企業(ye)職(zhi)工(gong)貨幣平(ping)均工(gong)資增(zeng)長上線為(wei)9%、增(zeng)長基準線為(wei)6%、增(zeng)長下線為(wei)3%……10月30日(ri),吉林省發布2019年企業(ye)工(gong)資指(zhi)導線,以(yi)指(zhi)導企業(ye)在(zai)崗(gang)職(zhi)工(gong)的工(gong)資分配。
據記者不(bu)完全(quan)統(tong)計,截至(zhi)(zhi)2019年11月(yue)份(fen),全(quan)國已(yi)有(you)北京(jing)、天津、上(shang)海、山西(xi)、山東、內(nei)蒙古(gu)、陜西(xi)、云南、江(jiang)西(xi)、貴州、遼寧、寧夏、吉林、新疆以(yi)及新疆生產建設(she)兵(bing)團陸(lu)續發布了(le)2019年企業工(gong)資指導線(xian)(xian)(xian)方(fang)案(an)。從各地已(yi)公布的2019年企業工(gong)資指導線(xian)(xian)(xian)情況來看,除了(le)上(shang)海基準線(xian)(xian)(xian)為5%至(zhi)(zhi)6%、新疆基準線(xian)(xian)(xian)為5%以(yi)外(wai),其余地區的基準線(xian)(xian)(xian)都在(zai)6%以(yi)上(shang),其中北京(jing)基準線(xian)(xian)(xian)以(yi)8%至(zhi)(zhi)8.5%居(ju)首(shou)。
所謂工(gong)(gong)資(zi)(zi)(zi)增(zeng)(zeng)長基準線(xian),一般(ban)是指企(qi)業工(gong)(gong)資(zi)(zi)(zi)的平均增(zeng)(zeng)長幅度,適用(yong)于生產正常發展、經(jing)濟效(xiao)益增(zeng)(zeng)長的企(qi)業。此外,工(gong)(gong)資(zi)(zi)(zi)增(zeng)(zeng)長上線(xian)可稱為預警線(xian),適用(yong)于經(jing)濟效(xiao)益增(zeng)(zeng)長較快的企(qi)業;工(gong)(gong)資(zi)(zi)(zi)增(zeng)(zeng)長下線(xian)則適用(yong)于經(jing)濟效(xiao)益下降或虧損的企(qi)業。
從各(ge)地公布的(de)方(fang)案來看,在(zai)(zai)企業工資(zi)指導線(xian)(xian)下線(xian)(xian)方(fang)面(mian),陜西(xi)(xi)為2%,上(shang)(shang)海(hai)為2%至3%,天(tian)(tian)津、云南、江(jiang)西(xi)(xi)、貴(gui)州、寧(ning)夏、吉林(lin)為3%,北京為3.5%,山(shan)西(xi)(xi)、遼寧(ning)為4%。這意(yi)味(wei)著上(shang)(shang)述地區經(jing)濟效益較差的(de)企業,職(zhi)工工資(zi)增長可參照當地制定的(de)下線(xian)(xian)調整。在(zai)(zai)上(shang)(shang)線(xian)(xian)方(fang)面(mian),陜西(xi)(xi)、天(tian)(tian)津、山(shan)西(xi)(xi)、遼寧(ning)、貴(gui)州、寧(ning)夏達(da)到最(zui)高的(de)12%,云南、內蒙古為11%,北京、上(shang)(shang)海(hai)、山(shan)東、江(jiang)西(xi)(xi)則未設置上(shang)(shang)線(xian)(xian)。
記者(zhe)注(zhu)意到,今年(nian)(nian)多地(di)企(qi)業工資指導線(xian)的基(ji)準線(xian)、上(shang)(shang)線(xian)和(he)下線(xian)呈現溫和(he)調(diao)(diao)整狀態(tai)。與2018年(nian)(nian)相比,今年(nian)(nian)遼寧省企(qi)業平均工資增長基(ji)準線(xian)和(he)上(shang)(shang)線(xian)分(fen)別上(shang)(shang)調(diao)(diao)1%和(he)2%;山西(xi)省今年(nian)(nian)的企(qi)業平均工資增長基(ji)準線(xian)和(he)上(shang)(shang)線(xian)均下調(diao)(diao)0.5個百(bai)分(fen)點(dian)。
有(you)人擔心,工(gong)(gong)資(zi)指(zhi)導(dao)線(xian)(xian)(xian)標準下降,會使到手的工(gong)(gong)資(zi)變少(shao)。對此,有(you)地方人社部(bu)門相關負責人解釋說,企業工(gong)(gong)資(zi)指(zhi)導(dao)線(xian)(xian)(xian)略有(you)下調,并(bing)非意味著工(gong)(gong)資(zi)“負增長(chang)”,而(er)是工(gong)(gong)資(zi)漲(zhang)幅較以往有(you)所下降。只要3條(tiao)指(zhi)導(dao)線(xian)(xian)(xian)——基準線(xian)(xian)(xian)、下線(xian)(xian)(xian)、上(shang)線(xian)(xian)(xian)均為(wei)正數,就意味著政府指(zhi)導(dao)的職工(gong)(gong)工(gong)(gong)資(zi)仍呈上(shang)漲(zhang)趨勢。
需要注意的是,雖(sui)然企業工(gong)(gong)資(zi)指導線(xian)(xian)方案(an)已(yi)經(jing)(jing)公(gong)布(bu),但職工(gong)(gong)工(gong)(gong)資(zi)并不(bu)是“非漲不(bu)可”。對于(yu)經(jing)(jing)濟效益特別不(bu)好的企業,一些地區明(ming)確工(gong)(gong)資(zi)增長幅度可以低(di)(di)于(yu)下線(xian)(xian)。比如,寧(ning)夏明(ming)確,企業因生產經(jing)(jing)營嚴重困難,經(jing)(jing)濟效益明(ming)顯下降,在經(jing)(jing)過必要的民主程(cheng)序后可低(di)(di)于(yu)工(gong)(gong)資(zi)指導線(xian)(xian)下線(xian)(xian)增長或負增長,但企業支付(fu)在法(fa)定工(gong)(gong)作時(shi)間(jian)內(nei)提供了正(zheng)常勞動的職工(gong)(gong)工(gong)(gong)資(zi)不(bu)得(de)低(di)(di)于(yu)當地最低(di)(di)工(gong)(gong)資(zi)標準。
人社部(bu)(bu)(bu)有關負(fu)責人表示,今年前三季度(du),人社部(bu)(bu)(bu)指導各(ge)地合理調(diao)整最低工(gong)(gong)(gong)資(zi)標準和(he)發布工(gong)(gong)(gong)資(zi)指導線,勞(lao)動關系總體(ti)保持(chi)和(he)諧(xie)穩定。下(xia)一(yi)步,人社部(bu)(bu)(bu)將推進國有企業工(gong)(gong)(gong)資(zi)決定機(ji)制和(he)負(fu)責人薪酬制度(du)改(gai)革,完善改(gai)革相關配套政(zheng)策措施。
