工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)社會(hui)(hui)(hui)(hui)(hui)(hui)(hui)工(gong)(gong)(gong)(gong)作(zuo)專(zhuan)(zhuan)(zhuan)業(ye)人才(cai)(cai)主(zhu)要(yao)是指(zhi)在各級工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)核定(ding)編制之(zhi)外,工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)通過公開招聘和(he)(he)購買服務(wu)等方式使用的(de)(de)具(ju)備社會(hui)(hui)(hui)(hui)(hui)(hui)(hui)工(gong)(gong)(gong)(gong)作(zuo)專(zhuan)(zhuan)(zhuan)業(ye)素質能(neng)力(li)的(de)(de)專(zhuan)(zhuan)(zhuan)職(zhi)從事工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)工(gong)(gong)(gong)(gong)作(zuo)的(de)(de)人員。工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)社會(hui)(hui)(hui)(hui)(hui)(hui)(hui)工(gong)(gong)(gong)(gong)作(zuo)專(zhuan)(zhuan)(zhuan)業(ye)人才(cai)(cai)應遵(zun)守國(guo)家法(fa)律法(fa)規,擁護黨的(de)(de)領(ling)導;熱愛(ai)工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)工(gong)(gong)(gong)(gong)作(zuo),責任(ren)心(xin)強(qiang);具(ju)有較強(qiang)的(de)(de)組織協(xie)調(diao)能(neng)力(li)、分(fen)析解決問題能(neng)力(li)和(he)(he)語言文字表(biao)達能(neng)力(li);一般應具(ju)有大專(zhuan)(zhuan)(zhuan)及以(yi)上學歷,年齡40周歲以(yi)下,品德優良(liang),身(shen)體健(jian)康(kang)。工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)社會(hui)(hui)(hui)(hui)(hui)(hui)(hui)工(gong)(gong)(gong)(gong)作(zuo)專(zhuan)(zhuan)(zhuan)業(ye)人才(cai)(cai)原(yuan)則上由市、縣(市、區(qu))總工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)統籌(chou)配(pei)置(zhi)使用。未經聘用單位同意,工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)社會(hui)(hui)(hui)(hui)(hui)(hui)(hui)工(gong)(gong)(gong)(gong)作(zuo)專(zhuan)(zhuan)(zhuan)業(ye)人才(cai)(cai)不得(de)兼任(ren)其他職(zhi)務(wu)。
主要的工作內容有哪些?
1.參與推動各類單位組建工(gong)會(hui)和發(fa)展會(hui)員工(gong)作,幫助(zhu)指導(dao)所(suo)屬基(ji)層工(gong)會(hui)組織規(gui)范化建設,協(xie)助(zhu)做好收繳(jiao)工(gong)會(hui)經費工(gong)作。
2.幫助指導職工(gong)簽訂勞(lao)動(dong)合同、開展集體協商、參(can)與企(qi)事業(ye)單位民主管理(li),維護職工(gong)的(de)勞(lao)動(dong)經濟權益和民主權利。
3.向職工(gong)(gong)普及勞動(dong)(dong)法(fa)(fa)律知識和政(zheng)策(ce)法(fa)(fa)規,為職工(gong)(gong)提供法(fa)(fa)律援助,接受職工(gong)(gong)委(wei)托參(can)與勞動(dong)(dong)爭議(yi)案(an)件的(de)協商和調解,代理勞動(dong)(dong)仲(zhong)裁和訴訟(song)。
4.促進(jin)企(qi)事業單位不斷改善勞動條件(jian),加(jia)強勞動保護;協調推進(jin)職工(gong)后勤保障服務,提高職工(gong)生活保障水平。
5.開展(zhan)困(kun)難職(zhi)工幫(bang)扶救助(zhu)工作,幫(bang)助(zhu)職(zhi)工規劃職(zhi)業發展(zhan),為職(zhi)工辦實事、做好事、解難事。
6.收集基層(ceng)工會和(he)職(zhi)工會員的問題和(he)意見建議,掌(zhang)握職(zhi)工思想動態(tai),及時反映職(zhi)工訴求。
7.運用信息化手段,開展“互(hu)聯(lian)網+”工會普惠(hui)性服務(wu)。
8.完成(cheng)上級工會交辦的其(qi)他工作。

工(gong)(gong)會也可通(tong)過(guo)購買(mai)(mai)服(fu)務(wu)(wu)統籌配(pei)置工(gong)(gong)會社會工(gong)(gong)作專業人才。用(yong)人單位面(mian)向具有專業資質的(de)(de)社會組(zu)織(zhi)(包括(kuo)工(gong)(gong)會培(pei)育(yu)孵(fu)化的(de)(de)社會組(zu)織(zhi))購買(mai)(mai)服(fu)務(wu)(wu),由社會組(zu)織(zhi)聘用(yong)社會工(gong)(gong)作專業人才并向工(gong)(gong)會提供服(fu)務(wu)(wu)。購買(mai)(mai)服(fu)務(wu)(wu)應(ying)依法依規,原則上應(ying)通(tong)過(guo)公開招標方式進行。
各市、縣(xian)(市、區)總工會也可(ke)根據實際情況使用返聘(pin)人(ren)員(yuan)。用人(ren)單位須(xu)與(yu)返聘(pin)人(ren)員(yuan)簽(qian)訂勞務協(xie)議,協(xie)商確定勞務費用和相應崗位,必須(xu)為返聘(pin)人(ren)員(yuan)購(gou)(gou)買商業(ye)意外險。返聘(pin)人(ren)員(yuan)不執行公開招(zhao)聘(pin)和購(gou)(gou)買服務人(ren)員(yuan)的(de)薪(xin)酬(chou)標準、職業(ye)發展及激(ji)勵(li)保障等制(zhi)度。

