日前,山東省總工會、民政廳、人社廳聯合出臺《關于加強工會社會工作專業人才隊伍建設的意見》(以下簡稱《意見》),明確規定工會社會工作專業人才隊伍招聘錄用、薪酬保障、考核管理、激勵保障等方面的具體要求。
據山東省總工會相關負責(ze)人(ren)介紹(shao),根據工作需要,可為職(zhi)工人(ren)數(shu)超過2000人(ren)的鄉鎮(街(jie)道)、開發(fa)區(工業園區)、特色(se)小鎮、村級工會、行業(區域)性(xing)工會聯合會和市(shi)、縣(市(shi)、區)產業工會等,至少各配備1名工會社(she)會工作專(zhuan)業人(ren)才(cai)。力(li)爭到(dao)2020年,全省工會社(she)會工作專(zhuan)業人(ren)才(cai)隊伍達到(dao)4000人(ren)以(yi)上。
工(gong)會(hui)(hui)組(zu)織(zhi)可(ke)以通過面(mian)(mian)向(xiang)社(she)(she)會(hui)(hui)公開招聘的(de)方式(shi)錄用工(gong)會(hui)(hui)社(she)(she)會(hui)(hui)工(gong)作專(zhuan)業(ye)人(ren)才,也可(ke)通過購(gou)買服(fu)(fu)(fu)務統籌配置工(gong)會(hui)(hui)社(she)(she)會(hui)(hui)工(gong)作專(zhuan)業(ye)人(ren)才。用人(ren)單(dan)位面(mian)(mian)向(xiang)具有專(zhuan)業(ye)資質(zhi)的(de)社(she)(she)會(hui)(hui)組(zu)織(zhi)(包括工(gong)會(hui)(hui)培育(yu)孵(fu)化的(de)社(she)(she)會(hui)(hui)組(zu)織(zhi))購(gou)買服(fu)(fu)(fu)務,由(you)社(she)(she)會(hui)(hui)組(zu)織(zhi)聘用社(she)(she)會(hui)(hui)工(gong)作專(zhuan)業(ye)人(ren)才并向(xiang)工(gong)會(hui)(hui)提供服(fu)(fu)(fu)務。
《意(yi)見》明(ming)確,工(gong)(gong)(gong)會(hui)(hui)(hui)社會(hui)(hui)(hui)工(gong)(gong)(gong)作(zuo)專(zhuan)業(ye)人才(cai)的工(gong)(gong)(gong)資(zi)由(you)全總(zong)和省、市(shi)、縣(市(shi)、區(qu))總(zong)工(gong)(gong)(gong)會(hui)(hui)(hui)及鄉鎮(街(jie)道)財(cai)政共同承擔,并(bing)參照當地事(shi)業(ye)單位工(gong)(gong)(gong)資(zi)標準,結合(he)工(gong)(gong)(gong)作(zuo)業(ye)績、崗(gang)位、資(zi)歷、學歷等條(tiao)件,采取基本工(gong)(gong)(gong)資(zi)和績效工(gong)(gong)(gong)資(zi)相結合(he)的方式確定(ding)。用人單位要按照國家(jia)有(you)關規定(ding),為工(gong)(gong)(gong)會(hui)(hui)(hui)社會(hui)(hui)(hui)工(gong)(gong)(gong)作(zuo)專(zhuan)業(ye)人才(cai)辦理(li)社會(hui)(hui)(hui)保險和住房公(gong)積金,享受帶薪年休假、會(hui)(hui)(hui)員福利等待(dai)遇。
在職(zhi)業(ye)(ye)發展(zhan)機制方面,《意(yi)見》明(ming)確(que),工(gong)(gong)會(hui)(hui)社會(hui)(hui)工(gong)(gong)作(zuo)(zuo)(zuo)專(zhuan)業(ye)(ye)人(ren)才崗位(wei)設置(zhi)由見習干(gan)(gan)事(shi)、初級(ji)(ji)干(gan)(gan)事(shi)、中級(ji)(ji)干(gan)(gan)事(shi)、高級(ji)(ji)干(gan)(gan)事(shi)構成,中級(ji)(ji)干(gan)(gan)事(shi)和高級(ji)(ji)干(gan)(gan)事(shi)要按所在縣(市(shi)、區)總工(gong)(gong)會(hui)(hui)社會(hui)(hui)工(gong)(gong)作(zuo)(zuo)(zuo)專(zhuan)業(ye)(ye)人(ren)才的一定比例設定。