山東明確工會社會工作專業人才待遇

日前,山東省總工會、民政廳、人社廳聯合出臺《關于加強工會社會工作專業人才隊伍建設的意見》(以下簡稱《意見》),明確規定工會社會工作專業人才隊伍招聘錄用、薪酬保障、考核管理、激勵保障等方面的具體要求。

據山東(dong)省總(zong)工會(hui)(hui)相(xiang)關(guan)負責人(ren)(ren)介紹,根據工作需(xu)要,可為職工人(ren)(ren)數超過2000人(ren)(ren)的(de)鄉鎮(zhen)(街道)、開(kai)發區(工業園(yuan)區)、特色小鎮(zhen)、村級(ji)工會(hui)(hui)、行(xing)業(區域)性工會(hui)(hui)聯(lian)合會(hui)(hui)和(he)市、縣(市、區)產(chan)業工會(hui)(hui)等,至少各(ge)配備(bei)1名(ming)工會(hui)(hui)社(she)會(hui)(hui)工作專業人(ren)(ren)才。力爭(zheng)到(dao)2020年,全(quan)省工會(hui)(hui)社(she)會(hui)(hui)工作專業人(ren)(ren)才隊伍達到(dao)4000人(ren)(ren)以上。

工(gong)(gong)會(hui)組織(zhi)可(ke)以通(tong)過面(mian)向(xiang)社(she)(she)(she)會(hui)公開招聘的方式錄用(yong)工(gong)(gong)會(hui)社(she)(she)(she)會(hui)工(gong)(gong)作(zuo)專(zhuan)業人才(cai),也可(ke)通(tong)過購買(mai)服(fu)(fu)務統籌配置(zhi)工(gong)(gong)會(hui)社(she)(she)(she)會(hui)工(gong)(gong)作(zuo)專(zhuan)業人才(cai)。用(yong)人單位面(mian)向(xiang)具(ju)有專(zhuan)業資質的社(she)(she)(she)會(hui)組織(zhi)(包括工(gong)(gong)會(hui)培育(yu)孵化的社(she)(she)(she)會(hui)組織(zhi))購買(mai)服(fu)(fu)務,由社(she)(she)(she)會(hui)組織(zhi)聘用(yong)社(she)(she)(she)會(hui)工(gong)(gong)作(zuo)專(zhuan)業人才(cai)并向(xiang)工(gong)(gong)會(hui)提供服(fu)(fu)務。

《意見》明確,工(gong)(gong)會社會工(gong)(gong)作(zuo)專業(ye)人(ren)(ren)才的工(gong)(gong)資(zi)(zi)由(you)全(quan)總(zong)和省(sheng)、市(shi)、縣(xian)(市(shi)、區)總(zong)工(gong)(gong)會及鄉(xiang)鎮(街道)財(cai)政(zheng)共同承(cheng)擔,并參(can)照(zhao)當地事業(ye)單位(wei)(wei)工(gong)(gong)資(zi)(zi)標準,結合工(gong)(gong)作(zuo)業(ye)績(ji)、崗(gang)位(wei)(wei)、資(zi)(zi)歷、學歷等(deng)條件,采取(qu)基本工(gong)(gong)資(zi)(zi)和績(ji)效工(gong)(gong)資(zi)(zi)相結合的方式確定。用人(ren)(ren)單位(wei)(wei)要按照(zhao)國家(jia)有關規定,為工(gong)(gong)會社會工(gong)(gong)作(zuo)專業(ye)人(ren)(ren)才辦理社會保險和住房公積金,享受(shou)帶薪(xin)年休(xiu)假、會員福利等(deng)待(dai)遇。

