說起漲工資,今年你調了嗎?截至目前,至少已有13個省份發布了2018年企業工資指導線,為企業給員工漲工資提供了參考依據。

6地基準線不及上半年GDP增速

企(qi)(qi)業工(gong)(gong)資(zi)(zi)指(zhi)導線(xian)(xian)制度是(shi)政府(fu)對企(qi)(qi)業工(gong)(gong)資(zi)(zi)分配進行宏觀調控的(de)一種制度,是(shi)企(qi)(qi)業開展工(gong)(gong)資(zi)(zi)集(ji)體協商(shang)的(de)基(ji)本依據。由基(ji)準線(xian)(xian)、上線(xian)(xian)(又(you)稱(cheng)為預警線(xian)(xian))和(he)下線(xian)(xian)構成。

據中新(xin)經緯不完全統計,截至9月5日,至少已有上海、天津、山西、江西、福建、內蒙(meng)古、山東、河南、四川(chuan)、陜西、吉林、安(an)徽、云南等13個(ge)省市公布(bu)了2018年企業(ye)工資指(zhi)導線。

此外,廣(guang)西發布(bu)了2018年(nian)企(qi)業工資指(zhi)導線通知(征(zheng)求(qiu)意見稿),擬以貨(huo)幣平均(jun)工資增(zeng)長(chang)率(lv)11%作(zuo)為企(qi)業工資增(zeng)長(chang)的(de)上線,以貨(huo)幣平均(jun)工資增(zeng)長(chang)率(lv)7%作(zuo)為企(qi)業工資增(zeng)長(chang)的(de)基準線,以貨(huo)幣平均(jun)工資增(zeng)長(chang)率(lv)2%作(zuo)為企(qi)業工資增(zeng)長(chang)的(de)下線。

企業可按照當地(di)的工(gong)資(zi)指(zhi)導(dao)線(xian)安排職(zhi)工(gong)工(gong)資(zi)增長。從13省市的指(zhi)導(dao)線(xian)漲(zhang)幅(fu)來看,在上(shang)線(xian)方面,多(duo)(duo)在10%以(yi)上(shang),上(shang)海、江西(xi)均(jun)沒有(you)設上(shang)線(xian)。大部分地(di)區基(ji)準線(xian)在7%左右,下線(xian)則多(duo)(duo)在3%左右。

此(ci)外,中(zhong)新經(jing)緯梳(shu)理上述13省份企業工資基準線與各地上半年GDP增速數據(ju)發現(xian),江西(xi)、福建、四川、陜西(xi)、安徽(hui)、云南等(deng)6省基準線不(bu)及當地上半年GDP增速。

“重點照顧”一線職工

中新經緯注意到(dao),多地(di)在2018年(nian)企業工資(zi)指導線(xian)(xian)的通知(zhi)中要求,要著(zhu)力提高一線(xian)(xian)職工工資(zi)水(shui)平。

上(shang)海要求(qiu),應當努(nu)力提高工資(zi)水平(ping)(ping)偏低(di)的(de)(de)生產服(fu)務一線崗位人員(yuan)工資(zi)水平(ping)(ping),一線職工工資(zi)增(zeng)長(chang)幅(fu)度應當不低(di)于本(ben)企業(ye)職工工資(zi)的(de)(de)平(ping)(ping)均增(zeng)長(chang)幅(fu)度,企業(ye)高管的(de)(de)工資(zi)增(zeng)長(chang)幅(fu)度應低(di)于本(ben)企業(ye)職工工資(zi)的(de)(de)平(ping)(ping)均增(zeng)長(chang)幅(fu)度。

吉(ji)林提出,各用(yong)人(ren)單(dan)位(wei)要(yao)優先保證普通職工(gong)特別是關鍵崗位(wei)、生產一線崗位(wei)和緊缺(que)急需的高(gao)層次、高(gao)技能人(ren)才的工(gong)資增(zeng)長(chang),其平均工(gong)資增(zeng)幅(fu)應不低于本單(dan)位(wei)管理人(ren)員平均工(gong)資增(zeng)幅(fu)。

福建提出,企業(ye)(ye)在確定職工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資(zi)增(zeng)長(chang)(chang)時,要注重提高(gao)工(gong)(gong)(gong)(gong)(gong)資(zi)水平(ping)偏低(di)的生(sheng)產一線(xian)(xian)職工(gong)(gong)(gong)(gong)(gong)的工(gong)(gong)(gong)(gong)(gong)資(zi)水平(ping),使(shi)生(sheng)產一線(xian)(xian)職工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資(zi)增(zeng)長(chang)(chang)幅度不低(di)于職工(gong)(gong)(gong)(gong)(gong)平(ping)均(jun)(jun)工(gong)(gong)(gong)(gong)(gong)資(zi)增(zeng)長(chang)(chang)幅度。同時,企業(ye)(ye)要實行(xing)生(sheng)產一線(xian)(xian)職工(gong)(gong)(gong)(gong)(gong)與經營者工(gong)(gong)(gong)(gong)(gong)資(zi)增(zeng)長(chang)(chang)掛鉤機制,生(sheng)產一線(xian)(xian)職工(gong)(gong)(gong)(gong)(gong)平(ping)均(jun)(jun)工(gong)(gong)(gong)(gong)(gong)資(zi)水平(ping)不增(zeng)長(chang)(chang)的企業(ye)(ye),經營者工(gong)(gong)(gong)(gong)(gong)資(zi)也不宜增(zeng)長(chang)(chang)。

所有企業都要給職工漲工資嗎?

