近年來,山東省臨沂市各級人社部門,多措并舉,大力實施人才提升計劃,加快技能人才隊伍建設,為社會培養輸送了大量技能人才。截至目前,全市擁有技能人才69.26萬人,其中高級技師2480人、技師1.73萬人、高級工8.52萬人、中級工23.69萬人、初級工35.08萬人,高技能人才占技能勞動者總量的15.16%。
政策支持推動 完善培育體系

健全培訓體系 加快培養步伐
發(fa)揮各高(gao)(gao)(gao)等院(yuan)(yuan)校(xiao)(xiao)(xiao)(xiao)、職(zhi)(zhi)業(ye)(ye)(ye)院(yuan)(yuan)校(xiao)(xiao)(xiao)(xiao)及各類培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)機(ji)(ji)構、企(qi)業(ye)(ye)(ye)的(de)優(you)勢,采取校(xiao)(xiao)(xiao)(xiao)企(qi)合作(zuo)(zuo)等多種模式(shi),初步形成了(le)(le)以(yi)技(ji)師學(xue)院(yuan)(yuan)為龍(long)頭、高(gao)(gao)(gao)級技(ji)校(xiao)(xiao)(xiao)(xiao)為骨干、普通(tong)技(ji)工(gong)(gong)(gong)學(xue)校(xiao)(xiao)(xiao)(xiao)和民(min)辦職(zhi)(zhi)業(ye)(ye)(ye)培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)機(ji)(ji)構為基礎的(de)覆蓋城(cheng)鄉勞(lao)(lao)動(dong)者的(de)職(zhi)(zhi)業(ye)(ye)(ye)技(ji)能(neng)培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)體系。目前(qian),全(quan)市共(gong)有技(ji)工(gong)(gong)(gong)院(yuan)(yuan)校(xiao)(xiao)(xiao)(xiao)9所(suo),其(qi)中技(ji)師學(xue)院(yuan)(yuan)4所(suo)、高(gao)(gao)(gao)級技(ji)工(gong)(gong)(gong)學(xue)校(xiao)(xiao)(xiao)(xiao)1所(suo),國(guo)家(jia)級高(gao)(gao)(gao)技(ji)能(neng)人才培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)基地1所(suo),國(guo)家(jia)中等職(zhi)(zhi)業(ye)(ye)(ye)教育改革發(fa)展示范校(xiao)(xiao)(xiao)(xiao)1所(suo),省級示范專業(ye)(ye)(ye)群建(jian)設項目3個,職(zhi)(zhi)業(ye)(ye)(ye)培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)機(ji)(ji)構220多家(jia),其(qi)中定(ding)(ding)(ding)點(dian)(dian)職(zhi)(zhi)業(ye)(ye)(ye)培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)機(ji)(ji)構166家(jia),年培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)能(neng)力(li)在10萬(wan)人次左右。實施新(xin)(xin)一輪加強(qiang)就業(ye)(ye)(ye)創(chuang)業(ye)(ye)(ye)培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)5年規劃(hua)。堅持“以(yi)就業(ye)(ye)(ye)引導培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)、培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)促進(jin)就業(ye)(ye)(ye)”的(de)原則,對有就業(ye)(ye)(ye)愿望和能(neng)力(li)的(de)各類城(cheng)鄉勞(lao)(lao)動(dong)者開(kai)展就業(ye)(ye)(ye)技(ji)能(neng)培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun);對企(qi)業(ye)(ye)(ye)新(xin)(xin)錄(lu)用并與其(qi)簽訂1年以(yi)上(shang