東營區1400萬“人才新政”助力打造黃河三角洲區域

為扎實(shi)推(tui)進人才(cai)制度(du)改革攻(gong)堅行動,營造(zao)有(you)溫度(du)、有(you)質(zhi)感的人才(cai)發展服務環(huan)境(jing),近期,東營區出臺21條含(han)金量高、實(shi)用性強的政策(ce)措施,每年(nian)新增1400萬(wan)元人才(cai)專(zhuan)項經費專(zhuan)門用于(yu)人才(cai)招引服務,以(yi)政策(ce)洼地托起人才(cai)“新高地”。

高端人才“定制式服務”

對國(guo)際國(guo)內頂尖創(chuang)新創(chuang)業(ye)(ye)人(ren)才(cai)(cai)(cai)(團隊)實行(xing)“一(yi)(yi)事一(yi)(yi)議”,設立總規模1億元(yuan)的(de)(de)東營(ying)高科技創(chuang)業(ye)(ye)產業(ye)(ye)基(ji)金支持(chi)高端(duan)人(ren)才(cai)(cai)(cai)創(chuang)新創(chuang)業(ye)(ye)。對全職引(yin)進(jin)或申報入選省級以(yi)上(shang)人(ren)才(cai)(cai)(cai)工(gong)程專(zhuan)家最(zui)高獎勵200萬元(yuan)。柔性引(yin)進(jin)的(de)(de)高端(duan)人(ren)才(cai)(cai)(cai)按(an)勞動報酬的(de)(de)20%給予生活補(bu)貼。對新培養引(yin)進(jin)的(de)(de)省級及以(yi)上(shang)名(ming)醫、名(ming)師(shi),區財政給予最(zui)高50萬元(yuan)扶持(chi)。暢(chang)通(tong)(tong)(tong)(tong)人(ren)才(cai)(cai)(cai)服務(wu)“綠(lv)色通(tong)(tong)(tong)(tong)道(dao)(dao)”,為高層次人(ren)才(cai)(cai)(cai)和海(hai)外人(ren)才(cai)(cai)(cai)“一(yi)(yi)對一(yi)(yi)”配(pei)備服務(wu)專(zhuan)員,在配(pei)偶就(jiu)業(ye)(ye)、子女入學、社保醫保、交通(tong)(tong)(tong)(tong)出(chu)行(xing)、醫療健身等方面開通(tong)(tong)(tong)(tong)“綠(lv)色通(tong)(tong)(tong)(tong)道(dao)(dao)”服務(wu)。

青年人才“全程式護航”

堅持(chi)(chi)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)招引(yin)與產(chan)業(ye)(ye)需(xu)求相匹配、與促(cu)進(jin)就業(ye)(ye)相融(rong)合,既注重招引(yin)高(gao)精尖人(ren)(ren)(ren)(ren)(ren)(ren)才(cai),又(you)注重招引(yin)基(ji)礎(chu)性人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)。為新(xin)就業(ye)(ye)的高(gao)校畢(bi)業(ye)(ye)生(sheng)提供人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)編(bian)制池(chi)、生(sheng)活補(bu)(bu)(bu)貼、人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)公寓、創(chuang)業(ye)(ye)扶持(chi)(chi)、家庭補(bu)(bu)(bu)助(zhu)等系列(lie)配套政策。在全區事業(ye)(ye)編(bian)制總數內調(diao)劑100名事業(ye)(ye)編(bian)制,用于引(yin)進(jin)高(gao)層(ceng)次急需(xu)緊缺人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)和安置(zhi)返(fan)鄉人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)。符合條件(jian)的博士研究(jiu)生(sheng)、碩士研究(jiu)生(sheng)、本科畢(bi)業(ye)(ye)生(sheng)3-5年內發放(fang)(fang)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)補(bu)(bu)(bu)貼。每年評選(xuan)100名以上優秀(xiu)畢(bi)業(ye)(ye)生(sheng),一年內每人(ren)(ren)(ren)(ren)(ren)(ren)每月發放(fang)(fang)500元生(sheng)活補(bu)(bu)(bu)貼。對參加東營區“青鳥計劃(hua)”實習(xi)項目的優秀(xiu)大(da)(da)學生(sheng),每人(ren)(ren)(ren)(ren)(ren)(ren)每天發放(fang)(fang)50元生(sheng)活補(bu)(bu)(bu)貼。向引(yin)進(jin)的高(gao)層(ceng)次人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)和優秀(xiu)高(gao)校畢(bi)業(ye)(ye)生(sheng)免費提供人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)公寓,并配套基(ji)礎(chu)生(sheng)活設施,達到拎包入住條件(jian)。海(hai)外人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)回國創(chuang)業(ye)(ye)的,享受留學人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)創(chuang)新(xin)創(chuang)業(ye)(ye)基(ji)地全流程配套服務(wu),逐步加大(da)(da)青年人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)引(yin)進(jin)和返(fan)鄉人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)回引(yin)力度,進(jin)一步提升城市活力。

