1、廣泛宣傳,營造農村勞動力轉移就業的氛圍。
博山區(qu)充分利用互聯網、QQ、手(shou)機、有線廣(guang)播電視等信(xin)息化(hua)技(ji)術手(shou)段,實時發布(bu)用工信(xin)息,為勞動(dong)(dong)者提供更加(jia)及時、便捷(jie)、有效的就業信(xin)息;借(jie)助區(qu)人力資源市場市場,設立宣(xuan)傳站(zhan),發放宣(xuan)傳材(cai)料,為農(nong)村(cun)勞動(dong)(dong)力答疑解(jie)惑;通過(guo)“春(chun)風(feng)行(xing)動(dong)(dong)”、“就業政策宣(xuan)傳月”、“就業幫扶鄉村(cun)行(xing)”、“農(nong)民工懇談日”、“十(shi)萬農(nong)戶脫貧(pin)奔康(kang)”等活動(dong)(dong)上街(jie)宣(xuan)傳農(nong)村(cun)勞動(dong)(dong)力轉移就業工作(zuo),通過(guo)廣(guang)泛的宣(xuan)傳,營造(zao)農(nong)村(cun)勞動(dong)(dong)力轉移就業的良好氛圍(wei)。
2、加強基層平臺建設,為農民工提供優質服務。
針對(dui)(dui)基(ji)層(ceng)力量(liang)不足的問題(ti),博山區創新工(gong)作方法,加強基(ji)層(ceng)平(ping)臺(tai)建設(she),提高工(gong)作成效。利用公(gong)益(yi)性崗位資源(yuan)(yuan)聘(pin)任(ren)社(she)區工(gong)作者及勞動保障協理員,進一步(bu)推動人(ren)力資源(yuan)(yuan)和(he)社(she)會(hui)保障基(ji)層(ceng)公(gong)共服務平(ping)臺(tai)工(gong)作隊伍建設(she),充分發(fa)揮(hui)基(ji)層(ceng)平(ping)臺(tai)服務功能(neng),確保了對(dui)(dui)農(nong)村(cun)勞動力資源(yuan)(yuan)情況的動態掌握。企(qi)業(ye)通過基(ji)層(ceng)平(ping)臺(tai)發(fa)布招聘(pin)信(xin)息,博山區基(ji)層(ceng)平(ping)臺(tai)建設(she)實現了“網(wang)絡到(dao)鎮、信(xin)息到(dao)村(cun)、服務到(dao)人(ren)”的精(jing)細化管理目(mu)標,提高了供求對(dui)(dui)接率。
3、加強培訓力度,提高農村勞動力的技能素質。
農(nong)(nong)(nong)(nong)村(cun)勞(lao)動(dong)力(li)(li)(li)(li)自身素(su)質(zhi)的(de)高(gao)低,決定勞(lao)動(dong)力(li)(li)(li)(li)的(de)就(jiu)(jiu)業率。從技(ji)能培(pei)(pei)訓(xun)(xun)(xun)和(he)(he)創業培(pei)(pei)訓(xun)(xun)(xun)入(ru)手(shou),努(nu)力(li)(li)(li)(li)提(ti)高(gao)農(nong)(nong)(nong)(nong)村(cun)勞(lao)動(dong)力(li)(li)(li)(li)自身素(su)質(zhi),提(ti)高(gao)就(jiu)(jiu)業能力(li)(li)(li)(li)和(he)(he)就(jiu)(jiu)業率,著力(li)(li)(li)(li)壯大(da)技(ji)能人才隊伍。一(yi)是(shi)利用“聯百(bai)鄉包千村(cun)”和(he)(he)“十萬農(nong)(nong)(nong)(nong)戶脫貧奔(ben)康”活動(dong)加強創業培(pei)(pei)訓(xun)(xun)(xun)和(he)(he)技(ji)能培(pei)(pei)訓(xun)(xun)(xun)。充分利用四家(jia)市(shi)級(ji)定點培(pei)(pei)訓(xun)(xun)(xun)機構(gou)開展短期培(pei)(pei)訓(xun)(xun)(xun)班,傳(chuan)授給農(nong)(nong)(nong)(nong)村(cun)勞(lao)動(dong)力(li)(li)(li)(li)謀(mou)生技(ji)能。嚴格(ge)(ge)遵循“先培(pei)(pei)訓(xun)(xun)(xun),后(hou)就(jiu)(jiu)業”和(he)(he)“先培(pei)(pei)訓(xun)(xun)(xun),后(hou)輸(shu)出(chu)”的(de)原則(ze),以市(shi)場為(wei)導(dao)向,堅持(chi)培(pei)(pei)訓(xun)(xun)(xun)與擴大(da)勞(lao)務(wu)輸(shu)出(chu)相結(jie)合(he)(he),結(jie)合(he)(he)用工(gong)(gong)企業工(gong)(gong)種的(de)實(shi)際情況,選擇相應的(de)專業工(gong)(gong)種,實(shi)行訂單培(pei)(pei)訓(xun)(xun)(xun),免費為(wei)農(nong)(nong)(nong)(nong)村(cun)勞(lao)動(dong)力(li)(li)(li)(li)進行技(ji)能鑒定,鑒定合(he)(he)格(ge)(ge)頒發國(guo)家(jia)資格(ge)(ge)證書,提(ti)高(gao)農(nong)(nong)(nong)(nong)村(cun)勞(lao)動(dong)力(li)(li)(li)(li)的(de)就(jiu)(jiu)業能力(li)(li)(li)(li)。二是(shi)加強農(nong)(nong)(nong)(nong)村(cun)勞(lao)動(dong)力(li)(li)(li)(li)素(su)質(zhi)培(pei)(pei)訓(xun)(xun)(xun)。針對農(nong)(nong)(nong)(nong)村(cun)勞(lao)動(dong)力(li)(li)(li)(li)文化程度偏(pian)低、綜合(he)(he)素(su)質(zhi)差的(de)現狀(zhuang),組織他(ta)們(men)進行引導(dao)性培(pei)(pei)訓(xun)(xun)(xun),講解勞(lao)動(dong)政(zheng)策(ce)法規、就(jiu)(jiu)業指導(dao)、權益保護(hu)等(deng)內容,進一(yi)步提(ti)高(gao)他(ta)們(men)的(de)就(jiu)(jiu)業意識和(he)(he)綜合(he)(he)素(su)質(zhi)。
