上(shang)周,濟(ji)南第三(san)季度城市綜合考評公布,這(zhe)一次,南部山(shan)(shan)區管委(wei)會終(zhong)于不再墊(dian)底。10月23日,南山(shan)(shan)管委(wei)會舉行了慶祝第23屆環(huan)衛(wei)工(gong)(gong)人節總結表彰(zhang)大會,總結回顧如何摘掉“老末”帽子(zi)。會上(shang)管委(wei)會還明確(que)提出,要給南山(shan)(shan)環(huan)衛(wei)工(gong)(gong)“漲工(gong)(gong)資(zi)”。
下決心摘掉“老末”帽子 投1300萬購買環衛設施
今(jin)年濟(ji)(ji)南城(cheng)(cheng)市(shi)管(guan)(guan)理(li)綜合考(kao)(kao)(kao)評(ping)分為(wei)市(shi)區(qu)和(he)城(cheng)(cheng)鄉(xiang)兩個組(zu)(zu),南部(bu)山(shan)區(qu)管(guan)(guan)委會同章丘(qiu)區(qu)、平陰(yin)縣、濟(ji)(ji)陽縣和(he)商河縣被分在(zai)城(cheng)(cheng)鄉(xiang)組(zu)(zu),這一(yi)組(zu)(zu)主要(yao)(yao)考(kao)(kao)(kao)評(ping)城(cheng)(cheng)鄉(xiang)環衛一(yi)體化、市(shi)容環境治理(li)兩項內容。在(zai)前兩季度的考(kao)(kao)(kao)評(ping)中,南部(bu)山(shan)區(qu)都排在(zai)了最后一(yi)名。為(wei)此,南部(bu)山(shan)區(qu)還被罰了100萬(wan)元,主要(yao)(yao)負責人(ren)也在(zai)點評(ping)會上公開(kai)說明(ming)情況。
據介紹,在創建城(cheng)鄉一體化(hua)中,南山面(mian)(mian)對(dui)的(de)(de)是(shi)571.4平方公里(li)(li)的(de)(de)保潔面(mian)(mian)積,需要面(mian)(mian)對(dui)25座水庫(ku)、204座塘壩、總長度145公里(li)(li)的(de)(de)94條(tiao)小流域(yu)以及(ji)總長度784公里(li)(li)的(de)(de)344條(tiao)各級道路的(de)(de)環衛作業區(qu)域(yu),要面(mian)(mian)對(dui)的(de)(de)是(shi)諸多區(qu)域(yu)不適合(he)車輛機械(xie)作業,只(zhi)能人工清掃(sao)和村莊分散、村民生活(huo)習慣落后(hou)的(de)(de)現實條(tiao)件。
在(zai)第一季度(du)考核墊底后,南山管委會立(li)(li)即召開(kai)了城(cheng)鄉(xiang)環(huan)衛(wei)一體(ti)化專題(ti)會議,對(dui)照丟分(fen)項(xiang),逐個查找原(yuan)因、研究解(jie)決辦法。針(zhen)對(dui)日常保潔(jie)存在(zai)的問(wen)題(ti),要(yao)求三鎮立(li)(li)說立(li)(li)行、全(quan)面整改(gai);針(zhen)對(dui)環(huan)境基礎差、資(zi)金缺(que)口大、人(ren)員(yuan)車輛不足等差距,決定從長遠著手、逐漸補足。
雖然第二季度(du)的考核(he)中(zhong),南(nan)(nan)(nan)山依舊墊底,但是與前幾名的差距都大(da)大(da)縮小了(le)(le)。據(ju)南(nan)(nan)(nan)部(bu)山區(qu)(qu)(qu)黨工委書記、管(guan)委會主任王道忠介紹,在過(guo)去的一(yi)(yi)年,為解(jie)決南(nan)(nan)(nan)部(bu)山區(qu)(qu)(qu)環(huan)衛設施嚴重(zhong)老化落后的現狀,管(guan)委會投(tou)入近1300萬元(yuan),購買垃圾清運(yun)壓縮車、除雪車、灑(sa)水車、電動巡(xun)查(cha)(cha)車等;投(tou)入89萬元(yuan),新購買3300個垃圾桶(tong);投(tou)入整(zheng)治資金4450萬元(yuan),全(quan)面清理了(le)(le)多(duo)年沉積的“三大(da)堆”129處(chu)。管(guan)委會成(cheng)立(li)了(le)(le)南(nan)(nan)(nan)部(bu)山區(qu)(qu)(qu)城(cheng)鄉環(huan)衛一(yi)(yi)體化工作領導小組,完善了(le)(le)組織架構,出臺了(le)(le)《南(nan)(nan)(nan)部(bu)山區(qu)(qu)(qu)城(cheng)鄉環(huan)衛一(yi)(yi)體化考核(he)細則(ze)》,采取明察暗訪(fang)相結合的方式,實行(xing)(xing)月(yue)(yue)檢查(cha)(cha)、月(yue)(yue)通(tong)報制度(du),對街鎮(zhen)保(bao)潔員上崗情況、垃圾死角清理情況等進(jin)行(xing)(xing)督導檢查(cha)(cha),每月(yue)(yue)根(gen)據(ju)督導檢查(cha)(cha)情況進(jin)行(xing)(xing)打分(fen),并根(gen)據(ju)得分(fen)排名給予(yu)獎懲。
最終,濟南第三(san)季度城(cheng)市綜合考評(ping),南山管委會的(de)名次前進了(le)一位,成功摘掉了(le)“老末”的(de)帽(mao)子。
