山東“人才政策落實年”要打通政策落實“最后一公里”

推動高(gao)質量(liang)發(fa)展,人(ren)才(cai)(cai)(cai)和載體是兩個關鍵。記者(zhe)從1月9日召開的(de)全省人(ren)力(li)資源(yuan)和社會保障工作會議上獲悉,2018年,山(shan)東要堅持以深化人(ren)才(cai)(cai)(cai)發(fa)展體制(zhi)機制(zhi)改革為核心,以更大的(de)力(li)度(du)引進人(ren)才(cai)(cai)(cai)、留(liu)住人(ren)才(cai)(cai)(cai)、用好用活人(ren)才(cai)(cai)(cai),大力(li)打造人(ren)才(cai)(cai)(cai)的(de)政策新(xin)優勢(shi)(shi)、制(zhi)度(du)新(xin)優勢(shi)(shi)和服務新(xin)優勢(shi)(shi)。

  近年來(lai),我(wo)省(sheng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)隊伍規模不斷壯大。圍繞產業鏈(lian)、科技鏈(lian),實(shi)施(shi)(shi)重點人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)工程(cheng),培(pei)養(yang)選(xuan)(xuan)拔了一批突(tu)破關鍵技術、引領學(xue)科發(fa)展、帶動產業轉型(xing)的(de)領軍(jun)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)。目前,在魯兩院(yuan)院(yuan)士49人(ren)(ren)(ren)(ren)(ren)(ren),“”專(zhuan)(zhuan)(zhuan)家(jia)(jia)(jia)205人(ren)(ren)(ren)(ren)(ren)(ren),享(xiang)受國務(wu)院(yuan)政(zheng)(zheng)(zheng)府(fu)特殊津貼(tie)專(zhuan)(zhuan)(zhuan)家(jia)(jia)(jia)3260人(ren)(ren)(ren)(ren)(ren)(ren),國家(jia)(jia)(jia)百千萬(wan)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)工程(cheng)人(ren)(ren)(ren)(ren)(ren)(ren)選(xuan)(xuan)176人(ren)(ren)(ren)(ren)(ren)(ren),省(sheng)有(you)突(tu)出(chu)貢獻(xian)的(de)中青年專(zhuan)(zhuan)(zhuan)家(jia)(jia)(jia)1297人(ren)(ren)(ren)(ren)(ren)(ren),獲(huo)得“高層(ceng)次高技能(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)服務(wu)綠卡”人(ren)(ren)(ren)(ren)(ren)(ren)選(xuan)(xuan)402人(ren)(ren)(ren)(ren)(ren)(ren)。5年來(lai),9萬(wan)名(ming)專(zhuan)(zhuan)(zhuan)業技術人(ren)(ren)(ren)(ren)(ren)(ren)員通過評審取得高級(ji)職稱。組(zu)織實(shi)施(shi)(shi)國家(jia)(jia)(jia)級(ji)、省(sheng)級(ji)高級(ji)研修項(xiang)(xiang)目322期,培(pei)訓各類專(zhuan)(zhuan)(zhuan)業技術人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)2.2萬(wan)人(ren)(ren)(ren)(ren)(ren)(ren)。全(quan)省(sheng)技能(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)總量(liang)達(da)1106.4萬(wan)人(ren)(ren)(ren)(ren)(ren)(ren),其中高技能(neng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)290.6萬(wan)人(ren)(ren)(ren)(ren)(ren)(ren)。我(wo)省(sheng)2名(ming)選(xuan)(xuan)手在第44屆(jie)世界技能(neng)大賽中分獲(huo)金牌和優勝獎,實(shi)現了歷史(shi)性突(tu)破。全(quan)省(sheng)共(gong)有(you)國家(jia)(jia)(jia)“外專(zhuan)(zhuan)(zhuan)項(xiang)(xiang)目”專(zhuan)(zhuan)(zhuan)家(jia)(jia)(jia)36人(ren)(ren)(ren)(ren)(ren)(ren),獲(huo)中國政(zheng)(zheng)(zheng)府(fu)“友(you)誼獎”專(zhuan)(zhuan)(zhuan)家(jia)(jia)(jia)66人(ren)(ren)(ren)(ren)(ren)(ren),獲(huo)山東(dong)省(sheng)政(zheng)(zheng)(zheng)府(fu)“齊魯友(you)誼獎”專(zhuan)(zhuan)(zhuan)家(jia)(jia)(jia)478人(ren)(ren)(ren)(ren)(ren)(ren);每年來(lai)魯工作外國人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)近4萬(wan)人(ren)(ren)(ren)(ren)(ren)(ren)次。

