“工會組織通過面向社會公開招聘的方式錄用工會社會工作專業人才。”近日,山東省總工會、省民政廳、省人社廳聯合出臺關于加強工會社會工作專業人才隊伍建設的意見,為構建和諧勞動關系提供有力的人才支撐。
工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)(hui)(hui)社(she)會(hui)(hui)(hui)(hui)(hui)工(gong)(gong)(gong)(gong)作(zuo)(zuo)專(zhuan)(zhuan)業(ye)人(ren)才主(zhu)要是指(zhi)在各級工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)(hui)(hui)核定編制之(zhi)外,工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)(hui)(hui)通過(guo)公開招聘和購買服務等方式使(shi)(shi)用(yong)的具(ju)備社(she)會(hui)(hui)(hui)(hui)(hui)工(gong)(gong)(gong)(gong)作(zuo)(zuo)專(zhuan)(zhuan)業(ye)素質能力的專(zhuan)(zhuan)職從事工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)(hui)(hui)工(gong)(gong)(gong)(gong)作(zuo)(zuo)的人(ren)員。工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)(hui)(hui)社(she)會(hui)(hui)(hui)(hui)(hui)工(gong)(gong)(gong)(gong)作(zuo)(zuo)專(zhuan)(zhuan)業(ye)人(ren)才應(ying)遵守國家(jia)法(fa)律法(fa)規(gui),擁護黨的領導(dao);熱愛工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)(hui)(hui)工(gong)(gong)(gong)(gong)作(zuo)(zuo),責任心(xin)強(qiang);具(ju)有(you)較強(qiang)的組織協(xie)調(diao)能力、分析解決問題能力和語言文字表達能力;一般應(ying)具(ju)有(you)大專(zhuan)(zhuan)及以(yi)上學歷,年齡40周歲以(yi)下,品(pin)德優良,身體健(jian)康。工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)(hui)(hui)社(she)會(hui)(hui)(hui)(hui)(hui)工(gong)(gong)(gong)(gong)作(zuo)(zuo)專(zhuan)(zhuan)業(ye)人(ren)才原(yuan)則上由市(shi)、縣(市(shi)、區(qu))總工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)(hui)(hui)統籌配置使(shi)(shi)用(yong)。未(wei)經聘用(yong)單位同意,工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)(hui)(hui)社(she)會(hui)(hui)(hui)(hui)(hui)工(gong)(gong)(gong)(gong)作(zuo)(zuo)專(zhuan)(zhuan)業(ye)人(ren)才不(bu)得兼任其他(ta)職務。
主要的工作內容有哪些?
1.參(can)與(yu)推動各類單位組(zu)建工會和(he)發展會員工作(zuo),幫(bang)助(zhu)(zhu)指導所屬基層工會組(zu)織規范化建設,協助(zhu)(zhu)做好收繳工會經(jing)費(fei)工作(zuo)。
2.幫助指(zhi)導職(zhi)工簽訂勞動(dong)合同、開展集(ji)體協商、參與企(qi)事(shi)業單位民主管理,維護職(zhi)工的(de)勞動(dong)經濟權益和民主權利。
3.向職工(gong)普及勞動法(fa)(fa)律知(zhi)識和(he)(he)政策法(fa)(fa)規,為(wei)職工(gong)提供(gong)法(fa)(fa)律援助,接受職工(gong)委(wei)托參與勞動爭議案件的協商(shang)和(he)(he)調(diao)解,代(dai)理勞動仲(zhong)裁和(he)(he)訴訟。
