說起漲工資,今年你調了嗎?截至目前,至少已有13個省份發布了2018年企業工資指導線,為企業給員工漲工資提供了參考依據。
6地基準線不及上半年GDP增速
企(qi)業(ye)(ye)工(gong)資指導(dao)線制度是政府對企(qi)業(ye)(ye)工(gong)資分配進(jin)行(xing)宏觀調(diao)控的一種制度,是企(qi)業(ye)(ye)開展(zhan)工(gong)資集體協商的基本依(yi)據。由基準線、上線(又(you)稱為預警線)和(he)下(xia)線構成。
據(ju)中新經(jing)緯不完全統計,截至9月(yue)5日,至少已(yi)有上(shang)海、天津、山西(xi)(xi)、江西(xi)(xi)、福建、內蒙古、山東、河(he)南、四(si)川、陜西(xi)(xi)、吉林、安徽、云南等13個省市(shi)公布了2018年企業工(gong)資(zi)指(zhi)導線(xian)。
此外(wai),廣西發布了2018年(nian)企(qi)業工資指導線通知(征求意見稿),擬以貨幣平(ping)均工資增(zeng)(zeng)(zeng)長率11%作為企(qi)業工資增(zeng)(zeng)(zeng)長的上線,以貨幣平(ping)均工資增(zeng)(zeng)(zeng)長率7%作為企(qi)業工資增(zeng)(zeng)(zeng)長的基準線,以貨幣平(ping)均工資增(zeng)(zeng)(zeng)長率2%作為企(qi)業工資增(zeng)(zeng)(zeng)長的下線。
企業可按照當地的(de)工(gong)資指導線(xian)(xian)安排職(zhi)工(gong)工(gong)資增長(chang)。從13省市的(de)指導線(xian)(xian)漲(zhang)幅來(lai)看,在上線(xian)(xian)方面(mian),多在10%以上,上海、江西均沒有設上線(xian)(xian)。大部分地區(qu)基準線(xian)(xian)在7%左(zuo)右,下(xia)線(xian)(xian)則多在3%左(zuo)右。
此外,中新經緯梳理(li)上述13省(sheng)(sheng)份企業工資基準線與各地(di)上半(ban)年GDP增(zeng)(zeng)速(su)數(shu)據發現,江西(xi)、福(fu)建、四川、陜西(xi)、安徽、云南等6省(sheng)(sheng)基準線不及當地(di)上半(ban)年GDP增(zeng)(zeng)速(su)。
“重點照顧”一線職工
中(zhong)新經緯注意(yi)到,多地(di)在2018年企業工資(zi)指導線(xian)的(de)通知中(zhong)要求,要著力(li)提高一(yi)線(xian)職工工資(zi)水平。
上海(hai)要求,應當(dang)(dang)努力提高工(gong)(gong)資(zi)(zi)水平偏低(di)(di)的(de)生(sheng)產服務一線崗(gang)位人員工(gong)(gong)資(zi)(zi)水平,一線職工(gong)(gong)工(gong)(gong)資(zi)(zi)增長(chang)幅(fu)(fu)度應當(dang)(dang)不(bu)低(di)(di)于(yu)(yu)本(ben)企(qi)業職工(gong)(gong)工(gong)(gong)資(zi)(zi)的(de)平均(jun)增長(chang)幅(fu)(fu)度,企(qi)業高管(guan)的(de)工(gong)(gong)資(zi)(zi)增長(chang)幅(fu)(fu)度應低(di)(di)于(yu)(yu)本(ben)企(qi)業職工(gong)(gong)工(gong)(gong)資(zi)(zi)的(de)平均(jun)增長(chang)幅(fu)(fu)度。
吉林提出,各用人(ren)單位要優(you)先保證普通(tong)職工(gong)特別是關鍵崗位、生產一線崗位和緊缺急需的(de)高層次、高技能人(ren)才(cai)的(de)工(gong)資增長,其平(ping)均(jun)工(gong)資增幅(fu)應(ying)不低于本(ben)單位管理人(ren)員(yuan)平(ping)均(jun)工(gong)資增幅(fu)。
福建提(ti)出,企(qi)(qi)業在確定職(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)增(zeng)(zeng)長(chang)時(shi),要(yao)注重提(ti)高(gao)工(gong)(gong)(gong)資(zi)水(shui)平偏低(di)的(de)生(sheng)產一(yi)線(xian)職(zhi)工(gong)(gong)(gong)的(de)工(gong)(gong)(gong)資(zi)水(shui)平,使生(sheng)產一(yi)線(xian)職(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)增(zeng)(zeng)長(chang)幅(fu)度不低(di)于職(zhi)工(gong)(gong)(gong)平均工(gong)(gong)(gong)資(zi)增(zeng)(zeng)長(chang)幅(fu)度。同時(shi),企(qi)(qi)業要(yao)實行生(sheng)產一(yi)線(xian)職(zhi)工(gong)(gong)(gong)與經營者工(gong)(gong)(gong)資(zi)增(zeng)(zeng)長(chang)掛鉤機(ji)制,生(sheng)產一(yi)線(xian)職(zhi)工(gong)(gong)(gong)平均工(gong)(gong)(gong)資(zi)水(shui)平不增(zeng)(zeng)長(chang)的(de)企(qi)(qi)業,經營者工(gong)(gong)(gong)資(zi)也不宜增(zeng)(zeng)長(chang)。
所有企業都要給職工漲工資嗎?
