自2月下旬至5月下旬,全(quan)省(sheng)將開展工(gong)資集體(ti)(ti)協商“集中要(yao)約”行動。省(sheng)總工(gong)會(hui)(hui)、省(sheng)人(ren)力資源社會(hui)(hui)保障廳、省(sheng)企業(ye)聯合(he)(he)會(hui)(hui)(企業(ye)家協會(hui)(hui))、省(sheng)工(gong)商業(ye)聯合(he)(he)會(hui)(hui)近日聯合(he)(he)印(yin)發通知要(yao)求,為解決當前(qian)工(gong)資集體(ti)(ti)協商中存在的“不會(hui)(hui)協商”“不敢協商”等問題,市、縣兩級總工(gong)會(hui)(hui)盡(jin)快配齊專職指導(dao)員。
專(zhuan)(zhuan)職(zhi)指導(dao)(dao)員是(shi)工(gong)(gong)(gong)(gong)資集體協(xie)商工(gong)(gong)(gong)(gong)作(zuo)不可(ke)替代的(de)專(zhuan)(zhuan)業力量。通(tong)知要(yao)求,各(ge)單(dan)位要(yao)充分借(jie)助專(zhuan)(zhuan)職(zhi)指導(dao)(dao)員的(de)專(zhuan)(zhuan)業優(you)勢(shi),通(tong)過(guo)推行工(gong)(gong)(gong)(gong)作(zuo)日(ri)志等制度,加強日(ri)常管理,組織他們開展宣(xuan)傳(chuan)指導(dao)(dao)、參加協(xie)商、調查研究和監督檢(jian)查等活動。記者從(cong)省(sheng)(sheng)總工(gong)(gong)(gong)(gong)會(hui)了解到,2016年省(sheng)(sheng)總工(gong)(gong)(gong)(gong)會(hui)列支610多(duo)萬元專(zhuan)(zhuan)項經(jing)費,用于(yu)省(sheng)(sheng)級和縣級專(zhuan)(zhuan)職(zhi)指導(dao)(dao)員的(de)工(gong)(gong)(gong)(gong)作(zuo)補(bu)貼(tie)。其(qi)中(zhong),對縣級專(zhuan)(zhuan)職(zhi)指導(dao)(dao)員每人每月補(bu)貼(tie)1000元,市、縣(區、市)也列支相應的(de)配套(tao)資金(jin),有效保障專(zhuan)(zhuan)職(zhi)指導(dao)(dao)員開展工(gong)(gong)(gong)(gong)作(zuo)。通(tong)過(guo)建立指導(dao)(dao)員隊伍,我省(sheng)(sheng)工(gong)(gong)(gong)(gong)資集體合同(tong)實效有了明顯提高。
自(zi)1995年推行(xing)工(gong)資(zi)集體(ti)(ti)(ti)協(xie)商制(zhi)度以(yi)來,山東省(sheng)建立工(gong)會企業(ye)工(gong)資(zi)集體(ti)(ti)(ti)協(xie)商建制(zhi)率已(yi)達(da)80%以(yi)上(shang)。近年來,山東省(sheng)中小(xiao)企業(ye)數量激(ji)增,工(gong)業(ye)園區迅速崛起,尤(you)其(qi)是建筑(zhu)、物流、餐(can)飲(yin)、服務外(wai)包(bao)等(deng)行(xing)業(ye),企業(ye)規模(mo)較(jiao)小(xiao)、職工(gong)人數少,協(xie)商主體(ti)(ti)(ti)不健(jian)全,不具備單(dan)獨進(jin)行(xing)工(gong)資(zi)集體(ti)(ti)(ti)協(xie)商的條件(jian)。我省(sheng)通(tong)過(guo)推行(xing)行(xing)業(ye)性、區域(yu)性工(gong)資(zi)集體(ti)(ti)(ti)協(xie)商,有效穩定職工(gong)隊伍,遏制(zhi)企業(ye)間的無序(xu)競爭(zheng),促進(jin)勞動關(guan)系和諧穩定。
“工資(zi)(zi)(zi)(zi)調整幅(fu)度、最(zui)低工資(zi)(zi)(zi)(zi)標準等職工普(pu)遍關心(xin)的問題,是行(xing)業性、區域(yu)性工資(zi)(zi)(zi)(zi)集(ji)體(ti)協(xie)商的核(he)心(xin)內容。根據不同(tong)工種(zhong)、不同(tong)崗(gang)位(wei)(wei),分類協(xie)商確定(ding)工資(zi)(zi)(zi)(zi)分配(pei)制度、崗(gang)位(wei)(wei)工資(zi)(zi)(zi)(zi)基數等事(shi)項。”省總工會法律工作部(bu)部(bu)長盧國棟告(gao)訴記(ji)者,今年要在持續推(tui)進餐飲、建筑行(xing)業等傳(chuan)統行(xing)業開(kai)展(zhan)集(ji)體(ti)協(xie)商的基礎上,推(tui)動行(xing)業集(ji)體(ti)協(xie)商領(ling)域(yu)逐(zhu)步向新興產業延伸。
去年(nian)底山(shan)(shan)東省(sheng)(sheng)出(chu)臺《山(shan)(shan)東省(sheng)(sheng)企業工(gong)資(zi)集(ji)體(ti)(ti)協(xie)(xie)(xie)商條例(li)》,自2017年(nian)1月1日起施行(xing)。《條例(li)》的頒布施行(xing),填補了我省(sheng)(sheng)工(gong)資(zi)集(ji)體(ti)(ti)協(xie)(xie)(xie)商工(gong)作的法規(gui)空(kong)白。通知要(yao)求,強化(hua)監督檢(jian)查(cha),對拒(ju)絕或者變(bian)相拒(ju)絕等阻礙(ai)開展工(gong)資(zi)集(ji)體(ti)(ti)協(xie)(xie)(xie)商的,要(yao)及(ji)時介入,按照《條例(li)》規(gui)定(ding)督促(cu)責(ze)任(ren)方整(zheng)改(gai)落實,直至追究相關(guan)單位和人員責(ze)任(ren);對拒(ju)不(bu)改(gai)正的,要(yao)及(ji)時在新(xin)聞(wen)媒體(ti)(ti)進行(xing)曝光。