在企(qi)業工資指導線公布后(hou),有(you)(you)人會(hui)問,是要求所有(you)(you)企(qi)業給職工漲一樣多的(de)工資嗎(ma)?

事實上并非如(ru)此。中新(xin)經緯發現(xian),根據企業(ye)經營情況和經濟效(xiao)益的不同,各地對企業(ye)給出了不同的職工(gong)工(gong)資增長指(zhi)導意(yi)見。

如,福(fu)建要(yao)求,企業生(sheng)產經(jing)營正常(chang)、經(jing)濟效益(yi)增(zeng)(zeng)長的,可(ke)圍繞基準線(xian)(xian)(xian)(xian)安排工資增(zeng)(zeng)長;企業經(jing)濟效益(yi)增(zeng)(zeng)長較快、工資支付能(neng)力較強,但(dan)職工工資水平偏低的,可(ke)以高于基準線(xian)(xian)(xian)(xian)安排工資增(zeng)(zeng)長,但(dan)不宜超過工資指(zhi)導線(xian)(xian)(xian)(xian)上(shang)線(xian)(xian)(xian)(xian);企業生(sheng)產經(jing)營正常(chang)、經(jing)濟效益(yi)增(zeng)(zeng)長緩慢的,可(ke)在下線(xian)(xian)(xian)(xian)和基準線(xian)(xian)(xian)(xian)之間安排工資增(zeng)(zeng)長。

多地還明確(que),企業確(que)因生產經(jing)(jing)營困難(nan),經(jing)(jing)與(yu)工(gong)(gong)會(hui)或職工(gong)(gong)代(dai)表(biao)協商同意(yi),可低(di)于工(gong)(gong)資(zi)指導下(xia)線(含零(ling)增長或負增長)確(que)定工(gong)(gong)資(zi)水平,但其支付給在法定工(gong)(gong)作(zuo)時間內提(ti)供了正(zheng)常勞(lao)動的職工(gong)(gong)工(gong)(gong)資(zi)不得低(di)于當地最低(di)工(gong)(gong)資(zi)標準(zhun)。

多地指導線下調 是否意味工資負增長?

與(yu)2017年(nian)(nian)相比(bi),多地企業工資指導線(xian)(xian)的基準(zhun)(zhun)線(xian)(xian)和上(shang)線(xian)(xian)有所(suo)下調,如,天津今年(nian)(nian)基準(zhun)(zhun)線(xian)(xian)為(wei)7.5%,上(shang)線(xian)(xian)為(wei)12.0%,分別比(bi)2017年(nian)(nian)下調1.5和2.0個百分點。

也有地區的企業(ye)工資(zi)增長指(zhi)導線(xian)上調。與2017年相比,山西基(ji)準線(xian)從8.0%升至8.5%,上線(xian)從12%上調至12.5%,下(xia)線(xian)與去年持平。

企(qi)業工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)指(zhi)導(dao)(dao)線(xian)下降,是不是意味(wei)著(zhu)工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)會進入負(fu)增(zeng)長?當然不是。據經濟參(can)考報報道,有(you)地(di)方人社部門相(xiang)關負(fu)責人表示,工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)指(zhi)導(dao)(dao)線(xian)制(zhi)度(du)的重點在(zai)于引導(dao)(dao)企(qi)業建立職(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)正(zheng)常增(zeng)長機(ji)制(zhi)。只要三條(tiao)指(zhi)導(dao)(dao)線(xian)——基準線(xian)、下線(xian)、上線(xian)都不是負(fu)數(shu),就意味(wei)著(zhu)政(zheng)府指(zhi)導(dao)(dao)的職(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)增(zeng)幅(fu)都是呈上漲趨勢的。

企業漲工資是強制性要求嗎?

很多人(ren)想知道,公布工(gong)資(zi)指導線(xian),是強制要求企業給員(yuan)工(gong)漲工(gong)資(zi)嗎?答案是否定(ding)的。

據悉,工(gong)資(zi)指(zhi)導線(xian)(xian)是政府向(xiang)企(qi)業發布(bu)的(de)年度工(gong)資(zi)增(zeng)長水(shui)平的(de)建議(yi),屬于指(zhi)導性(xing)信息,并不具(ju)備強(qiang)制(zhi)約(yue)束力,但工(gong)資(zi)指(zhi)導線(xian)(xian)可為(wei)企(qi)業與職工(gong)開展工(gong)資(zi)集體協商以及企(qi)業自身合理(li)確定工(gong)資(zi)增(zeng)長水(shui)平提(ti)供參考依據。
