按照《關(guan)于印發〈濟(ji)南(nan)市(shi)事業單(dan)位公(gong)開(kai)招(zhao)(zhao)聘(pin)(pin)人員(yuan)實施意見(jian)〉的通知(zhi)》(濟(ji)人字(zi)〔2007〕91號)和《關(guan)于進一(yi)步做(zuo)好市(shi)屬事業單(dan)位公(gong)開(kai)招(zhao)(zhao)聘(pin)(pin)工(gong)作(zuo)的通知(zhi)》(濟(ji)人字(zi)〔2009〕13號)精神,根據(ju)單(dan)位崗位空缺情況及(ji)工(gong)作(zuo)需要,濟(ji)南(nan)市(shi)保密技術中心擬向(xiang)社會公(gong)開(kai)招(zhao)(zhao)聘(pin)(pin)1名工(gong)作(zuo)人員(yuan),現將有(you)關(guan)事項公(gong)告如下。
一、擬招聘人員計劃
濟南市保密(mi)技(ji)術中(zhong)心擬向社會公開招聘(pin)1名工作人員(yuan)(yuan),具體崗位要求詳見《2014年濟南市保密(mi)技(ji)術中(zhong)心公開招聘(pin)人員(yuan)(yuan)崗位匯總表》。
二、招聘對象和報考條件
本著公開、平等、競爭、擇(ze)優的標準和業務能(neng)力與(yu)思(si)想道德素質并重(zhong)的原則,應聘人(ren)員應具(ju)備下(xia)列(lie)基(ji)本條件:
(一)具有(you)中華人民共(gong)和國(guo)國(guo)籍。
(二(er))遵守中華人(ren)民共和(he)國(guo)憲法(fa)(fa)和(he)法(fa)(fa)律。
(三)具有良(liang)好的(de)品行和(he)適應(ying)崗位的(de)身體條件。
(四)計算機科學(xue)(xue)與技術(shu)專(zhuan)業(ye)或保(bao)密管理專(zhuan)業(ye)(相近(jin)專(zhuan)業(ye):信息(xi)化管理專(zhuan)業(ye)),具(ju)有國家(jia)承認的本科及以上(shang)學(xue)(xue)歷(li)和學(xue)(xue)位。
(五)年(nian)齡在40周(zhou)歲(sui)以下(xia)(1974年(nian)1月7日(ri)以后出生)。
(六)具備招聘崗位所(suo)需的其他資格條件。
定(ding)向、委(wei)培(pei)應(ying)(ying)(ying)(ying)屆畢(bi)業(ye)(ye)生(sheng)(sheng)應(ying)(ying)(ying)(ying)聘(pin)(pin)的(de),須征得(de)(de)定(ding)向、委(wei)培(pei)單位(wei)(wei)同意。屬(shu)在職人(ren)員應(ying)(ying)(ying)(ying)聘(pin)(pin)的(de),應(ying)(ying)(ying)(ying)征得(de)(de)所(suo)在單位(wei)(wei)同意。曾受過刑(xing)事處罰和曾被開(kai)除公(gong)(gong)職的(de)人(ren)員、在公(gong)(gong)務員招(zhao)考和事業(ye)(ye)單位(wei)(wei)公(gong)(gong)開(kai)招(zhao)聘(pin)(pin)中被認定(ding)有嚴重違(wei)紀違(wei)規行為且不(bu)(bu)得(de)(de)報(bao)(bao)(bao)考的(de)人(ren)員不(bu)(bu)得(de)(de)應(ying)(ying)(ying)(ying)聘(pin)(pin)。在讀全日(ri)制普通高等院校非(fei)應(ying)(ying)(ying)(ying)屆畢(bi)業(ye)(ye)生(sheng)(sheng)(含2015年畢(bi)業(ye)(ye)生(sheng)(sheng))不(bu)(bu)得(de)(de)應(ying)(ying)(ying)(ying)聘(pin)(pin),也不(bu)(bu)得(de)(de)用已(yi)取得(de)(de)的(de)學歷(li)學位(wei)(wei)作為條件應(ying)(ying)(ying)(ying)聘(pin)(pin)。本(ben)(ben)人(ren)及配偶(ou)有國(境)外或國(境)外駐華機構學習、工作經(jing)歷(li)的(de)不(bu)(bu)得(de)(de)報(bao)(bao)(bao)考。現役軍人(ren)及法律規定(ding)不(bu)(bu)得(de)(de)聘(pin)(pin)用的(de)其(qi)他情形的(de)人(ren)員不(bu)(bu)得(de)(de)報(bao)(bao)(bao)考。應(ying)(ying)(ying)(ying)聘(pin)(pin)人(ren)員不(bu)(bu)能報(bao)(bao)(bao)考與本(ben)(ben)人(ren)有應(ying)(ying)(ying)(ying)回避親(qin)屬(shu)關系的(de)崗位(wei)(wei)。
三、報名及資格審查
(一)報(bao)名時(shi)間和地(di)點(dian)
濟南市(shi)保(bao)密(mi)技術中心招(zhao)聘(pin)信(xin)息通過市(shi)人力資(zi)源和(he)社會保(bao)障局網站(www.jnhrss.gov.cn)發布招(zhao)聘(pin)簡章。本次招(zhao)聘(pin)采取現場(chang)報(bao)名的方式(shi)進行。
