自2月下(xia)旬(xun)至(zhi)5月下(xia)旬(xun),全(quan)省(sheng)(sheng)將開展(zhan)工(gong)資集(ji)體協(xie)(xie)商(shang)“集(ji)中(zhong)要約(yue)”行(xing)動(dong)。省(sheng)(sheng)總(zong)工(gong)會(hui)、省(sheng)(sheng)人力資源社會(hui)保障廳、省(sheng)(sheng)企業(ye)聯合會(hui)(企業(ye)家協(xie)(xie)會(hui))、省(sheng)(sheng)工(gong)商(shang)業(ye)聯合會(hui)近日聯合印發通知要求,為解決當前工(gong)資集(ji)體協(xie)(xie)商(shang)中(zhong)存在的“不(bu)(bu)會(hui)協(xie)(xie)商(shang)”“不(bu)(bu)敢(gan)協(xie)(xie)商(shang)”等(deng)問題,市、縣兩級總(zong)工(gong)會(hui)盡快配齊專(zhuan)職指導員。
專(zhuan)職(zhi)指(zhi)導(dao)員是工(gong)(gong)資集(ji)體協(xie)商(shang)工(gong)(gong)作不可替代(dai)的(de)專(zhuan)業力量。通知要求,各(ge)單位要充分借助專(zhuan)職(zhi)指(zhi)導(dao)員的(de)專(zhuan)業優勢,通過推行(xing)工(gong)(gong)作日志等制度,加強日常(chang)管理,組(zu)織他們開展宣傳指(zhi)導(dao)、參加協(xie)商(shang)、調查(cha)研究和(he)監督檢查(cha)等活動。記(ji)者從省總(zong)工(gong)(gong)會了解到,2016年省總(zong)工(gong)(gong)會列支610多萬元專(zhuan)項經費,用于省級和(he)縣級專(zhuan)職(zhi)指(zhi)導(dao)員的(de)工(gong)(gong)作補貼。其中,對縣級專(zhuan)職(zhi)指(zhi)導(dao)員每人每月補貼1000元,市、縣(區、市)也列支相應的(de)配套資金(jin),有(you)效保障專(zhuan)職(zhi)指(zhi)導(dao)員開展工(gong)(gong)作。通過建(jian)立指(zhi)導(dao)員隊伍,我省工(gong)(gong)資集(ji)體合同實效有(you)了明顯提(ti)高。
自1995年推行(xing)工資(zi)(zi)集(ji)體(ti)協(xie)商(shang)(shang)制度以來,山東(dong)(dong)省(sheng)建(jian)立工會(hui)企(qi)(qi)業(ye)工資(zi)(zi)集(ji)體(ti)協(xie)商(shang)(shang)建(jian)制率已達80%以上。近年來,山東(dong)(dong)省(sheng)中小(xiao)企(qi)(qi)業(ye)數(shu)量激(ji)增,工業(ye)園(yuan)區迅速崛起(qi),尤其(qi)是(shi)建(jian)筑、物流(liu)、餐飲、服務(wu)外包等行(xing)業(ye),企(qi)(qi)業(ye)規模較小(xiao)、職工人數(shu)少(shao),協(xie)商(shang)(shang)主體(ti)不健全,不具備單獨進(jin)行(xing)工資(zi)(zi)集(ji)體(ti)協(xie)商(shang)(shang)的條件(jian)。我省(sheng)通(tong)過推行(xing)行(xing)業(ye)性、區域性工資(zi)(zi)集(ji)體(ti)協(xie)商(shang)(shang),有效穩定(ding)職工隊(dui)伍,遏制企(qi)(qi)業(ye)間的無序競爭,促進(jin)勞(lao)動(dong)關系和諧(xie)穩定(ding)。
“工(gong)(gong)資調整幅度、最低(di)工(gong)(gong)資標準等(deng)職(zhi)工(gong)(gong)普(pu)遍關心的(de)問題,是行(xing)(xing)業性(xing)、區域性(xing)工(gong)(gong)資集(ji)體(ti)(ti)協商的(de)核心內容(rong)。根(gen)據不同工(gong)(gong)種、不同崗位,分(fen)類協商確定工(gong)(gong)資分(fen)配制度、崗位工(gong)(gong)資基(ji)數等(deng)事(shi)項。”省(sheng)總工(gong)(gong)會(hui)法律(lv)工(gong)(gong)作部部長盧國棟告訴記者,今年(nian)要(yao)在持續推(tui)進餐飲、建筑行(xing)(xing)業等(deng)傳統行(xing)(xing)業開展(zhan)集(ji)體(ti)(ti)協商的(de)基(ji)礎(chu)上(shang),推(tui)動行(xing)(xing)業集(ji)體(ti)(ti)協商領域逐步向新興產業延(yan)伸。
去年底山(shan)東(dong)省(sheng)出臺(tai)《山(shan)東(dong)省(sheng)企業工(gong)(gong)(gong)(gong)資集體(ti)協(xie)商(shang)(shang)條例(li)》,自2017年1月1日起(qi)施(shi)行(xing)。《條例(li)》的(de)頒布施(shi)行(xing),填補了我省(sheng)工(gong)(gong)(gong)(gong)資集體(ti)協(xie)商(shang)(shang)工(gong)(gong)(gong)(gong)作的(de)法規空白(bai)。通(tong)知要(yao)求,強(qiang)化監督檢查,對拒絕或者變相(xiang)拒絕等阻礙開展工(gong)(gong)(gong)(gong)資集體(ti)協(xie)商(shang)(shang)的(de),要(yao)及時介入,按照《條例(li)》規定(ding)督促責任方整(zheng)改落(luo)實(shi),直至追究相(xiang)關單位和人(ren)員責任;對拒不(bu)改正的(de),要(yao)及時在新聞媒體(ti)進行(xing)曝(pu)光。
