近年來,長島縣人社局不斷解放思想,創新服務,提高管理效能,初步建立起以規范勞動用工行為、完善農民工工資保證金制度、健全違法行為預防預警和多部門綜合治理的長效機制,有力保障了建設領域農民工的合法權益。
一是暢通(tong)投(tou)訴渠(qu)道(dao)。堅持暢通(tong)投(tou)訴舉(ju)報(bao)渠(qu)道(dao)與(yu)加強(qiang)主動(dong)執法(fa)檢查相結合,公開(kai)公布(bu)勞動(dong)保障監察(cha)機構投(tou)訴電(dian)話(hua),對拖(tuo)欠農(nong)民(min)工(gong)工(gong)資的(de)各(ge)類舉(ju)報(bao)投(tou)訴,做到“有(you)報(bao)必(bi)(bi)(bi)接、有(you)案必(bi)(bi)(bi)查、有(you)查必(bi)(bi)(bi)結”。各(ge)行業主管部(bu)門均建立了(le)24小(xiao)時(shi)值班制度,向社會公布(bu)了(le)投(tou)訴舉(ju)報(bao)公開(kai)電(dian)話(hua)。建立信息(xi)互通(tong)、資源(yuan)共享(xiang)的(de)投(tou)訴受(shou)理(li)服務平(ping)臺。同時(shi)引導農(nong)民(min)工(gong)用理(li)性、合法(fa)手(shou)段維護(hu)自身(shen)權(quan)益。
二是健全違(wei)法(fa)行(xing)為(wei)預(yu)防預(yu)警和多部(bu)門綜合(he)(he)治理(li)(li)機制(zhi)。制(zhi)定《長島(dao)縣處(chu)理(li)(li)拖(tuo)欠農(nong)民工(gong)工(gong)資群體性突(tu)發事件應急處(chu)置(zhi)預(yu)案》,強(qiang)化(hua)部(bu)門之(zhi)間(jian)的(de)橫向聯合(he)(he)機制(zhi),積極協(xie)調主管(guan)部(bu)門對(dui)不(bu)(bu)能提供(gong)農(nong)民工(gong)工(gong)資保(bao)證(zheng)金繳(jiao)費(fei)憑證(zheng)的(de)建設單位和施(shi)工(gong)企(qi)業,不(bu)(bu)予辦理(li)(li)施(shi)工(gong)許(xu)可證(zheng)。對(dui)不(bu)(bu)同(tong)企(qi)業實施(shi)不(bu)(bu)同(tong)強(qiang)度(du)(du)、不(bu)(bu)同(tong)頻率的(de)差異性監管(guan)。對(dui)信用度(du)(du)低、常出問題(ti)(ti)的(de)企(qi)業嚴防死守,嚴格(ge)懲戒;對(dui)嚴重拖(tuo)欠農(nong)民工(gong)工(gong)資,造成(cheng)嚴重不(bu)(bu)良(liang)影響(xiang)的(de)企(qi)業,實行(xing)承包資格(ge)一票否(fou)決。做到違(wei)法(fa)問題(ti)(ti)信息共享、責任共擔、綜合(he)(he)治理(li)(li)、標本兼(jian)治,形成(cheng)治理(li)(li)農(nong)民工(gong)工(gong)資的(de)綜合(he)(he)治理(li)(li)格(ge)局(ju)。
三是強化建(jian)筑(zhu)工(gong)(gong)(gong)(gong)地管(guan)理,狠(hen)抓(zhua)工(gong)(gong)(gong)(gong)作落(luo)(luo)實(shi)(shi)。在建(jian)筑(zhu)施(shi)工(gong)(gong)(gong)(gong)企(qi)(qi)業(ye)中全面推行(xing)勞動(dong)(dong)用工(gong)(gong)(gong)(gong)“一書(shu)兩(liang)(liang)金(jin)一卡(ka)(ka)”制(zhi)度(即防范拖欠工(gong)(gong)(gong)(gong)資(zi)目標(biao)責任(ren)書(shu)、農民(min)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)保證金(jin)和欠薪應急周轉金(jin)、農民(min)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)支付銀(yin)(yin)行(xing)卡(ka)(ka)制(zhi)度)。建(jian)立每季(ji)度督查(cha)(cha)制(zhi)度,會同有(you)關行(xing)業(ye)主管(guan)部門深入(ru)建(jian)筑(zhu)施(shi)工(gong)(gong)(gong)(gong)企(qi)(qi)業(ye)督查(cha)(cha)政策(ce)落(luo)(luo)實(shi)(shi)情(qing)況,今(jin)年已先后開展(zhan)兩(liang)(liang)次保障農民(min)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)支付專項督查(cha)(cha)活(huo)動(dong)(dong),向企(qi)(qi)業(ye)發放(fang)《建(jian)設施(shi)工(gong)(gong)(gong)(gong)企(qi)(qi)業(ye)保障農民(min)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)支付工(gong)(gong)(gong)(gong)作需知》明白紙,通(tong)過采取(qu)現場查(cha)(cha)看職工(gong)(gong)(gong)(gong)花名(ming)冊(ce)、考勤表、勞動(dong)(dong)合同、工(gong)(gong)(gong)(gong)資(zi)發放(fang)表以及勞資(zi)專管(guan)員、防范拖欠農民(min)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)目標(biao)責任(ren)書(shu)、工(gong)(gong)(gong)(gong)資(zi)保證金(jin)、農民(min)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)與工(gong)(gong)(gong)(gong)程(cheng)款分賬戶(hu)管(guan)理、銀(yin)(yin)行(xing)卡(ka)(ka)等制(zhi)度落(luo)(luo)實(shi)(shi)情(qing)況,對督查(cha)(cha)出現的(de)政策(ce)執行(xing)不力的(de)建(jian)筑(zhu)施(shi)工(gong)(gong)(gong)(gong)企(qi)(qi)業(ye)現場指出存在的(de)問題并責令(ling)限期整(zheng)改,要求各(ge)行(xing)業(ye)主管(guan)部門及時督促企(qi)(qi)業(ye)認真整(zheng)改,確保上級政策(ce)規定落(luo)(luo)實(shi)(shi)到位,并下發了(le)三份(fen)督查(cha)(cha)通(tong)報(bao)。嚴(yan)格執行(xing)黑(hei)(hei)名(ming)單(dan)制(zhi)度,對惡(e)意拖欠極不配合的(de)單(dan)位要及時列入(ru)黑(hei)(hei)名(ming)單(dan)。
