5月31日,記者從省政府新聞辦舉行的發布會上獲悉,我省7部門聯合下發《山東省加強基層衛生人才隊伍建設的若干措施》(以下簡稱《措施》),劍指基層醫療衛生機構人才短缺癥結。通過人才引進、編制核定、薪酬分配等系列措施,優化醫療衛生人才基層發展軟環境,提升基層衛生服務能力。
基層缺(que)人(ren),有(you)(you)的(de)(de)(de)是因為缺(que)少編(bian)制(zhi)(zhi)。據了解,目前城市社區(qu)(qu)衛(wei)(wei)生(sheng)(sheng)服(fu)(fu)(fu)務(wu)(wu)機(ji)構人(ren)員(yuan)編(bian)制(zhi)(zhi)配(pei)備是按照0.7‰的(de)(de)(de)標準(zhun),即“原則上(shang)每萬名(ming)居民配(pei)備2-3名(ming)全(quan)科醫師,1名(ming)公(gong)(gong)共(gong)衛(wei)(wei)生(sheng)(sheng)醫師,2-3名(ming)護(hu)士”。然而隨著基本公(gong)(gong)共(gong)衛(wei)(wei)生(sheng)(sheng)服(fu)(fu)(fu)務(wu)(wu)項目和(he)家庭醫生(sheng)(sheng)簽(qian)約服(fu)(fu)(fu)務(wu)(wu)的(de)(de)(de)開展,社區(qu)(qu)衛(wei)(wei)生(sheng)(sheng)服(fu)(fu)(fu)務(wu)(wu)中(zhong)心承擔的(de)(de)(de)公(gong)(gong)共(gong)衛(wei)(wei)生(sheng)(sheng)服(fu)(fu)(fu)務(wu)(wu)任務(wu)(wu)不(bu)斷增(zeng)加,現有(you)(you)人(ren)員(yuan)編(bian)制(zhi)(zhi)已經無法滿足服(fu)(fu)(fu)務(wu)(wu)需(xu)求。對此《措施(shi)》提出,社區(qu)(qu)衛(wei)(wei)生(sheng)(sheng)服(fu)(fu)(fu)務(wu)(wu)機(ji)構人(ren)員(yuan)編(bian)制(zhi)(zhi)可在(zai)現行不(bu)超過(guo)服(fu)(fu)(fu)務(wu)(wu)人(ren)口0.7‰的(de)(de)(de)標準(zhun)基礎(chu)上(shang)上(shang)浮至最高(gao)不(bu)超過(guo)1‰,有(you)(you)效緩解社區(qu)(qu)衛(wei)(wei)生(sheng)(sheng)服(fu)(fu)(fu)務(wu)(wu)中(zhong)心人(ren)員(yuan)力量不(bu)足問(wen)題。
針對有編(bian)制卻招(zhao)(zhao)不來人,造成空編(bian)的(de)現象,我省(sheng)將采取(qu)靈活的(de)崗位設置和招(zhao)(zhao)聘方(fang)式(shi),減少人才(cai)引進(jin)中的(de)阻力(li)。《措(cuo)施》提(ti)出,碩(shuo)士以上(shang)、住(zhu)院醫(yi)師規范化(hua)培訓合格(ge)的(de)本(ben)科(ke)以上(shang)學歷人員(yuan),或全(quan)科(ke)醫(yi)學、兒科(ke)急需緊缺(que)(que)專業人員(yuan),可采取(qu)面試(技(ji)術操作)、組織考(kao)察等方(fang)式(shi)公開(kai)招(zhao)(zhao)聘;對公開(kai)招(zhao)(zhao)聘報名后形不成競爭的(de),可適當降低開(kai)考(kao)比例,或不設開(kai)考(kao)比例劃定合格(ge)分數線,高學歷、緊缺(que)(que)專業人員(yuan)不必“逢進(jin)必考(kao)”。《措(cuo)施》提(ti)出,未來3-5年我省(sheng)將在(zai)用編(bian)進(jin)人方(fang)面優先(xian)保(bao)障(zhang)基層醫(yi)療衛生機構(gou)用人需求(qiu),原則上(shang)做到“有編(bian)即補”,以縣(市、區(qu))為單位空編(bian)率不超過5%。
待(dai)遇低是基(ji)(ji)(ji)層(ceng)衛(wei)(wei)生(sheng)機構(gou)(gou)人才留不住的重(zhong)要因素(su)。