近年來,長島縣人社局不斷解放思想,創新服務,提高管理效能,初步建立起以規范勞動用工行為、完善農民工工資保證金制度、健全違法行為預防預警和多部門綜合治理的長效機制,有力保障了建設領域農民工的合法權益。
一是暢通投(tou)訴(su)渠道(dao)。堅持暢通投(tou)訴(su)舉(ju)報渠道(dao)與(yu)加強(qiang)主動(dong)執法(fa)檢(jian)查相結合,公開(kai)公布勞動(dong)保障監(jian)察機構投(tou)訴(su)電(dian)話,對拖欠農民工工資的各類舉(ju)報投(tou)訴(su),做(zuo)到“有報必(bi)接、有案必(bi)查、有查必(bi)結”。各行業主管(guan)部門均建(jian)立(li)了(le)24小時值(zhi)班制度,向社(she)會公布了(le)投(tou)訴(su)舉(ju)報公開(kai)電(dian)話。建(jian)立(li)信(xin)息互通、資源共享的投(tou)訴(su)受理服務(wu)平臺。同時引(yin)導農民工用理性(xing)、合法(fa)手段維護(hu)自(zi)身權益。
二是健全違(wei)法(fa)行(xing)為預防(fang)預警(jing)和(he)多部門(men)綜(zong)合治理(li)(li)(li)機(ji)制(zhi)。制(zhi)定《長島縣處理(li)(li)(li)拖欠農(nong)民(min)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資群體性突發事件應急處置預案》,強化部門(men)之間的橫向聯合機(ji)制(zhi),積極協調主管(guan)部門(men)對(dui)不(bu)(bu)(bu)能提(ti)供農(nong)民(min)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資保證(zheng)金繳費憑證(zheng)的建設單位(wei)和(he)施(shi)工(gong)(gong)(gong)(gong)企(qi)業,不(bu)(bu)(bu)予(yu)辦理(li)(li)(li)施(shi)工(gong)(gong)(gong)(gong)許(xu)可證(zheng)。對(dui)不(bu)(bu)(bu)同(tong)企(qi)業實施(shi)不(bu)(bu)(bu)同(tong)強度(du)、不(bu)(bu)(bu)同(tong)頻率的差異(yi)性監管(guan)。對(dui)信(xin)用度(du)低(di)、常(chang)出(chu)問(wen)題的企(qi)業嚴防(fang)死守,嚴格(ge)懲(cheng)戒(jie);對(dui)嚴重(zhong)拖欠農(nong)民(min)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資,造(zao)成嚴重(zhong)不(bu)(bu)(bu)良(liang)影響的企(qi)業,實行(xing)承包(bao)資格(ge)一票否決。做到違(wei)法(fa)問(wen)題信(xin)息共享、責(ze)任共擔、綜(zong)合治理(li)(li)(li)、標本兼治,形成治理(li)(li)(li)農(nong)民(min)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資的綜(zong)合治理(li)(li)(li)格(ge)局。
三是強化建(jian)筑(zhu)工(gong)(gong)(gong)(gong)(gong)地管(guan)理,狠(hen)抓工(gong)(gong)(gong)(gong)(gong)作落(luo)實。在建(jian)筑(zhu)施工(gong)(gong)(gong)(gong)(gong)企業(ye)(ye)(ye)(ye)中全面推(tui)行(xing)(xing)勞動用工(gong)(gong)(gong)(gong)(gong)“一書(shu)兩(liang)金(jin)一卡(ka)”制(zhi)(zhi)度(du)(即防(fang)范拖欠(qian)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)目標(biao)責任書(shu)、農民工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)保證金(jin)和欠(qian)薪應(ying)急周轉(zhuan)金(jin)、農民工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)支付(fu)銀(yin)行(xing)(xing)卡(ka)制(zhi)(zhi)度(du))。建(jian)立每季(ji)度(du)督(du)查(cha)制(zhi)(zhi)度(du),會(hui)同(tong)有關(guan)行(xing)(xing)業(ye)(ye)(ye)(ye)主(zhu)管(guan)部(bu)門深入建(jian)筑(zhu)施工(gong)(gong)(gong)(gong)(gong)企業(ye)(ye)(ye)(ye)督(du)查(cha)政策落(luo)實情況(kuang),今年已先后開(kai)展(zhan)兩(liang)次保障農民工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)支付(fu)專項督(du)查(cha)活動,向企業(ye)(ye)(ye)(ye)發放《建(jian)設施工(gong)(gong)(gong)(gong)(gong)企業(ye)(ye)(ye)(ye)保障農民工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)支付(fu)工(gong)(gong)(gong)(gong)(gong)作需知》明白紙,通過(guo)采取(qu)現(xian)場查(cha)看職(zhi)工(gong)(gong)(gong)(gong)(gong)花名(ming)冊、考(kao)勤表(biao)、勞動合(he)同(tong)、工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)發放表(biao)以及勞資(zi)(zi)(zi)專管(guan)員、防(fang)范拖欠(qian)農民工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)目標(biao)責任書(shu)、工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)保證金(jin)、農民工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)(zi)與工(gong)(gong)(gong)(gong)(gong)程款分賬戶管(guan)理、銀(yin)行(xing)(xing)卡(ka)等制(zhi)(zhi)度(du)落(luo)實情況(kuang),對(dui)督(du)查(cha)出現(xian)的政策執行(xing)(xing)不力的建(jian)筑(zhu)施工(gong)(gong)(gong)(gong)(gong)企業(ye)(ye)(ye)(ye)現(xian)場指出存在的問(wen)題并責令(ling)限期(qi)整(zheng)(zheng)改(gai),要求各(ge)行(xing)(xing)業(ye)(ye)(ye)(ye)主(zhu)管(guan)部(bu)門及時督(du)促企業(ye)(ye)(ye)(ye)認真整(zheng)(zheng)改(gai),確(que)保上級政策規定落(luo)實到位(wei),并下發了三份督(du)查(cha)通報(bao)。嚴格執行(xing)(xing)黑名(ming)單制(zhi)(zhi)度(du),對(dui)惡(e)意拖欠(qian)極(ji)不配合(he)的單位(wei)要及時列(lie)入黑名(ming)單。
