7月(yue)24日(ri),人力資(zi)源(yuan)和(he)社(she)會保障部發布全國各地(di)區月(yue)最(zui)低(di)工(gong)資(zi)標(biao)準(zhun)情況和(he)小(xiao)時(shi)最(zui)低(di)工(gong)資(zi)標(biao)準(zhun)情況。數據顯示,截至(zhi)今年(nian)6月(yue)份,上海(hai)、北京、廣東、天津、江(jiang)蘇(su)、浙江(jiang)等地(di)月(yue)最(zui)低(di)工(gong)資(zi)標(biao)準(zhun)超過(guo)2000元。
與企業工(gong)(gong)資(zi)(zi)指導線(xian)不同(tong),最(zui)低(di)工(gong)(gong)資(zi)(zi)標(biao)(biao)準被(bei)視為一項(xiang)“兜(dou)底”指標(biao)(biao),是(shi)在(zai)勞(lao)動者(zhe)正(zheng)常勞(lao)動情況(kuang)下(xia),用人單位必須依法支付(fu)給(gei)勞(lao)動者(zhe)的(de)報酬。最(zui)低(di)工(gong)(gong)資(zi)(zi)標(biao)(biao)準的(de)調整幅(fu)度(du),與當(dang)地社會經濟發展密切相關(guan)。數(shu)據顯示(shi),截至(zhi)今年6月份(fen),上海月最(zui)低(di)工(gong)(gong)資(zi)(zi)標(biao)(biao)準為2480元,為全(quan)國(guo)最(zui)高(gao);北京小時最(zui)低(di)工(gong)(gong)資(zi)(zi)標(biao)(biao)準24元,為全(quan)國(guo)最(zui)高(gao)。
專(zhuan)家表示,最(zui)(zui)低(di)(di)工(gong)(gong)(gong)資(zi)(zi)的(de)(de)調(diao)(diao)整(zheng)是(shi)在物價(jia)上(shang)漲的(de)(de)大環境下(xia),保障職工(gong)(gong)(gong)基本生活需(xu)求(qiu)的(de)(de)一種應(ying)對。提(ti)高(gao)(gao)最(zui)(zui)低(di)(di)工(gong)(gong)(gong)資(zi)(zi)標準(zhun),低(di)(di)收(shou)入勞動者(zhe)(zhe)(zhe)群體最(zui)(zui)為受益(yi),尤(you)其是(shi)工(gong)(gong)(gong)資(zi)(zi)水(shui)平剛好在最(zui)(zui)低(di)(di)標準(zhun)線上(shang)的(de)(de)工(gong)(gong)(gong)作者(zhe)(zhe)(zhe)。隨(sui)(sui)著標準(zhun)線提(ti)高(gao)(gao)的(de)(de)執行期到(dao)來,這些(xie)工(gong)(gong)(gong)作者(zhe)(zhe)(zhe)就(jiu)可以(yi)直接(jie)享(xiang)受到(dao)調(diao)(diao)整(zheng)后的(de)(de)工(gong)(gong)(gong)資(zi)(zi)標準(zhun)。不僅如(ru)此,隨(sui)(sui)著多(duo)地建立(li)失業保險(xian)(xian)金(jin)標準(zhun)與最(zui)(zui)低(di)(di)工(gong)(gong)(gong)資(zi)(zi)標準(zhun)掛鉤聯(lian)動機制,最(zui)(zui)低(di)(di)工(gong)(gong)(gong)資(zi)(zi)標準(zhun)的(de)(de)上(shang)調(diao)(diao),意味著與之(zhi)相掛鉤的(de)(de)失業保險(xian)(xian)金(jin)標準(zhun)、就(jiu)業補助(zhu)等(deng)相關待遇標準(zhun)也將(jiang)相應(ying)上(shang)調(diao)(diao)。
根據(ju)人(ren)社部統計,2018年(nian)(nian),全國(guo)共(gong)有15個(ge)省份調整了最(zui)低工(gong)資標(biao)(biao)準。步(bu)入(ru)2019年(nian)(nian),據(ju)不(bu)完(wan)全統計,重(zhong)慶、上海、陜西、北(bei)京確定了新一輪(lun)最(zui)低工(gong)資標(biao)(biao)準的調整。
經濟日(ri)報記者從(cong)地方人社系統獲悉,重慶從(cong)1月(yue)(yue)1日(ri)起,第一檔職(zhi)工(gong)(gong)(gong)(gong)月(yue)(yue)最(zui)(zui)(zui)(zui)低(di)(di)工(gong)(gong)(gong)(gong)資標(biao)(biao)(biao)準(zhun)為(wei)1800元(yuan)(yuan)(yuan),第二檔職(zhi)工(gong)(gong)(gong)(gong)月(yue)(yue)最(zui)(zui)(zui)(zui)低(di)(di)工(gong)(gong)(gong)(gong)資標(biao)(biao)(biao)準(zhun)為(wei)1700元(yuan)(yuan)(yuan),分(fen)別(bie)比(bi)原(yuan)標(biao)(biao)(biao)準(zhun)提高了300元(yuan)(yuan)(yuan);上海從(cong)4月(yue)(yue)1日(ri)起,月(yue)(yue)最(zui)(zui)(zui)(zui)低(di)(di)工(gong)(gong)(gong)(gong)資標(biao)(biao)(biao)準(zhun)從