在(zai)企業工資(zi)指導線(xian)公布后,有(you)人會問(wen),是要求所有(you)企業給職(zhi)工漲一樣多的工資(zi)嗎?
事實上并非(fei)如(ru)此。中新經緯發現,根據企業經營(ying)情況和(he)經濟(ji)效益(yi)的不同(tong)(tong),各地(di)對企業給出了不同(tong)(tong)的職(zhi)工工資增長指導意見。
如(ru),福建要求,企業生產(chan)(chan)經(jing)(jing)營正常(chang)、經(jing)(jing)濟(ji)效(xiao)益增(zeng)長(chang)(chang)(chang)的(de),可(ke)圍繞基準線(xian)(xian)安(an)排工資(zi)增(zeng)長(chang)(chang)(chang);企業經(jing)(jing)濟(ji)效(xiao)益增(zeng)長(chang)(chang)(chang)較快、工資(zi)支(zhi)付能(neng)力較強,但(dan)(dan)職工工資(zi)水平偏低的(de),可(ke)以高于基準線(xian)(xian)安(an)排工資(zi)增(zeng)長(chang)(chang)(chang),但(dan)(dan)不宜(yi)超過工資(zi)指導線(xian)(xian)上線(xian)(xian);企業生產(chan)(chan)經(jing)(jing)營正常(chang)、經(jing)(jing)濟(ji)效(xiao)益增(zeng)長(chang)(chang)(chang)緩慢(man)的(de),可(ke)在下線(xian)(xian)和基準線(xian)(xian)之間安(an)排工資(zi)增(zeng)長(chang)(chang)(chang)。
多地還明確(que),企業確(que)因(yin)生產(chan)經營困(kun)難,經與工(gong)會或職工(gong)代表協商同意,可低于工(gong)資指導下線(含零增長或負增長)確(que)定(ding)工(gong)資水(shui)平,但(dan)其支付給在法定(ding)工(gong)作時間(jian)內提供了(le)正常勞動(dong)的職工(gong)工(gong)資不得(de)低于當地最低工(gong)資標準。
多地指導線下調 是否意味工資負增長?
與2017年(nian)相比,多地(di)企業工資指導線(xian)的(de)基準線(xian)和上線(xian)有所下(xia)調,如,天津今年(nian)基準線(xian)為(wei)7.5%,上線(xian)為(wei)12.0%,分(fen)別(bie)比2017年(nian)下(xia)調1.5和2.0個百分(fen)點。
也(ye)有地區的企業工資(zi)增長指導線(xian)上(shang)調(diao)。與2017年(nian)相比,山西基準(zhun)線(xian)從(cong)8.0%升至8.5%,上(shang)線(xian)從(cong)12%上(shang)調(diao)至12.5%,下線(xian)與去年(nian)持平。
企業(ye)工(gong)資(zi)指(zhi)導(dao)線(xian)(xian)下降,是不(bu)(bu)是意味著(zhu)工(gong)資(zi)會進入(ru)負(fu)增長?當然不(bu)(bu)是。據經濟參考(kao)報(bao)報(bao)道,有地方人社部門相關(guan)負(fu)責(ze)人表示,工(gong)資(zi)指(zhi)導(dao)線(xian)(xian)制度的(de)重點在于引導(dao)企業(ye)建立職工(gong)工(gong)資(zi)正常(chang)增長機(ji)制。只要三(san)條指(zhi)導(dao)線(xian)(xian)——基準線(xian)(xian)、下線(xian)(xian)、上線(xian)(xian)都不(bu)(bu)是負(fu)數,就(jiu)意味著(zhu)政府指(zhi)導(dao)的(de)職工(gong)工(gong)資(zi)增幅都是呈上漲趨勢的(de)。
企業漲工資是強制性要求嗎?

據悉,工資(zi)指(zhi)導(dao)線是政府向企業發(fa)布的(de)年度工資(zi)增長水(shui)平的(de)建(jian)議,屬于指(zhi)導(dao)性信息,并(bing)不具備強制約束力(li),但工資(zi)指(zhi)導(dao)線可(ke)為(wei)企業與職工開展工資(zi)集體(ti)協商以及(ji)企業自身合理(li)確定工資(zi)增長水(shui)平提(ti)供(gong)參考依(yi)據。
