青島:一季度新增就業17.8萬人(圖)

4月12日,記者從青島市人社局獲悉,2018年一季度,全市城鎮新增就業17.8萬人,期末城鎮登記失業率為3.06%。招聘工資方面,一季度市場平均招聘工資4131元/月,同比增長6.5%,其中制造業平均招聘工資同比增長16.8%,服務業平均招聘工資同比增長6%。

據市(shi)(shi)人(ren)(ren)(ren)社局工(gong)作人(ren)(ren)(ren)員(yuan)介紹,一(yi)季度全市(shi)(shi)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)總(zong)體(ti)平穩,全市(shi)(shi)城鎮(zhen)新(xin)增(zeng)(zeng)(zeng)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)17.8萬人(ren)(ren)(ren),同(tong)(tong)(tong)(tong)比增(zeng)(zeng)(zeng)長(chang)6.5%。其中(zhong)本(ben)市(shi)(shi)勞(lao)動(dong)(dong)者(zhe)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)10萬人(ren)(ren)(ren),同(tong)(tong)(tong)(tong)比增(zeng)(zeng)(zeng)長(chang)4%;外來勞(lao)動(dong)(dong)者(zhe)來青就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)7.8萬人(ren)(ren)(ren),同(tong)(tong)(tong)(tong)比增(zeng)(zeng)(zeng)長(chang)9.9%。從單月(yue)看,3月(yue)份(fen)城鎮(zhen)新(xin)增(zeng)(zeng)(zeng)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)較去年(nian)同(tong)(tong)(tong)(tong)期下(xia)(xia)降14.3%。1-2月(yue)份(fen)城鎮(zhen)新(xin)增(zeng)(zeng)(zeng)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)同(tong)(tong)(tong)(tong)比增(zeng)(zeng)(zeng)長(chang)22.3%,但受春節習(xi)俗影響(xiang),2018年(nian)春節假期跨2月(yue)和3月(yue)份(fen),勞(lao)動(dong)(dong)者(zhe)一(yi)般在元宵(xiao)節(3月(yue)2日)后(hou)才進行求職,一(yi)定程度上(shang)影響(xiang)3月(yue)份(fen)新(xin)增(zeng)(zeng)(zeng)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)數量。服務業(ye)(ye)(ye)吸(xi)納就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)比重擴大,吸(xi)納11.5萬人(ren)(ren)(ren),同(tong)(tong)(tong)(tong)比增(zeng)(zeng)(zeng)長(chang)18.3%,而制造業(ye)(ye)(ye)4.6萬人(ren)(ren)(ren),同(tong)(tong)(tong)(tong)比下(xia)(xia)降11.5%。這說明隨著產業(ye)(ye)(ye)結(jie)構升級,原有(you)的勞(lao)動(dong)(dong)密集(ji)(ji)型(xing)產業(ye)(ye)(ye)逐(zhu)步向(xiang)資本(ben)密集(ji)(ji)型(xing)和技術密集(ji)(ji)型(xing)產業(ye)(ye)(ye)轉移,對現有(you)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)(ye)崗位(wei),特別是制造業(ye)(ye)(ye)企業(ye)(ye)(ye)崗位(wei)產生(sheng)擠(ji)出效應。

目前(qian),全市就業(ye)(ye)情況整體平穩,但(dan)仍存(cun)在部(bu)分(fen)(fen)企業(ye)(ye)招工(gong)難度加大(da),崗位要求與求職(zhi)人員技能(neng)不匹配的問(wen)題。從(cong)企業(ye)(ye)用工(gong)調查看,隨著薪酬水平提高,崗位專(zhuan)業(ye)(ye)化(hua)程(cheng)度日趨細化(hua),部(bu)分(fen)(fen)企業(ye)(ye)特別(bie)是制造業(ye)(ye)企業(ye)(ye)技能(neng)工(gong)人缺口較大(da),企業(ye)(ye)很難招到足夠的技術人才。 

