近(jin)日,泰安市政(zheng)府出(chu)臺《關于進(jin)一步穩定和(he)擴大(da)就(jiu)(jiu)業的實施(shi)意見》,從支持企業發展穩定就(jiu)(jiu)業、推(tui)(tui)動(dong)(dong)經濟發展擴大(da)就(jiu)(jiu)業、大(da)力推(tui)(tui)動(dong)(dong)創業帶動(dong)(dong)就(jiu)(jiu)業、強化職業培訓改善就(jiu)(jiu)業、聚焦重點群體促進(jin)就(jiu)(jiu)業等方面向(xiang)企業和(he)個人發放“政(zheng)策大(da)禮包”。
據了(le)解,2019年(nian)1月1日(ri)(ri)至2020年(nian)12月31日(ri)(ri),對(dui)連續3個(ge)月以(yi)(yi)上(shang)(shang)無力支付(fu)職(zhi)工(gong)(gong)最(zui)(zui)低工(gong)(gong)資或無法正(zheng)常生(sheng)產(chan)(chan)經營3個(ge)月以(yi)(yi)上(shang)(shang)、僅(jin)為職(zhi)工(gong)(gong)發(fa)放(fang)(fang)生(sheng)活(huo)費的企業,企業可按緩(huan)繳(jiao)社(she)會保險(xian)(xian)費有關規(gui)定(ding)提出申請,經批準后暫緩(huan)繳(jiao)納社(she)會保險(xian)(xian)費,緩(huan)繳(jiao)期間免收滯納金。與之前的緩(huan)繳(jiao)政策(ce)相比,緩(huan)繳(jiao)條件(jian)有所降(jiang)低,由連續6個(ge)月以(yi)(yi)上(shang)(shang)無力支付(fu)職(zhi)工(gong)(gong)最(zui)(zui)低工(gong)(gong)資,或無法正(zheng)常生(sheng)產(chan)(chan)經營6個(ge)月以(yi)(yi)上(shang)(shang)、職(zhi)工(gong)(gong)僅(jin)發(fa)放(fang)(fang)生(sheng)活(huo)費,調整為連續3個(ge)月以(yi)(yi)上(shang)(shang)。
為減輕企業(ye)(ye)(ye)(ye)負擔,《意見》提(ti)出降(jiang)低企業(ye)(ye)(ye)(ye)社會保(bao)(bao)險(xian)費(fei)(fei)繳(jiao)費(fei)(fei)負擔。企業(ye)(ye)(ye)(ye)職工(gong)基本養老保(bao)(bao)險(xian)單(dan)位繳(jiao)費(fei)(fei)比例(li)繼續按18%執行。對用人(ren)單(dan)位和職工(gong)失業(ye)(ye)(ye)(ye)保(bao)(bao)險(xian)繳(jiao)費(fei)(fei)比例(li)總和從3%階段性降(jiang)至1%的現行政策(ce),2019年4月底到期后(hou)延續實施。這項政策(ce)極大減輕了(le)企業(ye)(ye)(ye)(ye)繳(jiao)費(fei)(fei)壓力,有力支持了(le)企業(ye)(ye)(ye)(ye)發展(zhan)。
同時,加大失業(ye)保(bao)險返(fan)(fan)還(huan)力(li)度(du)。對依(yi)法參保(bao)繳(jiao)費、不裁(cai)(cai)員或少(shao)裁(cai)(cai)員的(de)(de)參保(bao)企(qi)(qi)業(ye),可(ke)返(fan)(fan)還(huan)企(qi)(qi)業(ye)上(shang)(shang)年(nian)(nian)度(du)實際繳(jiao)納(na)失業(ye)保(bao)險費的(de)(de)50%;對2019年(nian)(nian)1月1日至2019年(nian)(nian)12月31日面(mian)臨暫時性(xing)生產(chan)經營(ying)困(kun)難且(qie)恢復有望、堅持(chi)不裁(cai)(cai)員或少(shao)裁(cai)(cai)員的(de)(de)參保(bao)企(qi)(qi)業(ye),可(ke)按上(shang)(shang)年(nian)(nian)度(du)6個月的(de)(de)企(qi)(qi)業(ye)及(ji)其職(zhi)(zhi)工(gong)繳(jiao)納(na)社會(hui)(hui)保(bao)險費的(de)(de)50%返(fan)(fan)還(huan),返(fan)(fan)還(huan)按現行(xing)穩(wen)崗(gang)補貼(tie)政(zheng)策(ce)規定(ding)辦理。企(qi)(qi)業(ye)享(xiang)受(shou)返(fan)(fan)還(huan)政(zheng)策(ce)時,不再(zai)享(xiang)受(shou)失業(ye)保(bao)險穩(wen)崗(gang)補貼(tie)政(zheng)策(ce)。支(zhi)(zhi)持(chi)困(kun)難企(qi)(qi)業(ye)與工(gong)會(hui)(hui)開展集(ji)體協商,采(cai)取(qu)調整薪(xin)酬、在(zai)崗(gang)培(pei)訓、彈性(xing)工(gong)時、輪崗(gang)輪休(xiu)等方(fang)(fang)式,穩(wen)定(ding)就(jiu)業(ye)崗(gang)位和勞動關(guan)系。規范裁(cai)(cai)員行(xing)為,裁(cai)(cai)減20人(ren)以上(shang)(shang)或裁(cai)(cai)減不足20人(ren)但占企(qi)(qi)業(ye)職(zhi)(zhi)工(gong)總數(shu)10%以上(shang)(shang)的(de)(de),裁(cai)(cai)減人(ren)員方(fang)(fang)案須(xu)提交(jiao)企(qi)(qi)業(ye)職(zhi)(zhi)代會(hui)(hui)審(shen)議通過,向當地人(ren)力(li)資源(yuan)社會(hui)(hui)保(bao)障部門(men)報(bao)告,并(bing)按規定(ding)支(zhi)(zhi)付經濟補償(chang)、清償(chang)拖欠被裁(cai)(cai)減職(zhi)(zhi)工(gong)的(de)(de)工(gong)資。
