多地發布最低工資“新標準”

7月24日(ri),人力資源(yuan)和社會保障部發布全(quan)國各地區月最(zui)低工(gong)(gong)資標(biao)(biao)準(zhun)情況(kuang)和小(xiao)時(shi)最(zui)低工(gong)(gong)資標(biao)(biao)準(zhun)情況(kuang)。數據顯示(shi),截至今(jin)年6月份(fen),上(shang)海、北(bei)京、廣東、天津(jin)、江蘇、浙江等地月最(zui)低工(gong)(gong)資標(biao)(biao)準(zhun)超過2000元(yuan)。

  與企業工資指(zhi)導(dao)線不同(tong),最(zui)(zui)低工資標(biao)準被視(shi)為一項“兜底”指(zhi)標(biao),是(shi)在勞動(dong)(dong)者(zhe)(zhe)正(zheng)常(chang)勞動(dong)(dong)情況下,用人單位必(bi)須依(yi)法支付給勞動(dong)(dong)者(zhe)(zhe)的(de)報(bao)酬。最(zui)(zui)低工資標(biao)準的(de)調整幅度(du),與當地社會經濟(ji)發展密切相關(guan)。數(shu)據(ju)顯示,截至(zhi)今年(nian)6月(yue)份,上(shang)海月(yue)最(zui)(zui)低工資標(biao)準為2480元(yuan),為全(quan)國(guo)最(zui)(zui)高;北(bei)京小(xiao)時最(zui)(zui)低工資標(biao)準24元(yuan),為全(quan)國(guo)最(zui)(zui)高。

  專家表示,最低工資(zi)(zi)(zi)的(de)(de)調整(zheng)是在物價上(shang)(shang)漲的(de)(de)大(da)環(huan)境(jing)下(xia),保(bao)障職工基本生活(huo)需求的(de)(de)一(yi)種應對。提高最低工資(zi)(zi)(zi)標(biao)準(zhun),低收入勞動者群體(ti)最為受益,尤(you)其(qi)是工資(zi)(zi)(zi)水平剛好在最低標(biao)準(zhun)線上(shang)(shang)的(de)(de)工作(zuo)者。隨著(zhu)(zhu)標(biao)準(zhun)線提高的(de)(de)執行期到(dao)來(lai),這些工作(zuo)者就可以直接享受到(dao)調整(zheng)后的(de)(de)工資(zi)(zi)(zi)標(biao)準(zhun)。不(bu)僅如此,隨著(zhu)(zhu)多地(di)建立(li)失業(ye)(ye)保(bao)險(xian)金(jin)標(biao)準(zhun)與(yu)最低工資(zi)(zi)(zi)標(biao)準(zhun)掛鉤聯動機(ji)制,最低工資(zi)(zi)(zi)標(biao)準(zhun)的(de)(de)上(shang)(shang)調,意味(wei)著(zhu)(zhu)與(yu)之相掛鉤的(de)(de)失業(ye)(ye)保(bao)險(xian)金(jin)標(biao)準(zhun)、就業(ye)(ye)補助等相關待(dai)遇標(biao)準(zhun)也將(jiang)相應上(shang)(shang)調。

  根(gen)據人社部統計,2018年,全(quan)國共有15個省份調整了最(zui)低工(gong)資標準。步(bu)入2019年,據不完全(quan)統計,重慶、上(shang)海(hai)、陜西、北京(jing)確定了新一輪最(zui)低工(gong)資標準的調整。

  經濟日(ri)(ri)報記者從(cong)(cong)地方人社系統獲悉,重慶從(cong)(cong)1月(yue)(yue)1日(ri)(ri)起,第一(yi)檔職工(gong)(gong)(gong)月(yue)(yue)最(zui)低(di)工(gong)(gong)(gong)資(zi)(zi)標(biao)(biao)準(zhun)(zhun)為(wei)(wei)1800元(yuan)(yuan),第二檔職工(gong)(gong)(gong)月(yue)(yue)最(zui)低(di)工(gong)(gong)(gong)資(zi)(zi)標(biao)(biao)準(zhun)(zhun)為(wei)(wei)1700元(yuan)(yuan),分(fen)別比原(yuan)標(biao)(biao)準(zhun)(zhun)提(ti)高了(le)300元(yuan)(yuan);上海從(cong)(cong)4月(yue)(yue)1日(ri)(ri)起,月(yue)(yue)最(zui)低(di)工(gong)(gong)(gong)資(zi)(zi)標(biao)(biao)準(zhun)(zhun)從(cong)(cong)2420元(yuan)(yuan)調整(zheng)到(dao)2480元(yuan)(yuan),增加(jia)60元(yuan)(yuan);陜西從(cong)(cong)5月(yue)(yue)1日(ri)(ri)起,一(yi)類工(gong)(gong)(gong)資(zi)(zi)區最(zui)低(di)為(wei)(wei)每(mei)月(yue)(yue)1800元(yuan)(yuan),二類工(gong)(gong)(gong)資(zi)(zi)區最(zui)低(di)為(wei)(wei)每(mei)月(yue)(yue)1700元(yuan)(yuan),三(san)類工(gong)(gong)(gong)資(zi)(zi)區最(zui)低(di)為(wei)(wei)每(mei)月(yue)(yue)1600元(yuan)(yuan),均(jun)比原(yuan)標(biao)(biao)準(zhun)(zhun)提(ti)高了(le)120元(yuan)(yuan);北京從(cong)(cong)7月(yue)(yue)1日(ri)(ri)起,月(yue)(yue)最(zui)低(di)工(gong)(gong)(gong)資(zi)(zi)標(biao)(biao)準(zhun)(zhun)從(cong)(cong)2120元(yuan)(yuan)調整(zheng)到(dao)2200元(yuan)(yuan),增加(jia)80元(yuan)(yuan)。

