“工會組織通過面向社會公開招聘的方式錄用工會社會工作專業人才。”近日,山東省總工會、省民政廳、省人社廳聯合出臺關于加強工會社會工作專業人才隊伍建設的意見,為構建和諧勞動關系提供有力的人才支撐。

  工(gong)(gong)會(hui)(hui)(hui)社會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)專(zhuan)(zhuan)業(ye)(ye)人(ren)才(cai)主要是指在各級(ji)工(gong)(gong)會(hui)(hui)(hui)核(he)定編制之(zhi)外,工(gong)(gong)會(hui)(hui)(hui)通過公開招聘和(he)購買(mai)服(fu)務(wu)等方式(shi)使用(yong)的(de)具(ju)(ju)備社會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)專(zhuan)(zhuan)業(ye)(ye)素質能力(li)的(de)專(zhuan)(zhuan)職從(cong)事工(gong)(gong)會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)的(de)人(ren)員。工(gong)(gong)會(hui)(hui)(hui)社會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)專(zhuan)(zhuan)業(ye)(ye)人(ren)才(cai)應(ying)遵守國家法律法規,擁(yong)護黨的(de)領導;熱愛工(gong)(gong)會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo),責任心強;具(ju)(ju)有較強的(de)組織協(xie)調能力(li)、分(fen)析解(jie)決問題能力(li)和(he)語言文字表達能力(li);一般應(ying)具(ju)(ju)有大專(zhuan)(zhuan)及(ji)以上(shang)學(xue)歷,年齡(ling)40周歲以下,品德(de)優(you)良(liang),身體健康。工(gong)(gong)會(hui)(hui)(hui)社會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)專(zhuan)(zhuan)業(ye)(ye)人(ren)才(cai)原則(ze)上(shang)由市(shi)、縣(市(shi)、區(qu))總工(gong)(gong)會(hui)(hui)(hui)統(tong)籌配置使用(yong)。未經(jing)聘用(yong)單位同(tong)意,工(gong)(gong)會(hui)(hui)(hui)社會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)專(zhuan)(zhuan)業(ye)(ye)人(ren)才(cai)不得兼任其他職務(wu)。

  主要的工作內容有哪些?

  1.參與推動各(ge)類(lei)單位組(zu)建工(gong)會和(he)發展(zhan)會員工(gong)作(zuo),幫助指導所屬基層工(gong)會組(zu)織規(gui)范化建設,協助做(zuo)好(hao)收繳(jiao)工(gong)會經(jing)費(fei)工(gong)作(zuo)。

  2.幫助指導(dao)職工簽訂勞動(dong)合同、開展(zhan)集體協商、參與企事業(ye)單位民(min)主管理(li),維護職工的勞動(dong)經(jing)濟權益和民(min)主權利。

  3.向職工(gong)普及勞動(dong)法(fa)律知識(shi)和(he)政(zheng)策法(fa)規,為(wei)職工(gong)提供法(fa)律援助,接受職工(gong)委托(tuo)參與勞動(dong)爭議(yi)案件的(de)協(xie)商和(he)調解,代理勞動(dong)仲(zhong)裁和(he)訴訟。

  4.促(cu)進(jin)企事業單位(wei)不(bu)斷(duan)改善勞動條件,加強勞動保(bao)護;協調推(tui)進(jin)職工(gong)后勤(qin)保(bao)障服(fu)務(wu),提高(gao)職工(gong)生活保(bao)障水(shui)平。

  5.開展困難(nan)職(zhi)(zhi)工(gong)(gong)幫扶救助工(gong)(gong)作,幫助職(zhi)(zhi)工(gong)(gong)規劃職(zhi)(zhi)業發(fa)展,為職(zhi)(zhi)工(gong)(gong)辦實(shi)事、做(zuo)好(hao)事、解難(nan)事。

  6.收集基層工會和職(zhi)工會員(yuan)的問題(ti)和意見建議(yi),掌(zhang)握職(zhi)工思(si)想動態(tai),及(ji)時反映職(zhi)工訴求。