  今年人才工作亮點頻現――

  一是大力促進人才政(zheng)(zheng)(zheng)策(ce)(ce)的落實(shi)。以開展“人才政(zheng)(zheng)(zheng)策(ce)(ce)落實(shi)年”活動為抓手,全面梳理已出(chu)臺的人才政(zheng)(zheng)(zheng)策(ce)(ce),加強(qiang)督查(cha)督辦,加大宣傳(chuan)力度,大力推進政(zheng)(zheng)(zheng)策(ce)(ce)的落實(shi)落地,打通政(zheng)(zheng)(zheng)策(ce)(ce)落實(shi)“最后一公里”。落實(shi)近(jin)期出(chu)臺的《關于做好人才支撐(cheng)新舊動能(neng)轉換(huan)工(gong)作(zuo)的實(shi)施(shi)意見》和(he)《關于深化職稱制度改革(ge)的實(shi)施(shi)意見》,細化、實(shi)化各項工(gong)作(zuo)任務。

  二是(shi)推(tui)(tui)進高(gao)層(ceng)次(ci)人(ren)才(cai)(cai)(cai)隊(dui)伍建(jian)(jian)(jian)設。實施(shi)重(zhong)大(da)人(ren)才(cai)(cai)(cai)工(gong)程(cheng),做好高(gao)端領(ling)軍(jun)人(ren)才(cai)(cai)(cai)的推(tui)(tui)薦選拔(ba)工(gong)作。聚焦(jiao)高(gao)層(ceng)次(ci)人(ren)才(cai)(cai)(cai)隊(dui)伍建(jian)(jian)(jian)設,繼續(xu)推(tui)(tui)進享受國務院政府(fu)特(te)殊(shu)津貼人(ren)員、“國家百(bai)千萬人(ren)才(cai)(cai)(cai)工(gong)程(cheng)”人(ren)選、泰(tai)山學者攀登計劃、泰(tai)山產業(ye)領(ling)軍(jun)人(ren)才(cai)(cai)(cai)工(gong)程(cheng)、省有突出(chu)貢獻的中青(qing)年(nian)專(zhuan)(zhuan)家、專(zhuan)(zhuan)業(ye)技術二級崗位(wei)人(ren)選、社會(hui)建(jian)(jian)(jian)設領(ling)域(yu)智庫高(gao)端人(ren)才(cai)(cai)(cai)等人(ren)才(cai)(cai)(cai)工(gong)程(cheng),做好推(tui)(tui)薦選拔(ba)工(gong)作。扎實做好院士服務工(gong)作,加(jia)(jia)(jia)強博士后青(qing)年(nian)創(chuang)(chuang)(chuang)新(xin)人(ren)才(cai)(cai)(cai)隊(dui)伍建(jian)(jian)(jian)設,出(chu)臺《山東省支(zhi)持青(qing)年(nian)人(ren)才(cai)(cai)(cai)創(chuang)(chuang)(chuang)新(xin)創(chuang)(chuang)(chuang)業(ye)的若(ruo)干措施(shi)》,大(da)規(gui)模實施(shi)專(zhuan)(zhuan)業(ye)技術人(ren)才(cai)(cai)(cai)知識更(geng)新(xin)工(gong)程(cheng),培育一(yi)支(zhi)規(gui)模宏(hong)大(da)、結(jie)構合理、素質優良的高(gao)層(ceng)次(ci)人(ren)才(cai)(cai)(cai)隊(dui)伍。聚焦(jiao)技能人(ren)才(cai)(cai)(cai)隊(dui)伍建(jian)(jian)(jian)設,創(chuang)(chuang)(chuang)新(xin)政策,加(jia)(jia)(jia)大(da)投入,強化載體,優化環(huan)境,推(tui)(tui)進技工(gong)院校(xiao)內(nei)涵建(jian)(jian)(jian)設、特(te)色發(fa)展,打造“技能興魯(lu)”技能大(da)賽品牌,建(jian)(jian)(jian)設一(yi)支(zhi)適應山東經(jing)濟(ji)社會(hui)發(fa)展需求的知識型、技能型、創(chuang)(chuang)(chuang)新(xin)型高(gao)素質技能大(da)軍(jun)。制定(ding)分類推(tui)(tui)進人(ren)才(cai)(cai)(cai)評價機制改革(ge)的實施(shi)意見。同(tong)時,加(jia)(jia)(jia)強基(ji)層(ceng)人(ren)才(cai)(cai)(cai)隊(dui)伍建(jian)(jian)(jian)設,不斷增(zeng)強基(ji)層(ceng)人(ren)才(cai)(cai)(cai)的生機和活力。

