近日,山東省人民政府發布關于印發山東省“十三五”促進就業規劃的通知,《規劃》發布了30條政策措施,涉及鼓勵高校畢業生多渠道就業、化解過剩產能職工安置、提升公共就業創業服務能力等。
鼓勵小微企業吸納高校畢業生
按規定給予一定期限社會保險補貼
高(gao)(gao)校(xiao)(xiao)(xiao)畢(bi)業(ye)(ye)(ye)(ye)(ye)生就業(ye)(ye)(ye)(ye)(ye)一直備受大家(jia)關注,《規劃》提出,要鼓(gu)勵(li)高(gao)(gao)校(xiao)(xiao)(xiao)畢(bi)業(ye)(ye)(ye)(ye)(ye)生多(duo)渠(qu)道就業(ye)(ye)(ye)(ye)(ye),繼續把高(gao)(gao)校(xiao)(xiao)(xiao)畢(bi)業(ye)(ye)(ye)(ye)(ye)生就業(ye)(ye)(ye)(ye)(ye)擺在就業(ye)(ye)(ye)(ye)(ye)工作的(de)(de)首位,結合(he)產業(ye)(ye)(ye)(ye)(ye)轉(zhuan)型升(sheng)級,開發更多(duo)適合(he)高(gao)(gao)校(xiao)(xiao)(xiao)畢(bi)業(ye)(ye)(ye)(ye)(ye)生的(de)(de)就業(ye)(ye)(ye)(ye)(ye)崗位,健全涵蓋校(xiao)(xiao)(xiao)內外各階段、就業(ye)(ye)(ye)(ye)(ye)創業(ye)(ye)(ye)(ye)(ye)全過程的(de)(de)服務體系,促(cu)進供需(xu)對接(jie)和精(jing)準幫扶。教育引導高(gao)(gao)校(xiao)(xiao)(xiao)畢(bi)業(ye)(ye)(ye)(ye)(ye)生樹立正確的(de)(de)就業(ye)(ye)(ye)(ye)(ye)觀念,促(cu)進他們(men)更好(hao)地(di)參與到就業(ye)(ye)(ye)(ye)(ye)創業(ye)(ye)(ye)(ye)(ye)活動中。鼓(gu)勵(li)小微(wei)企(qi)業(ye)(ye)(ye)(ye)(ye)吸納高(gao)(gao)校(xiao)(xiao)(xiao)畢(bi)業(ye)(ye)(ye)(ye)(ye)生,按規定(ding)給予一定(ding)期限的(de)(de)社(she)會保險補貼(tie)。
落實(shi)(shi)學費(fei)補(bu)(bu)償(chang)、助學貸款(kuan)代償(chang)、資金補(bu)(bu)貼、稅費(fei)減(jian)免等扶(fu)持(chi)政(zheng)策,引導(dao)和鼓勵(li)高校畢(bi)業(ye)生(sheng)到城鄉基層、欠(qian)發達地區(qu)、中小微企業(ye)就業(ye)。鼓勵(li)大(da)學生(sheng)參軍入伍、到社會組織就業(ye)。統(tong)籌實(shi)(shi)施“三支一(yi)扶(fu)”計劃、大(da)學生(sheng)志(zhi)愿服(fu)務(wu)西部計劃等基層服(fu)務(wu)項目(mu),探(tan)索實(shi)(shi)行統(tong)一(yi)征集(ji)崗(gang)位、統(tong)一(yi)發布公告(gao)、統(tong)一(yi)組織考試、統(tong)一(yi)服(fu)務(wu)管理,促進項目(mu)間政(zheng)策協調平衡。
落(luo)實(shi)基(ji)層(ceng)服務項目人(ren)員(yuan)工作生活補貼標準,完善政策(ce)措施,促進服務期滿人(ren)員(yuan)就(jiu)業(ye)。實(shi)施高(gao)校(xiao)畢業(ye)生基(ji)層(ceng)成長計劃,健全基(ji)層(ceng)服務保障機(ji)制,暢通流動渠道,拓展(zhan)扎根基(ji)層(ceng)高(gao)校(xiao)畢業(ye)生職業(ye)發(fa)展(zhan)通道。鼓(gu)勵(li)高(gao)校(xiao)畢業(ye)生參加(jia)就(jiu)業(ye)見習,加(jia)大困(kun)難高(gao)校(xiao)畢業(ye)生就(jiu)業(ye)幫扶(fu)力度。
建立和諧穩定的勞動關系
落實工作時間、節假日、帶薪年休假等勞動標準
要建(jian)立規范有序、公正合理、互利(li)共贏、和(he)諧(xie)穩定(ding)(ding)的勞(lao)動(dong)(dong)(dong)關(guan)系,促進穩定(ding)(ding)就(jiu)業(ye)和(he)更(geng)高質(zhi)量就(jiu)業(ye),健全勞(lao)動(dong)(dong)(dong)關(guan)系協調機制(zhi)(zhi),全面(mian)(mian)深(shen)入推行勞(lao)動(dong)(dong)(dong)合同(tong)制(zhi)(zhi)度,完善勞(lao)動(dong)(dong)(dong)用工(gong)(gong)備(bei)案(an)制(zhi)(zhi)度,提高小微企業(ye)和(he)農民工(gong)(gong)勞(lao)動(dong)(dong)(dong)合同(tong)簽訂率。完善勞(lao)動(dong)(dong)(dong)標準(zhun)體系。指導(dao)企業(ye)制(zhi)(zhi)定(ding)(ding)科學合理的勞(lao)動(dong)(dong)(dong)定(ding)(ding)額標準(zhun)。全面(mian)(mian)落實工(gong)(gong)作時間、節假(jia)日、帶(dai)薪年(nian)休假(jia)等(deng)勞(lao)動(dong)(dong)(dong)標準(zhun),規范企業(ye)特(te)殊工(gong)(gong)時制(zhi)(zhi)度。加強高溫天氣勞(lao)動(dong)(dong)(dong)保(bao)護(hu)和(he)女(nv)職工(gong)(gong)、未成年(nian)工(gong)(gong)特(te)殊保(bao)護(hu)。
嚴格(ge)實施勞務派遣行(xing)政許可,規范勞務派遣行(xing)為。大(da)力推行(xing)集體協商(shang)和(he)集體合同制(zhi)度。完善協調勞動(dong)關系(xi)三方機(ji)(ji)(ji)(ji)制(zhi),推動(dong)工(gong)業(ye)園區(qu)、街(jie)道(鄉(xiang)鎮)和(he)產業(ye)系(xi)統建(jian)立三方機(ji)(ji)(ji)(ji)制(zhi)。健全最(zui)低工(gong)資(zi)調整(zheng)機(ji)(ji)(ji)(ji)制(zhi),完善企業(ye)工(gong)資(zi)決定和(he)正常增長機(ji)(ji)(ji)(ji)制(zhi)、工(gong)資(zi)支(zhi)付(fu)保(bao)障(zhang)長效機(ji)(ji)(ji)(ji)制(zhi)。建(jian)立勞動(dong)關系(xi)形勢(shi)動(dong)態監(jian)測(ce)和(he)分析研(yan)判機(ji)(ji)(ji)(ji)制(zhi)。深入(ru)開展和(he)諧勞動(dong)關系(xi)創(chuang)建(jian)活動(dong)。