工(gong)(gong)會(hui)(hui)社會(hui)(hui)工(gong)(gong)作(zuo)(zuo)(zuo)專(zhuan)業(ye)(ye)人(ren)才實行動態管理、逐步晉(jin)升,在同一崗位(wei)工(gong)(gong)作(zuo)(zuo)(zuo)滿3年(nian),且近3年(nian)年(nian)度考核合(he)格等次以上的,方可具備晉(jin)升上一級(ji)(ji)崗位(wei)資(zi)格。考核結(jie)果將作(zuo)(zuo)(zuo)為對工(gong)(gong)會(hui)(hui)社會(hui)(hui)工(gong)(gong)作(zuo)(zuo)(zuo)專(zhuan)業(ye)(ye)人(ren)才落實工(gong)(gong)資(zi)待遇、續聘、解聘和獎(jiang)懲的主要依據。
《意見(jian)》還提出,積(ji)極(ji)推薦(jian)優(you)(you)秀(xiu)工(gong)(gong)(gong)(gong)(gong)會(hui)(hui)(hui)社(she)會(hui)(hui)(hui)工(gong)(gong)(gong)(gong)(gong)作(zuo)專(zhuan)(zhuan)業(ye)(ye)人才作(zuo)為(wei)鄉鎮(街(jie)道)、開(kai)發區(qu)(工(gong)(gong)(gong)(gong)(gong)業(ye)(ye)園(yuan)區(qu))工(gong)(gong)(gong)(gong)(gong)會(hui)(hui)(hui)專(zhuan)(zhuan)職副主席候選人。工(gong)(gong)(gong)(gong)(gong)會(hui)(hui)(hui)要會(hui)(hui)(hui)同相關部門將工(gong)(gong)(gong)(gong)(gong)會(hui)(hui)(hui)社(she)會(hui)(hui)(hui)工(gong)(gong)(gong)(gong)(gong)作(zuo)專(zhuan)(zhuan)業(ye)(ye)人才納(na)入社(she)會(hui)(hui)(hui)工(gong)(gong)(gong)(gong)(gong)作(zuo)專(zhuan)(zhuan)業(ye)(ye)人才評(ping)價體(ti)系,鼓勵社(she)會(hui)(hui)(hui)化工(gong)(gong)(gong)(gong)(gong)會(hui)(hui)(hui)工(gong)(gong)(gong)(gong)(gong)作(zuo)者(zhe)參加全國社(she)會(hui)(hui)(hui)工(gong)(gong)(gong)(gong)(gong)作(zuo)者(zhe)職業(ye)(ye)水平考試,將取得國家社(she)會(hui)(hui)(hui)工(gong)(gong)(gong)(gong)(gong)作(zuo)者(zhe)職業(ye)(ye)資格(ge)證書的(de)納(na)入專(zhuan)(zhuan)業(ye)(ye)技術人員管(guan)理范圍。工(gong)(gong)(gong)(gong)(gong)會(hui)(hui)(hui)社(she)會(hui)(hui)(hui)工(gong)(gong)(gong)(gong)(gong)作(zuo)專(zhuan)(zhuan)業(ye)(ye)人才表現突(tu)出的(de),可優(you)(you)先(xian)向黨組織推薦(jian),作(zuo)為(wei)黨員培養發展或評(ping)先(xian)評(ping)優(you)(you)對象。推薦(jian)優(you)(you)秀(xiu)工(gong)(gong)(gong)(gong)(gong)會(hui)(hui)(hui)社(she)會(hui)(hui)(hui)工(gong)(gong)(gong)(gong)(gong)作(zuo)專(zhuan)(zhuan)業(ye)(ye)人才參評(ping)“齊魯和諧使者(zhe)”、各級“優(you)(you)秀(xiu)工(gong)(gong)(gong)(gong)(gong)會(hui)(hui)(hui)工(gong)(gong)(gong)(gong)(gong)作(zuo)者(zhe)”和“優(you)(you)秀(xiu)工(gong)(gong)(gong)(gong)(gong)會(hui)(hui)(hui)積(ji)極(ji)分子”等。
據統計,截至(zhi)今(jin)年(nian)6月(yue)底,山東各級工會已(yi)配置(zhi)社會化工會工作者1108名。
