昨日記者獲悉,為改革完善區縣及以下基層人才工作體制機制,建設一支扎根基層、素質優良、結構合理、服務發展的專業技術人才隊伍,我市結合實際,制定《關于加強基層專業技術人才隊伍建設的實施意見》。按照規定,實施社會人才機構引才獎勵制度,對符合條件的社會引才機構,按照引進人才的類別和層次,分別給予一定的獎勵,鼓勵高學歷人才向一線企業流動。
意見規定,建(jian)立與各類(lei)人(ren)才(cai)(cai)(cai)和(he)崗(gang)位(wei)(wei)(wei)特點(dian)相(xiang)(xiang)匹配(pei)的評價方式。突出品德、能力(li)、業(ye)(ye)(ye)績(ji)導向,克服唯學歷、唯論文等傾(qing)向,提高(gao)工(gong)(gong)作(zuo)量、工(gong)(gong)作(zuo)實績(ji)、業(ye)(ye)(ye)務能力(li)和(he)基層(ceng)工(gong)(gong)作(zuo)年限(xian)(xian)等評價權重(zhong)(zhong)。完善基層(ceng)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)技(ji)(ji)術(shu)(shu)人(ren)才(cai)(cai)(cai)職稱(cheng)評審(shen)(shen)傾(qing)斜政策(ce)。在鄉(xiang)鎮專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)技(ji)(ji)術(shu)(shu)崗(gang)位(wei)(wei)(wei)工(gong)(gong)作(zuo)的專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)技(ji)(ji)術(shu)(shu)人(ren)才(cai)(cai)(cai)(醫療衛(wei)生專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)除外(wai)),申報評審(shen)(shen)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)技(ji)(ji)術(shu)(shu)職務資格,可(ke)不(bu)受所(suo)學專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)限(xian)(xian)制;評審(shen)(shen)時(shi),側重(zhong)(zhong)考(kao)察(cha)其(qi)實際工(gong)(gong)作(zuo)業(ye)(ye)(ye)績(ji)。非(fei)鄉(xiang)鎮單(dan)位(wei)(wei)(wei)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)技(ji)(ji)術(shu)(shu)人(ren)才(cai)(cai)(cai)交流聘用到鄉(xiang)鎮單(dan)位(wei)(wei)(wei)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)技(ji)(ji)術(shu)(shu)崗(gang)位(wei)(wei)(wei)工(gong)(gong)作(zuo),在現(xian)崗(gang)位(wei)(wei)(wei)工(gong)(gong)作(zuo)1年以上,經考(kao)核(he)符(fu)合相(xiang)(xiang)應(ying)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)技(ji)(ji)術(shu)(shu)職務資格條件的,可(ke)不(bu)受任(ren)職年限(xian)(xian)和(he)職務級別的限(xian)(xian)制,申報評審(shen)(shen)相(xiang)(xiang)應(ying)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)技(ji)(ji)術(shu)(shu)職務資格。
適當放寬(kuan)基層(ceng)事業(ye)單位招聘(pin)人(ren)員(yuan)學(xue)(xue)歷(li)要(yao)求(qiu),公開招聘(pin)鄉鎮(zhen)事業(ye)單位工作人(ren)員(yuan),學(xue)(xue)歷(li)最(zui)低(di)可以到高中、中專(含技工學(xue)(xue)校),行(xing)業(ye)職(zhi)業(ye)準(zhun)入對學(xue)(xue)歷(li)有要(yao)求(qiu)的崗位除外(wai)。基層(ceng)事業(ye)單位首次與招聘(pin)人(ren)員(yuan)簽訂(ding)聘(pin)用(yong)合同的同時(shi),可以約定最(zui)低(di)服務(wu)年限。
實施社會(hui)人(ren)才(cai)機構引才(cai)獎勵制度,對我市企業引進(jin)的博(bo)士研究(jiu)生(sheng)及(ji)“雙(shuang)50強(qiang)”企業引進(jin)的碩士研究(jiu)生(sheng),簽訂5年以(yi)上勞動合同并足額繳納(na)社會(hui)保險的,按規定給予安家補(bu)貼和生(sheng)活補(bu)貼。