)期限勞(lao)(lao)動(dong)合同的(de)人員(yuan),開(kai)展以(yi)基本技(ji)能(neng)、安全(quan)知識、操作(zuo)(zuo)規程(cheng)(cheng)、規章制(zhi)度(du)(du)(du)、從業(ye)(ye)(ye)素質(zhi)、職(zhi)(zhi)業(ye)(ye)(ye)技(ji)能(neng)為主要內容的(de)崗(gang)前(qian)培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun),鼓(gu)勵通(tong)過(guo)校(xiao)(xiao)(xiao)(xiao)企(qi)合作(zuo)(zuo)或以(yi)師帶徒相(xiang)結(jie)合的(de)方式(shi),對新(xin)(xin)錄(lu)用的(de)員(yuan)工(gong)(gong)(gong)開(kai)展學(xue)徒培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)。完善培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)制(zhi)度(du)(du)(du)。嚴(yan)(yan)格(ge)定(ding)(ding)(ding)點(dian)(dian)培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)機(ji)(ji)構管理(li),建(jian)立了(le)(le)定(ding)(ding)(ding)點(dian)(dian)機(ji)(ji)構優(you)進(jin)劣(lie)退制(zhi)度(du)(du)(du),嚴(yan)(yan)格(ge)培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)開(kai)班(ban)申(shen)請、過(guo)程(cheng)(cheng)監督(du)和結(jie)業(ye)(ye)(ye)鑒(jian)定(ding)(ding)(ding)考核制(zhi)度(du)(du)(du),依托(tuo)“公共(gong)就業(ye)(ye)(ye)人才服(fu)務信息(xi)管理(li)系統”,規范培(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)機(ji)(ji)構資格(ge)申(shen)請、學(xue)員(yuan)實名(ming)制(zhi)信息(xi)管理(li)、考核發(fa)證(zheng)、補貼資金(jin)發(fa)放等工(gong)(gong)(gong)作(zuo)(zuo)流程(cheng)(cheng)。嚴(yan)(yan)格(ge)職(zhi)(zhi)業(ye)(ye)(ye)技(ji)能(neng)鑒(jian)定(ding)(ding)(ding)。定(ding)(ding)(ding)期維護更新(xin)(xin)國(guo)家(jia)題庫,建(jian)立了(le)(le)職(zhi)(zhi)業(ye)(ye)(ye)技(ji)能(neng)鑒(jian)定(ding)(ding)(ding)試卷(juan)(juan)的(de)組題、印(yin)刷、閱卷(juan)(juan)、信息(xi)錄(lu)入、證(zheng)書打印(yin)、網(wang)上(shang)查(cha)詢等一站式(shi)工(gong)(gong)(gong)作(zuo)(zuo)流程(cheng)(cheng),努力(li)提高(gao)(gao)(gao)鑒(jian)定(ding)(ding)(ding)質(zhi)量。
完善評價機制 搭建成長平臺
實(shi)施“金(jin)藍(lan)(lan)領(ling)”培(pei)(pei)(pei)訓工(gong)(gong)程。充分利用(yong)(yong)現(xian)有培(pei)(pei)(pei)訓資源,發揮各縣區人(ren)(ren)(ren)社(she)部門(men)的(de)(de)(de)職(zhi)能(neng)(neng)(neng)優(you)勢,加強(qiang)(qiang)“金(jin)藍(lan)(lan)領(ling)”培(pei)(pei)(pei)訓政策宣傳發動,大力開展校企合(he)作(zuo)(zuo),強(qiang)(qiang)化(hua)培(pei)(pei)(pei)訓質量(liang)管理,實(shi)施“金(jin)藍(lan)(lan)領(ling)”培(pei)(pei)(pei)訓工(gong)(gong)程。