4.促進企(qi)事(shi)業單位不斷(duan)改善(shan)勞動(dong)條件,加強勞動(dong)保護;協(xie)調推進職工后勤(qin)保障服務,提高職工生活保障水平。
5.開展(zhan)(zhan)困難職(zhi)工幫(bang)扶救(jiu)助(zhu)工作(zuo),幫(bang)助(zhu)職(zhi)工規劃職(zhi)業發(fa)展(zhan)(zhan),為職(zhi)工辦實事(shi)、做(zuo)好事(shi)、解難事(shi)。
6.收集(ji)基層工會(hui)和職工會(hui)員的(de)問題和意(yi)見(jian)建議,掌握職工思想動態,及時(shi)反映職工訴求。
7.運用信息化手段,開展“互聯網(wang)+”工會普(pu)惠性(xing)服(fu)務。
8.完成上級工(gong)(gong)會交辦(ban)的其(qi)他工(gong)(gong)作。

工(gong)(gong)(gong)會(hui)(hui)(hui)(hui)組織通(tong)過面向社(she)(she)會(hui)(hui)(hui)(hui)公(gong)(gong)開招(zhao)(zhao)聘(pin)(pin)的方(fang)式錄用(yong)工(gong)(gong)(gong)會(hui)(hui)(hui)(hui)社(she)(she)會(hui)(hui)(hui)(hui)工(gong)(gong)(gong)作(zuo)專(zhuan)業(ye)(ye)人(ren)才(cai)。招(zhao)(zhao)錄計劃由(you)(you)縣(xian)(市、區)總(zong)工(gong)(gong)(gong)會(hui)(hui)(hui)(hui)提出需求(qiu),市總(zong)工(gong)(gong)(gong)會(hui)(hui)(hui)(hui)審(shen)核(he)(he)批準(zhun),報省總(zong)工(gong)(gong)(gong)會(hui)(hui)(hui)(hui)備案(an),具體招(zhao)(zhao)聘(pin)(pin)工(gong)(gong)(gong)作(zuo)由(you)(you)各(ge)市、縣(xian)(市、區)總(zong)工(gong)(gong)(gong)會(hui)(hui)(hui)(hui)負(fu)(fu)責組織實施。市級產業(ye)(ye)工(gong)(gong)(gong)會(hui)(hui)(hui)(hui)配備的工(gong)(gong)(gong)會(hui)(hui)(hui)(hui)社(she)(she)會(hui)(hui)(hui)(hui)工(gong)(gong)(gong)作(zuo)專(zhuan)業(ye)(ye)人(ren)才(cai)的錄用(yong)、管(guan)理、考核(he)(he)等相(xiang)關工(gong)(gong)(gong)作(zuo)由(you)(you)各(ge)市總(zong)工(gong)(gong)(gong)會(hui)(hui)(hui)(hui)負(fu)(fu)責。未向省總(zong)工(gong)(gong)(gong)會(hui)(hui)(hui)(hui)備案(an)的工(gong)(gong)(gong)會(hui)(hui)(hui)(hui)社(she)(she)會(hui)(hui)(hui)(hui)工(gong)(gong)(gong)作(zuo)專(zhuan)業(ye)(ye)人(ren)才(cai),一(yi)概不納入(ru)全省統(tong)一(yi)管(guan)理。招(zhao)(zhao)聘(pin)(pin)工(gong)(gong)(gong)作(zuo)應堅持公(gong)(gong)開、平等、競爭、擇優的原則(ze),一(yi)般(ban)應經公(gong)(gong)告、報名、資格(ge)審(shen)查(cha)、筆試、面試、體檢(jian)、考察(cha)、公(gong)(gong)示、備案(an)、簽訂勞動合同等程序,具有社(she)(she)會(hui)(hui)(hui)(hui)工(gong)(gong)(gong)作(zuo)者職業(ye)(ye)水平證書(shu)的人(ren)員在同等條件下(xia)優先錄用(yong)。勞動合同的簽訂、終止、變更(geng)、續簽、爭議和解除,要按(an)照《勞動合同法》相(xiang)關規定,由(you)(you)各(ge)縣(xian)(市、區)總(zong)工(gong)(gong)(gong)會(hui)(hui)(hui)(hui)組織實施,市總(zong)工(gong)(gong)(gong)會(hui)(hui)(hui)(hui)進(jin)行督(du)查(cha)。要建立和完善個人(ren)檔案(an),由(you)(you)縣(xian)(市、區)總(zong)工(gong)(gong)(gong)會(hui)(hui)(hui)(hui)或委托(tuo)專(zhuan)業(ye)(ye)機(ji)構統(tong)一(yi)管(guan)理。
