2017山東社保基金累計結余4489.9億規模擴大

9日,山東省人社廳召開全省人力資源和社會保障工作會議,總結部署山東社保、就業創業、人事人才等工作。從會上獲悉,去年全省城鎮新增就業128.28萬人,就業形勢持續穩定向好,社保基金累計結余4489.9億元。今年,山東將健全與中央調劑辦法相銜接的企業養老保險省級調劑制度,做好全國統籌的銜接準備。此前,山東降低社會保險費率,五年累計為企業減負679.2億元。

  今(jin)年,山東將繼(ji)續(xu)完善(shan)社(she)會保(bao)(bao)障(zhang)制(zhi)(zhi)度(du)。其中,針對(dui)養(yang)(yang)老(lao)保(bao)(bao)險,將健(jian)全與中央調(diao)劑辦法(fa)相銜接(jie)的企(qi)業(ye)養(yang)(yang)老(lao)保(bao)(bao)險省(sheng)級調(diao)劑制(zhi)(zhi)度(du),完善(shan)企(qi)業(ye)養(yang)(yang)老(lao)保(bao)(bao)險省(sheng)級統(tong)籌,推行基(ji)金市級統(tong)收統(tong)支。調(diao)整退休人員養(yang)(yang)老(lao)保(bao)(bao)險待遇和(he)居民基(ji)礎養(yang)(yang)老(lao)金標(biao)準,努力形成兼顧公平(ping)與效(xiao)率(lv)、企(qi)業(ye)與機關事(shi)業(ye)單位相統(tong)一(yi)的調(diao)整機制(zhi)(zhi)。

  此外,完善職工(gong)、居(ju)民大病(bing)保險(xian)(xian)制(zhi)(zhi)(zhi)(zhi)度(du),擴大職工(gong)長期護理保險(xian)(xian)制(zhi)(zhi)(zhi)(zhi)度(du)實(shi)施范圍,完善職工(gong)生育保險(xian)(xian)制(zhi)(zhi)(zhi)(zhi)度(du)。啟動(dong)工(gong)傷(shang)保險(xian)(xian)基(ji)金省級統(tong)(tong)籌(chou),全面(mian)推(tui)(tui)進工(gong)傷(shang)預(yu)防。推(tui)(tui)行居(ju)民養老保險(xian)(xian)費、醫療(liao)保險(xian)(xian)費統(tong)(tong)一(yi)征繳,提高參保續(xu)保率。健全居(ju)民門診(zhen)保障(zhang)制(zhi)(zhi)(zhi)(zhi)度(du),建(jian)立籌(chou)資(zi)動(dong)態調整(zheng)(zheng)機制(zhi)(zhi)(zhi)(zhi)。建(jian)立工(gong)傷(shang)保險(xian)(xian)待遇調整(zheng)(zheng)確定機制(zhi)(zhi)(zhi)(zhi)。推(tui)(tui)進劃(hua)轉(zhuan)部分國有資(zi)本充(chong)實(shi)社保基(ji)金。

  就(jiu)(jiu)業(ye)(ye)(ye)是(shi)最(zui)(zui)大的民生(sheng)(sheng),是(shi)經濟發(fa)展最(zui)(zui)基(ji)本的支撐(cheng)。去年,山東就(jiu)(jiu)業(ye)(ye)(ye)創業(ye)(ye)(ye)政策紅(hong)利持(chi)續釋(shi)放,城鎮新增就(jiu)(jiu)業(ye)(ye)(ye)128.28萬人,就(jiu)(jiu)業(ye)(ye)(ye)形勢持(chi)續穩定向好。其中,高校(xiao)畢業(ye)(ye)(ye)生(sheng)(sheng)、農民工(gong)、就(jiu)(jiu)業(ye)(ye)(ye)困難人員等重點群體就(jiu)(jiu)業(ye)(ye)(ye)保(bao)持(chi)穩定,應屆(jie)高校(xiao)畢業(ye)(ye)(ye)生(sheng)(sheng)總體就(jiu)(jiu)業(ye)(ye)(ye)率連續5年超過90%,高于全國平均水(shui)平;順利分流安置去產(chan)能企業(ye)(ye)(ye)職工(gong)和濟鋼產(chan)能調整職工(gong)10.8萬人。

  針對當前存在(zai)的(de)問題,今(jin)年(nian)(nian)山東力爭城鎮新(xin)增(zeng)就(jiu)(jiu)業(ye)(ye)(ye)110萬人以上,全(quan)省城鎮登記失業(ye)(ye)(ye)率(lv)控制在(zai)4%以內。同時(shi),研究(jiu)制定高(gao)校(xiao)畢業(ye)(ye)(ye)生基(ji)層成(cheng)長計(ji)劃和創新(xin)創業(ye)(ye)(ye)指導(dao)意見,促進(jin)高(gao)校(xiao)畢業(ye)(ye)(ye)生更好就(jiu)(jiu)業(ye)(ye)(ye)創業(ye)(ye)(ye)。深入研究(jiu)新(xin)興就(jiu)(jiu)業(ye)(ye)(ye)創業(ye)(ye)(ye)形態(tai)(tai),探索建立新(xin)興就(jiu)(jiu)業(ye)(ye)(ye)創業(ye)(ye)(ye)業(ye)(ye)(ye)態(tai)(tai)的(de)政策(ce)服務體系。啟動長期失業(ye)(ye)(ye)青(qing)年(nian)(nian)的(de)青(qing)年(nian)(nian)就(jiu)(jiu)業(ye)(ye)(ye)啟航計(ji)劃,促進(jin)青(qing)年(nian)(nian)多渠道就(jiu)(jiu)業(ye)(ye)(ye)創業(ye)(ye)(ye)。

  此外,作(zuo)為民生之(zhi)源的(de)(de)收(shou)入分配也將(jiang)(jiang)有所(suo)調(diao)(diao)(diao)整完善。從總(zong)體收(shou)入水平(ping)看,山(shan)東(dong)人(ren)(ren)均工資(zi)在全(quan)國處于中游水平(ping),與山(shan)東(dong)經濟發展水平(ping)有一定(ding)差距。對此,山(shan)東(dong)將(jiang)(jiang)加強企(qi)(qi)業(ye)工資(zi)宏觀指導調(diao)(diao)(diao)控。完善企(qi)(qi)業(ye)薪酬調(diao)(diao)(diao)查和信息(xi)發布(bu)制度,發布(bu)市場(chang)工資(zi)價位(wei)和行業(ye)人(ren)(ren)工成(cheng)本(ben)信息(xi),引導企(qi)(qi)業(ye)、職工對標市場(chang)動(dong)態。適時(shi)調(diao)(diao)(diao)整最低工資(zi)標準,科學發布(bu)企(qi)(qi)業(ye)工資(zi)指導線(xian)(xian),適度提高企(qi)(qi)業(ye)一線(xian)(xian)職工特別是(shi)技能人(ren)(ren)才的(de)(de)收(shou)入水平(ping)。