在職業(ye)發展(zhan)機制方面(mian),《意(yi)見》明(ming)確,工(gong)(gong)會(hui)社(she)會(hui)工(gong)(gong)作(zuo)(zuo)專(zhuan)業(ye)人才(cai)崗位設置由見習干(gan)(gan)事(shi)(shi)(shi)、初級(ji)(ji)干(gan)(gan)事(shi)(shi)(shi)、中級(ji)(ji)干(gan)(gan)事(shi)(shi)(shi)、高級(ji)(ji)干(gan)(gan)事(shi)(shi)(shi)構成,中級(ji)(ji)干(gan)(gan)事(shi)(shi)(shi)和高級(ji)(ji)干(gan)(gan)事(shi)(shi)(shi)要(yao)按所在縣(市(shi)、區)總工(gong)(gong)會(hui)社(she)會(hui)工(gong)(gong)作(zuo)(zuo)專(zhuan)業(ye)人才(cai)的一(yi)(yi)定(ding)比例(li)設定(ding)。工(gong)(gong)會(hui)社(she)會(hui)工(gong)(gong)作(zuo)(zuo)專(zhuan)業(ye)人才(cai)實行動態管(guan)理、逐(zhu)步(bu)晉升(sheng),在同一(yi)(yi)崗位工(gong)(gong)作(zuo)(zuo)滿3年(nian)(nian),且近3年(nian)(nian)年(nian)(nian)度考(kao)核合(he)格(ge)(ge)等次以上(shang)的,方可具備(bei)晉升(sheng)上(shang)一(yi)(yi)級(ji)(ji)崗位資格(ge)(ge)。考(kao)核結果(guo)將作(zuo)(zuo)為對工(gong)(gong)會(hui)社(she)會(hui)工(gong)(gong)作(zuo)(zuo)專(zhuan)業(ye)人才(cai)落(luo)實工(gong)(gong)資待遇、續聘、解聘和獎懲的主(zhu)要(yao)依據。

《意(yi)見》還(huan)提出(chu),積極(ji)推薦(jian)優(you)秀(xiu)工(gong)(gong)(gong)會(hui)(hui)社(she)(she)(she)會(hui)(hui)工(gong)(gong)(gong)作(zuo)專(zhuan)業(ye)人(ren)(ren)才(cai)作(zuo)為鄉鎮(街道)、開發區(工(gong)(gong)(gong)業(ye)園區)工(gong)(gong)(gong)會(hui)(hui)專(zhuan)職副(fu)主席候選人(ren)(ren)。工(gong)(gong)(gong)會(hui)(hui)要會(hui)(hui)同相關部門將(jiang)工(gong)(gong)(gong)會(hui)(hui)社(she)(she)(she)會(hui)(hui)工(gong)(gong)(gong)作(zuo)專(zhuan)業(ye)人(ren)(ren)才(cai)納(na)入(ru)社(she)(she)(she)會(hui)(hui)工(gong)(gong)(gong)作(zuo)專(zhuan)業(ye)人(ren)(ren)才(cai)評(ping)價體(ti)系,鼓勵社(she)(she)(she)會(hui)(hui)化工(gong)(gong)(gong)會(hui)(hui)工(gong)(gong)(gong)作(zuo)者參加全國(guo)社(she)(she)(she)會(hui)(hui)工(gong)(gong)(gong)作(zuo)者職業(ye)水平考試,將(jiang)取得國(guo)家社(she)(she)(she)會(hui)(hui)工(gong)(gong)(gong)作(zuo)者職業(ye)資格(ge)證(zheng)書的納(na)入(ru)專(zhuan)業(ye)技術人(ren)(ren)員(yuan)管(guan)理范(fan)圍。工(gong)(gong)(gong)會(hui)(hui)社(she)(she)(she)會(hui)(hui)工(gong)(gong)(gong)作(zuo)專(zhuan)業(ye)人(ren)(ren)才(cai)表現突出(chu)的,可優(you)先向黨組織推薦(jian),作(zuo)為黨員(yuan)培養發展或評(ping)先評(ping)優(you)對象。推薦(jian)優(you)秀(xiu)工(gong)(gong)(gong)會(hui)(hui)社(she)(she)(she)會(hui)(hui)工(gong)(gong)(gong)作(zuo)專(zhuan)業(ye)人(ren)(ren)才(cai)參評(ping)“齊魯(lu)和諧(xie)使者”、各級“優(you)秀(xiu)工(gong)(gong)(gong)會(hui)(hui)工(gong)(gong)(gong)作(zuo)者”和“優(you)秀(xiu)工(gong)(gong)(gong)會(hui)(hui)積極(ji)分子”等。

據(ju)統計,截至今(jin)年(nian)6月底,山東各(ge)級工(gong)(gong)會已配置社會化工(gong)(gong)會工(gong)(gong)作(zuo)者1108名。