工(gong)會(hui)也可通過(guo)購買服(fu)務統籌配置工(gong)會(hui)社(she)會(hui)工(gong)作專(zhuan)業人(ren)(ren)才(cai)。用(yong)人(ren)(ren)單位面向具(ju)有專(zhuan)業資質的社(she)會(hui)組織(包括工(gong)會(hui)培育孵化的社(she)會(hui)組織)購買服(fu)務,由(you)社(she)會(hui)組織聘用(yong)社(she)會(hui)工(gong)作專(zhuan)業人(ren)(ren)才(cai)并向工(gong)會(hui)提供服(fu)務。購買服(fu)務應(ying)依法依規,原則(ze)上(shang)應(ying)通過(guo)公開招標方式進行。
各(ge)市、縣(市、區)總工會也可根據實際情況(kuang)使用返聘人(ren)員(yuan)。用人(ren)單位須(xu)與返聘人(ren)員(yuan)簽訂勞務(wu)協議,協商(shang)確定勞務(wu)費用和相應(ying)崗位,必須(xu)為返聘人(ren)員(yuan)購買商(shang)業(ye)意外險。返聘人(ren)員(yuan)不執行公開招聘和購買服務(wu)人(ren)員(yuan)的薪酬標(biao)準、職業(ye)發展及(ji)激勵保障等制度。

1.工(gong)(gong)(gong)會(hui)社會(hui)工(gong)(gong)(gong)作專(zhuan)業(ye)(ye)人才(cai)的(de)工(gong)(gong)(gong)資(zi),參(can)照當(dang)(dang)地(di)事(shi)業(ye)(ye)單位(wei)(wei)工(gong)(gong)(gong)資(zi)標準,結(jie)(jie)(jie)合工(gong)(gong)(gong)作業(ye)(ye)績、崗(gang)位(wei)(wei)、資(zi)歷、學歷等(deng)(deng)條(tiao)件,采取基(ji)(ji)本(ben)工(gong)(gong)(gong)資(zi)和績效(xiao)工(gong)(gong)(gong)資(zi)相(xiang)結(jie)(jie)(jie)合的(de)方式(shi)確定(ding)。基(ji)(ji)本(ben)工(gong)(gong)(gong)資(zi)由崗(gang)位(wei)(wei)工(gong)(gong)(gong)資(zi)和薪(xin)(xin)級(ji)(ji)(ji)工(gong)(gong)(gong)資(zi)構成。崗(gang)位(wei)(wei)工(gong)(gong)(gong)資(zi)按(an)見習干(gan)事(shi)、初級(ji)(ji)(ji)干(gan)事(shi)、中級(ji)(ji)(ji)干(gan)事(shi)、高(gao)級(ji)(ji)(ji)干(gan)事(shi)分為四(si)個等(deng)(deng)次,其(qi)工(gong)(gong)(gong)資(zi)分別對(dui)應事(shi)業(ye)(ye)單位(wei)(wei)管理崗(gang)位(wei)(wei)的(de)十級(ji)(ji)(ji)、九(jiu)級(ji)(ji)(ji)、八級(ji)(ji)(ji)、七級(ji)(ji)(ji)。薪(xin)(xin)級(ji)(ji)(ji)工(gong)(gong)(gong)資(zi)可結(jie)(jie)(jie)合工(gong)(gong)(gong)會(hui)社會(hui)工(gong)(gong)(gong)作專(zhuan)業(ye)(ye)人才(cai)個人實際(ji)情況,比(bi)照當(dang)(dang)地(di)事(shi)業(ye)(ye)單位(wei)(wei)同等(deng)(deng)條(tiao)件人員確定(ding)。績效(xiao)工(gong)(gong)(gong)資(zi)視當(dang)(dang)地(di)經濟發(fa)展水平,按(an)照基(ji)(ji)本(ben)工(gong)(gong)(gong)資(zi)70%至100%的(de)比(bi)例確定(ding)。
2.用(yong)人(ren)單(dan)位要按(an)照國家有關規定(ding),為工會(hui)社會(hui)工作專業人(ren)才辦理(li)社會(hui)保險和住房(fang)公積金,享受帶(dai)薪(xin)年休假、會(hui)員福利等待遇。

如何考核管理?