1.工(gong)(gong)(gong)會(hui)社會(hui)工(gong)(gong)(gong)作專業人(ren)(ren)才的工(gong)(gong)(gong)資,參照(zhao)當地事(shi)業單(dan)(dan)位(wei)(wei)工(gong)(gong)(gong)資標準,結(jie)(jie)合工(gong)(gong)(gong)作業績(ji)、崗(gang)位(wei)(wei)、資歷、學(xue)歷等條件,采取基本工(gong)(gong)(gong)資和績(ji)效工(gong)(gong)(gong)資相結(jie)(jie)合的方式確(que)(que)定(ding)(ding)。基本工(gong)(gong)(gong)資由崗(gang)位(wei)(wei)工(gong)(gong)(gong)資和薪級(ji)(ji)(ji)(ji)工(gong)(gong)(gong)資構(gou)成。崗(gang)位(wei)(wei)工(gong)(gong)(gong)資按見習干(gan)(gan)(gan)事(shi)、初級(ji)(ji)(ji)(ji)干(gan)(gan)(gan)事(shi)、中級(ji)(ji)(ji)(ji)干(gan)(gan)(gan)事(shi)、高級(ji)(ji)(ji)(ji)干(gan)(gan)(gan)事(shi)分為(wei)四(si)個(ge)等次,其工(gong)(gong)(gong)資分別對應事(shi)業單(dan)(dan)位(wei)(wei)管理崗(gang)位(wei)(wei)的十級(ji)(ji)(ji)(ji)、九級(ji)(ji)(ji)(ji)、八級(ji)(ji)(ji)(ji)、七(qi)級(ji)(ji)(ji)(ji)。薪級(ji)(ji)(ji)(ji)工(gong)(gong)(gong)資可(ke)結(jie)(jie)合工(gong)(gong)(gong)會(hui)社會(hui)工(gong)(gong)(gong)作專業人(ren)(ren)才個(ge)人(ren)(ren)實際情況,比照(zhao)當地事(shi)業單(dan)(dan)位(wei)(wei)同(tong)等條件人(ren)(ren)員確(que)(que)定(ding)(ding)。績(ji)效工(gong)(gong)(gong)資視當地經濟發展水平(ping),按照(zhao)基本工(gong)(gong)(gong)資70%至100%的比例確(que)(que)定(ding)(ding)。
2.用人單位要按照國(guo)家有關規定,為工(gong)會社(she)會工(gong)作專(zhuan)業人才(cai)辦(ban)理社(she)會保(bao)險和住房公積金,享受帶薪年休假、會員福利(li)等(deng)待遇。
3.工(gong)(gong)會社會工(gong)(gong)作(zuo)專(zhuan)業人才的工(gong)(gong)資由全總(zong)和(he)省、市、縣(市、區)總(zong)工(gong)(gong)會、鄉(xiang)鎮(zhen)(街道)財政共同承擔。
如何考核管理?
工(gong)會(hui)社(she)會(hui)工(gong)作專業(ye)人才(cai)的(de)(de)日常管理、工(gong)作安排和年度考核(he)(he)(he)等由縣(市、區)總(zong)工(gong)會(hui)負責(ze)。縣(市、區)總(zong)工(gong)會(hui)要制(zhi)定具(ju)體(ti)的(de)(de)管理辦(ban)法和考核(he)(he)(he)制(zhi)度,明確考核(he)(he)(he)項目,量化考核(he)(he)(he)內容(rong),考核(he)(he)(he)結果公(gong)開透(tou)明,考核(he)(he)(he)結果作為對工(gong)會(hui)社(she)會(hui)工(gong)作專業(ye)人才(cai)落實(shi)工(gong)資待遇、續(xu)聘(pin)、解(jie)聘(pin)和獎(jiang)懲(cheng)的(de)(de)主要依據。

工會(hui)(hui)(hui)社(she)會(hui)(hui)(hui)工作專(zhuan)業人(ren)才(cai)(cai)崗位(wei)設置由見習干事、初級(ji)(ji)干事、中級(ji)(ji)干事、高級(ji)(ji)干事構成,中級(ji)(ji)干事和(he)高級(ji)(ji)干事要按所(suo)(suo)在(zai)縣(市(shi)、區)總(zong)工會(hui)(hui)(hui)社(she)會(hui)(hui)(hui)工作專(zhuan)業人(ren)才(cai)(cai)的(de)一定比例設定,原則上中級(ji)(ji)干事和(he)高級(ji)(ji)干事崗位(wei)人(ren)數分(fen)別(bie)不超過總(zong)數的(de)20%和(he)10%,具體由所(suo)(suo)在(zai)縣(市(shi)、區)總(zong)工會(hui)(hui)(hui)統(tong)籌(chou)。工會(hui)(hui)(hui)社(she)會(hui)(hui)(hui)工作專(zhuan)業人(ren)才(cai)(cai)實(shi)行動(dong)態管理、逐(zhu)步(bu)晉(jin)升(sheng),在(zai)同一崗位(wei)工作滿(man)三年(nian)(nian),且近(jin)三年(nian)(nian)年(nian)(nian)度(du)考核合格等次以上的(de),方可具備晉(jin)升(sheng)上一級(ji)(ji)崗位(wei)資格。