  7.運(yun)用信息(xi)化手段,開展(zhan)“互(hu)聯網+”工(gong)會普惠性(xing)服務。

  8.完成上級工會(hui)交(jiao)辦的其他工作(zuo)。

  工(gong)會(hui)(hui)(hui)組織通過面向社(she)(she)(she)會(hui)(hui)(hui)公開(kai)招(zhao)(zhao)(zhao)聘的(de)(de)方式錄用工(gong)會(hui)(hui)(hui)社(she)(she)(she)會(hui)(hui)(hui)工(gong)作(zuo)(zuo)專業(ye)(ye)人才(cai)(cai)。招(zhao)(zhao)(zhao)錄計劃由(you)縣(xian)(市(shi)(shi)、區)總(zong)(zong)工(gong)會(hui)(hui)(hui)提出需求,市(shi)(shi)總(zong)(zong)工(gong)會(hui)(hui)(hui)審(shen)核批準,報(bao)(bao)省(sheng)總(zong)(zong)工(gong)會(hui)(hui)(hui)備(bei)案,具體招(zhao)(zhao)(zhao)聘工(gong)作(zuo)(zuo)由(you)各(ge)市(shi)(shi)、縣(xian)(市(shi)(shi)、區)總(zong)(zong)工(gong)會(hui)(hui)(hui)負責組織實(shi)施(shi)。市(shi)(shi)級(ji)產業(ye)(ye)工(gong)會(hui)(hui)(hui)配(pei)備(bei)的(de)(de)工(gong)會(hui)(hui)(hui)社(she)(she)(she)會(hui)(hui)(hui)工(gong)作(zuo)(zuo)專業(ye)(ye)人才(cai)(cai)的(de)(de)錄用、管理(li)、考核等相(xiang)關(guan)工(gong)作(zuo)(zuo)由(you)各(ge)市(shi)(shi)總(zong)(zong)工(gong)會(hui)(hui)(hui)負責。未向省(sheng)總(zong)(zong)工(gong)會(hui)(hui)(hui)備(bei)案的(de)(de)工(gong)會(hui)(hui)(hui)社(she)(she)(she)會(hui)(hui)(hui)工(gong)作(zuo)(zuo)專業(ye)(ye)人才(cai)(cai),一(yi)概不(bu)納(na)入全省(sheng)統一(yi)管理(li)。招(zhao)(zhao)(zhao)聘工(gong)作(zuo)(zuo)應堅持公開(kai)、平等、競爭、擇優的(de)(de)原(yuan)則,一(yi)般應經公告、報(bao)(bao)名、資格審(shen)查、筆試、面試、體檢、考察、公示、備(bei)案、簽(qian)(qian)訂(ding)勞(lao)(lao)動合同(tong)等程序,具有社(she)(she)(she)會(hui)(hui)(hui)工(gong)作(zuo)(zuo)者職(zhi)業(ye)(ye)水平證書(shu)的(de)(de)人員在同(tong)等條件下優先(xian)錄用。勞(lao)(lao)動合同(tong)的(de)(de)簽(qian)(qian)訂(ding)、終止、變(bian)更、續簽(qian)(qian)、爭議和解除,要按照《勞(lao)(lao)動合同(tong)法》相(xiang)關(guan)規定,由(you)各(ge)縣(xian)(市(shi)(shi)、區)總(zong)(zong)工(gong)會(hui)(hui)(hui)組織實(shi)施(shi),市(shi)(shi)總(zong)(zong)工(gong)會(hui)(hui)(hui)進行督查。要建立和完善個(ge)人檔案,由(you)縣(xian)(市(shi)(shi)、區)總(zong)(zong)工(gong)會(hui)(hui)(hui)或委托專業(ye)(ye)機構統一(yi)管理(li)。

  工會(hui)(hui)也可通(tong)過購買(mai)服務統籌配置工會(hui)(hui)社(she)會(hui)(hui)工作專業人才。用人單(dan)位面向(xiang)具有專業資質的社(she)會(hui)(hui)組織(zhi)(包括工會(hui)(hui)培育孵(fu)化的社(she)會(hui)(hui)組織(zhi))購買(mai)服務,由社(she)會(hui)(hui)組織(zhi)聘用社(she)會(hui)(hui)工作專業人才并向(xiang)工會(hui)(hui)提供服務。購買(mai)服務應依法依規,原則上應通(tong)過公開招標方式進行。

  各市、縣(市、區)總(zong)工會也可根據實際情況(kuang)使用返(fan)聘(pin)(pin)人(ren)員(yuan)。用人(ren)單位須(xu)與返(fan)聘(pin)(pin)人(ren)員(yuan)簽(qian)訂勞務(wu)協(xie)議,協(xie)商(shang)確定(ding)勞務(wu)費用和相(xiang)應崗位,必須(xu)為(wei)返(fan)聘(pin)(pin)人(ren)員(yuan)購(gou)買(mai)商(shang)業意外險。返(fan)聘(pin)(pin)人(ren)員(yuan)不執行公開招(zhao)聘(pin)(pin)和購(gou)買(mai)服務(wu)人(ren)員(yuan)的薪酬標(biao)準(zhun)、職業發展及激勵保障等制度。

  關于薪酬保障,在這里:

