說起漲工資,今年你調了嗎?截至目前,至少已有13個省份發布了2018年企業工資指導線,為企業給員工漲工資提供了參考依據。

6地基準線不及上半年GDP增速

企業工(gong)資(zi)指(zhi)導線(xian)(xian)制度是政(zheng)府對企業工(gong)資(zi)分配進行(xing)宏觀(guan)調控的(de)一(yi)種制度,是企業開展工(gong)資(zi)集體協商的(de)基本依據。由基準(zhun)線(xian)(xian)、上線(xian)(xian)(又稱為預警(jing)線(xian)(xian))和下線(xian)(xian)構成。

據中新經(jing)緯不完全統計,截至(zhi)9月5日,至(zhi)少已有(you)上海(hai)、天津、山(shan)西(xi)、江西(xi)、福建、內蒙(meng)古、山(shan)東、河南、四川(chuan)、陜西(xi)、吉林、安徽、云南等13個省(sheng)市公布了2018年企業工資指導線。

此外,廣西(xi)發(fa)布了2018年(nian)企業工(gong)資(zi)(zi)指導線通知(征求(qiu)意(yi)見(jian)稿),擬以(yi)貨幣(bi)平(ping)均工(gong)資(zi)(zi)增(zeng)(zeng)長率(lv)11%作(zuo)為企業工(gong)資(zi)(zi)增(zeng)(zeng)長的(de)上線,以(yi)貨幣(bi)平(ping)均工(gong)資(zi)(zi)增(zeng)(zeng)長率(lv)7%作(zuo)為企業工(gong)資(zi)(zi)增(zeng)(zeng)長的(de)基準線,以(yi)貨幣(bi)平(ping)均工(gong)資(zi)(zi)增(zeng)(zeng)長率(lv)2%作(zuo)為企業工(gong)資(zi)(zi)增(zeng)(zeng)長的(de)下線。

企業可(ke)按照當地的(de)工資(zi)指導線(xian)安(an)排職工工資(zi)增長。從(cong)13省市的(de)指導線(xian)漲幅來看,在(zai)(zai)(zai)上(shang)線(xian)方面,多(duo)在(zai)(zai)(zai)10%以上(shang),上(shang)海、江西均沒有設上(shang)線(xian)。大部分地區基(ji)準(zhun)線(xian)在(zai)(zai)(zai)7%左(zuo)右,下線(xian)則多(duo)在(zai)(zai)(zai)3%左(zuo)右。

此外,中(zhong)新(xin)經緯梳理上(shang)(shang)述13省(sheng)份企(qi)業(ye)工資基(ji)準(zhun)(zhun)線與各(ge)地上(shang)(shang)半年(nian)GDP增速數據發現,江(jiang)西、福建、四川、陜西、安徽(hui)、云(yun)南等6省(sheng)基(ji)準(zhun)(zhun)線不及當地上(shang)(shang)半年(nian)GDP增速。

“重點照顧”一線職工

中新(xin)經緯注意到,多(duo)地在(zai)2018年企業工(gong)資指導線的(de)通(tong)知中要(yao)求,要(yao)著力提(ti)高一(yi)線職(zhi)工(gong)工(gong)資水平。

上海要求,應(ying)當努(nu)力提高(gao)工(gong)資水平偏(pian)低(di)的(de)生(sheng)產服(fu)務一線崗位人員工(gong)資水平,一線職(zhi)工(gong)工(gong)資增長幅(fu)度應(ying)當不低(di)于(yu)(yu)本(ben)企(qi)業職(zhi)工(gong)工(gong)資的(de)平均(jun)增長幅(fu)度,企(qi)業高(gao)管(guan)的(de)工(gong)資增長幅(fu)度應(ying)低(di)于(yu)(yu)本(ben)企(qi)業職(zhi)工(gong)工(gong)資的(de)平均(jun)增長幅(fu)度。

吉林提出,各用人單(dan)位要優先(xian)保證普通(tong)職工(gong)特別(bie)是關鍵(jian)崗位、生產一線(xian)崗位和緊缺急需的高層次、高技能(neng)人才的工(gong)資(zi)增長,其平(ping)均工(gong)資(zi)增幅(fu)應不低于本(ben)單(dan)位管理人員平(ping)均工(gong)資(zi)增幅(fu)。

福建提出,企業在(zai)確(que)定職工(gong)(gong)(gong)工(gong)(gong)(gong)資增長時(shi),要注重(zhong)提高工(gong)(gong)(gong)資水(shui)平(ping)偏低(di)的生(sheng)產一線(xian)職工(gong)(gong)(gong)的工(gong)(gong)(gong)資水(shui)平(ping),使生(sheng)產一線(xian)職工(gong)(gong)(gong)工(gong)(gong)(gong)資增長幅(fu)(fu)度不(bu)(bu)低(di)于(yu)職工(gong)(gong)(gong)平(ping)均(jun)(jun)工(gong)(gong)(gong)資增長幅(fu)(fu)度。同(tong)時(shi),企業要實行(xing)生(sheng)產一線(xian)職工(gong)(gong)(gong)與經營者工(gong)(gong)(gong)資增長掛鉤(gou)機制,生(sheng)產一線(xian)職工(gong)(gong)(gong)平(ping)均(jun)(jun)工(gong)(gong)(gong)資水(shui)平(ping)不(bu)(bu)增長的企業,經營者工(gong)(gong)(gong)資也不(bu)(bu)宜增長。

所有企業都要給職工漲工資嗎?