下一步,青(qing)(qing)島將(jiang)深入實施(shi)就業(ye)(ye)(ye)優先戰略(lve)。實施(shi)新(xin)一輪(lun)就業(ye)(ye)(ye)創(chuang)(chuang)業(ye)(ye)(ye)政(zheng)策,實施(shi)新(xin)舊動(dong)能(neng)(neng)轉換(huan)重大(da)工程服務(wu)對(dui)接行動(dong)、重點建設項目就業(ye)(ye)(ye)聯動(dong)行動(dong)、援(yuan)企(qi)穩崗專項行動(dong)、技能(neng)(neng)提(ti)升展翅行動(dong)。落(luo)實技能(neng)(neng)提(ti)升補貼(tie)(tie)(tie)(tie)政(zheng)策,鼓勵企(qi)業(ye)(ye)(ye)在(zai)職職工提(ti)升技能(neng)(neng)。制定靈活就業(ye)(ye)(ye)和新(xin)就業(ye)(ye)(ye)形(xing)態(tai)的(de)就業(ye)(ye)(ye)失業(ye)(ye)(ye)登記辦(ban)法,對(dui)新(xin)就業(ye)(ye)(ye)形(xing)態(tai)進行政(zheng)策界定,加(jia)大(da)對(dui)新(xin)就業(ye)(ye)(ye)形(xing)態(tai)的(de)政(zheng)策支持和引導。同時,放寬創(chuang)(chuang)業(ye)(ye)(ye)補貼(tie)(tie)(tie)(tie)范圍,將(jiang)在(zai)青(qing)(qing)島行政(zheng)區域(yu)內創(chuang)(chuang)辦(ban)各類市(shi)場主體(ti)(含(han)社會團體(ti)、事務(wu)所(suo)等)全(quan)部納入一次(ci)性(xing)創(chuang)(chuang)業(ye)(ye)(ye)補貼(tie)(tie)(tie)(tie)范疇。對(dui)已領(ling)取過(guo)自(zi)謀職業(ye)(ye)(ye)扶(fu)持金或一次(ci)性(xing)創(chuang)(chuang)業(ye)(ye)(ye)補貼(tie)(tie)(tie)(tie)的(de),2013年10月1日以后(hou)首次(ci)創(chuang)(chuang)辦(ban)小微企(qi)業(ye)(ye)(ye)的(de)可申領(ling)一次(ci)性(xing)小微企(qi)業(ye)(ye)(ye)創(chuang)(chuang)業(ye)(ye)(ye)補貼(tie)(tie)(tie)(tie)。根(gen)據申領(ling)貸款人員創(chuang)(chuang)業(ye)(ye)(ye)實體(ti)帶動(dong)就業(ye)(ye)(ye)情況,給予最長3年的(de)全(quan)額貼(tie)(tie)(tie)(tie)息(xi)。

另外,全(quan)面貫徹公(gong)(gong)共就業(ye)服務(wu)(wu)(wu)能力提升三年(nian)(nian)行動計劃(hua),推進2018年(nian)(nian)公(gong)(gong)共就業(ye)服務(wu)(wu)(wu)“標(biao)準(zhun)化(hua)(hua)、智慧化(hua)(hua)建設年(nian)(nian)”,圍繞服務(wu)(wu)(wu)對象和市場需求,統(tong)一全(quan)市就業(ye)創業(ye)和職業(ye)培(pei)訓(xun)的管理制度(du)、工(gong)作程(cheng)序等基本標(biao)準(zhun),制定“同城通辦”標(biao)準(zhun),并在全(quan)市推廣(guang)和應用。廣(guang)泛開(kai)展(zhan)區域性合作招聘(pin),加強與(yu)周邊地區、技工(gong)院校的信(xin)息交(jiao)流(liu),組(zu)織開(kai)展(zhan)民(min)營企(qi)業(ye)招聘(pin)周、新業(ye)態企(qi)業(ye)、地區聯盟(meng)組(zu)團(tuan)招聘(pin)、藍領(ling)技術人才大型招聘(pin)會等活動。深化(hua)(hua)重點建設項目聯動機制,精準(zhun)匹配(pei)公(gong)(gong)共就業(ye)服務(wu)(wu)(wu)措施,有崗(gang)位需求的,每月至少(shao)上門服務(wu)(wu)(wu)一次(ci),每季度(du)至少(shao)舉(ju)辦一次(ci)招聘(pin)會。
