9日,山東省人社廳召開全省人力資源和社會保障工作會議,總結部署山東社保、就業創業、人事人才等工作。從會上獲悉,去年全省城鎮新增就業128.28萬人,就業形勢持續穩定向好,社保基金累計結余4489.9億元。今年,山東將健全與中央調劑辦法相銜接的企業養老保險省級調劑制度,做好全國統籌的銜接準備。此前,山東降低社會保險費率,五年累計為企業減負679.2億元。
今(jin)年,山東(dong)將(jiang)繼(ji)續完善(shan)(shan)社(she)會(hui)保(bao)障(zhang)制度。其中(zhong),針對(dui)養(yang)老(lao)(lao)(lao)保(bao)險,將(jiang)健(jian)全與中(zhong)央調(diao)(diao)(diao)劑(ji)辦法相(xiang)銜接的企(qi)業(ye)(ye)養(yang)老(lao)(lao)(lao)保(bao)險省(sheng)級(ji)調(diao)(diao)(diao)劑(ji)制度,完善(shan)(shan)企(qi)業(ye)(ye)養(yang)老(lao)(lao)(lao)保(bao)險省(sheng)級(ji)統(tong)(tong)(tong)籌,推行基(ji)金市級(ji)統(tong)(tong)(tong)收(shou)統(tong)(tong)(tong)支。調(diao)(diao)(diao)整(zheng)退休(xiu)人員養(yang)老(lao)(lao)(lao)保(bao)險待遇和(he)居民基(ji)礎(chu)養(yang)老(lao)(lao)(lao)金標準,努力形(xing)成兼顧公平與效率、企(qi)業(ye)(ye)與機關事(shi)業(ye)(ye)單位(wei)相(xiang)統(tong)(tong)(tong)一的調(diao)(diao)(diao)整(zheng)機制。
此外,完善職(zhi)工(gong)、居(ju)民(min)(min)大(da)病保(bao)險(xian)(xian)(xian)制(zhi)度(du),擴大(da)職(zhi)工(gong)長期護(hu)理保(bao)險(xian)(xian)(xian)制(zhi)度(du)實施范圍,完善職(zhi)工(gong)生育保(bao)險(xian)(xian)(xian)制(zhi)度(du)。啟動(dong)工(gong)傷保(bao)險(xian)(xian)(xian)基金省級統籌(chou),全(quan)(quan)面推進工(gong)傷預防。推行居(ju)民(min)(min)養老保(bao)險(xian)(xian)(xian)費、醫療(liao)保(bao)險(xian)(xian)(xian)費統一征(zheng)繳,提高參保(bao)續保(bao)率。健全(quan)(quan)居(ju)民(min)(min)門診(zhen)保(bao)障制(zhi)度(du),建立籌(chou)資(zi)動(dong)態調整(zheng)機(ji)制(zhi)。建立工(gong)傷保(bao)險(xian)(xian)(xian)待遇(yu)調整(zheng)確定機(ji)制(zhi)。推進劃轉部分國有(you)資(zi)本充實社保(bao)基金。
就(jiu)業是最大的民生(sheng),是經濟發(fa)展(zhan)最基本的支撐。去(qu)(qu)年,山東(dong)就(jiu)業創業政策紅利持續釋放,城(cheng)鎮新增就(jiu)業128.28萬人(ren),就(jiu)業形勢(shi)持續穩定(ding)向好(hao)。其中,高校畢(bi)業生(sheng)、農(nong)民工、就(jiu)業困難人(ren)員等重點群體就(jiu)業保持穩定(ding),應屆高校畢(bi)業生(sheng)總體就(jiu)業率(lv)連續5年超過90%,高于(yu)全國平均水平;順利分流(liu)安置(zhi)去(qu)(qu)產能企業職(zhi)工和濟鋼產能調整職(zhi)工10.8萬人(ren)。
針(zhen)對當前存在的問題,今(jin)年山東力爭(zheng)城(cheng)鎮新增就(jiu)業(ye)(ye)(ye)(ye)(ye)110萬人(ren)以上,全省城(cheng)鎮登記失業(ye)(ye)(ye)(ye)(ye)率控制(zhi)在4%以內。同時,研(yan)究制(zhi)定高校畢業(ye)(ye)(ye)(ye)(ye)生基層(ceng)成長(chang)計劃和創新創業(ye)(ye)(ye)(ye)(ye)指導意見,促進高校畢業(ye)(ye)(ye)(ye)(ye)生更(geng)好就(jiu)業(ye)(ye)(ye)(ye)(ye)創業(ye)(ye)(ye)(ye)(ye)。深入研(yan)究新興就(jiu)業(ye)(ye)(ye)(ye)(ye)創業(ye)(ye)(ye)(ye)(ye)形態(tai)(tai),探索(suo)建立新興就(jiu)業(ye)(ye)(ye)(ye)(ye)創業(ye)(ye)(ye)(ye)(ye)業(ye)(ye)(ye)(ye)(ye)態(tai)(tai)的政策服務體系。啟(qi)動長(chang)期失業(ye)(ye)(ye)(ye)(ye)青年的青年就(jiu)業(ye)(ye)(ye)(ye)(ye)啟(qi)航計劃,促進青年多渠道就(jiu)業(ye)(ye)(ye)(ye)(ye)創業(ye)(ye)(ye)(ye)(ye)。
此(ci)外(wai),作為民生之源的收(shou)(shou)入(ru)(ru)分配(pei)也將(jiang)有所調整完(wan)善。從(cong)總體(ti)收(shou)(shou)入(ru)(ru)水平(ping)看(kan),山東(dong)人(ren)均工(gong)資在全國處于中游水平(ping),與山東(dong)經濟發展水平(ping)有一定差(cha)距。對此(ci),山東(dong)將(jiang)加強企(qi)(qi)(qi)業(ye)工(gong)資宏觀指(zhi)導(dao)調控。完(wan)善企(qi)(qi)(qi)業(ye)薪(xin)酬調查和信息發布制(zhi)度(du),發布市(shi)場(chang)工(gong)資價(jia)位和行業(ye)人(ren)工(gong)成(cheng)本信息,引導(dao)企(qi)(qi)(qi)業(ye)、職(zhi)工(gong)對標市(shi)場(chang)動態。適時調整最低工(gong)資標準,科學發布企(qi)(qi)(qi)業(ye)工(gong)資指(zhi)導(dao)線,適度(du)提(ti)高企(qi)(qi)(qi)業(ye)一線職(zhi)工(gong)特別是技(ji)能人(ren)才的收(shou)(shou)入(ru)(ru)水平(ping)。