  三是(shi)提升人(ren)(ren)才(cai)(cai)(cai)工作(zuo)的(de)國(guo)(guo)(guo)際化水平。舉(ju)辦(ban)第十屆“海(hai)洽(qia)會(hui)”,按照“多元(yuan)化、專(zhuan)業(ye)化、精(jing)準(zhun)化、高端化”的(de)辦(ban)會(hui)理念,吸(xi)引(yin)(yin)更(geng)多海(hai)內外(wai)(wai)高端人(ren)(ren)才(cai)(cai)(cai)來魯創(chuang)新(xin)創(chuang)業(ye)。實施(shi)“海(hai)創(chuang)山東”人(ren)(ren)才(cai)(cai)(cai)發展(zhan)計(ji)劃、“”外(wai)(wai)專(zhuan)項目(mu)、“外(wai)(wai)專(zhuan)雙百計(ji)劃”等(deng)重(zhong)大引(yin)(yin)才(cai)(cai)(cai)工程,支持重(zhong)點產業(ye)、重(zhong)點學(xue)(xue)科引(yin)(yin)進(jin)高端外(wai)(wai)國(guo)(guo)(guo)專(zhuan)家及團隊。創(chuang)新(xin)人(ren)(ren)才(cai)(cai)(cai)引(yin)(yin)進(jin)政策,認真組(zu)織(zhi)實施(shi)《關于加強新(xin)形(xing)勢下(xia)引(yin)(yin)進(jin)外(wai)(wai)國(guo)(guo)(guo)人(ren)(ren)才(cai)(cai)(cai)工作(zuo)的(de)實施(shi)意見》,研究(jiu)制定《關于加快(kuai)推進(jin)人(ren)(ren)才(cai)(cai)(cai)國(guo)(guo)(guo)際化的(de)若干措(cuo)施(shi)》、《外(wai)(wai)國(guo)(guo)(guo)人(ren)(ren)在(zai)山東工作(zuo)管理暫行辦(ban)法》等(deng)政策,實施(shi)外(wai)(wai)國(guo)(guo)(guo)人(ren)(ren)才(cai)(cai)(cai)簽證(zheng)制度,加快(kuai)構建具(ju)有國(guo)(guo)(guo)際競爭力、山東特色(se)的(de)人(ren)(ren)才(cai)(cai)(cai)引(yin)(yin)進(jin)政策體(ti)系。突(tu)出市場(chang)驅動力,充(chong)分(fen)發揮獵頭(tou)、專(zhuan)家組(zu)織(zhi)、協會(hui)、海(hai)外(wai)(wai)人(ren)(ren)才(cai)(cai)(cai)機構等(deng)作(zuo)用(yong),打造(zao)靈活有效的(de)引(yin)(yin)才(cai)(cai)(cai)用(yong)才(cai)(cai)(cai)機制。加強留(liu)學(xue)(xue)人(ren)(ren)員(yuan)創(chuang)新(xin)創(chuang)業(ye)示(shi)范園、引(yin)(yin)智試驗區建設,促進(jin)成果推廣轉化。做好(hao)出國(guo)(guo)(guo)(境)培訓管理服務工作(zuo),提高科學(xue)(xue)化水平。

  四(si)是(shi)營造優(you)(you)質高效(xiao)的人(ren)才服務(wu)環境(jing)。加快高層(ceng)(ceng)次(ci)人(ren)才服務(wu)體(ti)系(xi)建(jian)(jian)設(she),修訂(ding)《山東省高層(ceng)(ceng)次(ci)人(ren)才服務(wu)綠(lv)色通(tong)道規定》,建(jian)(jian)立人(ren)才服務(wu)專(zhuan)員制度(du),為高層(ceng)(ceng)次(ci)人(ren)才提供“保(bao)姆式”服務(wu)。加大外專(zhuan)工作的宣傳(chuan)力(li)度(du),優(you)(you)化外國專(zhuan)家(jia)表彰獎(jiang)勵機制,提升引(yin)(yin)進(jin)海(hai)外人(ren)才軟(ruan)實(shi)力(li)。建(jian)(jian)立柔性引(yin)(yin)才機制,深入開展專(zhuan)家(jia)服務(wu)基(ji)層(ceng)(ceng)活(huo)動。圍繞促進(jin)產業(ye)集聚、園區建(jian)(jian)設(she)、骨干(gan)企業(ye)培育、經營業(ye)態創新、人(ren)才支撐,加快推動人(ren)力(li)資源服務(wu)業(ye)轉型升級。
