7月(yue)(yue)(yue)24日,人力資(zi)(zi)源和社(she)會保障(zhang)部發布全(quan)國各地區月(yue)(yue)(yue)最(zui)低(di)工資(zi)(zi)標(biao)準情況(kuang)和小時最(zui)低(di)工資(zi)(zi)標(biao)準情況(kuang)。數據顯(xian)示,截至今年6月(yue)(yue)(yue)份,上海、北京、廣東、天津(jin)、江蘇、浙江等地月(yue)(yue)(yue)最(zui)低(di)工資(zi)(zi)標(biao)準超過2000元。
與(yu)企業工資指導(dao)線不同(tong),最低(di)工資標(biao)(biao)(biao)準被視(shi)為(wei)一項“兜底”指標(biao)(biao)(biao),是在勞動者正常勞動情況下,用人單位必須(xu)依法(fa)支(zhi)付給勞動者的報(bao)酬。最低(di)工資標(biao)(biao)(biao)準的調整幅度,與(yu)當地社會(hui)經濟發展密切相關。數據(ju)顯示,截(jie)至今年6月(yue)份(fen),上海月(yue)最低(di)工資標(biao)(biao)(biao)準為(wei)2480元(yuan),為(wei)全(quan)國(guo)最高;北京小(xiao)時最低(di)工資標(biao)(biao)(biao)準24元(yuan),為(wei)全(quan)國(guo)最高。
專家表示,最(zui)低(di)工(gong)(gong)資(zi)(zi)的(de)調整是在(zai)(zai)物價上漲的(de)大(da)環境下,保(bao)障職工(gong)(gong)基本(ben)生活需求(qiu)的(de)一種應(ying)對。提高(gao)最(zui)低(di)工(gong)(gong)資(zi)(zi)標(biao)準(zhun),低(di)收入勞動者群體(ti)最(zui)為受(shou)益,尤其是工(gong)(gong)資(zi)(zi)水平剛好在(zai)(zai)最(zui)低(di)標(biao)準(zhun)線(xian)(xian)上的(de)工(gong)(gong)作者。隨(sui)著(zhu)標(biao)準(zhun)線(xian)(xian)提高(gao)的(de)執行期到來,這些工(gong)(gong)作者就(jiu)可以直(zhi)接享受(shou)到調整后的(de)工(gong)(gong)資(zi)(zi)標(biao)準(zhun)。不僅如此,隨(sui)著(zhu)多地建(jian)立失業(ye)保(bao)險金標(biao)準(zhun)與(yu)最(zui)低(di)工(gong)(gong)資(zi)(zi)標(biao)準(zhun)掛(gua)鉤聯動機制(zhi),最(zui)低(di)工(gong)(gong)資(zi)(zi)標(biao)準(zhun)的(de)上調,意(yi)味著(zhu)與(yu)之相(xiang)掛(gua)鉤的(de)失業(ye)保(bao)險金標(biao)準(zhun)、就(jiu)業(ye)補助等相(xiang)關待遇(yu)標(biao)準(zhun)也(ye)將相(xiang)應(ying)上調。
根據人社(she)部統(tong)計,2018年,全國(guo)共有15個省份(fen)調(diao)整了(le)最低工資標準。步入2019年,據不完全統(tong)計,重(zhong)慶、上海(hai)、陜西、北京確(que)定了(le)新一(yi)輪最低工資標準的調(diao)整。
經濟(ji)日(ri)(ri)報(bao)記者從地方人社系(xi)統獲悉,重慶從1月(yue)(yue)(yue)1日(ri)(ri)起(qi),第(di)一(yi)檔職(zhi)工(gong)(gong)(gong)(gong)月(yue)(yue)(yue)最(zui)(zui)低(di)工(gong)(gong)(gong)(gong)資(zi)標(biao)準(zhun)為(wei)1800元(yuan)(yuan)(yuan)(yuan),第(di)二檔職(zhi)工(gong)(gong)(gong)(gong)月(yue)(yue)(yue)最(zui)(zui)低(di)工(gong)(gong)(gong)(gong)資(zi)標(biao)準(zhun)為(wei)1700元(yuan)(yuan)(yuan)(yuan),分(fen)別比(bi)原(yuan)標(biao)準(zhun)提高了(le)300元(yuan)(yuan)(yuan)(yuan);上(shang)海從4月(yue)(yue)(yue)1日(ri)(ri)起(qi),月(yue)(yue)(yue)最(zui)(zui)低(di)工(gong)(gong)(gong)(gong)資(zi)標(biao)準(zhun)從2420元(yuan)(yuan)(yuan)(yuan)調整(zheng)到(dao)2480元(yuan)(yuan)(yuan)(yuan),增(zeng)加60元(yuan)(yuan)(yuan)(yuan);陜西從5月(yue)(yue)(yue)1日(ri)(ri)起(qi),一(yi)類(lei)(lei)工(gong)(gong)(gong)(gong)資(zi)區最(zui)(zui)低(di)為(wei)每月(yue)(yue)(yue)1800元(yuan)(