1、報名時間:2015年(nian)1月7日至(zhi)1月8日,上午(wu)(wu)9:30——11:30,下午(wu)(wu)14:00——16:30。
2、報名地點:濟(ji)南市龍奧(ao)大廈濟(ji)南市國家保密局F915房間。
3、現(xian)場(chang)(chang)報(bao)名:應聘(pin)人(ren)員(yuan)現(xian)場(chang)(chang)報(bao)名時(shi)需按照(zhao)招聘(pin)崗位(wei)要求提(ti)供相關(guan)證(zheng)(zheng)明材(cai)料及2寸免冠彩色照(zhao)片(pian)2張(zhang),現(xian)場(chang)(chang)填(tian)寫《報(bao)名登記表(biao)》。相關(guan)材(cai)料主要包括:國(guo)家承(cheng)認(ren)的學歷學位(wei)證(zheng)(zheng)書(shu)(須在2015年(nian)1月7日之前取得)、身(shen)份(fen)證(zheng)(zheng)及報(bao)考職(zhi)位(wei)要求的相關(guan)資(zi)格證(zheng)(zheng)書(shu)、證(zheng)(zheng)明材(cai)料,屬在職(zhi)人(ren)員(yuan)應聘(pin)的,需提(ti)交有用人(ren)權(quan)限(xian)部門(men)或單(dan)位(wei)同(tong)意應聘(pin)的證(zheng)(zheng)明。上述證(zheng)(zheng)件(jian)(jian)及相關(guan)材(cai)料均需交驗原件(jian)(jian)并提(ti)供復(fu)印件(jian)(jian)(復(fu)印件(jian)(jian)由(you)審(shen)核單(dan)位(wei)留存(cun)備查)。
(二)資格審查
對(dui)應聘人(ren)員(yuan)(yuan)的(de)資(zi)格(ge)審(shen)查工作(zuo),貫穿(chuan)招聘工作(zuo)的(de)全過程。報名現場(chang)同時進行資(zi)格(ge)審(shen)查,由市委辦(ban)公(gong)廳負責。根據應聘人(ren)員(yuan)(yuan)提交的(de)資(zi)料,對(dui)應聘人(ren)員(yuan)(yuan)進行資(zi)格(ge)審(shen)查,并當(dang)場(chang)公(gong)布(bu)審(shen)查結果。
應聘人員通過(guo)資格審查的,于報名結束次日(1月9日)上(shang)午(wu)9:30——11:30、下(xia)午(wu)14:00——16:30,到(dao)(dao)龍奧大廈濟南市(shi)國(guo)家(jia)保密(mi)局F915房間領取筆(bi)試準考證。逾期未領取的,視為棄權(quan)。資格審查結束后,對應聘人數達(da)不到(dao)(dao)規定比例要求的招聘崗位,原(yuan)則(ze)上(shang)取消招聘計劃。
四、考試
考(kao)試(shi)采取筆試(shi)、面(mian)試(shi)相結(jie)合的方(fang)式進行(xing),均(jun)采用百(bai)分制計分。
(一)筆試
1、筆(bi)試內容(rong)主要考察應聘者(zhe)綜合分析能(neng)力、邏輯判斷推理能(neng)力、基礎知識的掌握情況(kuang)和文(wen)字寫(xie)作(zuo)能(neng)力。
2、筆試時間:2015年1月12日。
3、筆試地點:詳見(jian)準考證。
筆(bi)試(shi)(shi)設定最低合格(ge)分數(shu)(shu)線,由(you)(you)市委(wei)辦公廳(ting)根據(ju)崗位招(zhao)聘(pin)(pin)計劃和(he)筆(bi)試(shi)(shi)情況(kuang)確定。在筆(bi)試(shi)(shi)最低合格(ge)分數(shu)(shu)線以上,根據(ju)應聘(pin)(pin)人(ren)(ren)員筆(bi)試(shi)(shi)成績,由(you)(you)高分到(dao)低分,按照1:3的比(bi)例,依(yi)次確定進(jin)入面試(shi)(shi)人(ren)(ren)選。筆(bi)試(shi)(shi)合格(ge)人(ren)(ren)數(shu)(shu)出現空缺,取消招(zhao)聘(pin)(pin)計劃。筆(bi)試(shi)(shi)合格(ge)人(ren)(ren)數(shu)(shu)達不到(dao)規定比(bi)列要求的,最低可(ke)按照1:2的比(bi)例確定面試(shi)(shi)人(ren)(ren)選。達不到(dao)1:2比(bi)列要求的,取消招(zhao)聘(pin)(pin)計劃。
面試(shi)(shi)人(ren)選(xuan)確(que)定(ding)后,在濟(ji)南市(shi)人(ren)力資源和社會保障局網站公布。應聘人(ren)員可登錄該網站查詢筆試(shi)(shi)成績(ji)、取得面試(shi)(shi)資格(ge)人(ren)選(xuan)名(ming)單、面試(shi)(shi)通(tong)知單領取的時(shi)間及(ji)地點。因(yin)個人(ren)原因(yin)逾期未(wei)領面試(shi)(shi)通(tong)知單的,視為自(zi)動放棄(qi)。因(yin)棄(qi)權(quan)造成的空(kong)缺,在筆試(shi)(shi)合格(ge)分數線之(zhi)上,按筆試(shi)(shi)成績(ji)由高(gao)分到低(di)分依次遞補。