對此《措施》明確(que)完善績(ji)效(xiao)(xiao)工(gong)(gong)(gong)(gong)資政策,落實“兩(liang)個允(yun)許(xu)(xu)”,即允(yun)許(xu)(xu)基(ji)(ji)(ji)層(ceng)醫(yi)療(liao)衛(wei)(wei)生(sheng)機構(gou)(gou)突(tu)破現行事業單位工(gong)(gong)(gong)(gong)資調(diao)(diao)控水(shui)平,合理(li)確(que)定(ding)(ding)(ding)基(ji)(ji)(ji)層(ceng)醫(yi)療(liao)衛(wei)(wei)生(sheng)機構(gou)(gou)績(ji)效(xiao)(xiao)工(gong)(gong)(gong)(gong)資總(zong)量(liang),提高(gao)基(ji)(ji)(ji)層(ceng)醫(yi)療(liao)衛(wei)(wei)生(sheng)機構(gou)(gou)全(quan)科醫(yi)生(sheng)待(dai)遇,使(shi)其工(gong)(gong)(gong)(gong)資水(shui)平與當地縣(xian)區級綜合醫(yi)院同(tong)等(deng)條件臨床醫(yi)師工(gong)(gong)(gong)(gong)資水(shui)平相銜接;允(yun)許(xu)(xu)基(ji)(ji)(ji)層(ceng)醫(yi)療(liao)衛(wei)(wei)生(sheng)機構(gou)(gou)在核定(ding)(ding)(ding)的收支結余(yu)中提取一定(ding)(ding)(ding)比例(li)用于人員激勵,提取的激勵資金(jin)納入并(bing)相應增加(jia)績(ji)效(xiao)(xiao)工(gong)(gong)(gong)(gong)資總(zong)量(liang),不作為績(ji)效(xiao)(xiao)工(gong)(gong)(gong)(gong)資調(diao)(diao)控基(ji)(ji)(ji)數(shu)。
對前(qian)往財(cai)政(zheng)困難(nan)(nan)鄉鎮(zhen)衛(wei)生院(yuan)就業(ye)及緊(jin)缺專業(ye)的(de)醫(yi)療衛(wei)生人員,省(sheng)財(cai)政(zheng)將予(yu)以特殊(shu)支(zhi)持。省(sheng)財(cai)政(zheng)廳副(fu)廳長孫慶國(guo)介紹,對全(quan)日制醫(yi)學(xue)專業(ye)應(ying)屆(jie)畢(bi)業(ye)生到(dao)財(cai)政(zheng)困難(nan)(nan)縣(xian)鄉鎮(zhen)衛(wei)生院(yuan)工作(zuo),服(fu)務期限達到(dao)一(yi)定期限的(de)實施學(xue)費(fei)代(dai)償辦法,所需經費(fei)由各(ge)級財(cai)政(zheng)共同(tong)承(cheng)擔;對全(quan)科醫(yi)生等緊(jin)缺專業(ye)住院(yuan)醫(yi)師規范化培訓經費(fei)標準由年人均補(bu)助3萬(wan)(wan)元提高到(dao)4.5萬(wan)(wan)元。
滿足基(ji)(ji)層(ceng)(ceng)(ceng)醫(yi)務工(gong)作者的(de)需(xu)求,不(bu)僅僅是薪酬上的(de)肯定,還需(xu)要幫(bang)助(zhu)其實現職(zhi)(zhi)業(ye)理想,提升(sheng)職(zhi)(zhi)業(ye)認同(tong)。對此,省衛(wei)(wei)(wei)(wei)(wei)計委馬(ma)立(li)新介(jie)紹,我(wo)省將實施“齊魯基(ji)(ji)層(ceng)(ceng)(ceng)名醫(yi)”人(ren)(ren)才(cai)工(gong)程,通過在(zai)全省基(ji)(ji)層(ceng)(ceng)(ceng)醫(yi)療衛(wei)(wei)(wei)(wei)(wei)生機(ji)構執業(ye)醫(yi)師(shi)中,選拔醫(yi)德(de)高尚、醫(yi)術精(jing)湛、業(ye)績(ji)突出(chu)、群(qun)眾認可的(de)優秀醫(yi)師(shi),認定為“齊魯基(ji)(ji)層(ceng)(ceng)(ceng)名醫(yi)”。另外,還將設立(li)優秀基(ji)(ji)層(ceng)(ceng)(ceng)衛(wei)(wei)(wei)(wei)(wei)生人(ren)(ren)才(cai)表彰獎勵制度,對在(zai)基(ji)(ji)層(ceng)(ceng)(ceng)工(gong)作滿30年業(ye)績(ji)突出(chu)的(de)基(ji)(ji)層(ceng)(ceng)(ceng)衛(wei)(wei)(wei)(wei)(wei)生人(ren)(ren)才(cai)由省政府(fu)頒發(fa)證書(shu)予(yu)以表彰。通過樹立(li)同(tong)行典范提升(sheng)基(ji)(ji)層(ceng)(ceng)(ceng)衛(wei)(wei)(wei)(wei)(wei)生人(ren)(ren)才(cai)隊(dui)伍(wu)積極性和(he)職(zhi)(zhi)業(ye)認同(tong)感,打(da)造(zao)一支留得住、干(gan)得好的(de)基(ji)(ji)層(ceng)(ceng)(ceng)衛(wei)(wei)(wei)(wei)(wei)生人(ren)(ren)才(cai)隊(dui)伍(wu)。