  1.工(gong)(gong)會社會工(gong)(gong)作(zuo)(zuo)(zuo)專業(ye)人(ren)(ren)才的(de)(de)工(gong)(gong)資(zi)(zi),參(can)照當(dang)(dang)地(di)(di)事(shi)(shi)(shi)業(ye)單(dan)(dan)位(wei)工(gong)(gong)資(zi)(zi)標(biao)準,結合(he)(he)工(gong)(gong)作(zuo)(zuo)(zuo)業(ye)績(ji)、崗(gang)位(wei)、資(zi)(zi)歷(li)、學歷(li)等條件(jian),采(cai)取基本工(gong)(gong)資(zi)(zi)和(he)績(ji)效工(gong)(gong)資(zi)(zi)相結合(he)(he)的(de)(de)方式確(que)定(ding)。基本工(gong)(gong)資(zi)(zi)由崗(gang)位(wei)工(gong)(gong)資(zi)(zi)和(he)薪級(ji)(ji)工(gong)(gong)資(zi)(zi)構成。崗(gang)位(wei)工(gong)(gong)資(zi)(zi)按見習干(gan)事(shi)(shi)(shi)、初(chu)級(ji)(ji)干(gan)事(shi)(shi)(shi)、中級(ji)(ji)干(gan)事(shi)(shi)(shi)、高(gao)級(ji)(ji)干(gan)事(shi)(shi)(shi)分(fen)為(wei)四個等次(ci),其工(gong)(gong)資(zi)(zi)分(fen)別對應事(shi)(shi)(shi)業(ye)單(dan)(dan)位(wei)管理崗(gang)位(wei)的(de)(de)十級(ji)(ji)、九級(ji)(ji)、八級(ji)(ji)、七(qi)級(ji)(ji)。薪級(ji)(ji)工(gong)(gong)資(zi)(zi)可結合(he)(he)工(gong)(gong)會社會工(gong)(gong)作(zuo)(zuo)(zuo)專業(ye)人(ren)(ren)才個人(ren)(ren)實際情況,比(bi)照當(dang)(dang)地(di)(di)事(shi)(shi)(shi)業(ye)單(dan)(dan)位(wei)同(tong)等條件(jian)人(ren)(ren)員(yuan)確(que)定(ding)。績(ji)效工(gong)(gong)資(zi)(zi)視當(dang)(dang)地(di)(di)經濟發展水(shui)平,按照基本工(gong)(gong)資(zi)(zi)70%至(zhi)100%的(de)(de)比(bi)例確(que)定(ding)。

  2.用人單位要按照國家有關規定,為工會(hui)社(she)會(hui)工作(zuo)專(zhuan)業(ye)人才辦理(li)社(she)會(hui)保險和住房(fang)公(gong)積(ji)金,享(xiang)受帶薪年休假、會(hui)員福利等待遇。

  3.工(gong)會(hui)社會(hui)工(gong)作專業人(ren)才的工(gong)資(zi)由全總和省(sheng)、市、縣(市、區)總工(gong)會(hui)、鄉鎮(街道)財政共同(tong)承擔。

  如何考核管理?

  工(gong)會社會工(gong)作專業人(ren)才(cai)的(de)日常管(guan)理、工(gong)作安(an)排和年度考(kao)(kao)(kao)核等由縣(市(shi)(shi)、區)總(zong)工(gong)會負(fu)責(ze)。縣(市(shi)(shi)、區)總(zong)工(gong)會要制定具體的(de)管(guan)理辦法(fa)和考(kao)(kao)(kao)核制度,明確考(kao)(kao)(kao)核項目(mu),量化(hua)考(kao)(kao)(kao)核內容(rong),考(kao)(kao)(kao)核結(jie)果(guo)公(gong)開(kai)透明,考(kao)(kao)(kao)核結(jie)果(guo)作為對(dui)工(gong)會社會工(gong)作專業人(ren)才(cai)落實(shi)工(gong)資(zi)待(dai)遇、續聘、解聘和獎懲的(de)主(zhu)要依據。

  工會(hui)(hui)(hui)社會(hui)(hui)(hui)工作(zuo)專(zhuan)業人(ren)才崗位設置由見(jian)習干(gan)事(shi)、初級干(gan)事(shi)、中(zhong)級干(gan)事(shi)、高級干(gan)事(shi)構成(cheng),中(zhong)級干(gan)事(shi)和高級干(gan)事(shi)要(yao)按所(suo)在(zai)縣(市、區)總工會(hui)(hui)(hui)社會(hui)(hui)(hui)工作(zuo)專(zhuan)業人(ren)才的(de)(de)一定(ding)比例設定(ding),原(yuan)則上(shang)中(zhong)級干(gan)事(shi)和高級干(gan)事(shi)崗位人(ren)數(shu)分別不超過總數(shu)的(de)(de)20%和10%,具體由所(suo)在(zai)縣(市、區)總工會(hui)(hui)(hui)統(tong)籌(chou)。工會(hui)(hui)(hui)社會(hui)(hui)(hui)工作(zuo)專(zhuan)業人(ren)才實(shi)行動態管(guan)理、逐步晉(jin)升(sheng),在(zai)同一崗位工作(zuo)滿(man)三(san)年,且近(jin)三(san)年年度考核合格(ge)等(deng)次以(yi)上(shang)的(de)(de),方可具備晉(jin)升(sheng)上(shang)一級崗位資格(ge)。