(二)面試
面試(shi)(shi)工(gong)作采取結構(gou)化(hua)面試(shi)(shi)、專業測(ce)(ce)試(shi)(shi)等形式進(jin)行(xing),主要測(ce)(ce)試(shi)(shi)應聘人(ren)員(yuan)與(yu)崗位相適應的(de)工(gong)作能力。面試(shi)(shi)現場實際面試(shi)(shi)人(ren)員(yuan)少于1:2比列,未形成(cheng)有效競爭的(de),也(ye)可(ke)(ke)組織考(kao)試(shi)(shi),應試(shi)(shi)人(ren)員(yuan)面試(shi)(shi)成(cheng)績(ji)(ji)須(xu)高(gao)于60分,方可(ke)(ke)列為體檢、考(kao)核(he)范(fan)圍人(ren)員(yuan)。面試(shi)(shi)成(cheng)績(ji)(ji)采取每個(ge)測(ce)(ce)評要素(su)去掉一個(ge)最(zui)(zui)高(gao)分、一個(ge)最(zui)(zui)低分后(hou)綜合計(ji)算(suan)平(ping)均(jun)成(cheng)績(ji)(ji)的(de)辦法,確定(ding)報(bao)考(kao)人(ren)員(yuan)面試(shi)(shi)成(cheng)績(ji)(ji),面試(shi)(shi)成(cheng)績(ji)(ji)由(you)考(kao)官當場評判、當場宣(xuan)布(bu)。
面(mian)試(shi)(shi)(shi)結(jie)束后,按筆(bi)試(shi)(shi)(shi)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)(ji)占(zhan)50%、面(mian)試(shi)(shi)(shi)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)(ji)占(zhan)50%的比(bi)例百(bai)分(fen)制(zhi)合成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)考試(shi)(shi)(shi)總成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)(ji)。筆(bi)試(shi)(shi)(shi)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)(ji)、面(mian)試(shi)(shi)(shi)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)(ji)、考試(shi)(shi)(shi)總成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)(ji)均計算(suan)到小數點后兩位數,尾數四舍五(wu)入。按照招聘(pin)崗(gang)位,根據應(ying)聘(pin)人(ren)員考試(shi)(shi)(shi)總成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)(ji),由高分(fen)到低分(fen)按招聘(pin)計劃1:2比(bi)例,確定考核體(ti)檢(jian)范圍人(ren)選,在(zai)濟南市人(ren)力資源和(he)社會保障局(ju)網站公布,并依次等額組織(zhi)考核體(ti)檢(jian)。如同(tong)(tong)一崗(gang)位招聘(pin)計劃中出(chu)現(xian)應(ying)聘(pin)人(ren)員總成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)(ji)相(xiang)(xiang)同(tong)(tong),則按面(mian)試(shi)(shi)(shi)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)(ji)由高分(fen)到低分(fen)確定考核體(ti)檢(jian)范圍人(ren)選。如出(chu)現(xian)面(mian)試(shi)(shi)(shi)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)(ji)也(ye)相(xiang)(xiang)同(tong)(tong),則對成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)(ji)相(xiang)(xiang)同(tong)(tong)者重(zhong)新組織(zhi)面(mian)試(shi)(shi)(shi),按面(mian)試(shi)(shi)(shi)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)績(ji)(ji)(ji)(ji)由高分(fen)到低分(fen)確定考核體(ti)檢(jian)范圍人(ren)選。