在企業工(gong)資指導線公布后,有(you)人會(hui)問,是要(yao)求(qiu)所有(you)企業給(gei)職(zhi)工(gong)漲一樣多的(de)工(gong)資嗎(ma)?

事實上(shang)并非如此(ci)。中新經緯(wei)發現,根據企業經營情況和(he)經濟效益的(de)不同,各地(di)對企業給出了不同的(de)職工工資增(zeng)長(chang)指導(dao)意(yi)見。

如,福建要求,企業生產(chan)經營正常(chang)、經濟(ji)效(xiao)益增(zeng)(zeng)長的(de)(de),可圍繞(rao)基準線(xian)(xian)(xian)安排工資(zi)(zi)(zi)增(zeng)(zeng)長;企業經濟(ji)效(xiao)益增(zeng)(zeng)長較快、工資(zi)(zi)(zi)支付能力較強,但職工工資(zi)(zi)(zi)水平偏低的(de)(de),可以高于基準線(xian)(xian)(xian)安排工資(zi)(zi)(zi)增(zeng)(zeng)長,但不宜超(chao)過工資(zi)(zi)(zi)指導線(xian)(xian)(xian)上線(xian)(xian)(xian);企業生產(chan)經營正常(chang)、經濟(ji)效(xiao)益增(zeng)(zeng)長緩慢(man)的(de)(de),可在下線(xian)(xian)(xian)和基準線(xian)(xian)(xian)之間安排工資(zi)(zi)(zi)增(zeng)(zeng)長。

多(duo)地還明確(que)(que)(que),企業確(que)(que)(que)因生產經營困難(nan),經與工(gong)會或職工(gong)代表協商同(tong)意,可低于工(gong)資指導下線(含零增(zeng)長或負增(zeng)長)確(que)(que)(que)定(ding)(ding)工(gong)資水(shui)平,但其支付(fu)給(gei)在法(fa)定(ding)(ding)工(gong)作時(shi)間內(nei)提供了(le)正常勞動的職工(gong)工(gong)資不得低于當地最低工(gong)資標準(zhun)。

多地指導線下調 是否意味工資負增長?

與2017年(nian)相比,多地企業工資指導(dao)線(xian)的基準(zhun)線(xian)和上線(xian)有所下調(diao),如,天津今年(nian)基準(zhun)線(xian)為(wei)7.5%,上線(xian)為(wei)12.0%,分別比2017年(nian)下調(diao)1.5和2.0個百分點(dian)。

也有地區的企業工資增長(chang)指(zhi)導線(xian)上調。與2017年(nian)相比,山(shan)西基(ji)準線(xian)從(cong)8.0%升至8.5%,上線(xian)從(cong)12%上調至12.5%,下線(xian)與去年(nian)持平。

企業工(gong)資指(zhi)導(dao)線(xian)下(xia)降,是(shi)(shi)不是(shi)(shi)意(yi)味(wei)著工(gong)資會進入負增(zeng)長(chang)?當然不是(shi)(shi)。據經濟參考報(bao)報(bao)道,有地方(fang)人社部門相關(guan)負責(ze)人表示(shi),工(gong)資指(zhi)導(dao)線(xian)制度的(de)重點在于引導(dao)企業建(jian)立職(zhi)(zhi)工(gong)工(gong)資正常(chang)增(zeng)長(chang)機制。只(zhi)要三條指(zhi)導(dao)線(xian)——基準線(xian)、下(xia)線(xian)、上(shang)線(xian)都(dou)不是(shi)(shi)負數,就意(yi)味(wei)著政府(fu)指(zhi)導(dao)的(de)職(zhi)(zhi)工(gong)工(gong)資增(zeng)幅(fu)都(dou)是(shi)(shi)呈(cheng)上(shang)漲趨勢的(de)。

企業漲工資是強制性要求嗎?

據悉(xi),工(gong)(gong)(gong)資(zi)指(zhi)導(dao)線(xian)是(shi)政府向企(qi)(qi)業發布的年度(du)工(gong)(gong)(gong)資(zi)增(zeng)長水(shui)平的建(jian)議,屬于(yu)指(zhi)導(dao)性信(xin)息,并不具(ju)備強(qiang)制(zhi)約束力,但工(gong)(gong)(gong)資(zi)指(zhi)導(dao)線(xian)可為企(qi)(qi)業與職(zhi)工(gong)(gong)(gong)開展(zhan)工(gong)(gong)(gong)資(zi)集體協(xie)商以及(ji)企(qi)(qi)業自身合理(li)確(que)定(ding)工(gong)(gong)(gong)資(zi)增(zeng)長水(shui)平提供參考依(yi)據。