yuan)(yuan)(yuan),二類(lei)(lei)工(gong)(gong)(gong)(gong)資(zi)區最(zui)(zui)低(di)為(wei)每月(yue)(yue)(yue)1700元(yuan)(yuan)(yuan)(yuan),三類(lei)(lei)工(gong)(gong)(gong)(gong)資(zi)區最(zui)(zui)低(di)為(wei)每月(yue)(yue)(yue)1600元(yuan)(yuan)(yuan)(yuan),均比(bi)原(yuan)標(biao)準(zhun)提高了(le)120元(yuan)(yuan)(yuan)(yuan);北京從7月(yue)(yue)(yue)1日(ri)(ri)起(qi),月(yue)(yue)(yue)最(zui)(zui)低(di)工(gong)(gong)(gong)(gong)資(zi)標(biao)準(zhun)從2120元(yuan)(yuan)(yuan)(yuan)調整(zheng)到(dao)2200元(yuan)(yuan)(yuan)(yuan),增(zeng)加80元(yuan)(yuan)(yuan)(yuan)。
根據人(ren)社部此前(qian)發布的《關于做好(hao)最低(di)(di)工(gong)資(zi)標(biao)(biao)準(zhun)調(diao)整(zheng)(zheng)工(gong)作的通知》,各地應充(chong)分考(kao)慮(lv)當地經(jing)濟形勢發展和(he)企業實際情(qing)況(kuang),穩妥(tuo)把握調(diao)整(zheng)(zheng)節(jie)奏,將最低(di)(di)工(gong)資(zi)標(biao)(biao)準(zhun)由每兩(liang)(liang)年(nian)(nian)至少調(diao)整(zheng)(zheng)一次(ci)改為(wei)每兩(liang)(liang)年(nian)(nian)至三年(nian)(nian)至少調(diao)整(zheng)(zheng)一次(ci)。數(shu)據顯(xian)示,河北最低(di)(di)工(gong)資(zi)標(biao)(biao)準(zhun)實行日期為(wei)2016年(nian)(nian)7月,距(ju)離上(shang)一次(ci)調(diao)整(zheng)(zheng)最低(di)(di)工(gong)資(zi)標(biao)(biao)準(zhun)已滿(man)三年(nian)(nian),其最低(di)(di)工(gong)資(zi)標(biao)(biao)準(zhun)有望在2019年(nian)(nian)上(shang)調(diao)。此外,天(tian)津、福(fu)建、湖南、青(qing)海、甘肅距(ju)離上(shang)次(ci)上(shang)調(diao)時間也已滿(man)兩(liang)(liang)年(nian)(nian)。
記者注意(yi)到,各地之間(jian)最低(di)工資(zi)標(biao)準(zhun)調(diao)整(zheng)(zheng)時間(jian)間(jian)隔有(you)所不(bu)同。如(ru)北京(jing)、上海等地,近(jin)年(nian)(nian)來每年(nian)(nian)保持對最低(di)工資(zi)標(biao)準(zhun)進行(xing)調(diao)整(zheng)(zheng),但也(ye)有(you)不(bu)少(shao)地區(qu)采取兩(liang)年(nian)(nian)或三年(nian)(nian)調(diao)整(zheng)(zheng)一次的方式,對最低(di)工資(zi)標(biao)準(zhun)調(diao)整(zheng)(zheng)持審慎態度,如(ru)廣西近(jin)兩(liang)次調(diao)整(zheng)(zheng)時間(jian)分別在2018年(nian)(nian)2月和2015年(nian)(nian)1月。
有關專家表示,最(zui)低(di)工(gong)資(zi)(zi)水(shui)平(ping)的(de)(de)上(shang)(shang)漲(zhang),應參考當地就業者(zhe)及其贍養人口(kou)的(de)(de)最(zui)低(di)生活(huo)費(fei)用、城鎮居(ju)民消費(fei)價格指(zhi)數(shu)、職(zhi)工(gong)個人繳納的(de)(de)社會保險費(fei)和住房公積金、職(zhi)工(gong)平(ping)均工(gong)資(zi)(zi)、經(jing)濟發展(zhan)水(shui)平(ping)、就業狀況等因(yin)素,因(yin)此不應簡(jian)單就數(shu)值進(jin)行橫向比(bi)較,應該綜(zong)合全(quan)面地看待最(zui)低(di)工(gong)資(zi)(zi)標準的(de)(de)上(shang)(shang)調(diao)。同時,在調(diao)整(zheng)過(guo)程中,也要掌握好“度”,既考慮低(di)收入(ru)職(zhi)工(gong)的(de)(de)薪資(zi)(zi)提高(gao)幅(fu)度,也考慮企業的(de)(de)實際承受負(fu)擔,注重(zhong)提高(gao)最(zui)低(di)工(gong)資(zi)(zi)標準調(diao)整(zheng)的(de)(de)科學性。