五、考核體檢
考核體檢(jian)由市委(wei)辦(ban)公廳負(fu)責(ze)組(zu)織實(shi)施。考核體檢(jian)要嚴(yan)格落實(shi)公開(kai)招聘回(hui)避、保密等紀律規(gui)定。根據實(shi)際需要,既(ji)可先進行考核也(ye)可先組(zu)織體檢(jian)。
(一(yi))體(ti)(ti)(ti)(ti)(ti)檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)。體(ti)(ti)(ti)(ti)(ti)檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)應(ying)在(zai)市級以上綜合醫(yi)院封(feng)閉進(jin)行,體(ti)(ti)(ti)(ti)(ti)檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)標準(zhun)和相關要(yao)求參(can)照(zhao)公務員(yuan)(yuan)(yuan)(yuan)錄用(yong)體(ti)(ti)(ti)(ti)(ti)檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)通用(yong)標準(zhun)執行,國家(jia)另有(you)(you)規(gui)(gui)定(ding)(ding)的(de)從其(qi)規(gui)(gui)定(ding)(ding)。體(ti)(ti)(ti)(ti)(ti)檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)完畢(bi),主檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)醫(yi)生(sheng)應(ying)當審核體(ti)(ti)(ti)(ti)(ti)檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)結(jie)果(guo)并(bing)簽名,醫(yi)療機構加蓋公章。體(ti)(ti)(ti)(ti)(ti)檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)醫(yi)生(sheng)與體(ti)(ti)(ti)(ti)(ti)檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)者(zhe)有(you)(you)回避關系的(de),應(ying)予(yu)(yu)回避。對(dui)于體(ti)(ti)(ti)(ti)(ti)檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)中違反操作規(gui)(gui)程(cheng)、弄虛(xu)作假、徇私舞弊(bi)、瀆職失(shi)職等(deng),造(zao)成(cheng)不(bu)良后果(guo)的(de)工作人(ren)(ren)員(yuan)(yuan)(yuan)(yuan),按(an)(an)照(zhao)有(you)(you)關規(gui)(gui)定(ding)(ding)給(gei)予(yu)(yu)處(chu)(chu)(chu)理(li)。應(ying)聘(pin)(pin)者(zhe)在(zai)體(ti)(ti)(ti)(ti)(ti)檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)過程(cheng)中有(you)(you)意(yi)隱瞞影響聘(pin)(pin)用(yong)的(de)疾病或者(zhe)病史的(de),經查(cha)實后給(gei)予(yu)(yu)不(bu)予(yu)(yu)聘(pin)(pin)用(yong)的(de)處(chu)(chu)(chu)理(li)。應(ying)聘(pin)(pin)者(zhe)在(zai)體(ti)(ti)(ti)(ti)(ti)檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)過程(cheng)中有(you)(you)串通體(ti)(ti)(ti)(ti)(ti)檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)工作人(ren)(ren)員(yuan)(yuan)(yuan)(yuan)作弊(bi)或者(zhe)請他人(ren)(ren)代(dai)替(ti)體(ti)(ti)(ti)(ti)(ti)檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)以及(ji)交(jiao)換(huan)、替(ti)換(huan)化驗(yan)樣(yang)本(ben)等(deng)作弊(bi)行為的(de),體(ti)(ti)(ti)(ti)(ti)檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)結(jie)果(guo)無(wu)效,并(bing)按(an)(an)相關規(gui)(gui)定(ding)(ding)給(gei)予(yu)(yu)處(chu)(chu)(chu)理(li)。