目(mu)前(qian)(qian),全市(shi)通過“金(jin)藍(lan)(lan)領(ling)”培(pei)(pei)(pei)訓獲得技(ji)(ji)(ji)(ji)師(shi)(shi)、高(gao)(gao)(gao)級(ji)技(ji)(ji)(ji)(ji)師(shi)(shi)職(zhi)業(ye)資格證書的(de)(de)(de)人(ren)(ren)(ren)員(yuan)分別達到11193人(ren)(ren)(ren)、922人(ren)(ren)(ren)。建(jian)(jian)立完善選拔激勵(li)制度。認(ren)真落實(shi)專項(xiang)獎勵(li)補貼待遇,把高(gao)(gao)(gao)技(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)才獎勵(li)專項(xiang)資金(jin)列入年度財政預算予(yu)以保障。目(mu)前(qian)(qian),臨(lin)(lin)沂市(shi)共有齊(qi)魯首席技(ji)(ji)(ji)(ji)師(shi)(shi)62人(ren)(ren)(ren)、市(shi)(沂蒙)首席技(ji)(ji)(ji)(ji)師(shi)(shi)222人(ren)(ren)(ren);省(sheng)有突出貢獻的(de)(de)(de)技(ji)(ji)(ji)(ji)師(shi)(shi)28人(ren)(ren)(ren)、市(shi)有突出貢獻的(de)(de)(de)技(ji)(ji)(ji)(ji)師(shi)(shi)130人(ren)(ren)(ren);省(sheng)技(ji)(ji)(ji)(ji)術能(neng)(neng)(neng)手22人(ren)(ren)(ren)、市(shi)技(ji)(ji)(ji)(ji)術能(neng)(neng)(neng)手662人(ren)(ren)(ren)。建(jian)(jian)設技(ji)(ji)(ji)(ji)師(shi)(shi)工(gong)(gong)作(zuo)(zuo)站平(ping)臺。充分發揮優(you)秀(xiu)高(gao)(gao)(gao)技(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)才的(de)(de)(de)示范帶(dai)動作(zuo)(zuo)用(yong)(yong),切(qie)實(shi)解決生(sheng)產中(zhong)的(de)(de)(de)關鍵性(xing)難題(ti)。通過組織技(ji)(ji)(ji)(ji)師(shi)(shi)、高(gao)(gao)(gao)級(ji)技(ji)(ji)(ji)(ji)師(shi)(shi)進站開展工(gong)(gong)作(zuo)(zuo),實(shi)施名師(shi)(shi)帶(dai)徒(tu)、拜師(shi)(shi)學(xue)藝、技(ji)(ji)(ji)(ji)術攻關,切(qie)實(shi)發揮了技(ji)(ji)(ji)(ji)師(shi)(shi)工(gong)(gong)作(zuo)(zuo)站的(de)(de)(de)引領(ling)示范作(zuo)(zuo)用(yong)(yong)。山東(dong)臨(lin)(lin)工(gong)(gong)集團建(jian)(jian)立五(wu)級(ji)人(ren)(ren)(ren)才通道、四級(ji)帶(dai)徒(tu)體系、三個培(pei)(pei)(pei)訓交流平(ping)臺的(de)(de)(de)高(gao)(gao)(gao)技(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)才培(pei)(pei)(pei)養模式,打造了臨(lin)(lin)沂市(shi)首家(jia)(jia)國家(jia)(jia)級(ji)技(ji)(ji)(ji)(ji)能(neng)(neng)(neng)大師(shi)(shi)工(gong)(gong)作(zuo)(zuo)室(shi)(shi)。目(mu)前(qian)(qian),臨(lin)(lin)沂市(shi)擁有國家(jia)(jia)級(ji)技(ji)(ji)(ji)(ji)能(neng)(neng)(neng)大師(shi)(shi)工(gong)(gong)作(zuo)(zuo)室(shi)(shi)1家(jia)(jia),省(sheng)級(ji)技(ji)(ji)(ji)(ji)師(shi)(shi)工(gong)(gong)作(zuo)(zuo)站3家(jia)(jia),齊(qi)魯技(ji)(ji)(ji)(ji)能(neng)(neng)(neng)大師(shi)(shi)特色工(gong)(gong)作(zuo)(zuo)室(shi)(shi)2家(jia)(jia),市(shi)級(ji)技(ji)(ji)(ji)(ji)師(shi)(shi)工(gong)(gong)作(zuo)(zuo)站57家(jia)(jia)。
