位需求(qiu)的產業(ye)結構較之前變化明顯(xian)(xian),制造業(ye)崗位需求(qiu)11.9萬,同比(bi)增長3.5%,但服務業(ye)崗位需求(qiu)同比(bi)下(xia)降(jiang)1.4%。
今年受疫情的影響,服(fu)務(wu)(wu)業崗位需(xu)求(qiu)“兩極(ji)分(fen)化”嚴重。報告(gao)中數(shu)據顯示(shi),傳統服(fu)務(wu)(wu)業崗位需(xu)求(qiu)下降明(ming)顯,但以互聯網(wang)、大數(shu)據、云(yun)計算(suan)、人工智能為依(yi)托的服(fu)務(wu)(wu)業發展勢頭迅猛。同(tong)時(shi),與互聯網(wang)密(mi)切相關的平面設計員(yuan)、課程顧問、人力(li)資(zi)源師等崗位也首次進入需(xu)求(qiu)人數(shu)前二十(shi)位。
隨著(zhu)青(qing)島加快建設(she)世界工(gong)業(ye)(ye)互聯網之(zhi)都、打(da)造“工(gong)匠之(zhi)城”,全市(shi)(shi)人力資源(yuan)市(shi)(shi)場上對(dui)于(yu)專(zhuan)(zhuan)業(ye)(ye)技(ji)術崗(gang)位(wei)(wei)的需求(qiu)(qiu)逐步增長(chang)。今年前三(san)季度,專(zhuan)(zhuan)業(ye)(ye)技(ji)術類(lei)崗(gang)位(wei)(wei)需求(qiu)(qiu)6.4萬(wan),同(tong)(tong)比增長(chang)了(le)12.6%。全市(shi)(shi)對(dui)于(yu)專(zhuan)(zhuan)業(ye)(ye)技(ji)術人才的渴求(qiu)(qiu)也體(ti)現(xian)在工(gong)資水平上,“專(zhuan)(zhuan)業(ye)(ye)技(ji)術類(lei)崗(gang)位(wei)(wei)平均(jun)招(zhao)聘工(gong)資為6126元/月(yue),同(tong)(tong)比增長(chang)13.6%,超過(guo)管理類(lei)崗(gang)位(wei)(wei)。 ”
截至(zhi)10月末(mo),全市(shi)城鎮新(xin)增(zeng)就業35.84萬人,同(tong)比增(zeng)長13.89%。同(tong)時據全市(shi)人力(li)(li)資源市(shi)場(chang)(chang)調查統(tong)計顯示,用人單位(wei)(wei)(wei)提供的平均招聘(pin)工資為5180元/月,同(tong)比增(zeng)長10.9%。全市(shi)用工崗(gang)位(wei)(wei)(wei)“薪酬”待遇穩步(bu)提升,就業形勢總體平穩、逐步(bu)回暖。但從報告(gao)對全市(shi)人力(li)(li)資源市(shi)場(chang)(chang)“大數據”的分析研(yan)判來看,青島仍然(ran)存在(zai)低端(duan)崗(gang)位(wei)(wei)(wei)“招工難”、專業技術(shu)崗(gang)位(wei)(wei)(wei)尚未(wei)滿足企業需(xu)求、城市(shi)吸引力(li)(li)距(ju)深(shen)圳(zhen)等地區仍有差距(ju)等問題。
“人(ren)口老齡(ling)化和(he)少(shao)子化的背景下,要(yao)緩(huan)解青島一(yi)線(xian)操作工(gong)(gong)(gong)(gong)人(ren)缺工(gong)(gong)(gong)(gong)‘用工(gong)(gong)(gong)(gong)難、用工(gong)(gong)(gong)(gong)貴’,需借力(li)‘高端(duan)制造業(ye)+人(ren)工(gong)(gong)(gong)(gong)智(zhi)能(neng)(neng)’攻勢(shi),加強‘機器替人(ren)’,以‘智(zhi)能(neng)(neng)紅利’代(dai)(dai)替‘人(ren)口紅利’。”市(shi)(shi)就業(ye)服(fu)務中心相關負責(ze)人(ren)表示。為此,該報告也建議全市(shi)(shi)應加大(da)對“人(ren)工(gong)(gong)(gong)(gong)智(zhi)能(neng)(neng)”企業(ye)的引(yin)進(jin)和(he)扶持力(li)度,打(da)造政府、高校、科(ke)研院所協同(tong)并進(jin)的“人(ren)工(gong)(gong)(gong)(gong)智(zhi)能(neng)(neng)高端(duan)人(ren)才(cai)就業(ye)高地”,同(tong)時做(zuo)好職業(ye)技能(neng)(neng)培訓,幫(bang)助勞動者在人(ren)工(gong)(gong)(gong)(gong)智(zhi)能(neng)(neng)時代(dai)(dai)做(zuo)好過渡轉(zhuan)型(xing)。
