一是搭建(jian)就(jiu)(jiu)業(ye)(ye)(ye)(ye)創(chuang)(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)平(ping)臺。組織“就(jiu)(jiu)業(ye)(ye)(ye)(ye)創(chuang)(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)服務進(jin)校園(yuan)活(huo)動”,通過開設(she)就(jiu)(jiu)業(ye)(ye)(ye)(ye)大(da)講堂(tang)、舉辦(ban)招(zhao)聘會等方(fang)式促進(jin)高校畢業(ye)(ye)(ye)(ye)生(sheng)就(jiu)(jiu)業(ye)(ye)(ye)(ye)。依托歷(li)下區山財大(da)大(da)學生(sheng)創(chuang)(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)園(yuan)和(he)濟(ji)南人力(li)資源產業(ye)(ye)(ye)(ye)園(yuan)創(chuang)(chuang)(chuang)(chuang)客空間(jian)項目,為創(chuang)(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)者提供(gong)創(chuang)(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)教育、創(chuang)(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)孵化和(he)創(chuang)(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)拓展等全方(fang)位的服務。扶持推動文化東路街道籌建(jian)的電(dian)子商務創(chuang)(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)孵化基地等創(chuang)(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)場所,全力(li)推進(jin)創(chuang)(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)帶動就(jiu)(jiu)業(ye)(ye)(ye)(ye)。建(jian)設(she)區級“招(zhao)聘與求職”兩庫服務系統,實行區、街、居“三級聯動”就(jiu)(jiu)業(ye)(ye)(ye)(ye)援助,切(qie)實幫扶就(jiu)(jiu)業(ye)(ye)(ye)(ye)。
二是全面激發(fa)人才(cai)活力。創(chuang)新培訓模式(shi)和內容,加強依法行政能(neng)力。圍繞產業(ye)(ye)結構優化升級和新興產業(ye)(ye)發(fa)展迫切需要,推進“百千萬人才(cai)引(yin)進工程”,大力引(yin)進海內外創(chuang)新創(chuang)業(ye)(ye)人才(cai)和團隊(dui)。做好“三支一扶”離崗(gang)考核、招募管理工作和期滿(man)高校畢(bi)業(ye)(ye)生就業(ye)(ye)見習基地考核認定(ding)工作。
三是構(gou)建(jian)(jian)和(he)(he)諧勞動(dong)(dong)(dong)關(guan)系。推進(jin)以簽(qian)訂(ding)勞動(dong)(dong)(dong)合同為主要內容的勞動(dong)(dong)(dong)用工(gong)備案制(zhi)度(du),提高(gao)用人單位(wei)尤其是小企(qi)業勞動(dong)(dong)(dong)合同簽(qian)訂(ding)率。建(jian)(jian)立“十(shi)佳高(gao)技能人才” 正(zheng)常(chang)評選(xuan)機制(zhi),積極(ji)開(kai)展“金(jin)藍領”項(xiang)目培訓工(gong)作(zuo)。建(jian)(jian)立勞動(dong)(dong)(dong)關(guan)系隱(yin)患排(pai)查(cha)和(he)(he)預警機制(zhi)。加強企(qi)業動(dong)(dong)(dong)態管理,逐步將年(nian)檢(jian)工(gong)作(zuo)與(yu)企(qi)業誠信等級評價體系建(jian)(jian)設(she)(she)相結合,建(jian)(jian)立企(qi)業誠信檔案。加強基層(ceng)調解組織(zhi)建(jian)(jian)設(she)(she)和(he)(he)仲(zhong)裁調解隊伍專業化建(jian)(jian)設(she)(she)。加大案前(qian)調解、庭前(qian)調解力(li)度(du),提高(gao)調解率達到75%以上,及(ji)時化解爭議糾紛。