除特殊情(qing)況外,應(ying)聘(pin)(pin)人(ren)(ren)員(yuan)(yuan)(yuan)(yuan)不(bu)按(an)(an)規(gui)(gui)定(ding)(ding)的(de)時間、地點參(can)加體(ti)(ti)(ti)(ti)(ti)檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)的(de),視作自動放棄。對(dui)按(an)(an)規(gui)(gui)定(ding)(ding)需要(yao)復檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)的(de),不(bu)在(zai)原體(ti)(ti)(ti)(ti)(ti)檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)醫(yi)院進(jin)行,復檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)只能(neng)進(jin)行1次,結(jie)果(guo)以復檢(jian)(jian)(jian)(jian)(jian)(jian)(jian)結(jie)論為準(zhun)。
(二(er))考(kao)(kao)(kao)(kao)核(he)(he)(he)(he)。考(kao)(kao)(kao)(kao)核(he)(he)(he)(he)根(gen)據崗位(wei)(wei)條件要求(qiu)可(ke)(ke)采取多種方式進(jin)行(xing),應側重(zhong)于思想政治表(biao)現、道德品(pin)質(zhi)、業務能力(li)和工作(zuo)實(shi)(shi)績等(deng)方面的情況。成(cheng)(cheng)(cheng)立由2名以上工作(zuo)人員(yuan)組(zu)(zu)成(cheng)(cheng)(cheng)考(kao)(kao)(kao)(kao)核(he)(he)(he)(he)工作(zuo)小組(zu)(zu),具體(ti)(ti)負責(ze)考(kao)(kao)(kao)(kao)核(he)(he)(he)(he)工作(zuo)。考(kao)(kao)(kao)(kao)核(he)(he)(he)(he)小組(zu)(zu)要實(shi)(shi)事求(qiu)是,全面、客觀(guan)、公(gong)(gong)正地評(ping)價被考(kao)(kao)(kao)(kao)核(he)(he)(he)(he)對(dui)象(xiang),并(bing)寫出書(shu)面考(kao)(kao)(kao)(kao)核(he)(he)(he)(he)意見。對(dui)因(yin)棄權(quan)和考(kao)(kao)(kao)(kao)核(he)(he)(he)(he)、體(ti)(ti)檢不合格人員(yuan)造成(cheng)(cheng)(cheng)的空缺,經招聘(pin)單(dan)位(wei)(wei)主(zhu)(zhu)管部門申請,市事業單(dan)位(wei)(wei)公(gong)(gong)開招聘(pin)主(zhu)(zhu)管機關同(tong)意,可(ke)(ke)從進(jin)入同(tong)一(yi)崗位(wei)(wei)考(kao)(kao)(kao)(kao)核(he)(he)(he)(he)體(ti)(ti)檢范圍人選中,根(gen)據考(kao)(kao)(kao)(kao)試總(zong)成(cheng)(cheng)(cheng)績由高分到(dao)低分依次等(deng)額遞(di)補。
六、公示及聘用
根據考試(shi)(shi)、考核和(he)體檢(jian)情況,確(que)定(ding)擬聘(pin)用(yong)人(ren)(ren)員名單,并(bing)在(zai)濟南市人(ren)(ren)力資(zi)源和(he)社會(hui)保障局網站(zhan)進(jin)行為期7個工作日的公示(shi)。公示(shi)無異議后(hou),由濟南市保密技術(shu)中心提出聘(pin)用(yong)意見(jian),經(jing)市委(wei)辦公廳同(tong)意后(hou),報市委(wei)組織(zhi)部審核備案(an)。符(fu)合(he)(he)(he)(he)聘(pin)用(yong)條件(jian)的,發放《事業單位(wei)(wei)招(zhao)聘(pin)人(ren)(ren)員通知書》,由招(zhao)聘(pin)單位(wei)(wei)和(he)應聘(pin)人(ren)(ren)員雙方按(an)規(gui)定(ding)簽(qian)訂聘(pin)用(yong)合(he)(he)(he)(he)同(tong),確(que)立人(ren)(ren)事關系,并(bing)按(an)照(zhao)規(gui)定(ding)辦理檔案(an)關系、工資(zi)、戶籍遷移、畢業生派遣等相關手續。受聘(pin)人(ren)(ren)員按(an)規(gui)定(ding)實行試(shi)(shi)用(yong)期制度,期滿(man)合(he)(he)(he)(he)格的正(zheng)式聘(pin)用(yong),不合(he)(he)(he)(he)格的解除聘(pin)用(yong)合(he)(he)(he)(he)同(tong),試(shi)(shi)用(yong)期含在(zai)聘(pin)期內。
七、招聘紀律
