根據我市出臺的《關于進一步加快創新驅動發展的意見》,我市將實行高層次人才機動編制管理,全市范圍調劑300個事業編制作為人才編制“蓄水池”,滾動使用、動態管理,主要用于校(院)地共建人才(產業、技術)研究院等機構平臺和引進具有博士學位的高端人才及配偶。引進“高精尖缺”人才為事業編制的可不受所在單位編制限制,非事業編制的服務滿一定期限且表現突出的,可采取直接考察的方式招聘進入事業單位。依托人才服務中心,為企業、民辦高校、民辦醫院等引進的研究生或具有高級職稱等急需緊缺人才存放人事檔案,提供檔案管理、職稱評審申報、社會保險代繳等服務,具有事業編制的5年內保留身份。
我市(shi)(shi)(shi)將圍繞新(xin)舊動能轉換重大工(gong)(gong)(gong)程(cheng),強化(hua)院士工(gong)(gong)(gong)作(zuo)站集(ji)聚人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)項(xiang)(xiang)目措(cuo)施(shi),確保每(mei)個(ge)(ge)工(gong)(gong)(gong)作(zuo)站至少有1個(ge)(ge)院士領銜的項(xiang)(xiang)目在煙落地(di)轉化(hua)。在高層(ceng)次人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)相對集(ji)中、具備(bei)持續引才(cai)(cai)(cai)(cai)條件的高校(xiao)院所(suo)、企(qi)業、園區設(she)立一(yi)批“英才(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)站”,吸引集(ji)聚更多高層(ceng)次人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)來煙創新(xin),對設(she)站單(dan)位給(gei)予100萬元(yuan)引才(cai)(cai)(cai)(cai)資助(zhu)。在市(shi)(shi)(shi)政(zheng)府駐(zhu)國(境(jing))外、市(shi)(shi)(shi)外機(ji)構加掛(gua)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)站牌子(zi),賦(fu)予其招(zhao)(zhao)才(cai)(cai)(cai)(cai)引智(zhi)職(zhi)責(ze)。依托海外華(hua)人(ren)(ren)(ren)社團、留學生組織、人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)機(ji)構和(he)我市(shi)(shi)(shi)企(qi)業駐(zhu)外機(ji)構等設(she)立一(yi)批人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)聯絡處,開展招(zhao)(zhao)才(cai)(cai)(cai)(cai)引智(zhi)工(gong)(gong)(gong)作(zuo)。對人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)站和(he)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)聯絡處每(mei)年(nian)給(gei)予10萬元(yuan)工(gong)(gong)(gong)作(zuo)經費(fei),每(mei)引進(jin)一(yi)名(ming)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)視層(ceng)次給(gei)予最高10萬元(yuan)獎(jiang)勵。
引(yin)才聚才,平(ping)(ping)臺(tai)(tai)(tai)是關鍵(jian)。我(wo)市將建(jian)(jian)設人(ren)才發(fa)(fa)展(zhan)高位平(ping)(ping)臺(tai)(tai)(tai),提(ti)升高層次(ci)人(ren)才創業(ye)(ye)(ye)(ye)園(yuan)建(jian)(jian)設水平(ping)(ping),加快創業(ye)(ye)(ye)(ye)項目(mu)招引(yin),積極申報省(sheng)級人(ren)才創業(ye)(ye)(ye)(ye)孵化(hua)基地或示范園(yuan)區,入選(xuan)(xuan)后按省(sheng)規定(ding)標(biao)準給予1:1市級建(jian)(jian)設獎補。助推中(zhong)(zhong)國(guo)煙(yan)臺(tai)(tai)(tai)人(ren)力(li)資(zi)(zi)源服(fu)(fu)(fu)務(wu)(wu)(wu)產業(ye)(ye)(ye)(ye)園(yuan)發(fa)(fa)展(zhan),研(yan)究制定(ding)扶(fu)持園(yuan)區做(zuo)大(da)做(zuo)強措施,推動園(yuan)區企業(ye)(ye)(ye)(ye)集(ji)聚發(fa)(fa)展(zhan),篩選(xuan)(xuan)確定(ding)一批重點企業(ye)(ye)(ye)(ye),承接政府購買服(fu)(fu)(fu)務(wu)(wu)(wu)業(ye)(ye)(ye)(ye)務(wu)(wu)(wu)。