工(gong)會(hui)(hui)(hui)社會(hui)(hui)(hui)工(gong)作(zuo)(zuo)專(zhuan)業人才(cai)的(de)日常管理、工(gong)作(zuo)(zuo)安(an)排和(he)(he)年度考(kao)核等(deng)由縣(市、區)總工(gong)會(hui)(hui)(hui)負責。縣(市、區)總工(gong)會(hui)(hui)(hui)要制(zhi)定具體的(de)管理辦法和(he)(he)考(kao)核制(zhi)度,明確(que)考(kao)核項目(mu),量化(hua)考(kao)核內容(rong),考(kao)核結(jie)果(guo)公(gong)開透明,考(kao)核結(jie)果(guo)作(zuo)(zuo)為對工(gong)會(hui)(hui)(hui)社會(hui)(hui)(hui)工(gong)作(zuo)(zuo)專(zhuan)業人才(cai)落實(shi)工(gong)資待(dai)遇(yu)、續聘、解聘和(he)(he)獎懲的(de)主(zhu)要依(yi)據(ju)。

工(gong)(gong)會(hui)(hui)(hui)社(she)會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo)專業人才崗位(wei)(wei)設置由見(jian)習(xi)干(gan)事(shi)、初級(ji)干(gan)事(shi)、中(zhong)級(ji)干(gan)事(shi)、高(gao)級(ji)干(gan)事(shi)構成(cheng),中(zhong)級(ji)干(gan)事(shi)和高(gao)級(ji)干(gan)事(shi)要(yao)按所在縣(市(shi)、區(qu))總工(gong)(gong)會(hui)(hui)(hui)社(she)會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo)專業人才的(de)(de)一(yi)定(ding)(ding)比例設定(ding)(ding),原則上中(zhong)級(ji)干(gan)事(shi)和高(gao)級(ji)干(gan)事(shi)崗位(wei)(wei)人數分別不超過總數的(de)(de)20%和10%,具(ju)體由所在縣(市(shi)、區(qu))總工(gong)(gong)會(hui)(hui)(hui)統籌。工(gong)(gong)會(hui)(hui)(hui)社(she)會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo)專業人才實行動態管理、逐(zhu)步晉(jin)升,在同一(yi)崗位(wei)(wei)工(gong)(gong)作(zuo)(zuo)滿三年,且近三年年度(du)考(kao)核(he)合(he)格等次以上的(de)(de),方可具(ju)備晉(jin)升上一(yi)級(ji)崗位(wei)(wei)資格。

可享受的教育培訓:
1.發揮山東管理學院作用,通過開設社會工作專業、承辦資格(ge)考試培(pei)訓等方式,為各(ge)級工會組(zu)織(zhi)培(pei)養專業人才。
2.各級工會(hui)應將工會(hui)社會(hui)工作專業人才培訓列入年度培訓計(ji)劃(hua),制定(ding)工作規劃(hua)和(he)制度,采取多種形(xing)式,分層(ceng)、分類(lei)實施(shi)培訓。
3.堅持(chi)崗(gang)前培訓、持(chi)證上(shang)崗(gang)。新(xin)任(ren)工會社會工作專業人才須(xu)在半年內(nei)統一安排進行(xing)系統的上(shang)崗(gang)資格和業務培訓。