一月工資500元已多年 環衛工待遇將提高
23日,濟南市城管局副局長秦國芬(fen)一(yi)行,還(huan)專(zhuan)門帶隊(dui)看望了南部山區兩(liang)名(ming)困難環(huan)(huan)衛工(gong),并給他們送上一(yi)桶油、兩(liang)袋(dai)面粉。在(zai)柳(liu)埠街道辦事處(chu)秦家(jia)(jia)村,52歲(sui)的(de)環(huan)(huan)衛工(gong)孫仕軍是村里的(de)貧困戶,做(zuo)環(huan)(huan)衛工(gong)已(yi)有(you)(you)5年(nian)。“家(jia)(jia)里有(you)(you)5口人,兒子身患(huan)殘疾(ji)沒有(you)(you)勞動能(neng)力,還(huan)有(you)(you)兩(liang)個孩子要養(yang)活、供上學,家(jia)(jia)里的(de)收入(ru)來(lai)源只能(neng)靠我在(zai)村里做(zuo)環(huan)(huan)衛工(gong)和媳(xi)婦打豆(dou)腐。”
這和在柳埠街道下海螺村做(zuo)環(huan)衛工的王(wang)傳(chuan)香情況有些類(lei)似(si)。今年58歲的王(wang)傳(chuan)香家中4口人,女兒沒有勞(lao)動能(neng)力,只(zhi)靠她(ta)和丈(zhang)夫做(zuo)環(huan)衛來養(yang)活小(xiao)外孫女。
據了解,和市(shi)區相(xiang)比,南(nan)部山(shan)區環衛(wei)(wei)工(gong)(gong)(gong)的工(gong)(gong)(gong)資收(shou)入(ru)有著很大(da)的差距(ju)。“目前南(nan)部山(shan)區共(gong)有環衛(wei)(wei)工(gong)(gong)(gong)1152人,除(chu)(chu)了柳埠(bu)街(jie)道(dao)轄區內(nei)環衛(wei)(wei)工(gong)(gong)(gong)每月(yue)(yue)750元,仲(zhong)宮(gong)街(jie)道(dao)辦事處駐地附(fu)近(jin)七八百元外(wai),其他環衛(wei)(wei)工(gong)(gong)(gong)每月(yue)(yue)工(gong)(gong)(gong)資只有500元,500元/月(yue)(yue)的占全體環衛(wei)(wei)工(gong)(gong)(gong)的70%左右。除(chu)(chu)此(ci)之外(wai)沒有任(ren)何(he)過節補(bu)貼(tie)、高溫費、獎金(jin)福利等,一(yi)月(yue)(yue)500元是(shi)他們(men)的全部收(shou)入(ru)。”南(nan)山(shan)管委會環衛(wei)(wei)辦主任(ren)周(zhou)吉新介紹。
“每月(yue)500元(yuan)的(de)(de)工(gong)資已延續多(duo)年,和濟南市內(nei)各區普遍已達到2000元(yuan)/月(yue)的(de)(de)工(gong)資水平(ping)有著巨大差距(ju),這個(ge)差距(ju)我們一直看(kan)在(zai)眼(yan)里(li)(li),疼在(zai)心(xin)里(li)(li)。”南山管委會綜合(he)執(zhi)法局(ju)局(ju)長曹永軍(jun)說。
幸運的(de)是,今天的(de)環(huan)(huan)衛(wei)(wei)工(gong)(gong)(gong)(gong)(gong)(gong)人(ren)節(jie)表彰會(hui)上,南(nan)山管委(wei)會(hui)明確提出(chu)要給環(huan)(huan)衛(wei)(wei)工(gong)(gong)(gong)(gong)(gong)(gong)“漲(zhang)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)”。“具體漲(zhang)多少還(huan)沒定(ding)下來,但一(yi)定(ding)會(hui)漲(zhang)。適當提高(gao)環(huan)(huan)衛(wei)(wei)工(gong)(gong)(gong)(gong)(gong)(gong)人(ren)待(dai)遇,在原有環(huan)(huan)衛(wei)(wei)工(gong)(gong)(gong)(gong)(gong)(gong)人(ren)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)的(de)基礎(chu)上,提升工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)標準,進一(yi)步(bu)改(gai)善和提升環(huan)(huan)衛(wei)(wei)工(gong)(gong)(gong)(gong)(gong)(gong)人(ren)工(gong)(gong)(gong)(gong)(gong)(gong)作生(sheng)活環(huan)(huan)境,改(gai)善環(huan)(huan)衛(wei)(wei)工(gong)(gong)(gong)(gong)(gong)(gong)人(ren)工(gong)(gong)(gong)(gong)(gong)(gong)作條件,充分保障環(huan)(huan)衛(wei)(wei)慰問經費,不斷提高(gao)環(huan)(huan)衛(wei)(wei)工(gong)(gong)(gong)(gong)(gong)(gong)人(ren)職業榮譽感。”曹永軍(jun)說。