發(fa)(fa)揮(煙(yan)臺(tai)(tai)(tai))創業(ye)(ye)(ye)(ye)服(fu)(fu)(fu)務(wu)(wu)(wu)中(zhong)(zhong)心作用,統籌利用平(ping)(ping)臺(tai)(tai)(tai)優勢、專(zhuan)家資(zi)(zi)源、海(hai)(hai)外高層次(ci)人(ren)才儲備,打(da)造山東半島乃至全(quan)國(guo)具有(you)較大(da)影響力(li)的(de)專(zhuan)家和海(hai)(hai)內外高端人(ren)才綜合(he)服(fu)(fu)(fu)務(wu)(wu)(wu)平(ping)(ping)臺(tai)(tai)(tai)。依托中(zhong)(zhong)韓(han)(煙(yan)臺(tai)(tai)(tai))產業(ye)(ye)(ye)(ye)園(yuan),探索建(jian)(jian)設海(hai)(hai)外人(ren)才離岸(an)創新(xin)創業(ye)(ye)(ye)(ye)基地,打(da)造具有(you)引(yin)才引(yin)智、創業(ye)(ye)(ye)(ye)孵化(hua)、專(zhuan)業(ye)(ye)(ye)(ye)服(fu)(fu)(fu)務(wu)(wu)(wu)等功能的(de)國(guo)際化(hua)綜合(he)性(xing)創新(xin)創業(ye)(ye)(ye)(ye)平(ping)(ping)臺(tai)(tai)(tai)。
根據《意見》,我市(shi)將實施人(ren)才(cai)(cai)安居工程,通過新建(jian)(jian)(jian)、購(gou)買、租(zu)賃(lin)等(deng)形(xing)式,到2020年,市(shi)縣兩級(ji)籌集提供不少(shao)(shao)于10000套人(ren)才(cai)(cai)公(gong)寓,其中市(shi)級(ji)提供不少(shao)(shao)于5000套,統籌安排高(gao)(gao)層次人(ren)才(cai)(cai)租(zu)住或周(zhou)轉(zhuan)使用(yong)(yong)。支持人(ren)才(cai)(cai)集中的(de)(de)企事業單位、園區利用(yong)(yong)自用(yong)(yong)存量建(jian)(jian)(jian)設(she)用(yong)(yong)地建(jian)(jian)(jian)設(she)租(zu)賃(lin)型人(ren)才(cai)(cai)公(gong)寓等(deng)配套服務設(she)施,建(jian)(jian)(jian)筑(zhu)面積(ji)(ji)占項目總(zong)建(jian)(jian)(jian)筑(zhu)面積(ji)(ji)的(de)(de)比例由7%提高(gao)(gao)到不超過15%。擇(ze)業期(畢(bi)業3年內(nei))來(lai)煙工作的(de)(de)博士在市(shi)內(nei)購(gou)買首套房(fang)(fang)的(de)(de),自繳存住房(fang)(fang)公(gong)積(ji)(ji)金當(dang)(dang)月起(qi)即可申(shen)請住房(fang)(fang)公(gong)積(ji)(ji)金貸(dai)款,貸(dai)款最(zui)高(gao)(gao)額(e)度(du)可提高(gao)(gao)至當(dang)(dang)地最(zui)高(gao)(gao)貸(dai)款額(e)度(du)的(de)(de)4倍(bei)。對新引進碩(shuo)士研究生以上學歷(li)、副高(gao)(gao)級(ji)以上職稱(cheng)的(de)(de)高(gao)(gao)層次人(ren)才(cai)(cai)的(de)(de)購(gou)房(fang)(fang)補貼,按(an)現行政策執行。
我市將建立人才(cai)(cai)榮譽制度,開展“煙臺市優秀(xiu)(xiu)人才(cai)(cai)”選(xuan)拔(ba)活動(dong),表揚(yang)獎勵(li)為新(xin)舊動(dong)能轉換、經濟(ji)社會(hui)發(fa)展做出突出貢(gong)獻(xian)的人才(cai)(cai),每兩(liang)年開展一次(ci),每批(pi)20人左右,由市委、市政(zheng)(zheng)(zheng)府(fu)命名(ming)表揚(yang),并分三個(ge)層次(ci)分別給(gei)予200萬(wan)(wan)元(yuan)、100萬(wan)(wan)元(yuan)、50萬(wan)(wan)元(yuan)獎勵(li)。完善市、縣黨委聯系(xi)(xi)服(fu)務(wu)(wu)專(zhuan)家工作體系(xi)(xi),強化對(dui)人才(cai)(cai)的政(zheng)(zheng)(zheng)治引(yin)(yin)領和政(zheng)(zheng)(zheng)治吸納(na)。積極推(tui)(tui)薦(jian)政(zheng)(zheng)(zheng)治素質好、參政(zheng)(zheng)(zheng)議(yi)政(zheng)(zheng)(zheng)能力強的創新(xin)創業人才(cai)(cai)作為各級(ji)黨代會(hui)代表、人大代表、政(zheng)(zheng)(zheng)協委員人選(xuan),優先推(tui)(tui)薦(jian)為各級(ji)優秀(xiu)(xiu)共產黨員、勞(lao)動(dong)模范等。同時,加快人才(cai)(cai)工作社會(hui)化發(fa)展,制定政(zheng)(zheng)(zheng)府(fu)購買人才(cai)(cai)工作服(fu)務(wu)(wu)意見(jian),市、縣兩(liang)級(ji)財政(zheng)(zheng)(zheng)部門把購買人才(cai)(cai)服(fu)務(wu)(wu)納(na)入預算,足額保障。鼓(gu)勵(li)社會(hui)機(ji)構(gou)和個(ge)人引(yin)(yin)才(cai)(cai)引(yin)(yin)智,對(dui)貢(gong)獻(xian)突出的,給(gei)予最高50萬(wan)(wan)元(yuan)獎勵(li)。