(cong)2420元(yuan)(yuan)(yuan)調整(zheng)到(dao)2480元(yuan)(yuan)(yuan),增加60元(yuan)(yuan)(yuan);陜西從(cong)5月(yue)(yue)1日(ri)起,一類(lei)工(gong)(gong)(gong)(gong)資區最(zui)(zui)(zui)(zui)低(di)(di)為(wei)每月(yue)(yue)1800元(yuan)(yuan)(yuan),二類(lei)工(gong)(gong)(gong)(gong)資區最(zui)(zui)(zui)(zui)低(di)(di)為(wei)每月(yue)(yue)1700元(yuan)(yuan)(yuan),三類(lei)工(gong)(gong)(gong)(gong)資區最(zui)(zui)(zui)(zui)低(di)(di)為(wei)每月(yue)(yue)1600元(yuan)(yuan)(yuan),均比(bi)原(yuan)標(biao)(biao)(biao)準(zhun)提高了120元(yuan)(yuan)(yuan);北京從(cong)7月(yue)(yue)1日(ri)起,月(yue)(yue)最(zui)(zui)(zui)(zui)低(di)(di)工(gong)(gong)(gong)(gong)資標(biao)(biao)(biao)準(zhun)從(cong)2120元(yuan)(yuan)(yuan)調整(zheng)到(dao)2200元(yuan)(yuan)(yuan),增加80元(yuan)(yuan)(yuan)。
根據人社(she)部此前(qian)發布的《關于(yu)做(zuo)好最(zui)低(di)(di)工資標準(zhun)(zhun)調(diao)(diao)(diao)整(zheng)(zheng)工作的通知》,各地應充分(fen)考(kao)慮當地經濟形勢(shi)發展和企(qi)業(ye)實(shi)(shi)際情況,穩妥把握調(diao)(diao)(diao)整(zheng)(zheng)節奏,將最(zui)低(di)(di)工資標準(zhun)(zhun)由每兩(liang)年(nian)(nian)(nian)至(zhi)少(shao)調(diao)(diao)(diao)整(zheng)(zheng)一(yi)次改為(wei)每兩(liang)年(nian)(nian)(nian)至(zhi)三(san)(san)年(nian)(nian)(nian)至(zhi)少(shao)調(diao)(diao)(diao)整(zheng)(zheng)一(yi)次。數據顯示,河北最(zui)低(di)(di)工資標準(zhun)(zhun)實(shi)(shi)行日期為(wei)2016年(nian)(nian)(nian)7月,距離上(shang)一(yi)次調(diao)(diao)(diao)整(zheng)(zheng)最(zui)低(di)(di)工資標準(zhun)(zhun)已(yi)滿三(san)(san)年(nian)(nian)(nian),其最(zui)低(di)(di)工資標準(zhun)(zhun)有望在(zai)2019年(nian)(nian)(nian)上(shang)調(diao)(diao)(diao)。此外,天(tian)津、福建、湖南、青海、甘肅距離上(shang)次上(shang)調(diao)(diao)(diao)時間也已(yi)滿兩(liang)年(nian)(nian)(nian)。
記者注意到(dao),各(ge)地之間(jian)最(zui)低(di)工(gong)資標(biao)準調整(zheng)(zheng)時(shi)間(jian)間(jian)隔有所不同。如(ru)北京、上海(hai)等地,近年(nian)來(lai)每年(nian)保(bao)持對(dui)最(zui)低(di)工(gong)資標(biao)準進行調整(zheng)(zheng),但也有不少地區采取(qu)兩年(nian)或三年(nian)調整(zheng)(zheng)一次(ci)(ci)的方式,對(dui)最(zui)低(di)工(gong)資標(biao)準調整(zheng)(zheng)持審慎態度,如(ru)廣西近兩次(ci)(ci)調整(zheng)(zheng)時(shi)間(jian)分別在2018年(nian)2月和2015年(nian)1月。
有關專(zhuan)家表示(shi),最低工(gong)(gong)資(zi)水(shui)平(ping)的(de)(de)(de)(de)上漲(zhang),應(ying)參考(kao)當地(di)(di)就業(ye)者及(ji)其(qi)贍養(yang)人口(kou)的(de)(de)(de)(de)最低生活費用(yong)、城鎮居民(min)消(xiao)費價格指數、職(zhi)工(gong)(gong)個(ge)人繳納的(de)(de)(de)(de)社會保險費和住房公積金、職(zhi)工(gong)(gong)平(ping)均工(gong)(gong)資(zi)、經濟發展(zhan)水(shui)平(ping)、就業(ye)狀況(kuang)等因素(su),因此不應(ying)簡單(dan)就數值進行橫(heng)向比(bi)較,應(ying)該綜合(he)全面(mian)地(di)(di)看待最低工(gong)(gong)資(zi)標準的(de)(de)(de)(de)上調。同時,在調整過(guo)程中,也要掌握好“度”,既考(kao)慮低收入(ru)職(zhi)工(gong)(gong)的(de)(de)(de)(de)薪資(zi)提高(gao)幅(fu)度,也考(kao)慮企業(ye)的(de)(de)(de)(de)實際承受負擔,注重(zhong)提高(gao)最低工(gong)(gong)資(zi)標準調整的(de)(de)(de)(de)科學性。