引才伯樂“階梯式獎勵”

設立(li)招才(cai)(cai)(cai)(cai)引(yin)(yin)智“伯樂獎”,對(dui)中介機構、社會(hui)組織、個(ge)人引(yin)(yin)進(jin)高層次(ci)人才(cai)(cai)(cai)(cai)或引(yin)(yin)進(jin)人才(cai)(cai)(cai)(cai)在東營區(qu)申(shen)(shen)報入(ru)選各(ge)(ge)級(ji)(ji)人才(cai)(cai)(cai)(cai)工(gong)程(cheng)的,給(gei)予(yu)(yu)最高12萬(wan)元(yuan)獎勵。設立(li)“親情引(yin)(yin)才(cai)(cai)(cai)(cai)獎”,對(dui)畢(bi)(bi)業(ye)五年(nian)內首次(ci)到(dao)東營區(qu)就業(ye)創業(ye)的優(you)秀高校畢(bi)(bi)業(ye)生(sheng),給(gei)予(yu)(yu)畢(bi)(bi)業(ye)生(sheng)家庭1萬(wan)元(yuan)獎勵。設立(li)引(yin)(yin)才(cai)(cai)(cai)(cai)用才(cai)(cai)(cai)(cai)主體獎勵,對(dui)引(yin)(yin)進(jin)各(ge)(ge)級(ji)(ji)重(zhong)(zhong)點人才(cai)(cai)(cai)(cai)工(gong)程(cheng)專家的單位(wei),給(gei)予(yu)(yu)企(qi)業(ye)最高200萬(wan)元(yuan)人才(cai)(cai)(cai)(cai)補貼,對(dui)東營區(qu)申(shen)(shen)報入(ru)選各(ge)(ge)級(ji)(ji)重(zhong)(zhong)點人才(cai)(cai)(cai)(cai)工(gong)程(cheng),給(gei)予(yu)(yu)企(qi)業(ye)負(fu)責(ze)人最高10萬(wan)元(yuan)獎勵,對(dui)全職引(yin)(yin)進(jin)博(bo)士研(yan)究(jiu)(jiu)生(sheng)、碩士研(yan)究(jiu)(jiu)生(sheng)和優(you)秀本科畢(bi)(bi)業(ye)生(sheng)達(da)到(dao)一定數量的,給(gei)予(yu)(yu)企(qi)業(ye)負(fu)責(ze)人一次(ci)性獎勵5萬(wan)元(yuan)。每年(nian)遴(lin)選3家左右引(yin)(yin)才(cai)(cai)(cai)(cai)重(zhong)(zhong)點企(qi)業(ye),分別給(gei)予(yu)(yu)1個(ge)“雙(shuang)創英才(cai)(cai)(cai)(cai)”集聚工(gong)程(cheng)配額。