  根據人社部此(ci)前發布的《關于做好最(zui)低工(gong)(gong)(gong)資(zi)(zi)標(biao)(biao)(biao)準調(diao)(diao)(diao)整工(gong)(gong)(gong)作的通知》,各(ge)地應充分考慮當地經濟形勢發展(zhan)和企業(ye)實際(ji)情況,穩妥把握調(diao)(diao)(diao)整節奏,將最(zui)低工(gong)(gong)(gong)資(zi)(zi)標(biao)(biao)(biao)準由每兩(liang)年(nian)(nian)至少(shao)調(diao)(diao)(diao)整一次(ci)改為每兩(liang)年(nian)(nian)至三年(nian)(nian)至少(shao)調(diao)(diao)(diao)整一次(ci)。數據顯示,河(he)北最(zui)低工(gong)(gong)(gong)資(zi)(zi)標(biao)(biao)(biao)準實行日期為2016年(nian)(nian)7月(yue),距(ju)離(li)上一次(ci)調(diao)(diao)(diao)整最(zui)低工(gong)(gong)(gong)資(zi)(zi)標(biao)(biao)(biao)準已滿三年(nian)(nian),其(qi)最(zui)低工(gong)(gong)(gong)資(zi)(zi)標(biao)(biao)(biao)準有望在2019年(nian)(nian)上調(diao)(diao)(diao)。此(ci)外,天(tian)津、福建、湖(hu)南、青海、甘肅(su)距(ju)離(li)上次(ci)上調(diao)(diao)(diao)時(shi)間(jian)也已滿兩(liang)年(nian)(nian)。

  記者注(zhu)意到,各地(di)之間最(zui)低工資標準(zhun)調整(zheng)時間間隔有所不(bu)同。如(ru)北京、上海等地(di),近年(nian)來每年(nian)保持對(dui)最(zui)低工資標準(zhun)進行調整(zheng),但也(ye)有不(bu)少地(di)區(qu)采取(qu)兩(liang)年(nian)或三年(nian)調整(zheng)一次的(de)方(fang)式,對(dui)最(zui)低工資標準(zhun)調整(zheng)持審(shen)慎態度,如(ru)廣西(xi)近兩(liang)次調整(zheng)時間分別在2018年(nian)2月和2015年(nian)1月。

  有關專家表示,最低(di)工(gong)(gong)資水(shui)平的(de)上(shang)漲(zhang),應參(can)考當地就(jiu)業(ye)者(zhe)及其贍養(yang)人口的(de)最低(di)生活費用、城(cheng)鎮居民消費價格指數、職(zhi)(zhi)(zhi)工(gong)(gong)個人繳納的(de)社會保險費和住房公積金、職(zhi)(zhi)(zhi)工(gong)(gong)平均工(gong)(gong)資、經濟發(fa)展水(shui)平、就(jiu)業(ye)狀況等因素(su),因此(ci)不應簡(jian)單就(jiu)數值進行橫向比(bi)較,應該綜合全(quan)面地看待最低(di)工(gong)(gong)資標準的(de)上(shang)調(diao)。同時,在調(diao)整過(guo)程中,也要(yao)掌握好“度”,既考慮低(di)收入職(zhi)(zhi)(zhi)工(gong)(gong)的(de)薪資提高(gao)幅度,也考慮企業(ye)的(de)實際承受(shou)負(fu)擔,注重提高(gao)最低(di)工(gong)(gong)資標準調(diao)整的(de)科學性(xing)。
